Commons ChamberSeventy per cent. of those in work will pay less tax this year than they did last year because of the changes that we have made. As I have said, now is the time to act because we have more certainty over what the price cap in the autumn will be. We are two thirds of the way through the observation window. Ofgem has given us a sense, which means that we can scale the support appropriately.
I warmly welcome my right hon. Friend’s statement. The shadow Chancellor made a very fair point: how are we going to fund this £15 billion? Is it not also fair to ask, on the basis that the windfall tax would raise about £3 billion by Labour’s calculations: how will Labour fund all the spending plans that it has announced today and on previous occasions, and the tax reductions that it has announced today and on previous occasions?
My hon. Friend makes an excellent point. On the last count, we have had, I think, £100 billion of spending commitments or tax reductions from the Labour party. Less than a tenth of that has been funded, despite the shadow Chancellor saying that she is committed to fiscal responsibility. It is the same old story with Labour. Ultimately, they always run out of other people’s money.

Commons ChamberWe have already created the holiday activity and food programme, which provides both food and enriching activities for children outside term time. There is also the household support fund, and Barnett consequentials will enable the Scottish Government to provide the same support for vulnerable families in their communities.
I warmly welcome the Chancellor’s statement and, in particular, the rise in the national insurance threshold. It will not only help low earners, which is important, but bring a welcome simplicity to the system. I also welcome the reform of the apprenticeship levy, but will the Chancellor look at the amount that can be transferred through the annual levy transfer? It is currently capped for larger organisations, and that restricts the amount that they can give to smaller organisations. A reform would see much better use of the apprenticeship levy, which would help small and medium-sized enterprises, local authorities and others.
I thank my hon. Friend for his support. He is right to point out that the significant increase in personal tax thresholds is particularly well targeted at those on lower and middle incomes, and I look forward to discussing with him, over the coming months, potential reforms in the way in which we tax training and apprenticeships.

Commons ChamberIn contrast, this Government have announced measures to share the burden with consumers and help manage the global price rise. Despite the faux outrage from the Opposition Benches, I am sure that even they would admit privately that the support just announced is both generous and comprehensive.
Let me take some of the hon. Lady’s points in turn. First, on VAT, may I say how very welcome it is that the Opposition are recognising the benefits of Brexit? I hope they will join me in celebrating the fact that we have been able to change mass migration to this country after decades, that we can create new freeports in places such as Teesside, that we can sign new free trade deals, and that we can deregulate our economy to drive faster growth. She talked about VAT. VAT will, on average, be worth £90 to every household. We are providing £150 to those households that really need it and delivering that support quicker.
Secondly, the hon. Lady tried to claim that it was the Government’s responsibility to manage global gas prices. I outlined in my statement that it is very clear, as any person looking at this sensibly will acknowledge, that global factors are causing the increase in gas prices. No British Government or Chancellor can change what is happening in Asia or, indeed, stop a nuclear power plant going offline in Germany, and the hon. Lady should acknowledge that. Even in places such as Norway, electricity bills are rising because global factors are in play. She would do well to acknowledge that—and the right hon. Member for Doncaster North (Edward Miliband), sitting next to her, will know that, having spent a lot of time on this.
Thirdly, I want to address the point about our support for the most vulnerable, because I am proud of this Government’s record in supporting those who need our help. The policies we have announced today are progressive in their nature. A flat rate will, of course, mean far more to those on lower incomes or with lower energy bills. It is worth five times as much as a percentage of income for those in the lowest incomes as for those on the highest incomes. The hon. Lady talked about insulation. Over this Parliament, we are spending £3 billion to improve energy efficiency and insulation for over half a million households in fuel poverty. That is the right thing to do and it will save those vulnerable families, on average, £300 a year, not just this year but every year going forward. We have already announced those plans.
Lastly, to address the hon. Lady’s point on a windfall tax, of course that sounds superficially appealing, but we on the Government Benches deal with complex problems in a responsible way. The obvious impact of a windfall tax would be to deter investment—it is as simple as that. At this moment I want to see more investment in the North sea, not less. Last year we saw the lowest amount of investment on record in the North sea, as my right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy pointed out just the other day. There are £11 billion of projects lined up to go. I want to unlock that investment because that is good for this country, good for British jobs and good for our energy security.
We will pursue policies that are good for the interests of this country not just today but in the future. My right hon. Friend the Energy Secretary is working very hard to make sure we have an energy market that is fit for the future. We have made investments in nuclear, which, as he rightly pointed out, were ignored by the Labour party when it was in power, but which we are now fixing.
In conclusion, I am not blind to the challenges we face. I have to say to the hon. Lady and her colleagues, however, that we on this side of the House did not have the luxury of sitting on the sidelines and throwing stones. Faced with the gravest of crises, this Government chose to protect millions of jobs. We chose to support millions of businesses, we chose to invest in a world-leading vaccination programme, and we chose a balanced approach to covid so we could open up faster than anywhere else in Europe. We did those things at record speed and at a time of great uncertainty, and we will always strive to learn from mistakes. Nothing is ever perfect when responding to a crisis, but I say to the Labour party that there is a fine line between reasonable criticism and political opportunism, and in my experience the British people can always tell the difference.
I welcome my right hon. Friend’s announcement today. Does he agree that a cut in VAT to solve this crisis is a completely flawed policy, as evidenced by the three economists who spoke to the Treasury Committee this week, including Torsten Bell from the Resolution Foundation, who wanted something far more targeted, such as what my right hon. Friend has announced today? It is clear that one factor in this crisis is Russia’s willingness to weaponise its gas supplies. Will he confirm that if there is any incursion into Ukraine, this country, with our international allies, will look at weaponising our banking system, which would be economically catastrophic for Russia?
I thank my hon. Friend for his question. On VAT, I have nothing further to add. He is right; what we are doing is more targeted, faster and more generous to those who need our help. With regard to sanctions on Russia, I can assure him that absolutely nothing is off the table. We are working closely with our international partners, as the Foreign Secretary has outlined, to prepare a very robust package of sanctions.

