Commons ChamberI thank the hon. Gentleman for that question. It is clearly up to businesses to decide if they want to trial a four-day week. We have made no assessment of any results. It is our belief that we should not run a Stalinist economy, where we tell private sector businesses how to operate their workforce and on what days of the week—he may differ on that particular perspective—but we have introduced important reforms that help businesses work more flexibly, including the flexible working changes that were introduced recently.

Commons ChamberAgain, I think it would be wrong to comment on individual cases, but I take the right hon. Member’s point. In general terms, the UK sanctions regulations permit the OFSI to license reasonable legal fees. That is clearly something on which officials make decisions, rather than Ministers—I think it is important to say that—and the merits of any case are for the appropriate court to judge. However, he has certainly campaigned extensively for making sure that people cannot close down the raising of understandable concerns. In essence, I absolutely support that and the work on SLAPPs—strategic lawsuits against public participation—to which my hon. Friend the Member for Isle of Wight (Bob Seely) referred in introducing his ten-minute rule Bill earlier. So that is work in progress, rather than anything that relates specifically to this legislation.
We are taking a power to expand the registrar’s data-sharing ability. That will future-proof the legislation and provide scope to expand the data-sharing gateway, if needed. We are also strengthening the range of sanctions for non-compliance with the register of overseas entities. Our new clause 8 will mean that a director can be disqualified if they breach an obligation under part 1 of the Economic Crime (Transparency and Enforcement) Act 2022, ensuring a consistent approach to tackling non-compliance between that Act and the Companies Act 2006. Following discussions in Committee, we are also removing the power to exempt certain individuals from identity verification requirements, having concluded that it is not essential.
As well as those important amendments, we are making improvements to the limited partnership reforms. We will ensure that a limited partnership’s dissolution and deregistration is transparent and properly drawn to the attention of the public. There will be a legal requirement for these to be published on the Companies House website as well as in the Gazette. Again, this was discussed by Opposition Members in Committee.
I understand that every year there are about 1,200 disqualifications of unfit directors. Does the Minister have any indication of how that number may expand? We have the qualitative element. How about the quantitative element?
I did not quite hear the hon. Member’s whole point. Is it about the quality and quantity of information in Companies House?
No. There are about 1,200 disqualifications a year. How many more does the Minister believe may arise from this new legislation?
We do not have the data to be able to say. It obviously depends on numerous factors. As I say, we are keen to give Companies House the resources it needs, which it currently does not have, to undertake this work. In many ways, this will prove a deterrent against people registering a company for nefarious purposes, rather than necessarily lead to many more disqualifications. It is the transparency element and the scrutiny that is the ultimate deterrent against using these corporate vehicles for the wrong purpose.
Partners of limited partnerships will also have to notify the registrar about a dissolution within 14 days of becoming aware, ensuring that the register can be kept up to date and accurate. New clause 12 clarifies the interactions of the limited partnership reforms with regulation of UK investment funds. That will ensure that the measures work as intended.
Amendments 30, 31 and 32 give the Northern Ireland Department for the Economy and Scottish Ministers powers to petition the courts to wind up a limited partnership registered in their jurisdictions, ensuring a cohesive approach across the devolved nations.

I thank the hon. Member for Waveney (Peter Aldous) and my hon. Friend the Member for Bradford South (Judith Cummins) for raising this issue and for their tenacity. It is a pleasure to see you in the Chair, Ms Ali.
As many hon. Members have said, dentistry is not just about teeth; it is a vital component of our health. The hon. Member for North Devon (Selaine Saxby) shared a Shakespearian quote, and there is another one worth mentioning. In Shakespeare’s “As You Like It”, Jaques says:
“Sans teeth, sans eyes, sans taste, sans everything.”
If the Government carry on the way they are, it will be “sans dentists” as well. They need to get a grip of the situation.
The hon. Member for North East Bedfordshire (Richard Fuller) talked about the cash and the expenditure. I am happy to have a debate with him on this issue, and if he wants to secure a Westminster Hall debate on public expenditure, I will join him. I will give him an example of what he was talking about: the £10 billion-worth of covid-related fraud. That is equivalent to £153 for every person in his constituency—the best part of £50 million, which would be better spent on dental services in his constituency.

