I must say that that is slightly far away from south Devon, but the hon. Member for Strangford (Jim Shannon) always manages to find a relevant point in his interventions. The nub of his point is rightly received, although he will, of course, recognise that there is devolution of healthcare responsibilities to Northern Ireland, which makes that slightly different from the responsibilities of the Minister who is here today.

Like other public services, businesses and community organisations, hospices have faced increase costs. For example, Rowcroft Hospice outlined to me that the cost pressures that they face include a 30% increase in total staff costs and a 52% increase in utilities bills, and yet NHS funding—what they receive for contracts—has only increased by 8% in five years.

Alongside these pressures, demand is growing. We should never talk about what I am about to say as if it were a problem: more people are living longer, in good health, well into their 70s, 80s and even 90s. That is the biggest and most positive achievement of modern science, healthcare and public health measures implemented since 1948. It is not a problem, which is how we sometimes talk about it. Many conditions that once cut lives short can now be cured or no longer circulate, yet there remain conditions that are likely to affect us later in life that will require palliative care. According to major study published by BMC Medicine in 2017, if age and sex-specific proportions relating to palliative care remain the same as in 2014, the number of people requiring palliative care will grow by 25% from just over 375,000 to just over 469,000 by 2040, but if the upward trend observed between 2006 and 2014 continues, it will increase by 41.2%, with the biggest drivers being conditions such as dementia and cancer. In south Devon, those estimates would see the demands on Rowcroft Hospice grow from 2,500 patients per year now to over 3,500 by 2040. The pressures outlined above apply not only to those working with adults, but also to children’s hospices where funding from local integrated care boards can be patchy—it actually fell on average between 2021-22 and 2022-23.

I note that the Department for Health and Social Care and NHS England have provided vital centrally distributed ring-fenced grants to children’s hospices since 2007. As the Minister will be aware, NHS England initially indicated to hospices that 2023-24 would be the final year of that grant, but I am pleased to note that, after a campaign by the group Together for Short Lives, it has been confirmed that NHS England will be renewing £25 million of funding for children’s hospices in 2024-25. That is excellent news, but I note that it has not yet been confirmed how children’s hospices will receive that funding or how much each of them will receive. I am sure the Minister does not need reminding of the potential impact on vital services if such funding is not available in future. Initial indications from hospices are that they will see a range of services reduced.

It is easy to outline problems in any debate, but there are also great opportunities to provide solutions, the greatest of which could help transform our view of the role of hospice care in south Devon. The Ella’s Gardens project is a transformative vision of what high-quality palliative, nursing and residential care should look like in the middle of this century. At its centre is the construction of a new in-patient unit and the remodelling of the existing hospice building to provide the very best specialist palliative care for generations to come. The proposal is to enhance hospice care for patients and their families by increasing the number of single beds from the current two to 14 to further support the local population and help to meet future demand for specialist palliative care, giving hospice patients and their families even greater independence and choice during those vital moments together. It also aims to enhance the level of care to ensure that patients’ physical, emotional, social, psychological and spiritual needs are being met, while enabling family and friends to stay overnight to be near loved ones.

Rowcroft’s vision is also to build greater financial resilience by reducing the reliance on current income streams such as retail and fundraising. A core part of that is the creation of a 60-bed, purpose-built specialist dementia and complex care nursing home, designed on the leading model of dementia care—I hope I pronounce this correctly—called the Hogeweyk, with six households of 10 residents. Alongside that is a 40-bed assisted living complex, with a proposal that would enable Rowcroft to meet the wider care needs of the local community, as well as providing an invaluable income stream to support the hospice’s ambitions.

I am grateful to the hon. Member for securing the debate. I wish him condolences for his mother and stepdaughter. He talks about physical space. Seaton Hospice at Home currently works out of the Seaton and District Hospital League of Friends, and relies on that physical space. I know that at Rowcroft, four out of five patients are treated at home. Does he agree with me that palliative care nurses, after working with patients, need somewhere to come back together and operate as a team?

The hon. Gentleman makes an important point in highlighting hospice at home. The service is growing because many people do not want to be in a hospice or a hospital, and if given the choice, they would rather pass away at home surrounded by their loved ones. My stepdaughter was supported to do that. It is quite an experience when it happens, but it was what she wanted.