Commons ChamberAnyone who has questions about my values can just look at my track record over the last year or two. I am proud of this Government’s achievements in supporting those who most needed our help at a time of anxiety for our country. I respectfully disagree wholeheartedly with the hon. Gentleman: I do believe that work is a route out of poverty. All the evidence shows that children who grow up in workless households are five times more likely to be in poverty than those who do not, which is why I am proud that there are almost a million fewer workless households today as a result of the actions of this Conservative Government.
The most effective sanctions that we could impose on Russia would be to block Russian banks’ access to UK and international markets. Will my right hon. Friend consider that and consider cushioning the inevitable blow to our banks, businesses and households from the financial impacts, including to the cost of living?
My hon. Friend makes an excellent point. With regard to sanctions, absolutely nothing is off the table. We are working extremely closely with our international allies to make sure that we can send a robust signal to deter Russian aggression, and we continue to explore diplomatic solutions at the same time. He should rest assured that nothing is off the table.

Commons ChamberForgive me, Mr Speaker; I should have welcomed the right hon. Gentleman to his new position. I look forward to working with him in his new role.
With regard to the winter and energy prices, of course many people are anxious about inflation. It is something that we are grappling with. What I will say to people is that we have put in place multiple interventions to help with those costs, notably the household support fund—half a billion pounds to help millions of our most vulnerable. That comes on top of our existing support, whether it is for pensioners or for those on lower incomes, to help with energy bills that were already in place. This Government remain committed to helping people with the cost of living. I assure the right hon. Gentleman that we will continue to look at the situation carefully.
Regional mutual banks are a feature of all the other G7 economies, which have much lower levels of regional inequality. They are key to the provision of small and medium-sized enterprise finance. We have a number around the UK that are ready to go, led by experienced professionals; all they need is some pump-prime funding. Will my right hon. Friend agree to meet me to discuss this very exciting policy area?
I am always delighted to meet my hon. Friend and neighbour, and if we could do that in north Yorkshire, it would be fantastic. He is right—as he always is—to champion the need for small and medium-sized enterprises to have access to the finance that they need, and if he has come up with yet another idea to ensure that that happens, I should be delighted to learn more.

Commons ChamberThe kickstart scheme has now created almost 200,000 job placements for young people in record time, given that the scheme was only announced in July last year and operational in autumn. Its ramp-up compares very favourably with the future jobs fund, which preceded it, and with which the hon. Member will be familiar. Now that the economy is reopening, many more young people can start those placements over the coming months. I commend all people both at the Department for Work and Pensions and at the thousands of companies involved for their participation in a scheme that will transform the opportunities of young people up and down the country.
With regard to apprenticeships, we already have an incentive for employers to take on apprentices. In the crisis, the Government introduced a £3,000 hiring subsidy for small and medium-sized businesses to take on a new apprentice—a significant 35% subsidy, I think, of an apprentice at the apprenticeship median wage. It also pays for 95% of all training costs for apprentices employed by SMEs, as well as improving the quality of those apprenticeships. I agree with the hon. Gentleman that apprenticeships are important, but we took action in July last year.
To help people of all ages to get back into work, we have doubled the number of work coaches in jobcentres and provided over £3.5 billion to help people to search for work or retrain, and we are launching the restart programme, with £2.9 billion to provide intensive support to over 1 million people who are long-term unemployed. This Queen’s Speech goes even further to turbocharge our economic recovery and get people into decent, well-paid jobs. The plan set out in the Queen’s Speech creates more jobs, and jobs where people live. The levelling up White Paper will set out bold new interventions to improve livelihoods and opportunities. We are strengthening the Union with record investment in new infrastructure, such as road, railways and broadband. We are turning Britain into a science superpower, with our plan for growth making this country the best place in the world for inventors, innovators and engineers.
First, may I wish the Chancellor a very happy birthday? The scale of his ambition on levelling up is absolutely right, but the scale of the challenge is also huge. The economic gap between London and the south-east and the north-east, in relative terms, is as great as it was between East Germany and West Germany prior to reunification, and it took 30 years to narrow that gap. Does he agree that it will take more than one Parliament and more than the significant investment he has already committed to truly to level up this country?
I thank my hon. Friend for his warm words, and I agree with him. This is the task that this Government will meet head-on, and it is right that it needs to be an ambitious goal that we set ourselves to meet. Like him, I share an eagerness to get on with it and keep going—and he will know, like me, that we are already doing it. Indeed, we are making the most of our new-found Brexit freedoms to launch freeports, for example, creating jobs and growth in innovative new industries in places such as Teesside, which both he and I know very well.

Commons ChamberMy hon. Friend is absolutely right about the importance of youth services. I am not entirely sure exactly which bit he refers to, but I am happy to talk to him further about it. He will see in today’s spending review that the National Citizen Service is still there and we have provided more funding for capital projects for youth organisations, but I will happily pick up the specific case he mentioned separately.
I welcome my right hon. Friend’s statement, particularly the levelling-up fund. May I make an immediate representation for dualling of the A64 in my constituency? I also welcome the changes to the Green Book. Will he take a similar look at the housing infrastructure fund, which also has a built-in bias towards spending in London and the south-east?
I know that this is an area that my hon. Friend knows particularly well, so I am very happy to take him up on that suggestion and discuss his concerns with the Housing Secretary. I thank him for bringing it to my attention.

