Commons ChamberI am not going to take any lectures whatsoever from Labour Members. This is a good time to remind the House that it is only the Labour party that has been sanctioned for institutional racism by the Equality and Human Rights Commission. It continues to disappoint its members. Where is the Forde report? Why is the right hon. Member for Hackney North and Stoke Newington (Ms Abbott) complaining that nothing has been done about racism in the Labour party? We will take no lectures from them.

Commons ChamberYes, it absolutely does. That is one of the ways that we are able to increase UK influence across the world, not just in Europe or near neighbouring countries. My right hon. Friend is absolutely right on that.
The Secretary of State talks about free and fair trade and about high standards, but there is nothing on labour rights in this CPTPP deal. Is that because she does not care about labour rights? Does she not think it matters whether UK businesses and workers have to compete with those producing products and services in circumstances where there are no trade union rights and no health and safety rights, for example? Is it because she does not care about labour rights, or because she was unable to negotiate anything?
I think the hon. Lady might be confusing the contents of the Bill with the text of the agreement. The text of the agreement is on gov.uk, and she will find a chapter there that covers labour rights.
I turn briefly to the Bill. It is technical in nature, but in enabling us to comply with the provisions of the deal, it is crucial to unlocking the benefits I have described. First, the Bill will ensure that the UK’s domestic procurement regime is compliant with the partnership’s rules, and it will give effect to the UK’s market access commitments to CPTPP suppliers. This small change will deliver big benefits for British businesses, allowing them to compete for contracts in Canada, Japan and Peru that go beyond our existing agreements. It will also mark the UK’s first ever trade agreement with Malaysia and Brunei that contains Government procurement provisions, and will create entirely new access opportunities for UK businesses. The Bill will also allow conformity assessment bodies established in parties’ territories to apply for approval in the UK. This will mirror the treatment that UK conformity assessment bodies will receive from CPTPP parties, which would reduce costs for UK businesses.
The Bill will amend domestic law so that, in relation to agrifoods only, an application to register a geographical indicator can be opposed on the ground that it is likely to cause confusion with a pre-existing trademark or application for a trademark. The Bill will also introduce the ability to cancel a registered agrifood GI on the ground that, at the time the GI was applied for, it was likely to cause confusion with a pre-existing trademark or application for a trademark, or because it is a generic term.
Finally, the Bill brings our approach to copyright in line with the CPTPP by amending the basis on which foreign performers, such as musicians, can qualify for rights in the UK.
In sum, the implementation of the Bill is essential for the UK to meet its obligations upon accession to the comprehensive and progressive agreement for trans-Pacific partnership. The agreement offers significant benefits to UK businesses and consumers, by lowering tariffs, driving up trade and giving us access to the markets that will be front and centre of the global economy for the next quarter century. It is right that we seize the many opportunities that the partnership will bring, which is why I commend this Bill to the House.

Commons ChamberI am delighted to assure my hon. Friend of that. He is an effective advocate for his constituency, and he knows that this Government have been investing in Blyth Valley. We have given an £18 million boost to regenerate housing, £1.5 million for new high-tech training equipment, £200,000 for extended CCTV provision, and a further £20 million for our long-term plan for towns. Our investment in Blyth shows that only the Conservatives can deliver there, and levelling up and closing the gap is a priority for this Government.
Some 42% of children in Newcastle upon Tyne Central are growing up in poverty, 17% of households are in fuel poverty, and a fifth of adults are estimated to be in problematic debt. Does the Minister agree that a Government who cannot deliver economic prosperity for working people in the north-east are a Government who cannot deliver on socioeconomic equality?
This Government are delivering. Of course we recognise that there are people who are in need, and that is why we are doing everything, across all Departments, to deliver for them. For example, our supporting families programme has funded local areas to help almost 600,000 families with multiple and complex needs to make significant positive changes to their lives. The programme is working, and evaluation found that the proportion of children on the programme going into care reduced by a third and the number of adults receiving custodial sentences decreased by a quarter. There is so much we can say—I know we are running out of time, Mr Speaker, so perhaps the hon. Lady would like me to write to her.