The hon. Gentleman is right to say that there is a need for those groups to have the type of facilities they require and be supported in that. I accept that, given the sheer area that some hospices cover for that service, they may have to have some form of remote working arrangement for most of the day, but certainly, I see how Rowcroft provides that facility and it works well. There is that balance of the hospice for those who need it and are at that stage in their treatment and care, and the hospice at home to try to give people the choice they deserve at the end of their lives.

The plans have been developed in a way that allows residents to live in a caring, nurturing and vibrant home that supports as much independence, mobility and inclusion as possible. The Ella’s Gardens vision is not just one for patients and families, but one of being a hospice that is part of the community. Rowcroft’s large gardens are open to the public and are a popular community facility. There is never a sense of hiding away or being something that people only talk about when affected by it. The plans therefore include community facilities, a village hall and a day nursery. That creates opportunities for recreational activities and intergenerational connections, effectively making it a facility for the whole community with a unique side to it, and not just a hospice that people only attend if they need to be with a loved one.

Unsurprisingly, the plans have been widely acclaimed across our bay and have already received planning permission from Torbay Council. They could be under way in just over 18 months, providing support to our wider healthcare services, from a formal commission agreement with the integrated care service. The Minister will be pleased to hear that this is not a direct pitch for Government capital funding, although obviously if there were funding available, it would certainly help. That said, I would be delighted to welcome the Minister to Torquay so she can see at first hand the transformation the project will bring, not just to hospice and palliative care but to the future for that kind of care. A future that is about being not just part of the health and care system but at the heart of our community’s life, as well as being there when needed at a time when a loved one is passing away. I hope the Government will see it as a model for the future and one they want to get behind.

Given what I have already outlined, I would appreciate hearing the Minister’s responses to some specific points. As a matter of urgency, will she confirm how much of the £25 million children’s hospice grant each children’s hospice will receive in 2024-25, when they will receive it and how?

What assessment have Ministers made of the impact of integrated care board funding on children’s hospice care, and the risks of withdrawing the ringfenced grant? These services will work across regions; to ensure a more planned approach, will the Government direct ICBs to work with their neighbours on planning and funding children’s hospice and palliative care services?

More widely in the hospice sector, the variation in statutory funding between regions and hospices is stark. What thoughts have the Government had on ensuring a more consistent approach? Some hospice costs, including NHS pay rates, are decided by the Government. Would the Minister consider implementing a funding formula that would allow cost increases that are out of the hospice’s control to be reflected in local service contracts? Given the increase in costs this year, could the Government supply a simple fixed amount per hospice that forecasts a deficit? How do the Government see the future needs of palliative care being met? I am not requesting that hospices be publicly funded; the charity model offers many advantages and flexibilities. However, hospices must have predictability when planning for the future.

There is much more that I could say about the opportunities, challenges and pressures on hospices in South Devon, but I should draw my remarks to a close to allow the Minister adequate time to respond and perhaps take interventions. For families across South Devon, Rowcroft Hospice is a service that is not just valued, but treasured. It is a place where memories are made, conversations had that bring peace after a dispute that now seems petty, family events are held, news is shared and smiles may be raised, even as the end nears. In short, a hospice is a place where life is added to days, when days can no longer be added to life. We need to ensure that Rowcroft continues to be such a place for decades to come.

First, I would gently point out that the debate is focusing on the planning system and giving local councils the ability to prevent overconcentration in particular areas, as well as having an eye to the wider housing situation when deciding whether a property should be converted.

On the allied issue of putting a registration system in place, my own tourism industry would like to see that, and having a register of properties being used for this purpose would make it easier to do certain compliance checks. If people were in breach of lease obligations, whereby they might not be allowed to sub-let a property by the freeholder, that would be highlighted.

A register needs to be seen as part of a range of measures, but it is worth noting that a wider regulatory system would be introduced once there was a register of such properties. Today, however, the focus is clearly on the planning system and how we could empower local authorities on behalf of their local communities to shape the housing market in this area to ensure that we do not see streets that should be providing residential homes becoming holiday parks.

Owing to the issues with registration, or the lack of registration, it is hard to get exact numbers for the properties involved. However, I note the report by Alma Economics commissioned by the Department for Digital, Culture, Media and Sport to analyse the results of its recent consultation on developing a tourist accommodation registration scheme in England. The report concludes that although there is no single source of data on short-term lets in England “one plausible estimate” is 257,000 properties in 2022.

