May I join the right hon. Gentleman in thanking the veterans here today, and all veterans? He knows that this is a serious issue, and the end of his question did not really reflect that seriousness. The scheme set up by the Conservative party was found to be unlawful in the courts, and he knows it. It was not supported by communities. It would have meant, as he knows, immunity from prosecution for those who committed the most appalling terrorist crimes, and that is why it did not have support in the communities or from any political party in Northern Ireland. That was among the reasons it was found to be unlawful.

We have to tread carefully, and we have to get this right. I will work with the right hon. Gentleman on that, but we do not get there by cheapening the debate. [Interruption.] This is not about political point-scoring. I have worked in Northern Ireland, I have spoken to many of the people affected, and I know that we must get this right. I want to do so, and I want the House to do that together, if we possibly can, because it matters; but we have to do this in a serious way, and address the issues of the past in a way that has the support of victims and survivors. That is a key test for me, because without their support, it is very hard to come up with something that will have the confidence of everybody in Northern Ireland. That is why we have to work in this way.

In advance of the new legislation, the Secretary of State for Northern Ireland continues to engage with veterans and their communities to ensure that legacy mechanisms are fair, lawful and proportionate. I will continue to work with the right hon. Gentleman and others in the House, because the most important thing is not scoring points, but getting it right.

Q7. Last week, I published a report that revealed the terrible legacy that the Conservative party left the NHS locally. Kids in Basingstoke wait 210 days following a referral for access to mental health services. That is three times the national average. I welcome the publication of the 10-year plan last week. It was led by the Prime Minister, will be delivered by a Labour Health Secretary, and was made possible by a Labour Chancellor. What more can the Government do to close the gap in mental health services locally, and ensure that every kid in Basingstoke has access to the very best mental health services?

The Conservative party failed to give children the support they need. The 10-year plan that we have put forward will rewire our NHS and transform mental health services, with 85 dedicated mental health A&E departments, giving 24/7 support; specialist mental health professionals in every school and college, benefiting 1 million young people this year alone; and an extra 8,500 mental health staff to tackle long waits. That is only possible because of the decisions that we took to invest in our NHS—decisions that the Conservatives opposed.

I am grateful to the hon. Gentleman for raising that. I do take a personal interest. A short while ago, I went to Scunthorpe to talk to the management and workers to understand the challenges at first hand and how deeply worrying this will be for those working there, their families and the community as a whole, which is why negotiations are taking place. I call on the company to accept the offer of financial support that has been advanced, so that we can achieve a sustainable future for the workforce, the industry and the local community, because I believe that there is, and needs to be, a bright future for steel. As I have said, I do take a personal interest in this.

Q11. Too many of my constituents are struggling to obtain an appointment with a GP. The GPs are trying their best, but they too are struggling, with capacity issues, outdated buildings and outdated technology, all because the Conservative party broke the front door to the national health service. Can the Prime Minister reassure my constituents that our plan for investment and reform will ensure that they can see a GP when they need one?

We are focused on delivering real results for patients by scrapping unnecessary targets, bringing back the family doctor, and requiring online bookings, which will help deal with the 8 am scramble. We are investing an additional £889 million to reinforce the front door of the NHS. That is the biggest increase for more than a decade, and it means that there will be hundreds more GPs since we came to power. This week, we have announced record investment to enable community pharmacies to deliver more services for patients, and to free up GP time.

Across the country, it is important that we stand by our defence sector and enhance our defence sector. We should thank those who work in it for what they are doing. Today’s announcement will mean that there is more yet to do.

I welcome the Prime Minister’s statement, this Government’s unwavering support for Ukraine and this very necessary decision to increase defence spending. As someone whose close family has served in our armed forces, I know that over the years as a country, we have not always provided our servicemen and women with the equipment and support that they deserve. Can the Prime Minister reassure the House that this funding will be used to ensure that our servicemen and women are provided with that equipment and that support and with respect, given that they are willing to make the ultimate sacrifice for our country?

Yes, that is hugely important, and we will ensure that we do so. I had a family member who served and whose ship went down, and I will never forget the agony that my mother went through until she knew for sure that he was safe. That is what is on the line each and every day for our armed services.

I have had a lot of documents put in my box over the last few weeks, and I will make sure that the hon. Gentleman’s sunshine Bill is in there, so that I am able to give him a better answer next time.

I echo the very warm tributes to Lord Prescott from across the House. One of the warmest tributes to him from outside this House was by former Vice-President Al Gore, who described him as

“an unwavering champion of climate action”.

The Government’s global clean power alliance builds on that legacy, uniting countries to accelerate the transition to clean energy, but will the Prime Minister set out how this alliance and action will deliver lower bills for my constituents and deliver UK energy security in the future?

Yes. This alliance will push forward the UK’s drive, and that of other countries, towards renewables. That will have an impact on the constituents of everybody in this House, because it will give energy independence, lower bills and, of course, the next generation of jobs, which will go elsewhere if we do not win these contracts.

I am grateful to the right hon. Member for raising this issue, which is of real concern across the country for many parents who are concerned about provision. I agree that children with special educational needs and disabilities are being failed, with parents struggling to get their children the support they need and deserve. We have to change that. I am determined to raise standards for every child, so they succeed in education. We will work with the sector, and across the House where we can, to deliver on that mission, which is very important to many parents who will be watching today.

Q11.   I welcome the Prime Minister’s focus on economic growth and I look forward to the international investment summit next week. Constituents across the country want to see their local high streets thrive. From his own visit, the Prime Minister will know that Basingstoke’s Top of the Town has huge potential, but it is not what it could be. What support will this Government give to ensure high streets across the country are able to grow and thrive?

This is a really important issue; our rural communities were neglected by the previous Government, which is why confidence is at an all-time low. We will protect farmers from being undercut in trade deals, make the supply chain work more fairly, and prevent shock rises in bills by switching to GB Energy. We will not pre-empt the Budget in relation to this matter, but we will put the support in place.

Q9. Many of my constituents, including those at Chapel Gate, have told me about the so-called management agents, who charge them rip-off service fees and then fail to provide even the most basic of maintenance. Many constituents spend hours each week battling these agents, just to ensure that they and their neighbours are not fleeced in their own homes. Will the Prime Minister recommit this Government to acting—where the previous Government failed—to reform the leasehold system, which is archaic, outdated and feudal?

May I first welcome the first-ever Labour MP for Basingstoke? Yes, we will reiterate our commitment to act to bring the feudal leasehold system to an end and ensure that leaseholders can benefit from more rights, power and protections over their homes.