As Secretary of State for Business and Trade, my priority is to support inward investment into all regions and nations of the UK. This week the Department for Business and Trade, in partnership with the Northern Ireland Office and Invest Northern Ireland, delivered the investment summit, which I referred to earlier. This momentous event showcased to more than 200 international investors the wealth of opportunities and talent that exist across the breadth of Northern Ireland. A young and talented workforce, competitive operating costs and unparalleled access to global economies make it an exceptional place to grow a successful business. I met representatives from US-owned aerospace manufacturer Spirit and several financial services companies that have established a base there. From Derry/Londonderry-based tech firms to Belfast budding creative companies, we boast a thriving ecosystem of world-class businesses across numerous sectors.
This weekend, like most weekends, I will visit Wilko in Newcastle city centre. Should I explain to the fantastic staff there and their appreciative customers that mass redundancies and empty shopfronts is what the Conservatives mean by levelling up?
We are all very sad that a well-known business such as Wilko, with a strong presence on many high streets across our constituencies, has had to enter administration, and my thoughts are with employees who have been made redundant. Our Department has been not just supporting the business but discussing the best way forward with unions. We have been supporting by helping to find bidders. The fact is that sometimes these things do happen. It is not a reflection of the Government. In fact, making sure that people have somewhere to go to is how this Government are providing support.

Commons ChamberI thank my hon. Friend and Medtrade for their support in sending supplies to Ukraine. My Department is committed to supporting innovative life sciences companies; he will have seen the Board of Trade’s recent report on life sciences. DIT North West has worked with Medtrade for several years to grow its exports and will continue to support its export journey. I am sure that the exports Minister—the Under-Secretary of State, my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie)—will be happy to meet him to further discuss what we can do.
The Secretary of State recently announced signing a memorandum of understanding with the US state of South Carolina focusing on life sciences and automotive—areas that are very important to the north-east. Could she set out exactly how businesses in Newcastle can benefit from that memorandum of understanding and whether it is supposed to compensate for the lack of any trade agreement with the United States?

Commons ChamberThe Government have taken several important steps to ensure women are able to access the sanitary products they need. From 1 January 2021 the tampon tax has been abolished, with a zero rate of VAT applied to women’s sanitary products coming into effect. The Department for Education is leading a scheme to provide access to free period products in schools and colleges in England, NHS England announced in March 2019 that it will offer free period products to every hospital patient who needs them, including long-term patients, and the Home Office has changed the law to ensure that all people in custody are provided with free health and hygiene products, including period products.
The hon. Lady raises a very interesting question, and this is something the Government are aware of and are looking into. Yesterday, I spoke to Dr Tony Sewell, who is chairing the Commission on Race and Ethnic Disparities; I am aware that it has researched this extensively and I look forward to seeing what its report says on it.

Commons ChamberMy first report on the disproportionate impact of covid-19 on ethnic minority groups in October concluded that there is no evidence suggesting that ethnicity itself is a risk factor. Rather, the evidence suggests that a range of socioeconomic and geographical factors, as well as pre-existing health conditions, largely explained the disparities. The report set out the range of measures that the Government had put in place as well as recommendations to target those risk factors, which we are carrying out across Government. We are also working with stakeholders, including the British Medical Association and the Community Advisory Group, specifically in relation to adult social care.
The disparities impact report did not say that race was not a factor. What it actually said was that data were not being collected. Has the Minister ensured that ethnicity data, including test-taking, positive tests, vaccinations and deaths at a national and regional level, are being collected to enable the robust monitoring of the impacts of covid-19 on black, Asian and minority ethnic communities? If she has, we will see whether her deep-rooted reluctance to acknowledge the role that structural racism plays is actually justified.
I am afraid that the hon. Lady seems to have completely misunderstood the report. I encourage her to re-read it. There is no evidence to suggest that structural or institutional racism is the cause of the higher infection rate for ethnic minority groups. In fact, data published by the Intensive Care National Audit and Research Centre shows that from September to December, the direct impacts of covid-19 have improved for ethnic minorities overall when it comes to the percentages of critically ill patients and deaths in England by ethnicity when compared with the first wave. We need to understand that this is a health crisis, and it is really sad that Opposition Members continue to politicise the issue and to look for racism, when medical experts have supported our report and shown what is driving these disparities.

