Commons ChamberForced debt for students and nurses of whatever gender is a really important issue, which I will come on to. My hon. Friend is absolutely right to highlight that we need to encourage both genders to see nursing as a legitimate career.
I mentioned that there are 700 fewer students training to be nurses. That is the first fall in close to a decade.
Does my hon. Friend agree that the bottom line is that without applications we cannot train nurses? That is just all there is to it.
My hon. Friend is absolutely right and I congratulate her on her outstanding dedication to nursing.
The Government said that they can fill the gap with nursing apprentices. They promised 1,000 of them, yet it has now been revealed that just 30 apprentice nurses have started the course. To miss a target may be unfortunate, but to miss it by 97% and carry on regardless just seems reckless. The shortfall is not the only problem with relying entirely on apprenticeships. A nursing apprentice will take four years to become a registered nurse. Even if there is a miraculous surge in apprentices starting this summer, we would not see any new qualified nurses on our wards until 2022.
I am not sure it is my words that are putting people off; I would say the thought of having £50,000 of debt hanging over them for a very long time is putting people off going into education.
I started my nurse training in 2000 as a single mum. When I finished, I had £15,000 of debt—and that was with a bursary. It took me five years to pay it off. People say we should not talk about debt, but we have to talk about it—debt is debt. Students come out with debate. I came out with debt. I sit here listening to people who know nothing about this talking as if they do. It simply is not true.
The passion from my hon. Friend reflects how people feel up and down the country. It is funny because we all know what happened at the general election—and the verdict was clear on the Government’s position on education and student debt and tuition. [Hon. Members: “You lost!”] And of course the Government lost their majority at the same time, and the weak and wobbly Prime Minister has done nothing to make anyone in the country feel more confident about her future—but I digress.
How many postgraduate students affected by this policy repay any of, let alone all, their additional loan? Will the Minister explain how this is sustainable? How much will really be saved in the long run? Or is this another example of what the Treasury Select Committee has called the fiscal illusion—in this case, of a student finance system that allows the Government to pretend they have made a saving when they are simply passing the bill down to the next generation? It is no wonder that all the devolved nations have maintained their own NHS bursaries.

Gentleman acknowledges the fact that under the transitional protections many more in-work families would have received free school meals than will be the case under the Government’s secondary legislation. We hope that Conservative Members will help those hard-working families by ensuring that passported benefits do apply to them. We hope that they will help out those who are just about managing, which was what the Prime Minister claimed that she was going to do in the first place.
Some 27% of children in Lincoln live in poverty. Does my hon. Friend agree that this cliff-edge threshold might mean that some of those children might not get a hot meal one day?
I absolutely agree about that. [Interruption.] Conservative Members keep saying that we are scaremongering, but it is absolute fact that under the transitional arrangements that currently apply, as they do in my constituency, which was one of the first to roll out UC, free school meals do cover those applicants who receive universal credit. The regulations will remove that right for those individuals, which is scandalous.

Commons ChamberI thank the hon. Gentleman for his intervention, but I cannot really say it any more clearly than we have said it. We said we would look at that, but that we would not do anything with it unless we could afford it.
I have put forward and will continue to put forward three things that the Government could do right away to help our students, including the hon. Gentleman’s family members. First, the Government have decided to freeze the repayment threshold, which they do not have to do. They could put it in line with earnings. Secondly, they could look at the percentage rate of the loans. It is 6.1%, but it does not have to be that much. It was the Bank of England rate plus 1%, which would now be 1.25%—considerably lower than the current 6.1%. Lastly, if the Government really care about social mobility and getting students into university, let them bring back maintenance grants.
I was a nurse until a month ago. I was not even adequately paid, let alone overpaid. I got a bursary when I trained. I was a single parent and I could not have trained without it. The fact that nursing applications have fallen by 23% since the Government took away bursaries means that people like me will not be able to train. What are my hon. Friend’s comments on that?
I welcome my hon. Friend to this place. She makes an extremely important point. Ending nursing bursaries has had a negative impact on people applying to go to university to do nursing courses. As we look to exit the European Union, Members on both sides of the House know that we have to train and skill up our own workforce in order to provide all the nurses, doctors and other skilled workers we require. Conservative Members said during the general election campaign that they wanted to cut immigration. If they truly want to do that, they have to invest in young people in this country.
It seems that the Secretary of State believes that access to higher education simply ends with admissions. Figures from the Office for Fair Access show that the proportion of students dropping out before they finish their studies is at a five-year high. Disadvantaged students are nearly twice as likely to drop out than their more affluent peers.