Commons ChamberI am happy to organise for a relevant Minister to meet the hon. Lady. I hope that those companies—she is right about the difficult time they are experiencing—will have been able to access, for example, the bounce back loans or the coronavirus business interruption loans to help them with cash flow, and ditto with the VAT deferral and time to pay. But I appreciate that it is a difficult time for them, and the best thing we can do is allow more economic activity so they can get their coaches full as quickly as possible.
I warmly welcome this package of support. Nevertheless, as the Chancellor has acknowledged, this will be a difficult winter for some businesses. When we move into what I hope will be a spring recovery, we will see the reintroduction of the full rates of VAT and business rates. Would my right hon. Friend consider phasing in the reintroduction of those at slightly lower levels to allow businesses to get back on their feet in these very important sectors?
As ever, I am grateful for my hon. Friend’s advice and support. He is right: the business rates holiday we have put in place this year has provided over £10 billion of support to almost 1 million businesses. I know what a vital lifeline it is, so of course we keep all measures under review. Future fiscal policy is for Budgets, but I thank him for raising the point with me.

Commons ChamberI know what a difficult time this is for the hon. Lady and her constituents. With regard to underspends—I will come on to this later—I think it is wrong to think of them in that way. That was the Government giving an advance to local authorities to make payments to businesses. That was done on the basis that every local authority will have a wildly different degree of overspend or underspend, which we true up at the end of the process. We could equally have asked local authorities to make payments themselves and reimbursed them afterwards. There is significant financial support both for her local authority and the businesses in her area that have closed down. That was announced by the Prime Minister and I will come on to address that in detail later. It is right that that support is there.
Let me reiterate our plan. The House will be well aware of the gravity of our economic situation. The latest figures show that our economy grew by 6% in July and 2% in August, but it remains almost 10% smaller than it was before coronavirus hit. Business investment suffered a record fall in the second quarter of this year. Consumer sentiment remains well below its long-run average. Despite the significant support we have provided, the data is beginning to reveal the true extent of the damage that coronavirus has caused our labour market. The latest statistics published just yesterday show employment falling, unemployment rising and welfare claims rising. The revisions that the Office for National Statistics has made to its previous estimates show that unemployment was higher than it thought over the summer.
I have talked about facing up to the difficult truths clearly, and we are facing an economic emergency, but we are acting on a scale commensurate with this emergency as we address my single biggest priority: to protect people’s jobs and their livelihoods. We have put in place a comprehensive plan to protect, support and create jobs in every region and nation of the United Kingdom. Through more than £200 billion of support since March, we are: protecting more than 9.5 million jobs through the job retention schemes; strengthening our welfare safety net with an extra £9 billion for the lowest paid and most vulnerable; granting more than £13.5 billion to those who are self-employed, with further grants to come; and protecting over 1 million small and medium-sized businesses through £100 billion of tax cuts, tax deferrals, direct grants and Government-backed loans.
Does my right hon. Friend agree that the best way to protect jobs is to keep the economy open wherever possible? Most other nations are using a local-restrictions approach to deal with this situation, including Germany, which is using lockdowns at a district level, not even at a state or county level. Does he agree that that is the best way forward?
My hon. Friend is absolutely right. The only sustainable way to protect jobs in the long run is to have an economy that is open and functioning. No amount of support can make up for that.
There are other things we have done: eased repayment terms on those loans through pay as you grow; delivered on our promise to give the NHS what it needs; backed hundreds of thousands of young people to find good jobs through the kickstart scheme and new investment in training and apprenticeships; created green jobs through the £2 billion green grant programme; showed that we are here for our cultural sector, with the cultural recovery fund and a further support package for charities; and invested hundreds of billions of pounds in the largest, most sustained programme of infrastructure investment the UK has seen in decades. That is comprehensive action to protect the jobs and livelihoods of the British people. It undermines the credibility of the Labour party that, in the face of all that support, it continues to pretend that insufficient action is being taken.

Lady’s question correctly, I can assure her that the coronavirus business interruption loans apply to meeting asset-related costs already, so it is perfectly possible to use that scheme for a finance arrangement like that. But if that was not her specific question, I would be happy to answer in writing.
May I first declare my business interests, and, from a business perspective, thank the Chancellor for the excellent work that he is doing—a view shared widely across the business community? On the business interruption loans, I welcome the removal in the new micro loan scheme of the forward viability test, which is one of the complexities that slows down the current scheme. Will he commit to looking at removing that from the main scheme as well, which would help to get money out of the door much more quickly?
My hon. Friend has been not, I would say, a thorn in my side but a doughty champion of those who would like to have access to these loans. He has made this point forcefully and repeatedly to the Economic Secretary and to me. I am pleased to tell my hon. Friend that we have been working with the banks over the past week or so and we have been able to make, on his recommendation, several changes to the scheme, including from the regulatory side through the Prudential Regulation Authority and the Financial Conduct Authority, to give banks the comfort they need, as well as reassurances from the Government. A statement will be issued shortly by UK Finance confirming that banks will not require from businesses the provision of forward-looking financial information or business plans. I hope that that gives him the reassurance he needs. It will give comfort to many businesses. I congratulate him on making this point so forcefully and effectively over the past week or two.

Commons ChamberMy right hon. Friend the Chief Secretary is talking to all Departments about the resources that they require to get through these challenging few months.
I warmly welcome this package of support for small businesses, which has been warmly welcomed by a number of businesspeople who have already contacted me. The business interruption loan scheme is a key part of this, but some lenders cannot access that scheme because they are not registered with the British Business Bank, and it would take months for them to do so. Will the Chancellor act now to ensure that all lenders can access that scheme?
I thank my hon. Friend for his comments. He is right: we want this scheme to be available through as many branches and outlets as possible. We are urgently working with the Prudential Regulation Authority to see whether we can onboard new providers at pace. He will understand that there are regulatory requirements, but we are seeing what we can do to speed that up.