Another piece of analysis, which was undertaken by the charity CPRE—the Campaign to Protect Rural England—looked at property data collected by AirDNA on Airbnb and similar platforms, and estimated that 148,000 properties in England were being used for short-term lettings in September 2021. That analysis points to what makes this a core issue for those of us lucky enough to represent beautiful parts of our United Kingdom such as Torbay, where tourism is one of the main drivers of our economy owing to its concentration in the area.

Further analysis from CPRE confirms that some areas have seen a dramatic increase in short-term lettings in recent years. For example, in Cornwall, short-term listings increased by 661% in the five years to September 2021. While Airbnb is one of several providers of listings of short-term lets, it is the best known company operating in this area and is generally held to be leading the market, with its name becoming synonymous with such activity.

I am going to make progress because I want to give other Members the chance to speak.

Let me put a scale on the activity: analysis by financial services company Moore Stephens suggests that in 2018 Airbnb was about a third of the size of the hotel sector in London. Discussion on the growth of short-term lettings tends to focus on Airbnb, so there has been much analysis of its numbers in particular locations, but that still does not capture the whole picture. Hence the need for a registration scheme.

I welcome innovation in our tourism industry, and I recognise that Airbnb has met a demand for a different type of accommodation offer, which visitors are looking for. Previous generations developed new offers for visitors, such as holiday parks that could offer a package deal to workers who, between the wars, were able to take paid holiday leave for the first time. That followed the innovations of Victorian pioneers, who used the ability to travel created by the railways to build mass market tourism, which prompted the dramatic expansion of many coastal resorts, including Paignton and Torquay. The outcome of the debate should not be us concluding that we should seek to end such use; it must be that a balance needs to be struck, and that powers need to be created to achieve that balance in areas where large numbers of such properties already exist, and local housing supply is constrained.

We should not start by assuming that a property listed as a short-term holiday let would otherwise be a family home. Caravans, feature properties and specially built holiday accommodation centred around an owner’s residence, such as a block of small holiday cottages on a farm or hotel site, or in the grounds of another property, are unlikely to be available to rent more generally, but there are growing signs that property owners have moved to end the use as homes of properties that were built as and intended to be residential housing, in some cases evicting families to do so.

In my local surgeries, I have seen cases of that nature, and Torbay Council often has to try to find a solution at the public expense. I also note the examples highlighted as part of the survey conducted with the aid of the parliamentary engagement team, which saw 188 people get in touch. Many of the replies were from the south-west, including one from Martin, a constituent of mine. He stated:

“If you complete a search for short term holiday lets in Torbay, you now get 1,000+ returns. This is an increase of over 500 in just a 2-year period. This is a significant reduction in the availability of private rented accommodation in the Bay, causing rentals to jump in cost, and some residents to become homeless at the end of their tenancy.”

There is also Terry, who stated:

“Short-term holiday lets have had a catastrophic impact on housing availability...Post-covid the housing dynamic in my town changed as many private landlords sought to capitalise on a thriving holiday market and flipped their private rents to holiday lets. This meant a flurry of Section 21 notices with no alternative private tenancies available.”

Then there is Mark, who stated that he represents a local campaigning group:

“We are not against holiday lets; many of our members work within the industry. What we want is to give our local council the powers to balance the needs of the economics of tourism with the basic human need of local families to have a safe, affordable place to live”.

I appreciate that the practice brings greater reward for some property owners, but unchecked growth and overconcentration create a danger of undermining the very tourism sector that makes it possible.

There is not just a moral case for preventing families being made homeless to create new tourism accommodation, but a pressing economic one. Tourism relies on many key workers; without them, it cannot function. Similarly, tourism relies on a range of other services to support it, including health, retail and transport. If workers in those sectors cannot access a home in the area concerned at a price at which they can afford to rent or buy, it inevitably creates recruitment issues.

I accept the argument that a key part of tackling the problem is ensuring that a supply of new homes is created in the community concerned. I have spoken before about the poor record on delivering affordable housing of the Lib Dem-independent coalition that ran Torbay Council until the recent elections, and it will not be alone. Preventing more existing properties from being converted into short-term lets will not create the new ones needed, but that will take time while the impact of conversion is immediate. It is also not unprecedented to restrict types of uses in some locations. Houses in multiple occupation—HIMOs—are a useful part of our housing supply mix, yet we rightly allow councils to limit their numbers in specific locations to ensure that an excess concentration does not create serious issues for a specific community.

