I am really sorry that the hon. and learned Lady—particularly with her legal expertise—is giving credence to such nonsense. The facts are that our participation in European arrangements on the sharing of information between police forces and judicial systems rests on instruments based in the treaties and grounded in European law. Under article 50, on the day that we depart the EU, the treaties, and therefore all instruments flowing from the treaties, cease to apply to the United Kingdom. That is why we say that we are ambitious for an agreement—a new, deep and special partnership with our EU neighbours—that encompasses security co-operation as well as trade. I wish that she would support that.

Last week, RBS announced a plan to close its busy Newton Mearns branch. East Renfrewshire was already the area worst affected by bank closures before this news. May we have an urgent debate on RBS’s surprising assertion that branches remain a core part of its offering to customers when that is patently not the case?

It is obviously a commercial decision for RBS but, as with any bank, I would hope that it would stick to the code to which all banks say they adhere, whereby it would continue to ensure that the last branch of a retail bank in any particular community is not closed, except in the most extreme circumstances.

It is important that decisions about individual medicines are taken by a body such as NICE, where clinical judgment is to the fore, rather than being subject to political pressure or the question of who has the most effective group of supporters to lobby on their behalf. I will ask the relevant Minister at the Department of Health to write to the hon. Gentleman.

May I associate myself with the expressions of sympathy today and with the appreciation that has been expressed for those who keep us safe, including the brave police officers?

May we have an urgent debate on the plight of the Chennai Six, who include my constituent Billy Irving, given the Foreign Office’s shocking lack of disclosure and communication with families and MPs about the horrific assault on one of the men, who suffered forced incarceration in an Indian mental hospital and the forced administration of drugs, and given that the Minister concerned is apparently currently unable to personally meet terrified family members to reassure them?

I do know that the question of the Chennai Six has been raised with the Indian authorities at the highest political level, as well as repeatedly at official levels. I will ask the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Reading West (Alok Sharma), as the Minister responsible for policy towards India, to write to the hon. Lady.

There will be questions to that Minister and other Communities and Local Government Ministers next Monday—27 February—which might give the hon. Gentleman an opportunity to raise that matter, but I fear that it is primarily one for the local authority rather than the Department.

The Leader of the House will have seen headlines about armed drones operating from RAF Waddington with a kill list targeting UK citizens, without the leave of this House. If the reports are right, what has happened to the commitment to coming to the House at the earliest opportunity if lethal force is used in self-defence? May we have an urgent debate on the number of UK citizens targeted, the legal and evidential basis for that, and whether the kill list extends beyond areas where military action has been authorised by this House?

My right hon. Friend the Defence Secretary has been clear about this. Of course the House did vote in favour of permitting the Government to extend the military operations being carried out in Iraq on to Syrian territory as part of a campaign to check and then defeat—and, we hope, eradicate—Daesh. He has been clear that we and the coalition against Daesh will pursue people who are a threat to our security and to the safety of British citizens, wherever those people may come from. We act, as always in our military operations, within the law, but the message to anybody tempted to go to join Daesh must be that they do so at great risk to themselves.

Clydesdale bank’s latest tranche of bank closures includes the one in Giffnock, in my constituency, which has already been disproportionately affected by bank closures. As well as causing difficulties for our high streets, it is particularly problematic for people less able to get about, and the bank’s wilful disregard for any form of consultation is frankly shameful. Can we have a debate in Government time on the latest Clydesdale bank closures and on the role and responsibilities of high street banks?

It is right that the banks stick to their own code, which requires that particular attention be paid when the last banking outlet in a community is scheduled for closure, but these are independent businesses facing a future in which many of their customers are choosing to bank online rather than in person at a local branch. It is a challenge for them to get the balance right and to ensure that everybody in the hon. Lady’s constituency has the access to banking services that they need.

The plight of religious minorities such as the Yazidi people, who are subject to terrible conditions under Daesh, including sexual slavery, should be a primary consideration for us all. Will the Government make a statement on what more we will do and on whether we will institute programmes such as that operating in Baden-Württemberg in Germany to support those people at their time of terrible need?

We are providing an enormous amount of support—almost £2.5 billion—to ease the humanitarian crisis in Syria and neighbouring countries. That is helping people in the region, including Yazidi refugees. Our resettlement schemes are also giving as much priority as possible to people who have been victims or who are at risk of sexual abuse, and to women and children who are particularly vulnerable. Clearly we always look actively at other ways in which we can help those people. The Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), who has responsibility for the middle east, is sitting alongside me on the Front Bench and he will have heard the points made by the hon. Lady.