Commons ChamberYes, absolutely; it has to be evidence-led. Everything that we are doing in the Equality Hub is evidence-led. We have a real focus on data, to ensure that we base our decisions on what is actually happening and do not take them for reasons of politics or other things that are not science-based. I completely agree with my hon. Friend; I do not think there was anything to disagree with in what he said.
When, in Tuesday’s Black History Month debate, I said I was angry that six months into this pandemic all we seem to know is that black and ethnic minority people are two to three times more likely to die from covid, but not why, the Minister intervened on me and said that she would give me the answers today. I am sorry, but she has not. She seems to be saying that there is no link with ethnicity but it is up to individuals to protect themselves. The report is quite clear in that it mentions factors such as socioeconomic background, but it does not say whether those factors are causes or correlations. So I ask her again: when will we have the data-based evidence as to the causes of this heightened risk? Specifically, are the Government using artificial intelligence techniques to correlate the different factors so that we know why this is happening in our black communities?
I disagree with the hon. Lady. I think we have answered the question. Saying that something is a factor means it is having an effect—it is part of the reason. She says—[Interruption.] It does mean that. She asks for the causes of covid. What is causing the disease is people catching it; it is a contagious disease. This is not rocket science. What we are explaining is why certain groups are disproportionately impacted. We have explained that it is household size, it is population density, it is geographic factors, it is socioeconomic factors—all those things are having an effect. I know where the hon. Lady is getting to, but we have also explained that for some groups, such as Bangladeshi women and white women, when we take out comorbidities, the disparity is completely gone. I am sorry that the report does not give her the answer that she is looking for, but as my hon. Friend the Member for Runnymede and Weybridge (Dr Spencer) rightly said, we are basing it on the science, not politics.

