Commons ChamberYes, my hon. Friend is exactly right. It is a great shame when the House has so much to be proud of in our combined record on workers’ rights that Opposition parties are suggesting that the only way to protect workers in the UK is to stay part of the EU. It is blatantly untrue and blatant scaremongering. The Government have a proud record of enhancing workers’ rights and look forward to being able to continue that once we have left the EU.
The right hon. Lady will know that responsibility for workers’ rights is a devolved matter for the Northern Ireland Assembly. She will also know that we have not had a functioning Assembly for almost three years. The Secretary of State for Northern Ireland has been dedicated to the restoration of the Assembly and Executive, but his valiant efforts are now being deliberately and wilfully undermined by the Prime Minister’s stunt of an early general election. How on earth does the Business Secretary reconcile the Secretary of State’s efforts to have the institutions restored in Northern Ireland with the Prime Minister’s stunt of an early general election?
My right hon. Friend the Secretary of State is in his place and will have heard the hon. Lady’s comments. The parties in Northern Ireland have had ample opportunity to come together, and the Prime Minister, like his predecessor, has sought at every turn to find an accommodation so that all parties in Northern Ireland can restore the Assembly. It is a top priority for this Parliament, but so too is delivering on the will of the people in the 2016 referendum. It is not acceptable that we have yet to deliver on the decision by the United Kingdom to leave the EU. We must do so.

Commons ChamberThe hon. Lady is right that we have to act as well as just setting out these warm words. One of the things we have been doing that is working is encouraging other countries to pass their own climate legislation so that they are not setting interesting, politically attractive targets and then all going off and having lunch. They are actually putting in law the sorts of budgets and reduction trajectories that we have had to enact. That means that Ministers have to stand up and have these uncomfortable grillings in front of people who know a lot more about the subject than they do.
I listened carefully to the Minister’s statement, but I was particularly struck by one phrase, which stood out above the others: that we here in the UK should be proud that we “have shown real leadership.” I latched on to that phrase because, as the Minister will know, we have no functioning Assembly in Northern Ireland. We also have no Environment Minister in Northern Ireland, nor have we had one since January 2017—for over two years. I need to know—and I am sure my Northern Ireland colleagues also need to know—that there has been real leadership in Northern Ireland in terms of carbon emissions, in the absence of a functioning Assembly. That, of course, must mean that the Minister and her officials have worked closely with the Northern Ireland Department responsible for this issue. Can she offer me that assurance and give me some details of that work?
Indeed I can offer the hon. Lady that assurance. I have regular ministerial quadrilaterals—in this case with the civil servants, who do an excellent job representing Northern Ireland on many issues, including climate change progress and deal or no-deal planning, so the system is working. Obviously, we would like to see political leadership as well in Northern Ireland, but the process is working, and the market mechanisms that have been put in place are delivering the CO2 reductions that we want to see.

Commons ChamberThe hon. Gentleman makes an important point, and I know from having attended the meetings in Sheffield just how important and welcome that investment has been. Nevertheless, we need to be absolutely clear that although advanced manufacturing institutions such as those in and around Sheffield are being established, we expect, just as the Canadian Government do, that if companies participate in institutions that promote the UK aerospace sector, they must not at the same time recklessly damage another important part of that sector.
I am enormously grateful to the Secretary of State for his valiant efforts to save the Bombardier jobs in Northern Ireland. In his statement, he emphasised the fact that the British Government are working jointly and collectively with the Canadian Government; nevertheless, I am really curious—as are, I am sure, people in Bombardier and in Northern Ireland—to know how effective he reckons the diplomatic efforts between the British and American Governments have been. This is our closest ally: how effective have the diplomatic efforts been?
As I say, we are making a joint effort. It is important that we co-ordinate completely our approach with the Canadian Government, and we have done that. The intensity of our engagement and the actions that we have taken have been completely agreed with the Canadian Government. They obviously have an important relationship with the US, as we do, and we want to make use of that to communicate, as we have done, the importance of Bombardier in Belfast and the importance of applying fairness in this situation, and we will continue to do that. As I have said—my Canadian counterparts are on record as saying exactly the same—this is the first, initial determination. There is some way to go and we, and I personally, will not relent until these jobs are saved and Bombardier can continue its progress in Belfast.

Commons ChamberThere is a competition going on here over who will intervene. It is kind of the Minister to give way. I am sure he is aware that fuel poverty is particularly acute in Northern Ireland. Many households are still dependent on heating oil, the cost of which is increasing. Will the Minister pledge that if, as I optimistically forecast, a devolved Administration is restored in Northern Ireland next week, he will liaise very closely indeed with his counterpart in Northern Ireland to develop a strategy that benefits all households across the United Kingdom—not just those in England—rather than leaving Northern Ireland to fend for itself? That is an optimistic forecast, but we have to live in hope.
We do indeed. The hon. Lady is entirely right; the fuel poverty statistics for Northern Ireland are particularly striking and stubbornly high. As she indicates, she hopes for better times. Although this is, as she well knows, a devolved matter, the Government are ready and happy to co-operate with the Administration when it is formed.
I certainly agree with the hon. Lady about the importance of good design. In fact, some of the most important progress we have made as a country on energy efficiency has been through building regulations and standards for the quality of our homes and offices. The Government remain ambitious in that respect, and she will know how important that is. She will know that I obviously cannot at this stage clarify our intentions post-Brexit, because that is tied up in a series of wider issues, but I hope I can reassure her that we understand completely the importance of continued ambition in this area. We are very clear that there remains considerable scope for harnessing creativity and innovation in using design to improve standards, which will in turn reduce costs.
The Minister is commenting on the need to work in partnership, and I absolutely agree. May I just point out that the warm home discount scheme does not apply in Northern Ireland, which makes fuel poverty there even worse? In partnership with the incoming Administration in Northern Ireland, will the Minister pledge to prioritise the need to introduce the warm home discount scheme in Northern Ireland, even if that means that the Government in Westminster have to provide additional funding to the Northern Ireland Executive?
I listened very carefully to the hon. Lady, but the bottom line is that this is a devolved matter. I am more than happy to discuss the fuel poverty strategy with counterparts in Northern Ireland, but it is categorically a devolved matter.
I was talking about partnerships, and I am glad that the House has filled up a little—when we started it was a little bare—because I am looking forward to hearing from hon. Members about their experience of what is happening with partnerships in their constituencies, including what is and is not working, and more widely about what is going on in their constituencies to help bring about change to support households that need support.

Commons ChamberI will look at those judgments, but the hon. Gentleman establishes the point that the House is more than capable of setting high standards of protection, as it has done for many centuries.
The Secretary of State will know that the jurisprudence of the European Court of Justice established the principle of direct effect for various provisions of EU treaties and directives, meaning that they require no implementation at all by the Government. Will he confirm that, even with the great repeal Bill, those rights that are directly effective, and on which workers can rely, will remain post-Brexit?
Yes, the intention is that all workers’ rights that derive from the EU will be brought into British law.
