As my right hon. Friend the Chief Secretary said earlier, most of the measures that constitute the £37 billion intervention were targeted directly at the vulnerable constituents of all of us in this House. The energy price guarantee will also be greatly beneficial to people across our country who are suffering because of the cost of living. The Government are committed to a huge amount of intervention, and our top priority is making sure that everyone gets through challenging times as best they can.

T8. The Chancellor has provided families across Sevenoaks and Swanley with vital support for their energy bills. However, in the past year the price of heating oil has more than doubled for my more rural constituents who are off the mains gas grid. The £100 support is welcome, but will the Chancellor and the Business Secretary review the support in the light of those severe price rises?

Absolutely. I am in frequent contact with my right hon. Friend the Business Secretary, and we have sequestered and dedicated a pot to help people who are off the gas grid. We are happy to help my hon. Friend and her constituents in this challenging time.

Perhaps belatedly, I welcome the hon. Lady to her position; I believe this is the first time I have encountered her in BEIS questions or statements. On the substance of her remarks, we engage readily with colleagues across the House who represent Shropshire seats. We have looked into how we can be more resilient against flooding in the Severn area, and my colleagues in DEFRA are very focused on this issue. I would be happy to engage with her on the business side of this resilience package.

First, I pay tribute to the work of UK Power Networks, which has been reconnecting people 24/7 over the weekend; they got me at 4 am on Saturday, for which I was very grateful. However, certain areas, such as Knockholt and Swanley Village in my constituency, have been subject to a number of power cuts over the year and have been difficult to reconnect this time because of out-of-date infrastructure. Will we make sure that they are prioritised in the wash-up of this, when we look at how we strengthen our infrastructure overall?

I am pleased to tell my hon. Friend that we have engaged very actively with UKPN; I spoke to the chief executive officer only this morning, and I understand that the Minister for Energy, Clean Growth and Climate Change, my right hon. Friend the Member for Chelsea and Fulham (Greg Hands), was very near my hon. Friend’s constituency, if not in it, earlier this morning. This issue is something we are very focused on; we want to engage with her to build up local resilience and, crucially, to work with the distributors of power.

I would like to reassure my hon. Friend that if we look back at where we were this time last year, we came out with the heat and buildings strategy, which directly answered this question, and also a very generous comprehensive spending review settlement.

I thank the Secretary of State for his answer. In Sevenoaks we are keen to play our part in achieving net zero, but many of my constituents in more rural areas are worried about the costs and feasibility of replacing their oil boilers as they are phased out. Can the Secretary of State provide reassurances to them, and all in a similar position, that safeguards will be put in place to ensure that alternatives are affordable and practical?

Very specifically in regard to her question, my hon. Friend will know that there is a £450 million boiler upgrade scheme, which was outlined in the CSR, that will provide up-front capital grants for the installation of low-carbon heating systems. She will also be aware that for lower-income households we have a £1.1 billion home upgrade grant, which will upgrade energy efficiency and increase low-carbon heating of non-gas homes across the country.

Across Sevenoaks and Swanley, high streets are preparing to reopen, supported by our brilliant Sevenoaks District Council. However, we are finding that some of our local businesses are being rejected for support from the high street recovery fund. Will my right hon. Friend the Secretary of State meet me and my local council to discuss how we can address some of the issues?

I would be delighted to meet my hon. Friend and others to discuss these important issues. As my hon. Friend mentioned, the high street is clearly a hugely important part of our economy, and that is why the business rates review will be particularly interesting.