Commons ChamberSpeaking of reserves, reserves in the hon. Gentleman’s constituency and area have actually increased by 40% since 2011. Beyond funding, the delivery of social care is a function of joined-up thinking with the NHS. I was delighted to meet the chief officer for Greater Manchester Health and Social Care Partnership in Manchester recently, and I am glad that almost all local authorities agree that our better care fund has improved joint working between health and social care.
Does my hon. Friend agree that the adoption of a German-style social insurance premium, as recommended by the joint inquiry of the Select Committees on Health and on Communities and Local Government, would ease funding pressures on local authorities and ensure that everyone had access to the social care that they needed?
I thank my hon. Friend and all members of the two Select Committees for their thoughtful and detailed work in this area. I know that my colleagues in the Department of Health and Social Care are seriously considering all options in advance of the social care Green Paper, and the Committees’ recommendations are very much a part of the those deliberations.

Commons ChamberI am always happy to visit all local authorities, and many of the authorities in Lancashire have submitted proposals to be in the upcoming 75% business rates retention pilots. I am pleased to see lots of local authorities in Lancashire working together, and I look forward to reading that application with interest in the light of those comments.
As we have seen, different areas, from Redditch to Lancashire, will have different housing needs and different numbers of long-term-empty homes, so it is absolutely right that decisions on whether to apply a premium, and the exact rate to charge, should be taken at local level, as they were before. Councils are acutely aware of the needs and demands of their areas. We recognise that local authorities will want to reflect carefully on the local housing market when deciding whether to issue a determination—for example, where a homeowner is struggling to rent or sell a property in a challenging market. We are clear that the premium should not be used to penalise owners of homes that are genuinely on the market for rent or sale.
I draw the House’s attention to my entry in the Register of Members’ Financial Interests. I also put on the record my support for these proposals. At a time of housing crisis, it is incredibly important that we bring more homes back into use, which is exactly what this measure will do. Will the Minister set out measures for similar situations in which retail premises are unused? Filey, in my constituency, has a shop—I am sorry, Mr Deputy Speaker; I am about to conclude—that has been disused for some time and is a blight on its street. What can the local authority do about that?
It is always a pleasure to take an intervention from my constituency neighbour, who represents what is without doubt the second most beautiful part of the country. I must admit that I am not familiar with that particular shop in Filey, but I will be delighted to chat with my hon. Friend afterwards, to make sure that the full resources of the Department can supply him with as many options as he can supply to the local authority in question.

Commons ChamberOn that relatively unrelated point, it is worth pointing out that when similar legislation was introduced in Scotland, we did not see any greater increase in rents than we would have anticipated.
On the specific question asked by the hon. Member for Oldham East and Saddleworth (Debbie Abrahams) about tenants’ ability to enforce and the ease of their doing so, it is worth bearing in mind that default fees are specifically required to be identified in the tenancy agreement. Up front, at the outset of a new tenancy agreement, the new tenant’s contract has to say exactly what default fees may be relevant under that contract—for example involving the loss of keys, late rent or the loss of an alarm fob. That has to be there in black and white; it is not as though the landlord can come up later on with something that they want to charge the tenant for. That will also be spelled out in the guidance, so it will be very easy for tenants to know whether the default fees they are being charged are appropriate.
May I take this opportunity to draw the House’s attention to my entry in the Register of Members’ Financial Interests?
On the point the Minister was making about redress for a tenant, does he agree that the vast majority of these problems are very easily solved by contacting the redress schemes, which are very effective at resolving any disputes that may arise? Will he clarify the point about cleaning? The cleaning of a property that a tenant has left in an inferior condition should still be the responsibility of the tenant, and that is a reasonable requirement to put into any tenancy agreement.
We are very lucky to have the insights today of my hon. Friend and constituency neighbour. He has been a successful business operator in this particular industry and I always listen to what he says with keen interest. I can tell him that he is absolutely right with regard to redress schemes. Our experience—we have heard this throughout the Bill process—is that they do work well and provide a very easy way to resolve most issues. Simply talking directly to the agent and the landlord in the first place is also a way to resolve the vast majority of issues without having to turn to a specific or formal redress scheme.
