Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Order. The hon. Lady has made numerous substantial and detailed interventions— I have lost count now. I think the House would have benefited from a speech from her, as opposed to a series of interventions; I encourage her to bring us a speech next time because of her detailed knowledge of what she is presenting to the House.
I am very pleased to say that as a consequence of this debate we will ensure that our high commissioner is made aware, if he is not already, of Aid to the Church in Need’s perspective and requirements. I am happy to make that commitment.
I turn to violent attacks by Boko Haram and Islamic State in West Africa Province, predominantly in north-east Nigeria and the Lake Chad basin, against those who do not subscribe to their extremist ideologies. The region’s predominantly Muslim populations have borne the brunt of the insurgency, but those groups have also targeted Christians, including through the large-scale abduction of women and children. We of course unequivocally condemn those acts. This has been an absolute saga of tragedy. Colleagues mentioned Leah Sharibu, who, following her abduction, remains in captivity. We continue to raise her case with the Nigerian Government, and we have called for her release and the release of those who continue to be held by terrorists. That case continues to concern us all.
We are a leading provider of lifesaving humanitarian assistance to support Nigerians affected by this conflict. Since 2022, we have contributed £66.8 million to the humanitarian response in north-east Nigeria, including providing food and cash assistance to more than 600,000 people, including religious groups, and helping more than 1 million children with lifesaving nutrition services. That is in the context of our bilateral ODA contribution to Nigeria over the past 10 years of some £2.4 billion. Our contribution is substantial and has a very significant practical impact.
For religious tolerance to flourish, we must also tackle insecurity and close the space for criminals and extremists to operate. During our annual security and defence partnership dialogue with Nigeria this week, which colleagues raised, we will discuss strengthening our practical support to defend Nigeria against such threats. In that dialogue, we will consider what more the partnership can do in the pure security context to advance these issues.
The focus is currently on training police and working with local communities, but I know that the defence partnership dialogue will consider exactly that. I am happy to give the hon. Gentleman a commitment that I will pass on that suggestion to my Ministry of Defence colleague.
The security work builds on our work as a partner in the multinational joint taskforce, which has seized weapons intended for use against civilians in Nigeria. However, the ongoing work is hugely important, because disrupting the flow of weapons is a critical security factor. The UK Government will continue to work closely with the Nigerian authorities to address the deeply troubling violence against those who are simply trying to follow their faith, including by raising faith-based violence and wider insecurity at the highest levels and with country-based partners and the wider international community to promote a more secure and stable Nigeria in which everyone is free to follow their faith or belief without fear of persecution or violence.
Once again, I thank hon. Members for this debate. I am grateful that my friend the hon. Member for Strangford quoted from Galatians 6:9:
“Let us not become weary in doing good”.
He is certainly not weary, and our team in Nigeria is not weary. Despite the many challenges and the huge scale of the threat, we are confident that our actions have a positive impact. I am grateful to have laid out this morning some of the actions that we are taking, but a great deal of work is ahead of us.

My hon. Friend speaks with experience and knowledge, and we are making exactly those pleas to our Israeli colleagues.
Eight weeks after the unjustifiable murder of Jewish people in Israel and the countless rapes of Israeli and Jewish women, is the Minister disappointed that the United Nations women’s group made the most facile and mealy-mouthed statement that did not even use the word “rape” in describing what had happened? Will he use his and the Government’s influence to draw to the attention of the United Nations the importance of getting on side on this issue and condemning sexual violence against women and the rape of women? Just because they are Jews does not mean that they do not matter, and that point should be made to the United Nations over and over again.
Of course these reports are shocking and we certainly condemn it. Rape is rape, and we must call it out.

Commons ChamberI have described the fact that energetic ministerial attention was given to this. I cannot speculate on whether or not the Foreign Secretary was made aware of the particular calls that were being made and the particular level of engagement, but his concern and interest in this is surely undoubted.
Has the Minister considered any human rights or wider implications for diplomacy following the Saudi-Iran deal brokered by China in the past few days?
We watch this with interest and we applaud diplomatic progress in all its forms. I think this points to the crucial role that Saudi Arabia has as a responsible actor and as a nation that wants to maintain peace and stability in the Gulf region. That is why it is a particularly valued partner.