Last week, I took part in a debate on the energy crisis. This week, I took part in debates on the crisis in children’s mental health services, the food insecurity crisis and the cost of living crisis. Today, it is about the access to dental services crisis. There is a bit of a theme beginning to develop here—it is about crisis, and all these crises are not isolated.
It is not as though the Government are having a run of bad luck through no fault of their own and have an otherwise impeccable record; there is something systemic and even endemic going on. I get a bit tired of the Government’s default approach to any deficit in policy application, and we have heard it a bit here: it is the CCGs, the NHS, the officials—it is everybody else’s fault bar the Government’s. They have to take responsibility.

Any denial by the Minister that there is a problem is itself a part of the problem. I really do not want to hear any denials.
The hon. Gentleman is not making a particularly collegiate speech, but never mind. I have a lot of time for him. I do not know where the £10 billion fraud figure he throws out has come from. If it is about PPE, he should look at the facts behind that: £4.6 billion of that was write-down of current value versus value at the time of the pandemic. If we are going to debate in this place, it should at least represent the facts.
I am pleased that the hon. Gentleman raises that. The bottom line is this: look at the Public Accounts Committee documents. There are more to come out. If the hon. Gentleman wants to have a debate on fraud, I am more than happy to have one. Perhaps he can put in the application and I will come and speak to him about it.

Commons ChamberLet me begin by welcoming the Chief Secretary to his position. As the former Secretary of State for Exiting the European Union, he may be spending a bit more time with his family now. I am sure that he is happy about that. I am not sure that his family are happy about it, but that is a different kettle of fish.
I do not have time to recap on what Members on both sides of the House have said today—except to say that we heard fantastic maiden speeches from the hon. Member for South West Hertfordshire (Mr Mohindra), who made a generous tribute to David Gauke, and the hon. Member for Blyth Valley (Ian Levy), who talked about the building of the Ark Royal in his constituency. I have a fantastic picture of the Ark Royal in my office, and if he is ever in Bootle, he can come and have a look at it. I will secure a secure passage out of Bootle for him.
My hon. Friend the Member for Liverpool, West Derby (Ian Byrne) was doing well until he mentioned Liverpool football club. He brought things back by mentioning that great socialist Bill Shanklin, and went on to talk about justice for Hillsborough. The hon. Member for Bolton North East (Mark Logan) made an interesting speech. A teacher once said, “We are not just teaching kids, we are backing Bolton”, and I think that that sums it up. It was an excellent comment. Finally, the hon. Member for Derbyshire Dales (Miss Dines) described very well the beautiful landscape and historic architecture of her constituency.
The substance of the announcements made by the Chancellor last week has had a very short life. In the light of the coronavirus emergency, I am glad that the Government have had a serious rethink about their economic and financial support response to the challenges facing the country. I will take advice on this, but they appear to be getting their act together, and we welcome that. However, at the time—last week—the package of measures did not go far enough. For example, while President Macron has announced €547 billion of support for French businesses, we have got £330 billion, apparently, although I am pleased that the Chancellor has followed the suit of the French President.

I am glad that the Chancellor has followed the line—the model—that the Germans are taking as well.
In the meantime, notwithstanding the Government’s apparent announcement, significant parts of the economy are in freefall, as well as, more immediately, places, organisations, agencies within the hospitality sector both large and small, the travel industry and retail. So, okay, a bit late, but, nevertheless, moving in the right direction. But what this does not indicate yet, as far as we are concerned, is what support will be given to employees—the people working in those industries. The industries themselves might get support, but we have to be clear about what actually is happening. People in here will have constituents losing their jobs.
