Why are the Government not doing more to help UK citizens in Yemen who wish to leave?

We have no current presence in Sana’a, so we have no consular staff or anyone available. When people can get to a border, we can offer support, but we cannot physically offer support in Yemen. I know that the hon. Gentleman has a continuing case, and we have done our very best to support him and his constituents in very difficult circumstances. We will continue to do so, but the conflict makes our assistance extremely difficult.

I welcome my hon. Friend’s support for our work on an arms trade treaty, and we head towards a final conference at the UN next March seeking a robust, effective and legally binding one. His point about extending our opportunities through life sciences to growing economies—the USA, Canada, Brazil and India—is well taken. UK Trade and Investment is working hard on this matter and has already supported life science conferences in Abu Dhabi, Brazil and Germany this year.

T8. Why was the Foreign Secretary unsuccessful in stopping the former International Development Secretary’s decision to restore aid to Rwanda, despite the breach of the memorandum of understanding between the UK and Rwanda—or was he fully in favour of that decision?

T2. My constituent, Mr Jamal Teer, was evacuated from Libya as part of the British evacuation, along with his pregnant Libyan wife. They have now received a bill from the NHS for £1,255 for the birth of their child. Is this any way to treat a family fleeing Gaddafi, and will the Minister undertake to look into the matter with his ministerial colleagues here and in Wales?

I am clearly unaware of the precise circumstances described by the hon. Gentleman, although of course I will happily look into this matter. The case might be to do with regular UK status, and would therefore be hit by certain benefit regulations about being ordinarily resident in the United Kingdom. The decision might have more to do with that than anything else, but at this stage I would be very happy to look at the circumstances and see what can be done.
