My right hon. Friend is correct: our spending is above that of Japan and Germany. What is clear is that spending and investment alone are insufficient. We need the right strategy. Our work on an improved curriculum, investment in teacher development and new schools not just being council-run are key measures lifting up school standards in England.

Youth unemployment rose by nearly 50% under the last Labour Government, and one of the best ways to make sure young people have opportunities is to have a thriving economy, but as the hon. Gentleman reiterates, a strong education system, including a strong technical education system, is critical, which is why we are introducing our reforms on T-levels.

I can. The £1.3 billion we are investing in schools will ensure that the formula provides a cash increase of at least 1% per pupil by 2019-20 for every single school, including in my hon. Friend’s constituency, with gains of up to 3% per pupil per year for the most underfunded schools that need to catch up. For the time being, local authorities will still be responsible for finalising the distribution of funding to individual schools in their area, in consultation with those schools, but the money will be provided for all schools to gain from the new national funding formula.

In Liverpool and other cities, there is a real concern that the new formula could mean that schools lose out. Can the Secretary of State reassure the House that issues such as deprivation, prior attainment and mobility will be significant factors in any new formula?

I recognise the points that the hon. Gentleman makes. I was committed to making sure that we protected the funding for children with additional needs under this formula, and that is what I hope we will be able to do. It is, indeed, particularly important for communities such as his own.

That issue was raised in response to the phase 1 consultation, so we will ensure that the formula reflects the fact that there are PFI commitments that will continue in real terms. I have no doubt that that will be good news for my hon. Friend’s local area. Obviously, we do not want to perpetuate those schemes when they have steadily run down, but it is important to reflect the reality of those cost pressures on schools that are in that position.

The Secretary of State listed a number of factors—mobility, disadvantage and prior attainment—that are crucial in many constituencies, particularly those in urban areas like the one that I represent. Will she give us more detail on how big a factor they will be, because that will determine how much constituencies like mine lose out? The concern in Liverpool is that, on top of the substantial cuts to local government funding, our schools will lose out at a time when they are finding it challenging to recruit teachers and headteachers.

As the hon. Gentleman points out, in addition to the core base amount of funding, there is roughly a further 25% that is uplifted in relation to deprivation, additional needs and locational needs. Although mobility was not one of the original factors in the phase 1 consultation—in other words, this is the challenge that some schools and local areas face when children arrive during the year, as opposed to growth, which relates to steady demographic change and sometimes an influx between years—we recognised that it was important to reflect it in the formula. We have looked at the cost pressures that we think relate to mobility. We will initially base the 2018-19 formula on historical levels, because that is the one evidence base we have, but we will consider what is a sensible way to look at mobility going forward.

The Secretary of State has spoken about social mobility. Where is the evidence, from this country or other parts of the world, that bringing back selection at 11 will increase social mobility? I think the evidence shows the opposite. May I urge her once again to think again about this plan to extend grammar schools and instead work together to raise standards for all children in all our schools?

Of course, the two objectives are not mutually exclusive. Indeed, our school reforms will continue, and they have already seen the best part of 1.5 million children now in good or outstanding schools who were not in 2010. We see attainment driven through grammar schools in places such as Northern Ireland. It is just wrong simply to set on one side schools that are closing the attainment gap for children on free school meals and not look at how we can make that option available to more parents and more children.

My right hon. Friend is right to point out that too often, in the past, Governments have not had high enough expectations for children growing up in more disadvantaged parts of our country. That is totally unacceptable. Talented children are growing up all over our country and we should make sure that they have an education system that can enable them to make the most of their talents. She is also right that if we want new grammars to open we have to work with local communities. I would very much like some of the most disadvantaged communities to have the chance now to have a grammar. At the moment there is simply not that opportunity for them, even if local parents want it. We know that 20% of children at grammar schools come from outside the immediate catchment area, which clearly suggests that parents in those broader areas also want the choice of a grammar for their children.

Finally, my right hon. Friend set out points in the White Paper that I thought were quite right. The achieving excellence areas are about looking systematically at places where children are systematically let down and do not have access to good school places, to see what it will take—not just inside schools but outside—to change that over time. I assure her absolutely that all that work will continue, and pay tribute to her for that White Paper, which put in place the building bricks for what I hope will be a successful approach.

It is simply not true to say that the Opposition are in favour of levelling down. Having schools that work for everyone and for all families is exactly what we are in favour of. I want to press the Secretary of State on the question of evidence. Where is the evidence that any of the improvement we have seen in the past 15 to 20 years has come as a result of selection? In particular, can she name a school system elsewhere in the world that succeeds on the basis of selection at 11?

