I have been to the camps in Calais and Dunkirk, and, like many other people, I was shocked. I have discussed that with the Minister and with the Minister with responsibility for refugees, and what I have tried to get across—this is important in relation to the amendment—is that when I went to Dunkirk, there were 3,000 individuals, including many children, living in a swamp in flimsy tents in the freezing cold. There were eight volunteers doing their level best to help in the camp, but there was not an official in sight, apart from two gendarmes on the gate, and all they were doing was preventing pallets from being brought in. I know things have changed—I did say that when I went, and I have never been slow to acknowledge when steps have been taken—but there needs to be a reality check about the ability of children in those camps and elsewhere to access the advice and help they need to make a claim.

I have similarly visited Dunkirk, where I was appalled by the inhumane conditions, and no one should walk by. Does the hon. and learned Gentleman have any details about deliverability if the Dubs amendment is passed? How many unaccompanied minors will come to this country, and when? How will that operate?

As the hon. Gentleman will have seen, the amendment proposes a scheme for taking children, and that is important. I accept that there needs to be a proper scheme and that things need to be done properly. As with any other scheme, accommodation, schools, healthcare and so on have to be put in place for anybody who arrives. The proposal is therefore for a scheme, rather than just a set number of children without a scheme.

I accept that proposition—that has been the UNHCR position for many years—but I am now plotting the response to the UNHCR ask. It was asking specifically about individuals who cannot be dealt with locally—those who cannot be repatriated or locally integrated. I made that point before I came to the response, because it is only one thing to assist in-region, in the way the UNHCR has suggested; what we are discussing today is the response to the ask for countries to do something about those who cannot be dealt with in that way.

That was the initial response; early in 2014, the Syrian vulnerable person resettlement programme was set up, but it was limited and focused only on victims of sexual violence and torture. It was only extended in 2015—that was the next step—when the Government agreed to take 20,000 Syrians over five years, but none of them from Europe. There was another extension earlier this year, in January, when the Government agreed to look more carefully at unaccompanied children, but again not from Europe.

That is why I say that the UK response has been slow, reluctant and limited. We have been around this block before. I know that the Minister will say, “Well, that shows we’re listening,” but when we look back, we see that the changes in response have usually been a reaction to pressure inside and outside this House on particular issues.

I do not want to limit the Government’s commitment of 20 January. It was a commitment to unaccompanied children in the region in conflict zones, but also in Europe, to provide safety, whether in the camp areas or through resettlement in this country.

I looked carefully at what was said in January, and I have followed it up since. I think it is fair to say that at the moment no scheme or plan is in place for taking unaccompanied children from Europe. I hope that is the next development and, if it is, I would welcome it.

Having criticised the Government’s response for being too slow, too reluctant and too limited, may I add this? Two weeks ago, I was up in Glasgow, where I met Paul Morrison, who heads up the Syrian resettlement programme, and two of the Syrian families who have been relocated. The work going on in Glasgow under the resettlement scheme is first class. The Government are to be praised for the scheme as far as those who have been relocated here are concerned. It is well run, children have been integrated into schools, the families have been found doctors, they have proper support in the community and the people of Glasgow have been welcoming and supportive. Where the scheme is operating, it operates well, and I pay tribute to the Minister and those working with him for that.

It is a pleasure to take part in this debate, and I will speak to the new clauses to which my name has been added. New clauses 8, 9, 13 and 32 are unique in that they have a cross-party feel, which should not go unnoticed. I have not had the pleasure of being involved in all stages of the Bill, but I think that cross-party support for these new clauses is a unique aspect to our deliberations; I do not think it has happened until now. As the Minister has noticed, there is cross-party concern about the point raised by my hon. Friend the Member for North Dorset (Simon Hoare) about fair play. We are concerned to ensure that our immigration system stands up to scrutiny from beginning to end, and that fair play is imbued within it.

Fair play matters for those who shout loudest and campaign loudly—whether before elections or in other campaigns throughout the year—just as much as it matters for those who are relatively voiceless, or perhaps do not even have a vote. Fair play should be about “the other” and those who are not as loud, and we want to uphold the fundamental British values of fairness and due process. Indeed, one could refer back to Magna Carta when considering issues of detention, and the right and duty to detain people only after fair and due process, and not for administrative purposes alone. Although I concede that immigration detention is not the main purpose of the Bill, it will not surprise the Minister that these new clauses have been tabled.

