Commons ChamberThe economy in Northern Ireland continues to grow. Since 2010, there are 54,000 more people in work and, over the year, the employment rate has increased and the claimant count has now fallen for the ninth consecutive month. The Government are committed to working with the Northern Ireland parties to bring about political stability. This is key to bringing further growth and investment to Northern Ireland.
Some 33.4% of all exports from Northern Ireland go south across the border and 54.7% go to the EU. Leaving the EU will affect Northern Ireland more than any other region in the UK. The previous answer was pretty vague, so what specific steps will the Secretary of State take to ensure that those exports are protected in order to protect inward investment?
The specifics of the mechanism are for the negotiation, but what we should understand is that Northern Ireland produces high-quality goods, has a high-skilled employment base and it will be successful. We will facilitate that.
Does the Minister agree that news from Northern Ireland is seen, read and heard across the world? Is it not important, therefore, that the institutions get up and running again straight after the forthcoming elections to give confidence to potential investors right across the world that Northern Ireland is, indeed, a great place to invest?
My hon. Friend, who is very wise on Northern Ireland issues and makes a massive contribution, is right. We can do much from Westminster, but it is the parties in Northern Ireland that need to take responsibility, come together and guide the economic growth that is so needed in Northern Ireland.
As the Secretary of State noted, there is an Assembly election that will be followed by negotiations on ministerial responsibilities, all in uncertain times. Can the Minister offer any assurances that austerity will not be the rock upon which peace founders? Will the funding for legacy issues be guaranteed in the new Assembly, and will funding for other policy imperatives be eased? Will he ensure that the Assembly can function properly in financial terms?
The Government are committed to developing an economy that works for everybody in the United Kingdom. We are implementing an industrial strategy, which has a massive part to play in Northern Ireland. I welcome the consultation that has been launched, which includes Northern Ireland. The economy in Northern Ireland is strong. There is a desire between the UK Government and the Republic of Ireland to ensure that we have a constructive and positive relationship in the future.
The Government believe that reducing the rate of corporation tax to 12.5% in Northern Ireland could bring significant benefits for jobs, investment and growth. I hope that we can return to the wider progress we have proposed on this issue following the Assembly election and the formation of a new Executive.
Does the Minister accept that, with unemployment in Northern Ireland at its lowest level since 2008 and Northern Ireland posting the highest increase in exports of any region of the United Kingdom last year, the Executive were making substantial progress in improving the economy of Northern Ireland over the previous two years?
I recognise all those statistics. It is important that we constantly reiterate the positive position that Northern Ireland is in. Like me, Members of this House and the people of Northern Ireland want the Assembly to come back together and offer guidance and leadership to make sure that we grow the economy.
Those of us on the Democratic Unionist Benches certainly share that aspiration. We want to see devolution up and running, and we want to see jobs and investment. The Minister will understand our frustration and the frustration—and, indeed, anger—of the people of Northern Ireland that the good progress we were making has been put in peril, as have jobs and investment, as a result of Sinn Féin’s decision to collapse the Executive and cause an unnecessary election. Will he commit to work, over the coming weeks and months, with those of us who are in this House to improve the situation for people’s jobs and investment into Northern Ireland?
I am not going to get involved in the politics of Northern Ireland and why the Executive fell down. What is important is that the people of Northern Ireland want leadership from their politicians in Northern Ireland. What I can promise the right hon. Gentleman is that the Secretary of State and I will do everything to make sure that we have a strong Assembly that offers leadership in Northern Ireland.
May I start by asking the House to accept the Labour leader’s heartfelt apologies for his mistaken statement last week, when he said that a member of the Police Service of Northern Ireland had been killed? I am sure the House will agree that we all want to see the officer make good progress. We wish him and his family well.
There is no doubt that political instability worries businesses, but a much bigger day-to-day threat is the burden placed on business by the crushing cost of energy in Northern Ireland. Electricity generators are charging customers 58% more than the EU average, while pulling in gross profits of €900 million a year. Will the Secretary of State meet the energy regulator urgently to impress on it the need to rein in these fat cat profiteers?
We will do everything we can to ensure that there is a good economic link between the Republic of Ireland and Northern Ireland. The common economic connector is an important part of that and we will work together to resolve that issue.

Commons ChamberRepeated reports show that the best protection that can be given to individuals, households and businesses is basic online hygiene and safety. We have increased spending on cyber-security at a time of great financial stringency, and we are generally regarded as being well placed in the international rankings on cyber-security, but there is absolutely no room for complacency.
T4. Keighley town council is currently running a £160,000 deficit and has a liability of £1 million. Is my right hon. Friend aware that there is no accountable body for town councils and therefore no one to protect taxpayers’ money? Will he look at this issue as a matter of urgency?

