General CommitteesI have a couple of points of procedure and then some questions, if I may. First, the legislation obviously refers to the amendment of EU regulations, but I have not, I am afraid, been able to get hold of those regulations, so it is quite hard for me to understand the amendments being made. Normally, one would expect such regulations to be available in the room.
Secondly, I do not know whether this is usual, but from reading the legislation over the past couple of days, I see that a section of it is understandably in Welsh. Although it may be appropriate for the legislation to be in that language, I am at a loss to know what it says. Section 6, which is in Welsh, may be a faithful reproduction of section 5, which is in English, but I cannot tell whether that is the case. There may be a Member present who is able to translate it quickly and tell us, but I do not know whether it is usual to vote on legislation that is in a language I do not understand; I have not done that before, as far as I am aware.

I am grateful for that reassurance. We are fortunate on the Committee in having a native speaker of that fine, although for me incomprehensible, language. If my right hon. Friend had not been here, Members may have found themselves in some difficulty with the legislation.
I have some questions for the Minister. I understand that the intention of these imposed regulations is for Ministers to be able to demarcate an area to allow for disease control. At the moment, in my constituency, I am living in the middle of one of those areas, which is to deal with avian flu—although the demarcation seems to be some road signs and not much else. Owners of chickens have been told to keep them indoors, and that type of thing. What I am unclear about is, while Ministers have the power to introduce those zones, how would they actually give effect to them? Is it a purely ministerial discretion? Is there a bar of disease and infection that needs to be reached? Is it on advice from some body? Similarly, on removal, where is the judgment made and by who? Obviously, it is quite a draconian power in certain circumstances. Having some kind of understanding of how it might be executed would be helpful. I could not find anything in the legislation or the guidance notes that told me that.
I also want to explore the issue about Lebanese potatoes, which seems to be of particular interest. I understand that verticillium wilt is prevalent in the Bekaa valley and is of some concern. But my reading of the legislation is that there is essentially an absolute bar on the import of potatoes from that country, which is currently struggling and for which the agricultural sector is a huge earner.
I had some difficulty understanding that—it may just be me being thick. Could the Minister explain to me what the impact of that is on the seed potato industry from those two regions of Lebanon, or whether it is a general Lebanese exclusion? Other than those points, I am broadly content to support the regulations.

Commons ChamberWhen people have broken the law, and when it is safe and proportionate for them to do so, they should serve their sentences in the community. It is important for them to be seen to be paying back to the communities to whom they have caused harm. We are investing £93 million in community payback staff over the next three years so that we can increase the number of hours worked to a record-breaking 8 million a year.
My hon. Friend is right: people do want to see justice being done, in a visible way, in their communities. I hope that he saw some of the 300-odd gangs of offenders who delivered about 10,000 hours of community work across the country, particularly on environmental schemes, during the recent Keep Britain Tidy spring clean-up week. However, Members of Parliament can also play a part in this project. We do need to increase those hours to 8 million a year, and we need Members’ help in nominating schemes on which we can put offenders to work, so if Members feel like it, I ask them please to go online and look at the Ministry of Justice website. They can nominate a scheme, and we will send some people to do some cleaning up.
Fonmon castle park and gardens, in my constituency, provides a first-class day out for visitors, but will my right hon. Friend join me in congratulating those who run it on the partnership that they have established with HM Prison Parc? This offers new opportunities for offenders, while also resolving some of the labour shortages in the area.
I am, of course, happy to celebrate the success of Fonmon castle and its partnership with Parc prison. As my right hon. Friend knows, we believe that employment for offenders is critical to moving them into a better life. Building partnerships of that kind between businesses and prisons is key for the future, and I am pleased to tell my right hon. Friend that Parc prison is in line, in the next year, to have one of our new employment advisory boards, which will bring such partnerships to life across all the UK’s geographies.

Commons ChamberI am pleased to hear that that substantial award from the safer streets fund is making a difference in my hon. Friend’s constituency, and of course I would be more than happy to meet him to talk about how we can better fight crime in his patch.
Vale of Glamorgan, like many rural areas, experiences horrendous animal welfare incidents, from illegal dog breeding and hare coursing to fly-grazing and horse neglect. Will my right hon. Friend join me in congratulating Chief Inspector Rees and her team of officers on how they have used the additional resources that have been made available to combat some of the worst crimes we could possibly imagine?
I am more than happy to join my right hon. Friend in congratulating his local police force on their work in this area, and I am pleased to hear that his non-human constituents are as important to him as the human ones. He will be aware that some of these truly appalling crimes need to be addressed much more assertively, and I hope he has noticed that, in the Police, Crime, Courts and Sentencing Bill, we are tabling amendments specifically on hare coursing, which will help to fight that awful crime.

Commons ChamberOur police forces have played a critical role during the pandemic and have been quick to respond to the changes and challenges that we all face. The Government have been clear that they will provide police forces with the support, both moral and physical, that they need to continue protecting the public and keeping communities safe through the coronavirus pandemic. This has included £30 million of additional covid surge funding.
I welcome the approach that my hon. Friend and the Home Secretary are taking to support brave police officers up and down the country. Lawful protest is the cornerstone of a democracy, but does my hon. Friend agree that it is wholly unacceptable for groups of protesters to come together and put police officers at risk by breaking social distancing rules, given that the police have a responsibility to keep the public safe?
It is no surprise that my right hon. Friend should put the welfare of police officers to the front of his mind, as should everybody in this country. Our police officers are out there on the frontline keeping us all safe, and it is true that a large gathering has the potential to expose them to a greater possibility of infection by the virus than would otherwise be the case. We have seen extraordinary resilience from our police forces throughout the whole pandemic. Indeed, absence has often been below business as usual. That is important because, besides covid compliance enforcement, we still have crime to fight, and if people want officers to be there at the other end of a 999 call and available to come to their aid in an emergency, they need to ensure that they do not expose them to a greater risk of infection than they would otherwise face.