When dealing with detention, it is important that we uphold principles that have stood this country well for many years. The rest of the world looks at how we handle detention and whether we do so with fairness, and when dealing with those who are detained for administrative reasons, the bar is set that much higher. We must be proportionate, reasonable, and do things in a limited way, so that a limited number of people are in detention for as short a time as possible. Regardless of whether the new clauses are accepted, we must ensure that that principle is applied.

Does the hon. Gentleman agree that what unites the parties is the principle that there should be some measure to limit and reduce the time spent in immigration detention?

I agree, and I look forward to hearing from the Minister about that abiding principle. Home Office guidance states that detention should be used sparingly and as a last resort, and such guidance must be available for all to use and apply throughout the system. However people come to this country, and whether by fair means or foul, we must treat everyone fairly and with dignity when they are with us, all the way through to their possible removal. They may be with us voluntarily or by force, but at every stage we must show that we respect their human dignity.

I agree, and the challenges in Enfield are similar to those in Ealing. I will not put my head in the sand and say all is rosy out there; I want to challenge the Government on some aspects. The plan for the redevelopment of the Ladderswood Way estate, which was put together by a Conservative administration and is now being carried forward under the Labour-run council in conjunction with the Mayor and the Government, will create 500 homes by 2018. Crucially, it needs transportation links, but opportunities are literally coming down the tracks—Crossrail 2 will be important for the New Southgate area. Opportunities are being harnessed, not least by the London land commission, to draw together everybody who is interested in public land and get them to work together in more co-ordinated way, which has not happened previously. All those things are important.

The London land commission was launched on Monday, so these are significant times. We need additional investment, and I look forward to continued support being announced in the autumn statement. City Hall, central Government and London boroughs are coming together to lock in surplus public land for housing, but we need cross-party support. Sir Steve Bullock, the Mayor of Lewisham said,

“It is vital that our overall strategy to tackle the housing crisis delivers an increase in affordable homes for ordinary Londoners.”

That is important, and we should all welcome it.

The hon. Member for Ealing Central and Acton asked about garden cities. In London, it is about garden suburbs. In Barkingside, the local development plan includes building 11,000 homes and five schools and providing 65,000 square metres for employers and community space. That is to be welcomed.

Right to buy will be coming through in the housing Bill. I support the principle of right to buy—people should have the opportunity to own their house—but the reality is that the majority of high-value council houses are in London, so the eyes of the rest of the country will be on whether the right-to-buy scheme is being subsidised through London housing. We need to the challenge the Minister on this. My constituents would not want the receipts from properties rightly bought by tenants of housing associations to go north of the M25.

May I inject a bit of reality on that point? In my constituency, there are 4,800 children living in overcrowded conditions on the housing register. I have had half a dozen advice surgeries since I was elected and half the people who have come to see me are concerned about serious overcrowding. The proposed right-to-buy extension will affect them disproportionately. Some 37% of housing in Camden will fall within the higher value bracket and thus will be sold off at the very time that people in Camden absolutely need it. It is going to make the housing crisis worse, not better.

I understand the hon. and learned Gentleman’s concerns. It will work if we increase the number of homes, and the way to do that is to ensure, in the spirit of localism and devolution, that London gets the receipts of the sales. If, as I suggest, we build two houses for every one sold, we would deal with the concerns about overcrowding and waiting lists in the hon. and learned Gentleman’s constituency and mine.

There is another issue on which London councils need to work better. Particularly in Ealing and Enfield, people are coming up from inner-city boroughs and are being placed temporarily in cheap accommodation. There are not only the costs of the accommodation, but social care costs. Children in care have an associated budget, but children in need have lots of associated costs. London councils need to work much better strategically to ensure that Enfield is not picking up the bill for residents of other boroughs. We need to work much better on that to ensure that Enfield, which does not have a properly fair funding formula and settlement, does not have to deal with that impact.

There are lots of other mayoral candidates and others who want to speak, so I will not go on for much longer. I will conclude by saying that we are a one nation party with a great history, not least on building housing.