On the second point, of course a state of condition and an inventory may be attached to a tenancy, and such a cost would be recovered during the normal course of a deposit return. The tenant would obviously have obligations in that regard, and a breach of those terms would be considered damages in the normal way. However, there will not be a specific charging of fees at the outset of a tenancy; unless otherwise broadly agreed, that is covered by the damages provision in a contract.
I believe my hon. Friend the Member for Carlisle (John Stevenson) wanted to intervene.
As I mentioned previously, Newham is obviously ahead of the curve, and the Committee did hear evidence about that, but many other local authorities are now following suit. Liverpool, Camden and Torbay are examples of local authorities that are getting to grips with the new legislation and putting it into effect in good order. I am pleased to say that, as these are relatively new powers, over the summer recess my Department conducted an extensive engagement activity across five different events throughout the country, involving almost 200 different local authorities, to talk specifically about the enforcement of regulations in the sector. Those conversations have sparked a lot of interesting collaboration across local authorities as they contemplate using the existing regulations and the new legislation in future. As we go forward together, with greater awareness and collaboration and, indeed, the greater funding that will come as a result of the legislation, I am confident that we will see enhanced enforcement activity from local authorities, where required.
The Minister is doing an excellent job at the Dispatch Box, as always. Does he agree that another method of sanctioning landlords and agents who will not comply with reasonable regulations is through the redress process? The requirement for agents to be members of a redress scheme was introduced by our Administration in 2014. It was a seminal moment in the raising of standards in the industry. The requirement to be a member of a redress scheme, with an agreement going across the other two redress schemes, means that a practitioner can in effect be banned from the sector because they are not allowed to be a member of a redress scheme. If that idea is expanded to landlords, we will have another method of excluding from the sector people who will not do the right thing in the right way.
I thank my hon. Friend for that clear example of an activity that is already happening that enables redress to be found. He is absolutely right to highlight the potential extension of membership of redress schemes from agents to landlords, which would further improve tenants’ ability to seek redress when they need it and would more generally act as an incentive for good behaviour in the first place. He will know that the Government are conducting a broader conversation about the regulation of estate agents, about ensuring that the industry is properly regulated and that standards are high and about ensuring that the actions of a small minority do not jeopardise the health of the great majority of the sector. That is an ongoing piece of work, and I am sure that we will discuss it in the House in due course.
As we discussed in Committee, when a tenant has paid an unlawful fee, it is only fair that they should be given a say in how those fees are reimbursed, and the hon. Members for Great Grimsby (Melanie Onn) and for Croydon Central (Sarah Jones), whom I am pleased to see the in their places on the Front Bench, tabled an amendment to that specific effect. As I said I would in Committee, I have considered their amendment and agree that such a provision would be a worthwhile addition to the legislation. As such, amendments 9, 10, 12, 18, 19 and 43 will place a requirement on landlords and agents to seek consent if they wish to offset such a fee against a tenancy deposit or rent payment. I hope that those hon. Members will be happy with that incorporation.
I am pleased to say that our amendments go slightly further than the one proposed by the Opposition Front-Bench team, by also requiring agents and landlords to seek the tenant’s consent if they wish to offset the holding deposit from the tenancy deposit or a future rent payment. If the landlord or agent does not seek consent from the tenant or relevant person about how the prohibited payment or holding deposit should be refunded, they will be judged not to have fulfilled their obligation to repay the fee. That will leave the landlord or agent liable for a financial penalty and give the tenant the right to recover their fee through the relevant enforcement authority. It will also restrict the landlord’s ability to serve a section 21 eviction notice.
I have already explained why we do not support the amendment tabled by the hon. Member for Great Grimsby on the default fee provision and why our proposed alternative is fairer and more workable. I wish briefly to address amendment 1, which she also tabled and which would increase the financial penalty for a breach of the ban from £5,000 to £30,000, and explain why we do not support it. We want the fine to act as a serious deterrent to non-compliance. We have listened to feedback from across the sector, and we firmly believe that financial penalties provided in the Bill are the right ones. I think that most people would agree that a £30,000 fine for an initial breach of the ban, as proposed in the amendment, would be excessive. We do not want unfairly to penalise landlords and agents who may inadvertently breach the ban on fees. In particular, that might seriously financially hurt individual landlords who, for context, collect on average rent of around £8,000 from a single properly. A £30,000 fine is almost four multiples of that.