Our proposals are clear on the fact that we do not want a test at 11 to be the principal way that children get into grammars. We want much more flexibility in the grammar system. This is about having a 21st-century education system and a 21st-century approach on grammars. It is wrong to say that we should just freeze grammars in time, and never come back to look at how they can work more effectively. The test is surely the fact that 99% of grammars are judged good or outstanding by Ofsted. Those schools have outstanding leadership and teachers, and a strong, stretching and rigorous curriculum. They deliver for children of lower prior attainment and disadvantaged children, but also stretch those of better attainment. That is why they are rated good or outstanding by Ofsted. It would be wrong not to look at how we can pull those features into the broader school system. Many of our reforms have been doing that. Where it is the choice and there is the demand we should be enabling more grammars to open.

I strongly agree. The Sutton Trust report focused particularly on free-school-meal children and how they performed in, for example, grammar schools. The educational gains from attending grammar schools were twice as high for pupils with free school meals compared with the impact for pupils at grammar schools overall. As my hon. Friend points out, while grammars, in their own way, provide a stretching, outstanding education for many children from all backgrounds that helps them to have better prospects in life, they are one part of a very broad-based school system—a system that has been transformed out of all recognition from when grammars were originally introduced. We now need to look at how we can have a 21st-century education policy that takes a pragmatic look at the role of grammars and, of course, across the whole system. He is absolutely right that we will not lose sight of the broader reforms that we are bringing through that will improve standards across the board.

The Secretary of State represents a London constituency, so she will know that London schools have improved dramatically over the past 15 to 20 years. Does she agree that that has happened because of a focus on high standards for all children in all schools, not by going down the route of selection? May I urge her not to turn the clock back to grammar schools, but to focus on high standards in all schools in all parts of the country, for all children?

I absolutely reassure the hon. Gentleman that we will not be turning the clock back. I think that the London lessons are about collaboration, school leadership and sharing those best practice experiences across schools. The challenge that I want us to discuss is how we can make sure that all schools play a role in doing that, rather than simply setting grammars to one side and saying that they should not play as great a role across the rest of the school system. I think they should, and we want to have that debate and discussion. Fundamentally—I come back to my opening comments—this is about having more good school places for more children. It is about building capacity through better and more places and by sharing best practice, and about improving school leadership by having schools working closely together.

My hon. Friend raises a pertinent question. If the refugee camps that we support in countries around Syria were not funded and were closed, do we think the people there would stay in Syria? They would not; they would almost certainly look to come to Europe. The irony is that parties such as the UK Independence party that want to cut back on aid have, in effect, a pro-migration policy.

Today the Select Committee on International Development publishes its report on the crisis in Yemen, and one issue that we highlight is the impact on children and young people, including the fact that 47% of school-age children are not at school. Will the Secretary of State inform the House of what plans the Government have to use the forthcoming world humanitarian summit in Istanbul to focus on education in emergencies such as the situation in Yemen?

The crises in Syria and Yemen shine a spotlight on an issue that I feel has been missed out of humanitarian responses for too long—the fact that 37 million children around the world are out of school purely because they are in areas affected by either emergencies or conflict. The UK has led the way, with the “No Lost Generation” initiative, in working with countries to get children back into school. We would like to do the same in Yemen, but as the hon. Gentleman will know, the situation in that country makes it extremely difficult to get even the most basic humanitarian support flowing.

The hon. Gentleman raises an important point, and the UK helped to establish the Addis tax initiative, which will see our country and many others, including in Africa, stepping up their support to develop tax systems. We do that in conjunction with Her Majesty’s Revenue and Customs. One of the first things I did in this role was establish a joint working group between the Department for International Development and HMRC to send HMRC officials out to countries such as Malawi to help with their tax systems. I can assure the hon. Gentleman that we work very closely with the Treasury.

We will certainly stay the course, and my hon. Friend will be aware that part of our work with Sierra Leone over a number of years has been to strengthen healthcare systems. That has been vital for Sierra Leone and in the context of this outbreak, because there was a point at which people were extremely concerned about the potential of the disease to arrive here in the UK. It is not just in Sierra Leone’s interest that we do this work; it is in our interest to have a WHO that is able to respond effectively to international health emergencies.

I congratulate the hon. and learned Member for Sleaford and North Hykeham (Stephen Phillips) on securing this important urgent question, and I particularly welcome the emphasis on reform of the WHO. One of the central recommendations of the International Development Committee report published today is that the UK and DFID take the lead in reform efforts. Will the Secretary of State say more about the timescale for reform, so that we do not lose that opportunity this year?

Reform is under way, and comparatively recently I met Margaret Chan, who heads up the WHO, to speak about that. Changes are already being made across the board, and the key thing that remains to be worked on is bottoming out the overall strategy for improving an emergency response from the WHO, and ensuring resourcing. We must work with the countries that are most at risk if a health emergency occurs, so that they are able to deal with it more effectively. This is not about having better systems and resourcing in place; it is about targeting what we know are potentially the greatest holes in an international response.