Commons ChamberThis is not organised by the FCDO, and our expectation, with the oversight that Ministers have, is that directors might meet this individual. The details of that are yet to be confirmed, if indeed it does happen. I think the opportunity therein was that they would give very strong messages, including on individual cases of human rights activists imprisoned in Xinjiang, and that was therefore the utility of such a proposition.
The strongest action, the most forthright message, or the robusto, would of course be for the Government to sanction this individual. That is the bottom line. Given how the Government are confronting this issue in Xinjiang, I fear for other parts of China. As a result of this soaking-wet response this morning, I fear even more for Hong Kong. The Government have been sitting on a sanctions report since a formal submission in November last year, calling for the Secretary of State for Foreign Affairs to involve himself in sanction moves against 16 individuals in China. When are the Government going to report back on that sanctions request?
I note the hon. Gentleman’s question and he makes a good point in drawing a comparison with Hong Kong. I will not comment from the Dispatch Box about future sanctions, but we note the content of that report.

Commons ChamberI thank my hon. Friend for his intervention, and I would be delighted to accept an invitation to Wolverhampton. I acknowledge and applaud the magnificent work he does in Wolverhampton to support his veterans. I hope the Bill is well received by them, and we thank them for their service.
The Bill will deliver improvements to the service justice system and, most importantly, it delivers on our commitment to enshrine the armed forces covenant in law.
I thank the Minister for giving way so early in his speech. Unlike the hon. Member for Wolverhampton South West (Stuart Anderson), I can say that I was delighted to see the Minister when he came to Northern Ireland last week. I am glad that Northern Ireland got ahead of Wolverhampton on the issue—no offence to my colleague.
Will the Minister spell out clearly at this early stage that veterans in Northern Ireland will be treated equally to veterans from any other part of the United Kingdom, and that no impediment will be allowed to get in the way of veterans being treated fairly and equitably across the United Kingdom, which they should and must be? Will he assure us that the legacy issues will be brought before the House before it rises for the summer?
I thank the hon. Gentleman for his intervention. I was very pleased last week to meet several veterans’ groups, both of home service and of overseas service, to hear about their experiences. The Government are committed to driving towards parity of provision for all veterans, whether they be of home service or overseas service. In terms of legacy issues, he will know that work is ongoing within the Northern Ireland Office, and the Government are absolutely committed—and full of resolve—to delivering the closure that our veterans need with honour and finality.
I really appreciate what the Minister is saying. He knows how vital this issue is. I do not underestimate the Government’s commitment, but I am concerned about the dead hand of officials and political activists in Northern Ireland. Will there be finality on this matter in July? Will a statute of limitations be introduced then?
I cannot get into the timing, and it would not be useful for me to do that at this time. I know that work is continuing apace and that it is a top priority for both the Prime Minister and the Northern Ireland Office. I share the hon. Gentleman’s sense of urgent desire to see this delivered.
The covenant was introduced in its current form a decade ago, and it has undoubtedly had an enormous and very beneficial impact for many within our service community. However, too often, the experience of the covenant depends on where someone lives, so more does need to be done. The Bill delivers for our service personnel and veterans by, for the first time ever, creating a duty for relevant public bodies across the whole of the United Kingdom to pay due regard to the principles of the covenant in the areas of housing, healthcare and education. The Bill represents a significant milestone and delivers on a key manifesto commitment to enshrine further the covenant into law.
In the area of housing, the duty will cover those bodies that are responsible for social housing, homelessness policy and the administration of disabled facilities grants, which can be vital for injured veterans. In education, we know that our service families sometimes face challenges due to their mobile lifestyles in accessing suitable school places for their children, including those with special educational needs. The duty will therefore ensure that the needs of service children are properly understood. In healthcare, much has already been achieved, but service families and veterans still sometimes experience disadvantage, often caused by their mobility or by healthcare requirements resulting from service. The duty will apply to all bodies that are responsible for commissioning and delivering healthcare services across the UK. Housing, healthcare and education are the essential areas, but to future-proof the Bill there is a provision to allow the scope of the duty to be expanded beyond those areas.
