Since the Prime Minister’s speech on net zero in September, Nissan has announced a £2 billion investment in Sunderland, which comes hot on the heels of Tata’s £4 billion investment in batteries. EDF Masdar has announced an £11 billion investment in offshore wind in Dogger Bank. In his autumn statement, the Chancellor announced a tripling of tidal energy contracts for difference. We had 11 hydrogen projects announced last week. There are six companies bidding for small modular reactors. [Interruption.] Is it not the case that, hot on the heels of yesterday’s announcement of a £6 billion allocation of energy efficiency funding and the carbon border adjustment mechanism—

My right hon. Friend mentioned that he will go to COP28 next week. Could he remind Members of the House, particularly those on the Opposition Benches, of the measures taken in last week’s autumn statement to help to promote the green energy agenda in this country?

My hon. Friend is quite right. We must never forget the parlous state of this country in 2010. Less than 7% of our electricity came from renewables—that was the legacy of the right hon. Member for Doncaster North (Edward Miliband). In the first quarter of this year, that was nearly 48%. Opposition Members raised the issue of people being cold and unable to pay their bills, but just 14% of homes were insulated properly; now, it is 50%. The Minister will recognise that I and many other colleagues on the Government side of the House share the admirable objectives of the hon. Member for Brighton, Pavilion (Caroline Lucas) in ensuring that the water quality of our rivers improves year by year under the Government and their successors. The Minister’s proposals to amend the Levelling-up and Regeneration Bill are not about damaging the status of our rivers; as I understand it, they are about dealing with a particular and specific interpretation of the EU habitats directive by the European Court of Justice in connection with a case in Holland prior to the time we left the EU. If that is the case—she has referred to the litigation and measures she has undertaken—does she agree that in special areas of conservation such as the River Clun catchment in my constituency, where no planning consent has been granted for nine years, these measures will help to unlock that while preserving the quality of the river in the catchment?

The Minister will be aware that two or three weeks ago there was a well-publicised spillage at the beach at St Agnes in Cornwall, where a large volume of brown material was expelled into the river. Many campaigners immediately leapt to the assumption that it was a sewage discharge and became very voluble about how disgraceful it was. Had it been sewage, it would have been disgraceful, but it was in fact soil erosion. That is in itself another problem, but we need to urge moderate language when we manage these issues. People should not immediately leap to a conclusion, but allow the Environment Agency and the water company to be clear about what has caused the incident.

The elective procedure backlog requires appropriate capacity for recovery and rehabilitation, much of which is provided by community hospitals, especially in rural areas. Is the Minister aware that on Friday, NHS Shropshire announced the imminent closure of Bishop’s Castle Community Hospital for patient safety reasons due to a lack of qualified nursing staff? Will he work with me to put pressure on the local NHS to develop a plan to recruit suitably qualified nurses and reopen the hospital as soon as possible?