Commons ChamberI am not aware of a specific exemption for any particular area, but I think that the health service would be treated in the same way in relation to EU-US negotiations as it is in relation to EU rules. If that is in any way inaccurate, I will write to the hon. Lady and put it right.
Yesterday my right hon. Friend commented on the possible route to a political solution in Afghanistan following the opening of talks between the United States and the Taliban. May I encourage him to offer our resources to those who are beginning to tread that very difficult path, and to share our experience of peace talks in these islands with them?
My hon. Friend has made an important point. I agree that we have relevant experience and that we should share it, and we do so. The fact that the First Minister and Deputy First Minister of Northern Ireland are working together is a tangible example.

I am delighted to say that we think that almost three times more young people took part in NCS this year and I hope that the whole House will join me in congratulating those young people, who between them contributed some 750,000 hours of community service in their local areas. The number will grow again this year and teenagers can sign up at www.ncsyes.co.uk.
In an era when young people must take every advantage to give themselves a competitive edge, does my hon. Friend agree that the NCS furnishes graduates with the skills that will attract future employers?
Yes, I do. Young people and employers are telling us that. They recognise that the NCS helps young people develop the character skills, leadership, communication, teamwork and self-confidence that will help them succeed in the workplace. That is why we are so proud to support it.

Commons ChamberFirst, let me be clear that all the families caught up in this tragedy do have access to a police liaison team. That is extremely important. For anyone else who is concerned about loved ones or others in the region and who wants advice, the best place to get it is from British embassies or consulates. The Foreign Office website also has all the necessary travel advice. I should make it clear that, in regard to the travel advice for Algeria, the areas of that country where only essential travel is advised are the dangerous border areas. That should be made clear.
I thank the Prime Minister for his statement. Following the apparent reluctance of Algeria to receive assistance, is the time approaching when an international force should be developed to respond to terrorist attacks such as these, perhaps under the auspices of the United Nations? That could give countries such as Algeria confidence about our intentions.
My hon. Friend makes an important point, but there are difficulties with this. In the end, we have to respect the fact that different countries have territorial integrity and have to make decisions that they think are in the interests of their own people and their own countries. What we should be doing is trying to ensure that, in every case, there is the best possible contact and relationship between countries such as ours—where, regrettably, for reasons of history, we have had to develop real expertise in hostage rescue and negotiation—and other countries. Obviously, we do not have the resources to have such a relationship with every country, but we should be working with allies such as the French and the Americans and thinking about where best we can add value in those sorts of relationships. For example, we have a very strong relationship with Nigeria on that front. There is perhaps also an opportunity in the G8 and at other international gatherings including NATO to work out how we can all do more, so that when these dreadful crises occur, access to the best available technology, surveillance, advice and help can be more easily delivered.

Commons ChamberThe Government are putting record sums into the health service—we are increasing the money going into the health service—but if the hon. Gentleman wants me to stand here and criticise the volunteers, the charities and the big society, which provide so many scanners and great machines for our health service, I certainly will not. It adds to our health service. He raised, in particular, the survey. There is a 2011 survey of people who have actually used the health service, rather than one that asks people about their perceptions, and it found that 92% of in-patients rated their overall experience as good, very good or excellent. That is what is happening in our health service, and we should be proud of it.
Q8. Will the Government go ahead with High Speed 2? The project is extremely important to the economy and jobs in the north. If the answer is yes, I suggest we start laying the track in west Yorkshire first.
I am grateful for that enthusiastic endorsement. I believe that we should go ahead with HS2. It is important for the country’s economy, and it is important that we get on board this high-speed rail revolution. It links to the question asked by my hon. Friend’s neighbour, as it were, my hon. Friend the Member for Richmond Park (Zac Goldsmith), about Heathrow. Many flights could be avoided if we had a network of high-speed rail in our country, and I am keen to press ahead.

Commons ChamberI certainly agree with my hon. Friend’s last point. The point about the future of the euro is that we should take a very hard-headed, national-interest view. All the evidence is that a disorderly break-up of the euro would have very bad effects on all the economies within Europe, and bad effects on Britain. One can make longer-term arguments about what it might mean and how things might change but, in the short-term, there is no doubt that when we are trying to secure growth and jobs in this country a disorderly break-up of the eurozone would not be good for Britain.
May I thank the Prime Minister for the thoughtful and constructive leadership that he offered at the G20? The debate has focused quite narrowly on Greece in recent weeks. What is his interpretation of the emerging situation in Italy?
We all have to be careful not to speculate on other countries, but the requirement of those who are lending money to Italy is a clear and consistent plan for Italy getting on top of its debts and deficit. When they see that, interest rates will come back down again. However, that is a lesson to any country that if they do not have credibility in the markets, their interest rates can go up quite quickly.

