Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Since Monday’s debate, we have had the shocking revelation of the race disparity audit figures. The absence rate for white British pupils is 4.6% and for Chinese pupils 2.4%, yet for Irish Traveller children, it is 18%. Some 97% of Chinese and Indian children stay on in education after age 16; 91% of mixed white and black Caribbean children do; yet 58% of Irish Traveller children do. This House and this Government face a big issue. Do we prioritise the cultural practice of being able to travel—in itself, there is nothing wrong with that—over children’s right to an education?
I share the hon. Gentleman’s concern about the number of children from that community in school, but it is not necessarily travelling children who are absent; it may be children who are settled but who find the school environment unfavourable and unwelcoming.
The hon. Lady is absolutely right. Of course there are children in settled communities who do not stay on, but she will understand that a large preponderance of Traveller children are regularly on the road. It is difficult for them to be in school regularly, and the quality of home education, if it exists at all—

Commons ChamberI could not agree more with my hon. Friend. I have met Jim Davidson on a number of occasions, and I thoroughly commend the work of Care after Combat throughout the Prison Service.
Family work, which brings prisoners face to face with their enduring responsibilities to their families who are left in the community, is indispensable to the rehabilitation culture that we urgently need to develop in our penal system. I welcome the commitment by the Ministry of Justice to measuring the quality of prisoners’ relationships. At a very practical level, we know that enduring family relationships lead to many prisoners being able to access on release family accommodation that would be unavailable to them if those relationships had broken down.
There is a huge amount of consensus this evening about maintaining prisoners’ family relationships. Does the hon. Gentleman agree that a corollary of that is that family contact should not be removed as a penalty where other forms of sanction are available? It is unfair to the family members and it defeats the object, which he and others have talked about, of maintaining prisoners’ contact with their families.
I share the sentiments expressed by the hon. Lady, and my instincts are with hers. I have talked extensively to prison officers about the issue, and on occasions they have a relatively limited number of levers that they can use. I am with the hon. Lady, however. Family relationships are really important, and they are often powerful forces for good that can help prison officers to achieve what they are trying to achieve.
Accommodation is the base camp of rehabilitation, and we are unlikely to make any progress without it. It is concerning that some local authorities are, frankly, discriminatory towards ex-offenders. Ex-offenders should not be given preferential treatment, but neither should they be treated worse than others who seek accommodation.
I hope that Her Majesty’s Prison and Probation Service, as it will be called from 1 April, will look at the cost of prisoners phoning home. Many prisoners have mobile phones so that they can speak to their wives, husbands, partners and children. We need to make sure that prisoners have good access, for legitimate use, to affordable prison telephones. I am also a fan of the prison voicemail initiative, which is spreading in our prisons. A daughter managed to leave a message of her first violin piece for her father to hear on a prison voicemail, for example.

On the sunny morning of 26 May this year, an eight-year-old boy climbed over the fence of a Traveller site in my constituency to chat to the Minister’s predecessor, Baroness Susan Williams, a local farmer whose land we were on, and to me. He was a delightful boy, but his prospects are destined to be much less good than many children of his age. A 2014 report from the Office for National Statistics shows that he is far less likely to gain any qualifications compared with the rest of the population, is more likely to be out of work and is likely to have worse health. The report found that 60% of adult Travellers had no qualifications, compared with 23% for the rest of the country, and that 20% were unemployed compared to 7% for the national population.
In 2016, in the fifth-richest nation in the world, this boy was living on a site with no proper sewerage system and no legal water supply, and he had not been in school for several weeks despite the best efforts of the local authority. I also question the quality of home schooling provided by parents who have themselves low levels of educational attainment.
The site he lives on has had three major incidents of modern slavery, a recent murder, frequent fighting between different Traveller groups, and significant sub-letting of pitches to vulnerable groups and some east Europeans in often the most atrocious of conditions. I do not believe that our current Traveller policy is in the best interests of that young boy and that is one reason why I am calling for the Department for Communities and Local Government to undertake a complete review of legislation affecting planning, law enforcement and housing allocation for Travellers.
As the hon. Gentleman knows, this is a subject that deeply concerns me, as it does him. He is right to talk about the need for a cross-governmental review. Would he include in that list the Department for Education? As he rightly says, the educational outcomes for those children are very poor. Too often, because schools do not meet their needs, they end up with substandard home schooling.
I most certainly would, and the Home Office needs to be engaged as well.
The settled residents of my constituency have had a very difficult summer and it is no exaggeration to say that many are living in fear. One local farmer has had four fires on his land started by Travellers, and he has had to employ a student to walk in front of his combine harvester to pick up all the metal and other items fly-tipped on to it by Travellers.

