First, I want to say how sorry I am for what the hon. Gentleman has had to say about James Scott. This Government do as much as we can to support veterans, and that is why we published the veterans action plan only the other day. We are also ensuring that we support people throughout this crisis. In my answer to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), I mentioned many of the steps we are taking to protect people on low incomes, and we will continue to do more. The hon. Gentleman attacks the contracts for PPE, but actually I think it was an astonishing thing to be able, at great speed, to give this country 17 billion items of PPE. Thanks to the efforts of people across Whitehall, this country is now capable of producing 80% of our own PPE.

Q9. Shortly before Christmas, my constituent Oliver Freckleton was found at home having been stabbed to death on the eve of his 20th birthday. Yesterday, his heartbroken parents held their son’s funeral. Oliver leaves behind a partner and baby daughter, and two teenagers have been arrested for his murder. This tragic event leaves behind a devastated family and friends, and a very worried community. I am grateful for the work that Staffordshire police is undertaking to tackle violent crime in my constituency, and the recruiting of 149 additional police officers is welcome, but does the Prime Minister agree that a multi-stakeholder approach is vital to tackling crimes among our young people? What can the Government do to support not just the police but schools, colleges and local authorities in working to address this issue?

With great respect to the hon. Lady, I do not think that I have ever heard a question that was more inversely related to reality. This is a Government that from the beginning invested the biggest amount in the NHS for a generation. Then, in the last year, we put another £92 billion into frontline care. We have increased nurses’ starting pay by 12.8% over the last three years. Above all, not only are we building 48 more hospitals, but there are another 59,000 people working in the NHS this year than there were this time last year. This is a Government who are putting our NHS first.

I am sure that the whole House welcomes the fantastic news of Nissan’s investment in an electric battery gigafactory in Sunderland, but does the Prime Minister agree that batteries are only part of the solution in pursuit of net zero by 2050, and that zero-carbon hydrogen combustion engines, such as those recently developed by Midlands-based JCB, have an important role to play in our country’s decarbonisation plans?

My hon. Friend is completely right. The investments that we have seen in just the last week or so—Nissan’s investment in a gigafactory in Sunderland and what Stellantis is doing at Ellesmere Port—are tremendously exciting for battery-powered vehicles. It is fantastic, but we must not forget hydrogen. As I said in an earlier answer, we want this country to be a world leader in hydrogen technology as well.

I thank the Prime Minister for setting out these measures today. I know that everyone is keen to start socialising in a safe way as soon as possible, so will the Prime Minister allow pubs to reopen their gardens as quickly as possible? If six people can buy alcoholic drinks from a shop and meet in a park, I hope that pubs will be given a chance to provide a takeaway service to allow consumption in their gardens as soon as possible.

I think that the people of this country would want to see—as I do, and as I believe Members on the Benches opposite do—proper protection against the readmission of the virus. I am sure the right hon. Gentleman understands that, too.

I recently had the chance to volunteer at our local vaccination centre, hosted by Burton Albion Community Trust, and I am grateful for the work of Dr David Atherton, chair of our local primary care network, and all his colleagues involved in the roll-out of the vaccine to residents across Burton and Uttoxeter. Will the Prime Minister consider the consent process when looking at ways of speeding up roll-out? At the moment, I am advised that individual consent by a healthcare clinician takes 10 to 15 minutes. This means that it will take 41,000 hours to consent and vaccinate the priority groups in east Staffordshire alone. Will he consider a national consent model to help speed up this process?

My hon. Friend makes a very interesting suggestion. I should stress that we have no plans to make vaccines compulsory in this country; however, we want to make it as smooth and as easy as possible, which I think is her objective, and I think she would join me in encouraging everybody who is offered a vaccine to take it up as soon as possible.

Of course I agree that the UK should be playing a leading role in eradicating covid-19 around the world. That is why one of the wonderful features of the Oxford AstraZeneca vaccine, if it is approved, is that it is going to be sold at cost to partners around the world. I wonder whether the right hon. Gentleman knows quite how much the UK has already given to COVAX—to the global Vaccine Alliance. I can tell him. It is more than virtually any other country in the world. We should be proud in this country of what we are doing: I think about the $800 million to support COVAX, to say nothing of what we are doing with Gavi and CEPI—the Coalition for Epidemic Preparedness Innovations—and other organisations. We are in the lead in promoting and in inventing vaccines, but also in making sure that the poorest and neediest around the world get those vaccines. I think the people of this country should be very proud of what they are doing—what you are doing.

I welcome the Prime Minister’s pledge in the 10-point plan to plant 30,000 hectares of trees a year by 2025. Farmers will play a crucial role in meeting this target. What financial incentives will be available to encourage them to make this long-term commitment?

My hon. Friend is dead right. What we are going to do is use the new freedoms we have after leaving the common agricultural policy to support farmers to beautify the landscape to make it less prone to flooding, and we are putting £640 million from the nature for climate fund into helping to support the planting of 30,000 hectares of trees by 2025—every year by 2025.

We are working hard with colleagues from all parties to get across our messages, and I am grateful to the right hon. Gentleman for the support that he has felt able to give for the measures we have outlined. I believe they can be very effective if they are delivered jointly with local authorities and local support. That is what we are working for, and I hope he will join us in that effort.

Pubs throughout Burton and Uttoxeter will appreciate the support available to them through the job support scheme in the event of a local lockdown, but will my right hon. Friend consider the impact on breweries, which will not be eligible for the support but will have no pubs to sell to?

I understand the point that my hon. Friend makes. The regular job support scheme will of course be available to businesses that are open but not able to trade in the way that they would want.

In Burton and Uttoxeter, and across the country, we have seen the incredible dedication of our NHS workers in dealing with covid-19—dedication that has tragically cost some their lives. What steps is the Prime Minister taking to ensure that the NHS is adhering to Public Health England calls to risk-assess black, Asian and minority ethnic staff on the frontline and where possible to make appropriate arrangements to move them to non-patient facing roles?