Commons ChamberI very much agree with the right hon. Gentleman and I hope there can be cross-party consensus on that. It would really help if we recognise in the review of Prevent and in what we do to deal with that ideology that it is not enough to say that we will prevent violent extremism, because we need to prevent extremism as well. Sometimes in the past, we have made a mistake in thinking, “Let’s talk to the extremists in order to stop the really violent ones,” but that is like trying to get the British National party to help to deal with a violent fascist. That would not be sensible in that context, and it is not sensible in dealing with extremist Islamism either.
I want Pakistan to be a prosperous, peaceful and successful country, free of corruption. It is in our interests to support that, but lots of people in this country know that something stinks about where bin Laden was found and where he has apparently been living for the past five years. If this country is to continue to support and encourage Pakistan financially and morally, the Pakistani Government need to come clean about what has happened.
My hon. Friend makes an important point. Just because we are long-term friends and partners with Pakistan, as we should be, it does not mean that we cannot deliver a fairly tough message every now and again. When I went to Pakistan recently, one message I delivered was that it was unacceptable that so many people in Pakistan did not pay their taxes. It is not easy for us in the west to take money off our taxpayers to give to Pakistani education—vital though that is—if Pakistan is not collecting taxes from its own people. Dealing with corruption, making the country more transparent and ensuring that wealthy people in Pakistan pay their taxes should all be part of our bilateral agenda.

Commons ChamberHaving watched these debates and diplomacy since the Falklands war, and having observed the battles on CNN and sanitised movie footage of jets taking off, troops returning fire and Union Jacks attached to aerials and advancing tanks, I find it a daunting thought to be in the House debating and contemplating our responsibility for the deployment of people whose principal purpose is to kill other people on our behalf. During my basic training in the Army, I realised that a sergeant shouting at me to stab and scream and stab again a bale of hay with a fixed bayonet was teaching me how to rip somebody apart. A few years later, I saw the remains of an IRA terrorist unit that had been ambushed by a Special Air Service unit. The remains had been shredded by the hundred of bullets that had gone through their bodies.
Following the first Gulf war, a friend of mine showed me some pictures that he had taken of the convoy attempting to escape back up to Iraq. One of the pictures was of the charred, black head and a desperate hand—black and maimed—of someone trying to leave their vehicle. There is nothing glorious or romantic about war. To those in the media who have portrayed what is happening now—or what has happened in previous wars—as some form of entertainment, I say that that is just not right. I am afraid that human beings need to commit brutal, savage attacks on each other to win wars.
I have spoken in the House before about our lack of political capital following the illegal war in Iraq and what I believe is a folly in Afghanistan. There may be moral reasons to fight again, but I will be honest: we are struggling to find the moral high ground from which to project that morality. As people have said, Gaddafi is the man who brought down the Pan Am plane over Lockerbie, the man who shipped the weapons that killed some of my colleagues and the man who killed WPC Fletcher. However, I feel uncomfortable about going to war. It is not a simple choice; it is a really difficult choice to contemplate.
This morning when I was coming to work, I listened to a phone-in from BBC television about whether we should kill Gaddafi. It was almost gladiatorial, as though people were phoning in so that we could see whether the populace was giving a thumbs-up or a thumbs-down. I have to say that I was fairly disgusted that the killing of another human being, however disgusting he is, could become a form of entertainment.
While we pontificate about morality and our obligations, brave men and women are putting their lives at risk at our request. This is not a debate about student fees, the Scotland Bill or the double summer time Bill; this is about the business of war. We do not take this decision lightly. While we wage war on our enemy, Muslim brothers and Arab leaders—with a few exceptions—remain silent. It is more convenient to wait for the infidel to kill their Muslim brothers and then gesture disapproval than it is to stand up to a tyrant. To the new leaders of the emerging democracies out there in the middle east, I say this: “The next time a murderer comes to the end of his reign, you gather in your House, like we are today, and think about how you’re going to take your share of the responsibility and what you’re going to contribute.”
I am not going to give way.
I said that this was a decision that I do not take lightly, and I do not think this nation takes it lightly either, but I will support the Government. The Prime Minister was right to secure a UN mandate. His leadership stands in stark contrast to the leadership that has gone before in this nation. Let us hope that the positive responses from the United Nations are a sign of something to come because, fundamentally, it is the weakness of United Nations members that has created so many international disasters in the past.
