The hon. Gentleman is a Manchester MP and I respect the force of his passion on this issue. As with the hon. Member for Rhondda (Chris Bryant), there is nothing more deadly than when a member of the Opposition is kind about the gentleman at the Dispatch Box, so I am aware of the danger there. I would correct the hon. Gentleman on the issue of the rule of law and due process in this country; it goes back way before Peterloo, and one would think of the codification or formalisation of legal changes in the 17th century, if not earlier. He also brilliantly misquotes Lord Acton. On Greater Manchester police, that is a matter for the Home Office, but I can be absolutely certain, as can he, that they will be following the debate with considerable interest.
A few moments ago, the Minister characterised the consul general’s comment that it was his “duty” to commit an act of violence as absurd. With the greatest of respect to the Minister, whom I like very much, I think it was sinister and menacing. It is not just that this House cares about seeing the consul general and others involved in this incident facing immediate diplomatic consequences, as he calls them. Hong Kong nationals now obtaining refuge in my constituency also need reassurance that the Government take their security seriously. As long as those people remain in Manchester and in this country, they do not have that reassurance.
If I may say so, I do not think the hon. Lady is right about the position I have taken. We have been perfectly clear about the concern felt across interested bodies, parties and groups in the UK, particularly Hong Kong residents here and people who have come from Hong Kong. That is why I ended my statement with a very specific message of support to them. I have also outlined to the House the measures that we have put in place in the other Departments focused on those people. It is true that they too would expect to live under the rule of law and our police, and in general Greater Manchester police do a sterling job, as I am sure any Manchester MP would say, of protecting the wellbeing of the people of Manchester. I am sure that they will continue to extend that privilege, courtesy and protection to Hong Kong residents.

I thank the hon. Gentleman for his question. I do not think that I should comment on the activities of the consulate, with which I am not personally familiar, but he is right that the fundamental consular activity is extremely straightforward, in terms of the support of one’s own people in a foreign country. One would not think that an enormous infrastructure is needed to do that. His point could be applied not just to consulates, but to other potential institutions around the country and around the world, and I thank him for that.
Trafford has been pleased to welcome many Hong Kong BNO families and we are very proud in my constituency to be the new home of the Manchester Taiwanese Association. Those communities will need considerable reassurance from the Government that they will be safe and secure in our country. Will the Minister give an assurance that if, as reports suggest, some of the activity—the abuse and violence—was conducted on consular premises, that will not preclude full investigation and full consequences being waged against those who conducted such activity?
The hon. Lady is absolutely right to raise that question. We would expect the independent police and other authorities to make as thorough an investigation as they can, given the circumstances, and we would expect to be sensitive to areas where they have not been permitted to undertake the level of scrutiny that we would expect under such circumstances.

Commons ChamberThe review of the off-payroll working rules reform was announced on 7 January 2020. The reform is due to be extended to medium and large-sized organisations in all sectors from 6 April. It is determining whether any further steps can be taken to ensure smooth and successful implementation, and a series of roundtables with stake- holders has already been conducted. The review will conclude by mid-February, after which recommendations will be made public.
The hon. Lady may be aware that we have already made a small but important change to the roll-out as a result of the review. We are not aware of blanket determinations being made, although it must be said that many firms are choosing to acknowledge disguised employment and bring those contractors in-house. The hon. Lady should also be aware that there are various routes by which determinations can be challenged, including, if necessary, a submission under the income tax self-assessment process, for a final determination.
We all want to crack down on tax avoidance but legitimate contractors in my constituency face uncertainty about their status and tax liability thanks to unclear HMRC guidance and the unreliability of CEST—check employment status for tax—and the firms they work for are cancelling contracts because of the confusion. What is the Minister doing to address their concerns?
We are conducting a review to ensure that this is as smooth as possible. We recognise that there is difficulty here. Some 18 months have passed since the original reform of status determination was announced and in that process we have had a consultation, draft legislation and further discussions and consultation, and we are having a further review now to make sure it is properly and smoothly rolled out.

