Friend makes a hugely important point, and I am grateful for the time he has spent with me in my first couple of months in the job to highlight this issue, to articulate the problems and to show the real-life examples of where there is an issue. He is such a good champion of this issue for his constituency. A substantial amount of infrastructure has been built all across the country, but where there are gaps it is hugely frustrating, and we will continue to work with assiduous Members such as my hon. Friend to try to close them.
A recent freedom of information request revealed that only a third of the housing infrastructure fund has actually been spent, which leaves £2.9 billion unspent. The National Audit Office says that successful delivery of the housing infrastructure fund “appears to be unachievable”, so what is going to happen to that £2.9 billion?
The housing infrastructure fund continues to transform very difficult, challenging and unviable areas of the country. It is being spent at pace, and it will continue to be so. We expect it to be able to transform more parts of the country over the years ahead.
My hon. Friend is absolutely right that we need decisions at the earliest possible opportunity. Sometimes that is not possible, but it is important that things are done as quickly as possible. That is one reason that we announced a few weeks ago that we were monitoring local authorities’ planning application performance, so that can see where they are, and are not, doing the right thing.
It suggests to me that the freeholder is doing the wrong thing, and where the freeholder is doing the wrong thing, they need to be held to account through the court system, as they are, and they will eventually be forced to do the right thing. On the specifics, I am happy to talk to the hon. Lady, if that would be helpful.

Commons ChamberOne of the services the hon. Lady highlights as being under pressure is adult social care. As the Member for Sheffield South East (Mr Betts) indicated, there is additional money going into adult social care—[Interruption.] The hon. Lady shakes her head, but it is absolutely the case that there is additional money going in. While acknowledging and understanding the principle and the underlying point that she is making, I struggle with the concept that local tax bases are not important within this discussion. They obviously are and they obviously should make a contribution. It is about trying to find a balance, and part of that balance is providing a lot of additional funds for next year, as we have done through last Thursday’s announcements.
I invite the Minister to come to Bristol to sit down and talk to the council about what it has done over the years to try to ensure it can deliver services. We now face an £87.6 million shortfall over the next five years. We have done absolutely all we can in terms of efficiency savings. Will he come to Bristol to sit down with us and see what the true picture is on the ground?
I was going through Bristol’s documentation on the council website only yesterday; I am happy to talk to any local council to understand the pressures and challenges it faces and the concerns it has. By the same token, however, while local government does a hugely valuable job, one part of that valuable job has to be to ensure that it is providing the most efficient and effective services for ratepayers over the long term.

Commons ChamberMy hon. Friend is absolutely right to highlight the challenges of bringing the cost down, as is the case in so many areas of the net zero strategy, but progress is being made. We are keen to support the development of new technology solutions. He will know that we have set out an ambition for 10% of the UK’s aviation fuel to be SAF by 2030. We recognise the challenge of the cost, but I know that my hon. Friend, in his capacity as Chair of the Transport Committee, has announced an inquiry into the matter; I look forward to working with him and understanding the conclusions and proposals that he puts forward.
It has just been revealed that the Transport Secretary is spending departmental money to lobby against the development of private airfields. This includes lobbying against plans to build a battery gigafactory at Coventry airport. What hope do we have of decarbonising transport when the very Cabinet member responsible for that brief is more interested in having somewhere to land his private jet? What conversations is BEIS having with the Department for Transport to ensure that it takes this matter seriously?
I am not sure that this is Transport questions, but it is a question in that spirit. I understand that my right hon. Friend the Secretary of State absolutely disputes the description that has just been given by the hon. Lady. On her question, there is a huge amount of work under way to try to decarbonise aviation, as demonstrated in the announcements last week at COP and the work that the Government have been doing for a number of years. We will continue to do that to ensure that we hit the net zero target by 2050.