Many of the problems cited in areas where there are large numbers of short-term holiday lets sound similar to those with HIMOs. Impacts may include noise disturbance, antisocial behaviour, inappropriate disposal of food waste and general refuse, and reduced security. For example, the Greater London Authority reports that in the five London boroughs with the most Airbnb listings—Camden, Kensington and Chelsea, Southwark, Tower Hamlets and Westminster—there have been numerous complaints related to short-term letting activity, with Westminster reporting 194 complaints regarding noise, waste and antisocial behaviour in one year.

There are also issues with health and safety, along with fire regulations. Bitter past experience, including deaths in hotel and guest house fires, has led to a system of protections being put in place, yet there are concerns that the type of protections at a small guest house may not be replicated at a large property being used as a short-term holiday let. Such matters could be dealt with through registration, which means that compliance inspections can be made, yet they could also be helped with by ensuring that planning permission is sought before conversion to such use. There are also tax and business rates issues, but those are matters for another debate; our focus today is on the planning system.

Given the impacts, I was pleased when the Government honoured the commitment they gave to those of us who signed an amendment calling for change during the passage of the Levelling-up and Regeneration Bill by launching a consultation on planning measures to give local authorities greater control over the number of short-term lettings in their area when that is an issue. The proposals include creating a new use class for short-term holiday lets to distinguish them from dwelling houses—a key point in dealing with the issue—and introducing permitted development rights for dwelling house to short-term holiday let conversions and vice versa so that planning permission would usually not be required for those changes. Crucially, they also include giving local planning authorities the option to revoke the permitted development rights in their area using an article 4 direction. I am aware that the consultation closes on 7 June, and I encourage all those with an interest in the matter to take part.

I appreciate that my hon. Friend the Minister will not be able to pre-judge the consultation, but she will know that there is a danger that if there is a protracted period of time between the announcement of the Government’s intention to change the system and their actually doing so property owners could seek to beat the deadline, exacerbating the issue that we seek to control. First, can she assure me that if the Secretary of State concludes changes should be made, she has engaged with local authorities about how quickly they can be implemented? Secondly, what thought has she given to ensuring that the outcome is not a closing-down sale, with a rush to convert before the new rules apply? Thirdly, has she ensured a slot has been secured for any legislative change? Fourthly, although I appreciate the need for consistency in standards and the application of terms, will she ensure that councils can set a policy in all or part of their areas, depending on local circumstances?

An appropriate level of short-term lets can create choice and attract visitors, yet families being evicted from their homes to create holiday accommodation is unacceptable. Requiring planning permission would give local authorities an opportunity to decide the right balance in their area while protecting family homes and giving those deciding on planning permission confidence that new housing developments cannot become a new holiday park. The current position is not sustainable; key workers are being priced out, and the very industry the properties rely on—tourism—is being damaged. It is vital that change comes, and I hope it comes quickly.

I beg to move,

That this House has considered the tourism industry in Devon and Cornwall.

It is a particular pleasure to serve under your chairmanship, Sir Gary.

Why this debate? Although our two counties might be bitterly divided over how to best eat a scone—our friends across the Tamar do not recognise that cream first is the only way to do it—we are united in a shared interest in seeing our tourism sectors thrive. After all, Devon and Cornwall are the most popular destinations for domestic tourism. That means tourism is a key employer for our two counties, representing 10% of all employment in Devon and 20% in Cornwall, with many jobs in other sectors relying on the trade created by providing services to that vital sector.

The scale of the visitor-related spend should not be underestimated; across the wider south-west peninsula, it was an estimated total of £7.3 billion in 2019. It is not only visitors from across the UK who make a big impact on Devon and Cornwall’s tourism sector. International travel contributed £2.5 billion to the south-west’s regional economy in gross value added, equivalent to 3.8% of total gross value added in the area. Given those numbers, it is encouraging to note that international travel in the south-west region is forecast to grow 15% by 2027 compared with 2019 levels.

Such debates often just list the problems, so I should mention the positives before I turn to the challenges. Today is not about asking for a Government subsidy for a failing business or an industry that has not adapted to changing markets and consumer choices. It is about how we can take forward a positive future for the tourism industry in our two counties and not lose it to some short-term challenges. For example, Torbay is seeing a level of private investment in building large new hotels that has not been seen for decades. Last year, a large new hotel opened on Torquay’s harbourside. Large new purpose-built hotels will shortly open on Paignton’s esplanade, the first to be built there since the modern borough of Torbay was formed in the late 1960s.