Public Bill CommitteesI am sure everyone watching the Committee will have heard that advertisement to visit my right hon. Friend’s constituency. Near to my own as it is, I also encourage them to visit the Yorkshire Dales and the North York Moors.
While we are on the subject of Yorkshire, as well as putting on record my thanks to APCOA Parking at York railway station for letting me off my parking ticket, I ask the Minister to join me in recognising the fantastic efforts of Malton Estate. It owns private car parks in the centre of Malton and gives two hours of free parking throughout the day. That has incentivised more shoppers to come into the town, and is one of the reasons why Malton is now Yorkshire’s food capital.
I pay tribute to the car parking practices in Malton that my hon. Friend describes. It is evidence of what my hon. Friend the Member for South West Bedfordshire said, which is that good, honest and fair car parking is vital for the health and wellbeing of our town centres and high streets. We all want to see it encouraged across our constituencies.

Commons ChamberI congratulate the hon. Member for Manchester, Gorton (Afzal Khan) on securing this Second Reading debate. It is a privilege to follow so many wise and learned contributions, especially that of my right hon. Friend the Member for Forest of Dean (Mr Harper). I disagree slightly with the hon. Member for Glasgow East (David Linden), because I was hanging off almost every word of my right hon. Friend’s tour de force, which drew upon his great experience of taking a similar Bill through Parliament. My hon. Friend the Member for Harwich and North Essex (Mr Jenkin) also brought considerable experience and thought to this matter, and his contribution gave me much pause for thought.
My predecessor in this House, Lord Hague, once told many of his constituents just how uniquely our particular form of parliamentary democracy was seen by his many international counterparts. He described how, after a high-level summit, the G20 leaders could scarcely believe that the Foreign Secretary of the United Kingdom had to depart their supper to get on a plane and fly back to his rural north Yorkshire constituency to hold a surgery for Hawes. He explained that “Hawes” was not what they had thought and that it was in fact a rural town in Wensleydale with a small population of 1,000 people. Hilary Clinton, the US Secretary of State at the time, was shocked that senior members of the UK Government had space in their diaries for such an amazing activity on a Friday. The people from countries with proportional representation could not quite fathom the concept of a constituency, and some of the more aloof dignitaries present wondered why on earth he was meeting any members of the public in the first place.
That brief story illustrates the enduring strength of our parliamentary democracy and, in particular, the close connection to our constituents that all Members of this House are privileged to have. Ours is a robust system, underpinned by centuries of tradition and custom. Our electoral system is precious, and any changes to it must therefore be considered extremely carefully. Having spent a little time considering it, I believe that the Parliamentary Voting System and Constituencies Act 2011 made some sensible and overdue changes to that system. In discussing potential changes to that Act, I will confine my remarks to three simple points.
First, there is a strong, unarguable case for the equalisation of the number of electors. Secondly, I will turn to why I believe that modestly reducing the number of Members of this House to 600 is, on balance, sensible. Finally, I will take this opportunity to discuss my experience of the ongoing boundary review, with particular regard to one village in my constituency: Great Ayton.
Turning to the case for equalisation, as the former Deputy Prime Minister and Member for Sheffield, Hallam once put it, it is a patently obvious principle that each person’s vote should carry the same weight. The principle was similarly endorsed by the independent Committee on Standards in Public Life.
Today we find ourselves in a situation where the largest constituency has more than 93,000 electors, compared with just over 40,000 in the smallest. It cannot be fair that constituencies vary in size by as much as 100%. The outcome is that a vote in a constituency like that of my hon. Friend the Member for Banbury (Victoria Prentis) counts for half as much as a vote in a constituency like Arfon. Requiring constituencies to be within a narrow band of 5% of the average quota is sensible, reasonable and very fair.
Some have claimed that these adjustments are, in some way, political gerrymandering, that the Conservative party or the Government are redrawing the boundaries, but nothing could be further from the truth. These reforms are being led by the different boundary commissions of the United Kingdom. Independent bodies, the boundary commissions have always carried out their role with due diligence and impartiality. I have every confidence in the boundary commissions and their well-established independence. I am yet to hear any evidence to the contrary.
It would, in any case, be unwise to interpret any particular short-term advantage that might accrue to any particular party as fixed and immutable. Interestingly, when looking at elections by the number of people who changed their vote—a measure of electoral volatility—the last two elections, in 2015 and 2017, were the most volatile since the elections at the time of the great depression and immediately after world war one. That shows we live in an age when no party can lazily count on the fixed support of the British people. I am confident that the small changes to our boundaries and to our system will in no way stop the British people expressing their strongly held views about which party they want to represent them in government.
On the more nuanced issue of the appropriate size of this House, I acknowledge the concerns raised by Members on both sides of the House about modestly reducing the number of MPs to 600. The speech by my hon. Friend the Member for Harwich and North Essex gave many of us pause for thought and some ideas to consider. He called for a decrease in the number of Ministers to coincide with the reduction in the number of Members, thereby ensuring that the Executive can still be held to account. It is an interesting suggestion, and I am sure the Minister will bear it in mind, but I am optimistic about the capacity of this House to hold the Government to account, even with 600 Members. As with so many other things in life, it is quality, not quantity, that counts. I have been here only a short time, but I have seen time and again how just one Back-Bench MP, one Select Committee report or, indeed, one shadow Minister can scrutinise the Government at the highest level, shine light on issues and, ultimately, change the course of policy.
Another question raised by our having a smaller body is whether it would be able to handle the volume of work that Westminster is used to doing, especially with the repatriation of powers from the European Union. That is a fair question to ask but, over time, the direction of travel is unquestionably to devolve more powers away from Westminster. The other Parliaments and Assemblies of the United Kingdom have taken on more and more responsibility, as have the police and crime commissioners. Now, with the devolution that the Government are continuing, metro mayors stand to further change the distribution of power within the United Kingdom. All those moves should make it easier for a smaller House to manage as effectively as it has always done in conducting the nation’s business.
This House is frequently compared with others around the world. One comparison I have heard is that this House is larger than the US House of Representatives and the US Senate combined, which is a surprising statistic given that the United States has five times the economy and five times the population. But, as has often been pointed out, the legislature of a federal republic and that of a unitary parliamentary democracy such as ours cannot be so easily and directly compared. It may be more appropriate to touch on some of the other parliamentary democracies around the world—systems that have emulated our Westminster-style of government. Japan is one such example. It has a population of 127 million, but its House of Representatives has just over 450 Members; a Japanese Member of Parliament has, on average, 270,000 constituents. The Canadian House of Commons, again similar to ours, has only 330-odd Members, with each Canadian MP representing more than 100,000 constituents. Australia is leading the charge on having a streamlined lower House, with only 150 MPs. It was with interest that I noted the constituency of Richmond in Australia boasted 35,000 electors more than my constituency of Richmond in Yorkshire. As an aside, because we are here on a Friday, I thought it was worth noting that Richmond is the UK’s most copied international place name, with more than 55 Richmonds to be found across the world, in places as diverse as South Africa, India and Germany—
And indeed London. My hon. Friend the Member for Richmond Park (Zac Goldsmith) is not in his place, but he will of course know that Henry VII, the earl of the original Richmond in Yorkshire, was so taken with the place that he decided to rename that part of London called Sheen and build a palace there in honour of the Richmond in Yorkshire—but we digress.
Even with these reforms, the point remains that our constituencies will still be much smaller than those of comparable parliamentary democracies. I acknowledge that an increase in our electorates will mean an increase in our postbags and inboxes, and that with no obvious change in our office resources to match, we will all have to work that much harder to represent our constituents. We talk a lot in this House about productivity, so it is only right that we as Members do our bit to drive up the UK’s productivity. Similarly, as we have heard, when public money is tight it is eminently reasonable that politics should not be immune from our efforts to bring the nation’s finances back under control.

