Commons ChamberOn a point of order, Mr Deputy Speaker. I gave you notice earlier this morning of the broad context of this point of order, but I will now present the details. At 17.55 yesterday evening I received an e-mail informing me that the Secretary of State for Wales would be visiting my constituency this morning. I am pleased that he is visiting Ogmore, because he does not do so often—in fact, he never has. I responded immediately, because I was fortunate enough to be at my desk until late in the evening. At 7.4 this morning I received an apology for the late notice but no details of where he was visiting in my constituency and that of my hon. Friend the Member for Bridgend (Mrs Moon), even though I had requested them. At 9.43 this morning, following prompting from my hon. Friend, a subsequent e-mail clarified where the Secretary of State was going in the full itinerary. At 10.30 am the visits began. A less charitable Member might think that there had been an intention to avoid my being there to accompany the Secretary of State. Mr Deputy Speaker, will you clarify what the protocol is for informing hon. Members of visits to their constituencies?
It is not a matter for the Chair, but it is very good practice, which has happened, that a Member is informed of another MP going into their constituency. It is up to the Minister whether they want to give details of the visit, but it is always good practice to let the MP know, because—who knows?—they may be able to help with it, and I would have thought that it was beneficial to all for the sake of better communications. I am sure that everyone will have taken that on board.
Order. As the Secretary of State has pointed out, he does not have time to give way. Voices can be saved for tomorrow.

Commons ChamberOrder. I am sure that we do not want to continue this debate and that the hon. Gentleman is desperate to get back to the subject of the amendment.
Absolutely. I make the point to illustrate how important this amendment is in terms of food safety and provenance. I just want to correct the record. The Minister said that it was one in 20,000, but it is roughly one in 2,000. I repeat to the Minister that the advice given directly to the Government was that there is a possibility of adverse effects—
Order. Do not test my patience any more. We can both agree that you are desperate to speak to the amendment and now you are going to go back to it. We do not want to have to bring someone else in just yet, do we?
I welcome the Secretary of State to his post, in which he has the opportunity to set a new course for the Government. May I suggest constructively that, first, he needs to give certainty to green investors, big and small? The Government have shaken that certainty—he should not listen to his officials. Secondly, he needs to avoid carbon leakage from existing energy-intensive users, whose confidence his predecessor managed to shake. If he can deal with those two things, which have gone deeply downhill in the past two years, he will do this country, green jobs and the green economy a service, in both steel and wind.
Order. There seems to be a lot of wind in these long interventions from both sides. Can we have shorter interventions? I should say to Front Benchers, and let Back Benchers know, that it looks like we will have to introduce a limit of six minutes because of the amount of time that has been taken.

Commons ChamberI am sorry, but I will not give way because I need to leave enough time for another person to speak.
I will try to fit in another couple of key points in one minute. We are looking at the reverse of the Boston tea party—the “No representation without taxation” principle. Perhaps that could be called the Bangor tea party, or the Barry tea party. It has been asked what proportion of the fiscal arrangements is needed for financial accountability. Is it a tiny element and just tinkering around the edges, or is it more substantial? I ask the Secretary of State to expand on the timetable. She said something about it in her opening remarks, but it seems to be in the medium grass, if not the long grass. Perhaps she can say something a little more concrete about when the commission will report and when we might see something in Parliament.
A critical factor that has been mentioned several times is the Holtham commission. It has been praised repeatedly by Conservative Members. In that case I say to them, and to the Secretary of State, let us get on with implementing it, regardless of waiting for the Silk commission. We would do a great service to the people of Wales by implementing it right now. The point has been made that Wales is not over-subsidised compared with other parts of the UK. That has long been a myth, but we are not, we are not, we are not. All we are calling for is fair treatment. Implementing the Holtham report would help us to copper-bottom that.
To add an element of caution, what we do not of course want at the end of this commission is what we might refer to as “Silk cuts”. We want an enhancement for Wales, not a diminution of our financial power or democratic clout.
Finally, the Assembly is only just over 10 years old. It is still, by the standards of democratic institutions, something of a stripling. Let us take these decisions wisely, cautiously and with careful consideration. Just as devolution had many fathers, some of whom were in this House, we need to be engaged as this process goes forward.
Order. Before I call the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards), I suggest that he can speak until 28 minutes to 6, because of everything that has gone on.

Commons ChamberOn a point of order, Mr Deputy Speaker. The right hon. Gentleman is spraying around statistics on post office closures and, once again, he is getting them wrong. I realise that I may be out of order, but that is unforgivable.
Let us clear this up. We both know that that is not a point of order. Many hon. Members want to speak. Spurious points of order do not help the Chamber. We need to get on with the debate. We may have a chance for everybody to put their opinions afterwards.