Other large hotel projects are either planned or already under construction, with the Fragrance Group alone investing approximately £140 million in Torbay—a real vote of confidence in our bay’s future. We are also seeing new businesses opening on our harboursides to serve customers looking for both traditional and more contemporary dining experiences, plus our attractions are innovating to attract new customers and respond to the challenges of the last two years, driven by the pandemic along with changing demand such as for online ticketing.

Tourism businesses can also have wider social impacts beyond the employment and business activity they create. For example, the Wild Planet Trust, which runs Paignton’s and Newquay’s zoos, is dedicated to helping halt species decline. Zoos that in decades past were simply attractions where, for a fee, we could see exotic animals or plants collected from the wild are now places that aim to inspire their visitors to think globally and ecologically while using the revenues generated to provide a vital safety net from extinction for many endangered species as well as, we hope, the reintroduction of some that have been lost to war, hunting or destruction of habitats globally. Similarly, Torbay’s status as a UNESCO geopark not only helps attract those who wish to have a holiday in a unique space but provides a superb location for the study of its detailed geology, with accommodation and services provided by our tourism sector to support it.

It would be odd not to at least briefly mention Torbay’s famous queen of crime writing, Dame Agatha Christie, whose legacy across south Devon still sees many sites visited by her fans to see the locations that inspired her, including the Paignton Picture House, one of Europe’s most historic cinema buildings, which, after a generation lying derelict, is now being revitalised by a combination of the passionate team at the Paignton Picture House Trust and about £4 million of support from the Government.

All that positivity must be seen against the challenges faced by existing and new businesses across our two counties, while bearing in mind that those challenges follow the impact of the pandemic, which saw an average decrease of 52% in turnover of tourism businesses in the south-west, with many businesses still facing repayments on loans taken out simply to survive. Only today we have heard news that the Devon Valley holiday park in Shaldon, south Devon, will not be opening for the 2023 season. Several factors behind the decision have been cited, including significant increases in the electricity bill.

Let me outline some of the challenges. The obvious one to start with is energy and rising prices. For many businesses, Putin’s attack on Ukraine and the resulting spike in energy prices have had a big impact—costs that cannot be recovered simply by increasing prices. Earlier this year I heard from many local businesses, big and small, that faced dramatic increases in their energy bills, with the price of gas potentially up more than tenfold compared with their previous fixed price.

The energy price guarantee has made a big difference; one business owner said that it meant that they would be staying open. However, the Government must look at the realities of the sector as they consider the review of the EPG, due in early 2023. Take, for example, the Meadfoot Bay hotel in Torquay. To compensate for an increase of £80,000 in utility costs, it would need to sell another 550 bed nights, or 1,700 covers in its brasserie, over the coming year. In a buoyant market, that would be a big target for a hotel with 14 bedrooms; in the midst of a recession, it is simply not going to happen. In short, the hotel could face making a loss not because it is not innovating or providing good services to its customers, but because a bill for a basic need of its business has increased dramatically for reasons well beyond its control.

Energy bills are not the only ones that are rising. Food and maintenance bills and other costs are also increasing, presenting a real challenge for hospitality businesses. The next challenge that I want to highlight is business rates; I doubt whether the Minister will be surprised to hear that I am bringing up a tax on doing business from a premises. Trading from a premises is something that tourism and hospitality businesses across Devon and Cornwall have to do by default—a night out online with a computer is not likely to be as attractive as a night out at the pub or a physical business. Fundamentally, such things cannot be moved online. Often it is the business rates bill, enforced through the magistrates court, that finally tips a business over. Landlords might offer a rent cut if necessary and suppliers might cut a payment deal—it is often business rates, which must be paid simply to exist, that are the final blow for a business.

The moves by the Chancellor last week are welcome—extending and increasing from 50% to 75% business rates relief for eligible retail, hospitality and leisure businesses, for example. I note that that will benefit 230,000 retail, hospitality and leisure properties, which will be eligible to receive increased support worth a total of approximately £2.1 billion. Yet more is needed to ensure that businesses that must operate from a premises have a level playing field.

