Commons ChamberGiven my hon. Friend’s background, I know that he has a keen interest in the retail sector. In April, the increase in the national living wage meant that nearly 1.8 million workers received an above-inflation pay rise. The Government have stated our ambition to end low pay in the UK. The national living wage is on track to meet its target of 60% of median earnings by 2020, and we will announce its future target later this year. In setting a new target, we will work with the expert Low Pay Commission to carefully consider the impact on businesses and workers across all sectors.

Commons ChamberAll employees with 26 weeks of continuous service have the right to request flexible working; that accounts for over 90% of employees. We will consult on creating a duty for employers to consider whether a job can be done flexibly and to make that clear when advertising. We have also established a flexible working taskforce with business groups and employee representatives to promote wider understanding and the implementation of flexible working practices.
Lots of women working in industries such as retail return from maternity leave to find that they are held back from progressing in their careers because their new caring responsibilities are interpreted as a lack of flexibility. What more can the Government do to challenge this short-sighted behaviour in a minority of employers?
I note my hon. Friend’s expertise in the retail sector before being elected to this House. The retail sector gender pay gap is 9.1%, compared with 17.9% overall, but the Government are not complacent and the sector continues to take steps to tackle gender inequality, including through the British Retail Consortium’s “Better Retail Better World”. This has involved more than 30 leading businesses committing to reducing inequality as part of the sector’s contribution to the sustainable development goals.

Commons ChamberEarlier this year, we ran a £1.5 million campaign to promote awareness and the take-up of shared parental leave and pay. We are currently evaluating the scheme, looking at take-up and the barriers to it and at how the scheme is being used in practice. We expect to publish our findings next summer.
I thank the Minister for the work that is already being done. Does she agree that it is important to recognise, as part of that work, that cultural change is required to increase the take-up of shared parental leave? That will include raising awareness, challenging stereotypes and ensuring that we, as community leaders, have a role and are engaged with it.
Given that 33% of people say that mothers of pre-school children should stay at home and only 7% say that they should be in full-time work, I have to agree with my hon. Friend. Cultural change will not happen overnight, but shared parental leave is an important step, and we are considering further activity to raise awareness, promote take-up and make the scheme easier for parents to access.
