Dr McCrea, we both know that that is not a point of order. The bottom line is that I clarified the position: it is exactly in the Minister’s hands and quite rightly; she will choose whether she wishes to give way or not. She has given way already, and it is the choice of the Minister.
The hon. Lady raises an interesting question, but it is not a matter for the Chair.
On a point of order, Mr Deputy Speaker. When I spoke to Madam Deputy Speaker earlier, she said that the first debate was to finish at 4.45, yet the Minister would not take an intervention even though she had four minutes left. I think there was a suggestion that she was hiding; she certainly was.
We have discussed this matter already and I have ruled on it. It is not a point of order and, in fairness, it is up to the Minister to decide what to do with the time allowed, and that was absolutely correct. We have now allowed extra time for the next debate, which is well subscribed.

Commons ChamberOrder. May I point out to Members, in relation to those last two interventions, that such interventions should come through the Chair? Instead, they have been focused on the hon. Member for South Antrim (Dr McCrea), whom we all wish to hear.
I agree with the point that the right hon. Member for Bermondsey and Old Southwark (Simon Hughes) makes. I was talking to folks at the weekend about how young people isolate and withdraw themselves. If we set our minds back to just a few years ago, we remember that we used to see children playing football on the streets, and little girls out with their prams. If we look at our streets today, we see very few children out there. So where are they? They are in their rooms. They are not with their families. In many cases, the internet has taken over their lives, and that leads to the isolation that the right hon. Gentleman mentioned.
When online discussions or communities emerge around harmful behaviours, there is a risk of what the Samaritans describe as an “echo chamber”, in which users reinforce each others’ behaviour and negative feelings about themselves. In a communication to me, the Samaritans stated that
“there are some aspects of the ways that individuals interact with one another online, through social networking sites or online chat rooms, that can place vulnerable people at risk by exposing them to detail about suicide methods or conversations that encourage suicide ideation. Indeed in recent years there have been several widely reported cases of individuals taking their own lives having used websites that have provided explicit information on suicide methods or have been used to facilitate suicide pacts. Restriction of access to information about suicide methods is an established component of suicide prevention. However, this is particularly difficult to achieve online not least because suicide related websites hosted abroad are legal in most other countries”.
The Samaritans have worked in partnership with major companies to develop practical initiatives to support people at risk from suicide online. In November 2010, an initiative was launched in partnership with Google to display the Samaritans helpline number and a highly visited telephone icon above the normal Google search results when people in the UK use a number of search terms related to suicide. The Samaritans also worked closely with Facebook to allow users to get help for a friend they believe is struggling to cope or feeling suicidal. We must express our appreciation to the Samaritans for doing this excellent work.
These pioneering initiatives are to be commended, but more must be done. The Department of Health suicide prevention strategy in England recognises the need to continue to support the internet industry to remove content that encourages suicide and to provide ready access to suicide prevention services. In Northern Ireland, the refreshed “Protect Life” strategy includes a new objective to develop and implement internet guidelines that seek both to restrict the promotion of suicide and self-harm and to encourage the circulation of positive mental health messages.
Online risks must be managed more effectively, and advertisements with hyperlinks to support services must be displayed whenever users discuss or search for information about harmful behaviour if we are to ensure that people in distress can access useful resources quickly.
I acknowledge that the Byron review calls for a shared culture of resilience with families, industry, Government and others in the public and third sector all playing their part to reduce the availability of potential harmful material, to restrict access to it by children and to increase children’s resilience. There needs to be a greater understanding of how young people use modern technologies and communications if they are to be engaged in respect of suicide awareness and prevention, and mental health and well-being.
In conclusion, the causes of suicide are multiple and complex, and they cannot be addressed by any one Government Department working in isolation. Recent years have seen a commitment by Government to deliver suicide prevention strategies throughout the UK, but these must be adequately resourced on a sustainable basis if the progress already made is to be maintained. While we must acknowledge the good work already taking place, there is, of course, always room for improvement, and I believe that efforts must be concentrated on making the internet a safer place for our young people.
I recognise that this is a particularly complex matter and that the challenges it presents are indeed multiple. None the less, they are challenges that must be overcome, for children have the right to be protected from all forms of abuse, violence and harm. Enhanced internet safety is only part of the solution to the growing problem of suicide and self-harm. Through a co-ordinated approach, we must effectively address the issues impacting on emotional health so that we reach a point where so-called “suicide” sites will no longer be attractive to vulnerable individuals and will be made naturally obsolete or unattractive to view. We need to think innovatively about what more can be done across government and the community to reduce the rate of suicide in the UK.