This is the third Christmas for which six veterans, including my constituent Billy Irving, will be stuck in jail in India awaiting yet another judgment. Will the Leader of the House join me in making a new year resolution to do everything in his power to bring these innocent men home, and may we have a statement on what the Government will do to make sure that that happens?

As the hon. Lady knows, those men are being held under the Indian judicial system. Although we cannot give orders to another country about how it operates its judicial system, the case of the hon. Lady’s constituent and the other men being detained has frequently been raised by Ministers when speaking to their Indian counterparts, and continues to be raised by our high commissioner in New Delhi. We will continue to make such representations.

I think everyone in the House would want to join the hon. Gentleman in his tribute to the emergency services in his and other affected constituencies, and would also express their sympathy to those householders and businesses that have gone through the awful experience of seeing their properties flooded. The Government are investing record amounts in flood protection and recently published their long-term strategic flood resilience review. I hope that review will provide some reassurance to the hon. Gentleman’s constituents, but I will highlight his concerns to Environment, Food and Rural Affairs Ministers.

I am sure the Leader of the House will be as delighted as I was to learn that Rouken Glen park was awarded the accolade of the UK’s best park in the Fields in Trust awards last night. I am also sure he will want to join me in endorsing the view that Rouken Glen is a fantastic place, in congratulating everyone involved on working so hard there, and in encouraging people to visit Rouken Glen. May we have a statement from him on that, please?

Twice visitors from the diocese of Hyderabad have been refused visas to visit the Church of Scotland Presbytery of Glasgow, despite the Church having committed to bear the costs. The reason for the refusal suggested that the visitors were not genuine, despite the existence of an ongoing twinning relationship. I hear similar spurious reasons for visa refusals week in, week out. May we please have a statement in Government time on how the Government plan to sort out this sorry situation?

I know from my constituency experience that decisions by immigration officers about individual visa applications are often difficult and sensitive. My advice to constituents is always to ensure that the paperwork—the audit trail—is wholly in place so that it is absolutely clear that people are going to abide by the terms of the visa, if granted, and that they will return to their own country at the end of the visa term. The hon. Lady will clearly not expect me to know about that particular case, but if she writes to me, I will pass the details to the Immigration Minister.

My hon. Friend has made a very good point. We will certainly have a debate, and, if a Division is called, a vote, to decide whether we wish to approve the approach set out in the Joint Committee’s report. It will take place as soon as possible, but I am not in a position to announce a date today.

My hon. Friend also made a good point in drawing attention to the fact that the Committee’s report itself said that the project would, if approved, provide huge opportunities for British industry—both manufacturing and service industries—as well as an opportunity to develop specialist skills and involve apprentices in the way that she has described.

Royal Bank of Scotland allowed someone to withdraw £500 from the account of my constituent Calum Cheshire, at a branch which he had never visited and which was far from his home, because that person was able to reproduce his signature from a long-lost driving licence, and apparently their eyes looked similar. No bank card or PIN was required, and the bank will not give Calum his money back. May we have a debate on the duty of banks to refund customers’ money that they give away in error, and the lack of protection offered to customers by the financial ombudsman?

We will respond in full to the Committee’s report. Over the years, many criticisms of the private Members’ Bill procedure have been made from different quarters. I will take seriously the proposals the Committee has made. However, we also need to ensure that under our procedures, legislation does not reach the statute book, perhaps even creating criminal offences affecting our constituents, unless there is clear demonstrable support within Parliament among a majority of Members for it to be enacted.

Does the Leader of the House understand that the people watching the unedifying carryings-on in this place when private Members’ Bills, such as that of my hon. Friend the Member for East Dunbartonshire (John Nicolson), are talked out, feel appalled and completely disfranchised? Does he truly think that his Government are acting in good faith in letting this situation continue any longer?

As I said, no complaints were made last Friday about filibustering. The Minister took a very large number of interventions during the course of his remarks, as is his normal courteous practice when speaking from the Dispatch Box. The hon. Member for East Dunbartonshire (John Nicolson), the promoter of the Bill debated last Friday, was told by the Government about a month ahead of the Second Reading debate that they would not be able to support it as he had at that time envisaged it.
