Large global car makers have warned that the UK’s transition to electric vehicles will be impeded if the UK Government and the EU do not delay the stricter rules of origin, which could add tariffs on car exports. Will Ministers negotiate on the issue to safeguard the UK’s automotive industry?

The answer is yes; we are actively working on the issue, and we are not the only country impacted by it. Just yesterday, officials from Germany were talking about how they needed to look into it. It is due to the rising cost of components, which we will look at as part of our trade and co-operation agreement, but it is something that both sides are interested in resolving, so I assure the hon. Lady that we are actively working on it.

I thank my right hon. Friend for the opportunity to say “yes” wholeheartedly in answer to his question, and to emphasise that this is not just an agricultural deal but one that cuts across multiple sectors. Most of all, I thank him for the opportunity to go into a little detail about Japan’s chairing of the working group. Multilateral negotiations are just so much more complex, in an interesting way, than bilateral ones. I know that, for the Japanese, it was often like herding cats and took quite a lot of effort and patience to get all the negotiating parties in the same place for us to agree a deal, so I am particularly grateful to them for all their work.

The economic growth of CPTPP member Malaysia is largely dependent on palm oil, which raises environmental concerns. What plans do Ministers have to ensure that the UK’s joining does not undermine our environmental principles?

I thank the hon. Lady for her question, especially because it gives me an opportunity to expand on exactly what the implications of the tariff-free rate on Malaysian palm oil are. There are 9,500 lines of products in the tariff register, of which palm oil represents just a handful—maybe up to 10 or so. The UK Government share the regard for environmental protections, and we thought very carefully about them. It was not a decision we took lightly, but we arrived at the conclusion, based on the facts, that we already import only about 1% of Malaysia’s palm oil and that keeping more tariffs on will not reforest. Malaysia has actually done a good job of reducing deforestation—deforestation related to palm oil fell by 60% in Malaysia in 2012—and 72% of UK palm oil imports in 2021 were certified as sustainable, up from 16%, so it is moving in a positive direction. We should not tell the story of palm oil of 20 or 30 years ago; things are quite different now. To go back to my point about standards, the standards for what we will import are written here, not in other countries.

The United Arab Emirates recently warned Ministers against raising concerns about human rights issues in Gulf Co-operation Council countries if we want to negotiate strong trade deals. That goes completely against our trade principles. Can Ministers confirm that they will not be held to ransom and will not sign trade agreements where human rights are a key concern?

In everything we do, we ensure that we continue to promote and assert British values. That includes within the trade agreements that we are signing with all countries.

I wholeheartedly agree with my hon. Friend. Opening up new markets for Great British business, whether through the FTA negotiations or our work on trade barriers, will be key to securing the economic growth that the British people want. I am also pleased to hear that the export strategy is having a positive impact in her constituency. We currently have 72 export champions based in the north-west, close to her constituency, who are sharing their export journeys and acting as role models for new and aspiring exporters. As part of International Trade Week, we have hosted more than 120 events, and four of them have been in the north-west.

A survey of small and medium-sized enterprises for the British Chambers of Commerce found that four in five had not carried out any assessment into what they may need from a trade deal with major international markets. What steps are the Government taking to engage SMEs better with free trade agreements under negotiation?

The hon. Lady raises a good point. We do have SME chapters in FTAs, but quite a lot of engagement takes place with trade bodies such as the CBI and the Federation of Small Businesses. Many of those trade organisations represent their members fully, but if she thinks that a specific issue has been overlooked in any particular negotiations and she would like to highlight that, she should contact DIT in her capacity as a Member of Parliament and we will look into helping those businesses in her constituency and across the country.

What recent assessment have Ministers made of the trends in services trade with the EU? What steps are the Government taking to increase that trade?

There are ongoing discussions about what we can do for services trade. Last month, I met my Dutch counterpart who brought over a trade delegation. We are working with countries individually on everything we can do to improve trade, not just on our services exports but on their exports, too, because they continue to want to sell to the UK.

Resolution Foundation research indicates that the true cost of levelling up is billions higher than accounted for by Ministers, owing to the continued investment in the south-east of England offsetting the productivity boost in other regions. How will Ministers look holistically at socioeconomic inequalities to better understand how to close the gap?

Kemi Badenoch Portrait Kemi Badenoch

The Resolution Foundation’s report raises some very interesting findings, and it highlights the urgency of levelling up across the UK and the fact that the cost of living crisis is making levelling up more challenging and necessary. The UK shared prosperity fund will help to unleash the creativity and talent of communities that have been overlooked and undervalued. If the hon. Lady would like to raise anything specific with me, I would be happy to respond in writing.

I should start by reiterating that the covid-19 vaccines are safe and there is no evidence that they affect fertility. I recognise that there is much information about the vaccines, as my hon. Friend describes. We are working with Professor Jacqueline Dunkley-Bent, the Chief Midwifery Officer in England, and others such as Media Medics, Dr Hazel Wallace and Dr Philippa Kaye, to encourage women to be vaccinated.