My hon. Friend raises an important point, and one challenge of these besieged areas is that it is hard to find out what is going on inside them. It is therefore hard for us to understand exactly what the humanitarian needs are. As she says, that makes following up these atrocities all the harder. However, whether for this kind of atrocity or for some of the sexual violence that we see in such conflicts, there is increasing recognition across the international community that such crimes should be tracked, monitored and logged. Those are precisely the discussions that we had with the UN and agencies on the ground, so that when we finally get some kind of peaceful resolution in Syria, these atrocities will not simply be swept under the carpet—they will be dealt with.

I congratulate my hon. Friend the Member for Batley and Spen (Jo Cox) on securing this urgent question, and I welcome the strength of the Secretary of State’s response and the fact that the UK is once against at the top of the queue in providing much-needed aid. I understand that today’s convoys contain food, which is urgent. Will she say what the position will be for medical supplies and medicines for those who are besieged, because that is also of great importance and will make a difference?

It is not only food but nutritional supplements for children, and I understand that there may be some medical supplies as part of the convoy, too, which relates to the point made by the hon. Member for Batley and Spen (Jo Cox) about making sure we have ongoing access to these areas. That is why adherence to international law is so important. In the end, that is the only way we can guarantee reaching people—including the other 360,000 people who are not in Madaya—not just today but in the future.

The Prime Minister and I have been very clear that the UK deplores incitement on both sides of the Israeli-Palestinian conflict. We monitor any allegations of incitement closely and raise instances with both the Palestinian and the Israeli authorities. The UK’s direct financial assistance to the Palestinian Authority, which provides civil service salaries, goes only to approved individuals through a World Bank trust fund that has an independent audit.

Palestinian refugees from Syria are suffering enormously—both those within Syria and those who have fled the country. What more can we do and what more can DFID do to ensure that the vital work of the United Nations Relief and Works Agency has secure funding for the long term?

I can assure my hon. Friend that we are doing just that. The problem he sets out is one we commonly face when we are trying to help any refugees, wherever they are. We only have to look at some of the challenges in Lebanon, where many of the refugees are in so-called informal tented settlements. That means that it has been far harder for us to put in place water and sanitation and to get education to the children in some of those camps than it otherwise would have been compared with the work in Jordan, which, broadly speaking, has been more Government-driven from the word go. We are now facing the issue closer to home on our own shores in Europe. I assure my hon. Friend that we are working with those Governments, while also urging our other European partners to step up to the plate, too.

One of the factors driving more refugees to Europe is the level of support from the United Nations High Commissioner for Refugees and the World Food Programme in neighbouring countries. What can be done to ensure that there is the right level of resource to enable families who wish to stay in neighbouring countries to do so? I understand that the UNHCR does not have the kind of authority in Greece and the western Balkans that it enjoys in countries such as Jordan. What can be done to enhance the authority of the UNHCR on the ground in Europe?

On the hon. Gentleman’s first point, the reality is that, even now, the UN flash appeal for Syria is just over 40% funded. As he sets out, the inevitable consequence is that it is actually hard for the World Food Programme to meet all the immediate needs of the refugees in the region, let alone to look ahead to providing some of the education that children need or some of the work on livelihoods that might, for young men, be an alternative to their setting off on the journey towards Europe. He is absolutely right to flag that up as a direct issue. On his second point, I will write to him.

We have tried to arrive at a figure that means we can have an impact and ensure that we are playing our role, but also one that we have a clear sense we can deliver. Already a number of local authorities have generously come forward and said that they want to play their role, and no doubt we will have discussions with the devolved Administrations in the coming weeks, which I very much welcome. The right thing to do now is ensure that we can deliver on our level of ambition. We are getting on with that not just in the work that is being done domestically, led by the Home Secretary and the Secretary of State for Communities and Local Government, but in the work we are doing on the ground with the UNHCR. We are helping the most vulnerable and needy people still in the region, many of whom could never make the kinds of journeys that others have made. We are identifying the people who most need help and assessing what packages of support will be needed if they are to be relocated to the UK.

On Sunday the Chancellor of the Exchequer spoke about the funding for refugees settled here in the first year coming out of official development assistance, so it is not something new. Can the Secretary of State clarify that the Government are not proposing any change in the existing rules with regard to the ODA applicability of refugees who resettle here?

Yes, I can. It recognises the fact that many of the host communities are in Lebanon and Jordan, and we are right to support them, but when refugees come here, there is an impact on our communities as well, so we should also use the aid budget, appropriately and within the rules—they are there precisely to enable this to happen—to provide support to communities here. I have talked about the need to work with local authorities. We should recognise that many of the refugees that our communities will be welcoming have been through very traumatic experiences, so we need an overall package of support to ensure that that works for everyone concerned. We know that the refugees will require a whole range of services, including healthcare, housing and education. We will stay within the ODA rules so that, quite sensibly, we can use the aid budget to fund such costs.

I think the House should be proud that the UK has delivered on its promise to spend 0.7% of gross national income on development assistance. We are seeing why that was the right thing to do, and why it was right that we enshrined it in law. I think that we are seeing how problems far away in another country can seem like they have nothing to do with us, but in the end they do.