I trust that my right hon. and hon. Friends will deal not only with the issues I have touched on, but with the families of those who have experienced suicide, because they also need help.
Order. I wish to be helpful to the Chamber, and point out that Members are meant to speak through the Chair rather than to the individual Members concerned. I know that some Members have not been on the Back Benches for a while, but I hope that they are back into the swing of being in opposition and will remember to speak through the Chair.
I concur with the remarks of the right hon. Member for Wythenshawe and Sale East (Paul Goggins). I can honestly say that there was no better person than himself to introduce and bring in this sort of measure from the beginning. He certainly did sterling work on it, and we in Northern Ireland appreciate what he did, and want to carry it forward to the next step. Thus families in their grief, bewilderment and loss need help and should be at the very heart of whatever next step is taken. The emphasis on suicide prevention must remain, for as the Stamp Out Suicide! website plainly notes:
“once a suicide is completed, very sadly, there is no cure.”

Commons ChamberI have to say to the hon. Gentleman that words would often fail me in describing the misery that I see on the faces of Lib Dem Members, but we will leave them for another occasion. I see from their vacant Benches that their level of interest in Northern Ireland affairs is really wonderful today.
Let me return to the good news from our small yet vital part of the United Kingdom. Northern Ireland’s unemployment rate is the lowest of any country in the UK. After London, Belfast is the most attractive city in the UK for foreign direct investment. Belfast is among the top 10 cities in the world for financial technology investments, ahead of Glasgow, Dublin and Toronto. Ulster pupils constantly turn in the best GCSE and A-level results of any UK region. These are things that we should rightly be proud of.
I suspect that very few people inside, let alone outside Northern Ireland are aware of those startling facts. That highlights the crucial importance of campaigns such as Northern Ireland 2012. Years of negativity have taken their toll, but I genuinely believe that people are starting to feel good about being from our wee country once more. The slogan for the NI 2012 campaign is “Your time, our place”, and that perfectly encapsulates the rising tide of optimism that exists in the Province. This year will be a tremendous boost for Northern Ireland, with so much going on that it is hard to keep track. Key events in the Province will include the opening of Titanic Belfast, the Olympic and Paralympic torch relay, the Irish Open at Royal Portrush, and the arrival of the Clipper round the world yacht race. The stated aims of the NI 2012 campaign are to change the perception of Northern Ireland, to raise our profile, to drive visitor numbers, to generate economic impact, and to underpin civic pride and self-respect.
I am proud to be from Northern Ireland, and I believe that more and more people from Northern Ireland are starting to feel likewise. We shall reap a remarkable reward. Just as Mary Peters and George Best played such an important role in showing the people of Northern Ireland, and the rest of the world, that hope was not lost during the dark days, imagine the positive impact that hundreds and thousands of ambassadors made up of local people can have in this wonderful year. As the Minister of State, Northern Ireland Office observed recently,
“if you are not in Northern Ireland this year, frankly, you are no one.”—[Official Report, 25 January 2012; Vol. 539, c. 287.]
I heartily concur with that sentiment.
History is probably more important in Northern Ireland than in any other part of the world. It is certainly a deeply contested subject, which leads many observers to believe that the people of Northern Ireland are utterly consumed by history. That is a mistaken assumption. There is a new spirit throughout the Province, whereby people are prepared to look at history not in a dispassionate way, but in a way that threatens nobody and that allows people from different backgrounds to learn about our glorious history. It is our aim that everyone will more fully develop their understanding of the forces that have played such a role in shaping our society in Northern Ireland.
As a Unionist, I welcome the development of greater understanding and learning, because all too often, history books are written about the Province by people who have never been there and who know little of the circumstances about which they are writing. The biased and one-sided evaluation of history has caused great annoyance among the people whom I represent.
I am pleased that this year, we shall see a wide range of events to mark the centenary of the signing of the Ulster covenant and declaration. The men and women of Ulster who answered the call of Sir Edward Carson to oppose Home Rule from Dublin laid the foundation stone of the Northern Ireland state. Although officially, Northern Ireland’s year one is 1921, in a real sense 1912 was actually the starting point, because after the signing of the covenant and the declaration there could be no doubt in the mind of Lloyd George’s Administration that the Unionists of Ulster were not prepared to accept Home Rule from Dublin. From 1912, the irreversible slide towards the establishment of the state of Northern Ireland commenced.
