Westminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

This information is provided by Parallel Parliament and does not comprise part of the offical record

I will make some progress. One of the deterrents I ask the Minister to consider is repeat reporting in hotspots. Neighbourhood policing needs more resources if it is to act as a deterrent. We would like to see increased police resources in estates or parts of the town where there is repeated antisocial behaviour involving off-road bikes.

My hon. Friend is being very generous in giving way. I thank her for her tireless work on this issue. At a recent meeting that I convened on this issue at Beamish museum with stakeholders including the police, local authorities, emergency services and community groups, a key theme raised was the need for stronger enforcement powers. Will my hon. Friend join me in urging the Minister to extend to police community support officers, as well as police officers, the power to stop and seize these bikes and report road traffic offences? That would give them the tools they need to tackle this persistent antisocial behaviour.

I agree that PCSOs need further powers to be able to tackle the use of these bikes and to seize them. I attended a crushing, if that is what it is called—that word is new to my vocabulary—of 70 of these vehicles, which was incredibly satisfying; I really enjoyed myself. However, it is not enough to confiscate them. The public do not want to see them. They do not want them on the streets. We need to probit their sale, impose consequences for those selling them and strengthen community powers to ban them from areas.