Commons ChamberGeorge Floyd is murdered agonisingly over nine long minutes in Minneapolis, and in Newcastle 5,000 people of all ages, races and backgrounds join an online protest seeking real change. Racism is global, and our response must be.
Let me start by saying why Black History Month matters so much to me personally. I grew up in Newcastle in the ’70s. I went to fantastic local schools, where I learned the history of our great region, and I was inspired by local heroes such as Stephenson and Parsons to become an engineer, but I learned nothing of black history. I would have been hard put to name a dozen famous black people outside music or sports. My knowledge of black achievement was limited to those two sectors and a few walk-on parts in the great histories of nations, generally as hapless victims or stereotypical villains.
I remember as a child being inspired by the words of Martin Luther King, but I did not know that he had come to Newcastle University, that it was the only non-American university to honour him in his lifetime and that he made an amazing speech accepting that honour—a call to arms and international solidarity in the fight against racism. That speech is online and remains relevant today. I did not know that Frederick Douglass, the American campaigner and abolitionist and the most famous black person of his time, lived and lectured in Newcastle in the 1840s. Indeed, it is sad to think that, given the lack of diversity in academia now, Newcastle may have had a higher proportion of BAME lecturers then than it does today. I never learned that African soldiers were garrisoned on Hadrian’s wall. I want in particular to thank historian and fellow Geordie David Olusoga for celebrating the long history of black Britain, often in the face of virulent racism.
That is why Black History Month matters. Yes, there is justice in telling the stories of those whom history has overlooked; there is also power in sharing the diversity of achievement that is our history. My own achievement of being Newcastle’s first black MP is put into context; I am not an outlier, but I stand on the shoulders of the many who go before me in our shared past. So yes, I want black history taught in our schools. I want young girls and boys of each and every ethnicity to learn British history, and I want them to know that Geordie Africanus has a long and exciting history and future in our region.
The stories of black lives now need to be celebrated. Let me give just one example. My constituent Miriam Mafemba came to England 21 years ago from Zimbabwe, where she faced harassment because of her trade union activism. Here, she studied nursing and now works on the frontline against covid. As an active Unison member, she fights for better conditions for all, seeking to address the snowy white peaks that unfortunately remain in our beloved NHS. Miriam, and all those fighting to improve working lives, represents the future of Newcastle.
I praise the work of trade unions such as Unison and all who seek to improve the working conditions of their black members. When Martin Luther King was assassinated, he was in Memphis supporting American Federation of State, County and Municipal Employees union sanitation workers in their struggle to be recognised as key workers. Their sign was “I am a man” because they were always called “boy”. We may not be called “boy” now, but racism in the workplace remains a barrier to the success of so many. Explicit racial discrimination may be illegal, but implicit stereotyping, exclusion and the burden of being the only black person in the room forms the ceiling of achievement for so many.
The impact of workplace discrimination has been highlighted by the pandemic. Covid feeds on inequality, but I am angry that six months into this pandemic, all we seem to know is that black and minority ethnic people are two to three times more likely to die, not why, where or when. Does the Government Equalities Office have no data analysts?
It is interesting that the hon. Lady raises that point. She may not be aware that I have been looking at that issue since June, and I will give an oral statement on Thursday that will answer many of those questions.
I look forward greatly to that statement. Perhaps then the Minister will tell me whether it is true, as I have been told, that the number of BAME women with covid in Newcastle hospitals is eight times that of white women with covid.
I praise the impact of Black History Month and what it does in telling our shared history, but it needs to do more. How do we eradicate racism? I was set that challenge by young people during a Black History Month event recently, and I was flummoxed. I realised that I do not spend enough time imagining the end of racism, but we should. Yes, it will take a race equality strategy, and real action and legislation, but there is more that we can all do as individuals. As someone who was on the national executive of the anti-apartheid movement for many years, I often think about why that international movement was so successful. Certainly, we protested in huge numbers all over the world—and certainly we had the best music—but we also made organisations, companies, politicians and countries change. We boycotted, we voted, we made apartheid South Africa a pariah state. We have to do the same thing for racism. We have to make it unacceptable. Do not buy its products, do not vote for its advocates, do not fund its perpetrators and do not click on its content—and, yes, I mean Facebook, YouTube, Twitter and all the social media platforms whose business model is predicated on promoting the extremes.
I look forward to a day when parents will explain racism to their children in the same way that they now explain hanging, drawing and quartering: as a barbaric practice of our past. Black voices will be celebrated in the story of the ending of racism. For too long, history has been written by the victors. We want a world in which success is open to all, and Black History Month can help to achieve that by remembering all our history in colour and making racism history.

Commons ChamberAs a mother with three young children aged six, three and seven months, I assure the House that no one is looking forward to nurseries and primary schools opening more than me. Access to childcare is crucial to supporting mothers, particularly single mothers with young children, to return to work when it is possible, and we are working closely with the sector, but schools and other providers will remain closed, except for children of critical workers and vulnerable children, until the scientific advice indicates that it is the right time to reopen.
Understanding the impacts on different groups and the factors underpinning them is extremely complex. It is important that we have the right information on which to base our action, which is why, as I mentioned earlier, we have asked Public Health England to review covid-19 outcomes among different groups and to explore the reasons for disparities. It is also why the Government have taken numerous steps to protect those who would be most disadvantaged by this disease.
We do have some other information: according to Office for National Statistics figures, the coronavirus mortality rate in the most deprived areas, such as Elswick in Newcastle, is more than twice that in the least deprived areas—no doubt that is a consequence of health inequalities, which have risen sharply in the past 10 years—and those on lower incomes are more likely to be in frontline occupations. Now we have learned that the infection rate in the north-east is the highest in the country. What is the Minister doing to address the disproportionate impact of the virus on BAME and working-class communities?
The hon. Lady is right. We are increasingly worried about the number of deaths in deprived areas of the country. As she said, the rate of deaths in the most deprived areas was more than two times higher than in other places, but it is important to note that the underlying factors are extremely complex—these things may be related, but we do not have definitive evidence about the relationship between covid-19 and deaths in deprived areas. We are taking many steps to look after people from disadvantaged backgrounds and from working-class communities. We have protected people’s incomes and jobs, supported businesses and looked at universal credit and statutory sick pay. We are doing every single thing we can to make sure that individuals and communities are protected, on the whole, from any adverse impact of the lockdown.