It is important to note the significant role that women played in the organisation of the campaign against Home Rule, which culminated in the massive Ulster day demonstration on 28 September 1912. Women were the backbone of the campaign against Home Rule. Indeed, more women than men signed the declaration in Ulster. In many towns and villages, it was the local women’s organisations and individual women who delivered the logistical support required for the mammoth undertaking of gathering more than half a million signatures. That important aspect of the history of those significant events has not, in my view, received the coverage that it deserves. I hope that it will be more evident in the forthcoming centenary celebrations.
When I think of the ordinary Ulster women who gave so much for the cause that they believed in, motivated by a sense of patriotism and principle, my mind inevitably turns to the most remarkable woman of the last three generations: Her Majesty the Queen. I remember her coronation. I remember a fancy dress competition in my local town of Stewartstown. I was dressed as a little sailor. My sister won the competition and we were very proud of her.
The Queen is a constant background presence in the lives of many of our citizens, and comes to the fore on great national occasions such as Remembrance Sunday, the trooping of the colour and Christmas. The Queen has been the one fixed point in an ever-changing world. It is remarkable to think that this Prime Minister receives advice and counsel from a monarch whose first Prime Minister was Sir Winston Churchill. There is no doubt that Her Majesty has made good her vow that her whole life would be devoted to the service of her people. This year we mark 60 remarkable years of service, and we give thanks to Almighty God for all that Her Majesty has accomplished on behalf of our United Kingdom. We are proud to say, “Long may she reign.”
Many people in Northern Ireland, even people from a nationalist background, hold Her Majesty in high regard. I wish that their elected representatives would represent that position. I hope that the Government, within the obvious constraints of security, will afford as many Ulster people as possible the opportunity to say a big thank you to Her Majesty in her special year.
Finally, this year also marks the centenary of the maiden voyage of the RMS Titanic. It is impossible to understate the strength of the iconic Titanic brand. From San Diego to Singapore, everyone has heard of the famous vessel, but how many people know that she was built in Belfast? As the locals have been known to remark, “The boat was fine when it left Belfast.” I know that the Executive at Stormont are working hard to ensure that people feel the full benefit of this significant anniversary. I urge the Government to work closely with the devolved Administration in that regard.
Edmund Burke said:
“People will not look forward to posterity who never look backward to their ancestors.”
This year, we pause to look back in thankful remembrance at all that our ancestors and earlier generations achieved, but we do so with a resolute determination to build on the inheritance bequeathed to us. I hope that posterity will record 2012 as a year of even greater progress in Northern Ireland. I commend the motion to the House.

Commons ChamberThe hon. Lady has come to the Dispatch Box today, but has not yet told us what the official Opposition would have done had they been in government, so it is rich of her to ask questions of other Members about the issue.
What has happened is that Europe has been taught a salutary lesson, which it will not forget. Perhaps it will be one of the last lessons that Mr Sarkozy will face on the international stage; the presidential elections are coming and one never knows the results of those. Since the Prime Minister’s justifiable action in Brussels, many commentators have tried to suggest that he has lost credibility on the European stage. What kind of influence could our Prime Minister have had if he had failed to honour his pledge to act in the best interests of the British people? It is clear that Mr Cameron has the support of a vast number of people throughout the United Kingdom on this issue, and we want and encourage him to continue to stand firm.
I suggest that if some Liberal Democrats feel that this does not have the support of the community, they can test it in two ways. First, they could have a referendum; certainly, it would be interesting for them to support that idea, as they wanted a referendum recently on something that was also a side, rather than an important, issue. Secondly, they could allow the electorate to decide. If they thought that Mr Cameron did not have the backing of the people, they could allow an election to take place and let the electorate make their decision based on that situation.
It is absolutely disgraceful that the leader of the Liberal Democrats stayed away from the House but was happy enough to go to bed in his constituency when the Prime Minister was standing up for the interests of the United Kingdom. He was happy to agree with a certain standard, but whenever the chips were down he claimed that Mr Cameron was yielding to his Back Benchers. I suggest that the change came over Mr Clegg because he was yielding to the shouts from his own Back Benchers. We do not need Mr Flip-Flop on this issue. We need a definite stand for the interests of the United Kingdom, and I am delighted that our Prime Minister took that stand in Europe.