Commons ChamberThe prison service is housing an increasing number of older prisoners. What steps are being taken to rehabilitate prisoners who are too old or too ill to work?
We cannot require older prisoners to work, but I would certainly want those opportunities to be available to older prisoners, just as they are to many older people in society who want to carry on working. All our educational opportunities are, of course, open to older prisoners. We recognise the challenge, which the hon. Lady rightly raises, of an increasingly elderly prison population.

Commons ChamberAs the hon. Gentleman has rightly pointed out, we have lamentably failed to reduce reoffending over a very long period. In addition, we spend a huge amount of taxpayers’ money per place to achieve very poor results. I have seen good education in our current establishments, but I believe we can do better. The time is ripe for us to try something different, based on sound principles, putting education and health at the heart of what we are doing, and making appropriate interventions, all of which will be in place. We are confident that secure colleges can not only meet the needs of girls and younger children in custody, but improve on the education and reoffending outcomes that current facilities achieve.
I agree with the Minister that we should put education at the heart of the rehabilitation agenda for young people. Will he say what educational qualifications the staff at the secure college will have?
As the hon. Lady may know, we are going to run a competition, which I will describe shortly, to find an education provider. But we are committed to increasing the amount of time in education and we want innovative responses to raise standards further because, as she will know, the results at the moment are simply not good enough.
As I have said, at this stage the Government have plans only for a single secure college pathfinder that will open in 2017, and it has been designed so that it is capable of housing about 300 young offenders aged 12 to 17. It is true that the majority of the young people in this first secure college will be boys aged 15 to 17, but that does not mean that girls and under-15s could not be safely accommodated on the same site and provided with the tailored services required to rehabilitate and educate them. Girls and boys aged 12 to 17 are already safely accommodated together in secure training centres, as well as in secure children’s homes.
Our designs for the secure college pathfinder have been specifically developed to ensure that if girls and under-15s were to be placed there, they would be accommodated in separate and smaller living units, entirely distinct from the accommodation for the majority of older boys. In our consultation on our plans for secure college rules, we also proposed a rule that girls must be separately accommodated from boys.

Commons ChamberMy hon. Friend is rightly proud of her constituent, and the objective of the Ministry of Justice is to make sure that people do turn their lives around, as her constituent has done. All credit to him, and we believe our transforming rehabilitation reforms will do that for many more people.
T7. There have been reports that a number of offenders remain unallocated to supervising officers following the division of the probation service into probation and community rehabilitation companies, with obvious concerns for public safety. The Secretary of State has said that he will only proceed with the transforming rehabilitation programme if he is confident it is safe to do so. Will he now undertake to publish the findings of the test gates, including the upcoming test gate 4, so that the public can have that reassurance?

Commons ChamberI am very sorry to have missed the contribution of the hon. Member for Gainsborough (Mr Leigh), but I should point out my own credentials—something that I do not often do. I bring to the House, if not exactly an interest, probably a bias. For four years I was proud to be the director of the National Council for One Parent Families. I worked with hon. Members, including Conservative Members, on what happens when relationships break down and children are involved. I know that I speak for hon. Members across the House when I say that our fundamental concern in this debate must be the well-being of children. I know that we come at that from different positions, but it is the debate that I think it is important we have this evening. The debate is not—however much hon. Members may, with the best of motives, care about it—about the social role of marriage and the societal messages that we send. I am interested in the well-being of children. It is incredibly important that we examine what we know about what marriage means for the well-being of children, what drives the factors that improve the well-being of children and the role of the financial position of families, and particularly of mothers, in the well-being of children.
I have had the pleasure of talking to hon. Members about this over many years, including Conservative Members. It is important for us as a House that we put it on record that this is what we really care about.
I will with great pleasure give way to the hon. Gentleman, with whom I have had many important conversations on this point.
I acknowledge the hon. Lady’s considerable expertise, as I have been the beneficiary of some of it in the past. Does she agree that we should not set up a position of false opposition on this matter, and that many single parents are probably passionate supporters of marriage and might well like to get married again? We need to be a bit careful how we relate to this issue.
