It is a very basic lesson. We currently tax bonuses at about 50%, which goes into public services. It is absolutely legitimate to get more people into the labour market. That seems to be a reasonable thing to want to do.

As chair of the Anglesey freeport bidding consortium, I am delighted with the announcement of new investment zones by the UK Government. Can the Chancellor say what that means for Ynys Môn and its freeport bid, especially with a deadline to submit by 24 November?

Ynys Môn has a fantastic Member of Parliament in my hon. Friend, and we are focused not only on freeports, but on the future of nuclear. Ynys Môn represents a hugely exciting opportunity in that regard.

The hon. Lady is absolutely right. That is why, when I was the Energy Minister, I—along with my right hon. Friend the Member for South Staffordshire (Sir Gavin Williamson), the then Education Secretary—set up the green jobs taskforce, working with unions across the sector. We came up with some very good proposals. We are driving that forward, because we recognise the skills gap and want to close it.

I am delighted that Wylfa is specifically included in the British energy security strategy, and I look forward to welcoming the Energy Minister to Ynys Môn in a few weeks. The new Wylfa nuclear plant will bring local jobs for local people. Will the Minister consider discounting electricity bills for locals, and locating the headquarters of the new Great British Nuclear vehicle in north Wales, in recognition of the nuclear expertise and heritage in the area?

I think I would be getting a bit ahead of myself if I were to decide here and now at the Dispatch Box where that body will be sited, but I pay tribute to my hon. Friend’s tireless and passionate advocacy for the nuclear industry. She, among a number of others in this Chamber, has been a brilliant champion, and I look forward to working with her to drive nuclear power in Wylfa and across the country.

The hon. Lady knows that we have discussed the heat and building strategy, and I have discussed it personally, on a number of occasions. We have said that it will be published very soon, and I look forward to her response when it is.

I welcome the Secretary of State’s hard work over the weekend to secure our gas supplies and protect consumers. Does he agree that the long-term solution to energy price spikes is to reduce our dependence on fossil fuels and accelerate the transition to a more cost-efficient and resilient energy system based on renewable energy and nuclear power, through projects such as Wylfa Newydd in my constituency?

I pay tribute to my hon. Friend’s indefatigability on this issue. There never seems to be a moment when Wylfa is not on her lips, and I fully appreciate her passion for it.

Nuclear is clearly a big part of the answer to this, which is why—as Members who have read it will know—it is the third point of the 10-point plan. It is clearly an essential part of our energy mix for the future.

I am grateful for the hon. Gentleman’s enthusiasm for that technology. The countries that he describes have announced commitments to spending the money; they have not spent the money yet. We will be following and pursuing that technology very rigorously, with full Government backing, in due course.

What steps his Department is taking to tackle climate change.

Since 1990 we have grown the economy by 75% while cutting emissions by 43%, and in June 2019, we became the first major economy to legislate for a net zero carbon emissions target.

We are hosting the COP26 climate negotiations next year. Along with our G7 presidency, we are determined to use our international leadership to drive global climate ambition.

What assessment has my right hon. Friend’s Department made of the potentially significant role that nuclear power can play, in the hydrogen production from both large and small reactors? Does he agree that Wylfa Newydd, in my constituency of Ynys Môn, is the jewel in the crown of new nuclear sites?

I am grateful to my hon. Friend for that question. New nuclear obviously has an important part to play in reducing greenhouse gas emissions. We are investing in new nuclear. On Wylfa, I am afraid, I cannot comment on the merits of the site, given that the Secretary of State is currently considering a development consent application. That said, there are a number of potentially good sites around the entire United Kingdom.