On the subject of buildings, it is worth starting to reflect on the impact that competition from Airbnb-style operations can have, particularly when short-term holiday lets are created in what were long-term homes for families. Although a certain level of such property is welcome and provides customer choice, there is now a real danger that unregulated growth is bringing negative effects—for example, working families being effectively evicted from a house that has for many years provided a home for rent, to allow a landlord to offer short-term holiday lets instead. The issue is not about avoiding competition. Unrestricted growth not only endangers the local housing supply, but undermines those holiday accommodation providers who, for sensible reasons, must comply with a range of safety regulations that do not apply in domestic properties.

I must say that I agree with the hon. Gentleman that the unrestricted growth of the short-term holiday let is of some concern, including to my constituents working in the tourism industry. Katie Parsons, who runs Blackdown Yurts, welcomed the Government review into short-term tourism accommodation announced in June, particularly as safety regulations apply differently. However, there are more than 8,000 Airbnb properties in Devon. Does the hon. Gentleman, like me, want to hear from the Minister a date by which that Government review will be published?

I agree entirely with my friend from Tiverton and Honiton. It is good to see him here taking part in the debate. We would like to hear a date. I have probably given away slightly where I think the review should go by signing new clause 22 to the Levelling-up and Regeneration Bill, which is before the House at the moment. I believe that it would be right to move to a position where converting a residential property into a short-term holiday let comes under the remit of planning. It seems rather bizarre that a whole street could effectively be converted into a holiday park, removing that accommodation from the local housing market.

I think a proportionate response would be to move to having a separate category, which would also allow more appropriate consideration of things such as the balance of regulations that should apply. My uncle served in the Plymouth and then the Devon fire service for 20-odd years, so I know there are very good reasons why we have the fire safety regulations that we have for holiday accommodation, and I know that the legislation was brought in as a result of hard experience, particularly back in the 1960s and 1970s.

It would certainly be good to have a date for the review’s publication. I will leave the Minister under no impression that my mind is not already rather made up on at least one of the outcomes that we probably need to see, and potentially on a registration process, but I very much look forward to hearing from him. I appreciate that planning is probably outside his precise remit, but it is a challenge that we face.

The final challenge is consumer confidence. We must not underestimate its impact. Booking a holiday will be the last thing on anyone’s mind if they are worrying about how they will pay their heating bill. Moves to stimulate confidence and growth in the economy are needed to build confidence in potential tourism customers, including local residents, who can provide vital year-round trade to local tourism businesses.

Let us reflect on what these challenges can result in. Holiday accommodation will not simply lie unused, and the challenges I have set out can result in pressure to use it for other things. A hotelier faced with a relatively light booking sheet can find it all too tempting to take on long-term guests, be they asylum seekers from the Home Office or those owed a housing duty by their local council.

I have been supporting Torbay Council’s efforts to challenge the conversion of properties in our key tourism locations to longer-term accommodation on planning grounds. The objective is to prevent precedents from being set for the conversion of tourism-based accommodation that was designed for short stays into poor-quality longer-term accommodation. That often brings issues of housing standards and antisocial behaviour, while sometimes also helping to block regeneration efforts by giving a building that could have been acquired for a needed rebuild an income stream in its current poor condition. I hope that the Minister will engage with his colleagues in the Home Office and the Department for Levelling Up, Housing and Communities about how we can move away from such uses, which affect not only local communities but the tourism sector overall.

I know from responding to this type of debate myself that it is always good to provide a summary of what we are looking for. The first thing is business rates reform. The recent moves by the Chancellor were welcome, but how does the Minister see longer-term reform of business rates being taken forward? What representations are being made about how we end what is effectively a tax penalty for investing in sectors that require bricks and mortar?

The second thing we are looking for is real engagement on energy costs and future support schemes. It is welcome to see hospitality recognised, alongside traditional energy-intensive industries, as a sector that will need continuing support with energy prices. How does the Minister see engagement being done with the sector over the next four months to identify the specific requirements of businesses both small and large, along with how a package could be appropriately targeted at them?

Then there is work to encourage consumers and local residents to use hospitality and tourism businesses where they can. I will be interested to know how the Government will work with the sector to promote its opportunities not only to potential domestic and international visitors, but to investors who could fund the future of our tourism sector. Finally, I am conscious that the Minister is still a relatively recent appointment, but how does he plan to engage with the sector on the range of issues affecting it?

I am delighted to have secured this opportunity to highlight both the opportunities and the challenges facing the tourism industry in Devon and Cornwall. I look forward to hearing from the Minister how the Government will play their part in ensuring that the sector has a bright future in our region and, in due course, to welcoming him to see for himself what our two counties have to offer visitors.