Commons ChamberI thank my hon. Friend for his intervention. I lived in New York City myself for a couple of years and I can tell him that I used to cycle there as well as in London. I am not sure whether it has changed much, but it was a lot less safe then there than it is now in London. We as a Department very much wish to learn from all best practice in this area, and we also encourage local authorities and cities to do so. Part of the function of the money that we have given as a Government to supporting city transformation, which, as he will know, reaches not merely the largest five cities, but now 10 and potentially 12 equally substantial cities across the country is very much designed to enable them to think about the kinds of innovative and imaginative interventions in cycling and walking that might include that approach.
I am very grateful to the Minister for giving way. An area of particular concern in my constituency is road safety in the immediate vicinity of schools and the way in which parents and carers bring their children to school by car, stop pretty well immediately outside the school gate with little regard for the fact that other children are crossing and going in and out of the school premises and then drive off without any concern for the road safety of the children around. What can the Minister say about how we can incentivise and encourage best practice across local authorities to ensure that the highest standards of road safety are in place outside all of our schools?
I am grateful to the hon. Lady for that intervention. Of course it is a matter not just of specific behaviour around schools, but of speed and the effects not merely of congestion, but on air quality. I will be touching on some of that later in the speech.
The roads we use are only one part of the overall picture of road safety. Earlier this year, we granted £100 million to improve 50 of the most dangerous stretches of A road in England through the Safer Roads fund. We have already seen all of the 50 road schemes receive funding, and we expect the work to be completed by 2020. I was very pleased to note that, in the Road Safety Foundation’s latest publication, “Getting Back on Track”, the most improved road is the A161 in the East Riding of Yorkshire. The improvements to this road were joint funded between the Safer Roads fund and the East Riding of Yorkshire Council.
The Budget last week highlighted the importance of our local road network. The local highway network is one of the most valuable national assets and an essential component of our economy. A good, well-maintained and safe local highway network has never been more important. The House will know that I think we need a substantial approach, and I will outline what that approach is.
Local authorities have an existing legal duty to maintain the highway under section 41 of the Highways Act 1980, as amended. [Interruption.] If the hon. Member for Middlesbrough (Andy McDonald) wishes to make an intervention, he is very welcome to do so. If he does not, perhaps he would care to stop chuntering from a sedentary position. Good transport and roads are essential to this country’s economic growth.

Commons ChamberAs my hon. Friend will know, we discussed this in a Westminster Hall debate in February and I have seen him and colleagues recently. It is a very important matter; we are aware of the strategic importance of the A5. We already have work in prospect between Dodwells and the Longshoot junction and we will continue to look closely at the matter.
Substantial congestion exists on the M60, M62 and M56 around Greater Manchester, but Highways England’s investment plans start north-east of this area. Given the very significant economic regeneration plans for south-west Manchester including at the airport, the new HS2 station and New Carrington in my constituency, which the Minister has visited, does he agree that Highways England must now attend to the investment that that will require in the south-west quarter of this motorway network?
I take on board the hon. Lady’s point, but the point I would make in response is that, over the next three years, Highways England will be investing and, by the end of that period, at a rate roughly three times more than the rate the Government inherited in 2010. Therefore, unprecedented levels of investment are going in. The hon. Lady is welcome to write to me or meet me if she wants to discuss this issue further.

Commons ChamberFood production and food processing is an important part of the north-west economy that is not necessarily susceptible to export beyond the European Union because of different consumer tastes and preferences in the rest of the world. What negotiations are the Government considering or already undertaking to protect this important industry? Can the Minister confirm that specialist negotiators who understand the industry are in place to carry out those negotiations?
That question is really as much for the Department for Environment, Food and Rural Affairs as it is for us. Nevertheless, it is true that tastes are expanding around the world, and therefore one sees every opportunity for British food producers to expand their world markets in the days to come.