Commons ChamberThe average commute into London begins 40 miles outside of the city. If we could make that the case for Manchester, we could create an urban network with a population larger than that of New York, and with a GDP the size of Sweden. That is the scale of the prize for getting northern transport right.
Tonight I would like to make three quick points: first, I want to celebrate the powerhouse that the north already is; secondly, I want to talk about the role that transport will play in shaping the north’s future; and lastly, I want to suggest a few key projects that will ensure that the future is bright.
When I hear the phrase “northern powerhouse”, I must admit that my heart sometimes sinks, because I know that too often I am about to hear a story of the past—the north as the land of the spinning jenny—or I am to be told about a far too distant future of hyperloops across the Yorkshire dales. Instead of talking about the past or the far future, let us not forget today that Britain’s 16 million northerners are already the nation’s economic engine. Last year, it was not London or the south-east that saw the highest growth; it was the north-west. Thanks to Nissan’s Sunderland car plant, Britain is, for the first time since England won the World cup, producing more cars than the French. Off Yorkshire’s east coast, Hull-made turbines are creating the world’s largest offshore wind farm. In science, the north’s 29 universities—including world-class institutions like Durham, York and Newcastle —are at the forefront of our cutting-edge research. And, in Manchester United, the north is home to the most successful sporting franchise anywhere in the world.
But in the area of transport, we are still selling the north’s potential short. The cities and towns of the north are individually strong, but collectively are not strong enough. The only way to get the north to punch beyond the collective sum of its parts is to connect those parts. That is why better transport is key to unlocking the north’s true potential.
Today, converted buses known as Pacer trains, a technology phased out more than 12 years ago by Iran’s national railway, are still in use across the north. Today, it is quicker to travel 283 miles from London to Paris than to travel less than half that distance between Hull and Liverpool. And today, too often bright, young entrepreneurial minds forged in northern schools and universities find it easier to come 200 miles to London to find a job than to look in a northern city just 40 miles away.
But it does not have to be like this. After all, the distance between Manchester and Leeds is shorter than the length of the London underground’s central line. The Government, to their credit, recognise the need for investment—and in my constituency upgrades to the A1 and A66 are welcome—but there is much more to do.
The northern powerhouse is a wonderful phrase, but the people of northern England deserve more than a slogan; they need action. How do we make the aspiration a reality? There is no doubt that there has been a substantial funding gap between London transport and northern transport under successive Governments.
I asked this question of the hon. Member for Kingston upon Hull North (Diana Johnson), but does my hon. Friend agree with me that this lack of investment has been happening for generations, and that it is not a party political issue? We should be working cross-party to deliver the solutions we all know we need.
My hon. Friend has done excellent work analysing these numbers, and I completely agree with his point that it is multigenerational. The point is that, from now on, that gap needs to start closing.
Secondly, London has Crossrail, the midlands is getting HS2, and now we in the north need the Government to back Northern Powerhouse Rail. The Government’s £300 million down-payment is certainly welcome, but we will need a lot more to show the people of the north that the Government mean business.
Thirdly, in my own area, the new Tees Valley Mayor has campaigned to upgrade Darlington station, to vastly improve its capacity and connectivity. It is an excellent proposal and the Government should get behind it.
Fourthly, from Teesside to Merseyside, and from Tyneside to the Humber, one of the north’s many strengths are its great ports. As I set out last year, after we leave the EU we should create a new generation of US-style free ports to turbocharge manufacturing, trade and employment in our great northern port cities.
Finally, we must make sure that the rural north is not left behind. Advances like autonomous vehicles will have their biggest impact in sparsely populated rural areas like mine—for example, by allowing elderly constituents to access distant health services more easily, or stimulating our local economies by allowing people to head to the pub without worrying about who will drive home.
It might seem strange to hear all this from a boy born in Southampton, but I am deeply proud to now call the north my home. So as long as I have a voice in this House, I will speak up loudly and forcefully for my home’s bright future, and for an economy that, with the right investment, can be the powerhouse not just of Britain but of the world.
Does my hon. Friend agree with the point made by the hon. Member for Bradford South (Judith Cummins) that the Treasury and the Department for Transport need to consider economic development and the rebalancing of the economy as criteria for the allocation of new money, so that it does not go only to the places that are already economically vibrant?
I absolutely agree. I have looked at the figures in detail and, as my hon. Friend said in his speech, the distribution of central Government spending is much more level before other factors are added in. In London, the money allocated by central Government per person per year is about £40 per person, but if other investment is added in—from the European Investment Bank, local authorities and private finance—that is when the disparity occurs. We have to find mechanisms to make sure that the north gets a fair deal. It is not just about central Government distributing money unfairly; other factors are at work, which is why we need to work across party lines to make sure we can deliver a solution.
As I said earlier, the way things are now is how they have been for decades—for generations—so we all need to work together. It is not just north versus south; it is principally London versus the rest of the country. We have a big constituency of MPs and businesses right across the country who have a stake in making sure that we get a fair deal, but we need to look behind the broad, headline figures, because it is simply not right that the Chancellor is allocating lots of money to London and not to the rest of the country. Other factors are at work that we need to take into account and find solutions for.
Once we have found those solutions, there are so many projects that we need to support. It is absolutely right that we should look at northern powerhouse rail or HS3. As my hon. Friend the Member for Cleethorpes (Martin Vickers) said, we need to look at extending the M11 up to the Humber bridge. We need a tunnel across the Pennines. We also need to look at the small regional roads, such as the A59 and the A1079 in my constituency, and particularly the A64, on which a journey of around 40 miles from York to Scarborough can take two hours. We need more funding for the smaller, less high-profile projects that are so critical to our local economies. If we can get the money—if the people holding the purse strings will give us the tools—we can do the job.

