Commons ChamberI agree with my hon. Friend that preferential voting is not as alien a concept as it is sometimes made out to be. All three main parties in the House use a form of preferential voting to elect their leaders—in fact, the Labour party is doing it right now—and a form of preferential voting was used for the election of the Mayor of London. AV is not a proportional system; it is a preferential system, and it is right that people up and down the country should now have their say on whether it should be introduced or not.
On the issue of Wales, if the Government received a request from the Welsh Assembly under the Government of Wales Act 1998 to delay the Welsh Assembly elections by a month, as is allowed under the regulations, what will the Government’s response be? Is the Deputy Prime Minister ruling that possibility out?
