Thank you very much, Mr Deputy Speaker.

I thank the Leader of the House for the announcement of the pre-recess Adjournment debate next Thursday. Had the Backbench Business Committee been in existence at that point, I am sure we would have looked at scheduling a pre-recess Adjournment debate on that day, given that the previous pre-recess Adjournment debate was on assisted suicide. I am therefore grateful to the Leader of the House for doing that.

I pay tribute to the outgoing members of the Backbench Business Committee: the hon. Members for Kettering (Mr Hollobone), for Shipley (Philip Davies) and, especially, for Wellingborough (Mr Bone). Without them, the Committee would not be what it is today, and I am sad to see them leave, but I welcome the hon. Members for Nuneaton (Mr Jones) and for Harrow East (Bob Blackman)—and indeed the hon. Member for Southend West (Mr Amess), who is the greatest champion in the House of the pre-recess Adjournment debate, so next week’s will be a fitting start for him. Given that the Committee is still entirely English in composition, I hope that by the end of the Session we can look at having membership from the minority parties in order that we can become a UK Backbench Business Committee instead of being solely English.

That this House has considered matters to be raised before the forthcoming adjournment.

Thank you for calling me, Mr Deputy Speaker; I thought that this moment would never arrive. A total of 66 Members want to participate in the debate, including our newest Member—my hon. Friend the Member for Inverclyde (Mr McKenzie)—who is hoping to make his maiden speech. [Hon. Members: “Hear, hear.”] It is unfortunate therefore that two Government statements, important though they both were, have taken almost two hours out of Back Benchers’ time. To set an example of brevity and to prepare us for all the constituency carnivals and fairs at which we will be spending most of our time during the recess, I hereby declare the debate open.

On behalf of the Backbench Business Committee, I beg to move

That this House has considered matters to be raised before the forthcoming Adjournment.

This is the second time that we have had a debate on the Floor of the House that has been chosen by the Backbench Business Committee. We have chosen to keep the pre-recess Adjournment debate format, mainly because we have had so many insistent representations from colleagues to retain it. As Mr Speaker mentioned earlier, about 50 Members have put down their names to speak, and the Chamber is very full. This is a rare opportunity for Members to debate issues that they have not been able to raise elsewhere, either because they have not been called to speak in a debate or because they have been unsuccessful in securing an Adjournment debate.

The Backbench Business Committee believes that the pre-recess Adjournment debate could be improved, however, and we hope that the Deputy Leader of the House will commit to ensuring that those Members who want one will receive a substantive reply from the relevant Government Department. The Committee will also consider changes to the format of these debates, and we welcome any suggestions for improvement. With that, Mr Deputy Speaker, I wish you and everyone else in the House a relaxing and enjoyable recess.