That this House has considered the Coast to Coast Walk.
It is a pleasure to move this motion for debate today. In 1973 the legendary fell walker Alf Wainwright set out from St Bees in Cumbria on a walk he called the Coast to Coast. Stretching 190 miles from the North sea to the Irish sea, his route took him through no less than three national parks: Cumbria’s Lake District, my constituency’s Yorkshire Dales and the North York Moors. In the 40 years since, not a day has gone by when those footsteps have gone unfollowed.
In Yorkshire, we are perhaps not renowned for our generosity, but when it comes to our nation’s most precious treasure of all, there is surely nowhere on Earth that is more giving. With polls regularly naming the Coast to Coast walk one of the world’s greatest, I would venture to say that there is no better showcase of Britain’s peerless natural beauty.
We all know that our new Prime Minister is a great walker and, in yet another sign of her excellent judgment, on her visit to Germany last year she chose to present Chancellor Merkel with a copy of Alf Wainwright’s Coast to Coast book. I understand that Chancellor Merkel is herself a keen hiker, so although Tony Blair and President Bush may have preferred the golf cart in Camp David, surely it is only a matter of time before Chancellor Merkel and the Prime Minister negotiate while strolling together on the Coast to Coast. I would recommend that when they do, they take to heart Wainwright’s very wise advice:
“There is no such thing as bad weather, only unsuitable clothing.”
With all the fame and prestige, it might seem self-evident that the Coast to Coast walk would be one of Britain’s 15 official national trails. However, it is with regret that I report that this remarkable route is yet to be officially recognised and has not taken its rightful place alongside what are, in many cases, far less celebrated walks. Despite its renown and the thousands who walk it every year, the Coast to Coast does not even appear on Ordnance Survey maps. That means that as popular as the walk is, attracting the visitors that it does, there is much less opportunity to promote it and attract even more visitors, which the rural economy needs. More concerning still, its lack of official status means that none of the official funding provided to national trails such as the Pennine Way and Offa’s Dyke is available to the Coast to Coast. That is why in April last year I met members of the Wainwright Society at Surrender bridge in Swaledale, to launch the Coast to Coast “Make it National” campaign.
I am privileged to say that since that day, the campaign has garnered a coalition of formal support from no fewer than 53 local, district and county councils along the route, the national parks and, of course, members of the Wainwright Society, custodians of the legendary walker’s legacy. The Minister will no doubt be excited to learn that the campaign has also attracted two celebrity backers, in the form of Julia Bradbury from “Countryfile” and Eric Robson, host of the BBC’s “Gardeners’ Question Time”. I am also privileged and thrilled to have received the support of colleagues here in Westminster—indeed, from every Member of Parliament along the route, including the hon. Members for Workington (Sue Hayman) and for Middlesbrough South and East Cleveland (Tom Blenkinsop), my hon. Friends the Members for Penrith and The Border (Rory Stewart), for Scarborough and Whitby (Mr Goodwill) and for Thirsk and Malton (Kevin Hollinrake) and my hon. Friend the newly elected Member for Copeland (Trudy Harrison). I am delighted that three of my colleagues are here today.
My hon. Friend the Member for Penrith and The Border is a particularly keen user of the Coast to Coast, so I can only hope that his famous two-year trek across Afghanistan and Pakistan has provided him with the necessary skills to deal with the more cantankerous locals he might encounter. I understand that the Coast to Coast even has its friends in the Cabinet. The Secretary of State for Exiting the European Union, my right hon. Friend the Member for Haltemprice and Howden (Mr Davis), makes regular use of his SAS training and walks the 190-mile path in just eight days.
Our campaign has three simple aims: first, to preserve one of our best-loved national treasures; secondly, to help more people discover this iconic walk; and lastly, to give a helping hand to the north’s rural economy. I will speak first about preservation. As I mentioned, national trail status comes with a modest amount of public funding of about £100,000 a year. That may not be much in the budget of a country or even a county council, but for the Coast to Coast, that sum could make the difference between the slow erosion of rain, wind and bracken and an iconic walk that is preserved for the next generation.
The money could be used to signpost the route, keep bogs off the path and check the creeping advance of hawthorn, making the path easier for walkers to follow. To the credit of the local authorities, the route has been relatively well maintained and is mostly in great condition, but as the years go by, more and more issues arise that they do not have the resources to fix. The crossing point at the A19 dual carriageway at Ingleby Arncliffe is one example. At the end of a hard day’s trek, carrying a heavy pack, walkers have to dodge traffic travelling up to 70 mph to get across. With national trail status, we could make a strong case for a footbridge to be built.
I congratulate my hon. Friend on securing this debate and on his tremendous campaign, which I and many colleagues are very happy to support. Does he agree that, as tourism is so critical in both our constituencies these days, and as the route passes over the North York Moors and through Rosedale, which is the most beautiful part of the North York Moors, it is critical to the public houses and restaurants in those areas that we get designation as a national trail?
I thank my hon. Friend for his support. He is absolutely right: the rural economy is vital. As I will touch on later in my speech, it is worth billions and billions of pounds to constituencies such as his and mine. If we want to make sure that the countryside is not just a museum but a living, breathing place where people can live and have jobs, we need to ensure that businesses can thrive. National trail status would help with that.
At Nine Standards Rigg in Cumbria, the bog has become so bad that areas of the path have become virtually unwalkable. With national trail status, we can ensure that the Coast to Coast is kept as safe as possible, giving people the confidence to undertake one of Britain’s most magnificent journeys.
That leads me to the second objective of our campaign, which is to help more people discover the Coast to Coast. Funding would help keep the path accessible to everyone from fell walking fanatics to young families such as my own, but national trail status would also be an enormous asset in promoting the Coast to Coast in the UK and abroad. Indeed, for proof of the impact that official status and well organised promotion can have in rural areas, we need only look to our national parks. Since their creation in the 1950s, they have boomed. Receiving about 100 million visitors a year, national parks sustain 68,000 jobs while generating more than £10 billion for the economy.
That brings me to the final objective of our campaign, which my hon. Friend the Member for Thirsk and Malton mentioned: supporting rural prosperity. In constituencies such as ours, the Coast to Coast is more than an institution that is close our hearts. It is one of the most vital arteries of our rural economy. Lining the path’s 190 miles are not only spectacular views but hundreds of communities and businesses. Texas has oil, Australia has gold mines and north Yorkshire has its countryside.
