Commons ChamberI will set out a social mobility action plan later this week. On the right hon. Gentleman’s claims about apprenticeships, starts remain on track to reach 3 million by 2020. There have already been 1.1 million since May 2015. Rather than talking them down, it would be better if he talked our education system up.
I congratulate the Minister for School Standards on the incredible work done on young children’s reading. On social justice, will my right hon. Friend consider providing 30 hours of free childcare for foster children, in line with those of working parents, by dropping the eligibility earnings cap for free childcare to £65,000 from the existing £100,000 mark?
The 30 hours free childcare policy has been incredibly popular with parents. Nine out of 10 say they very much like it and welcome it. We are actively looking at the issue my hon. Friend mentions in relation to foster children.

Commons ChamberI want to start by adding a massive thank you to the Department for Education officials who have worked on this for many years. It has been a complex piece of work, and it has been looked at under many Governments. I want to put on record my thanks to the team.
On the points raised by the hon. Member for Ashton-under-Lyne (Angela Rayner), I had hoped, given the cross-party recognition of the need for school funding reform, that there might be a warmer welcome for this announcement. It is not just schools represented by Government Members that will gain from it; many in Opposition Members’ constituencies have been equally underfunded. This is not a political issue; it is a question of ensuring that we fund children, wherever they are growing up in our country, in a consistent, transparent and fair fashion. That is what we are shifting towards today. This is not an uncomplicated thing, and we have worked really hard to make sure that schools that were already well funded will continue to remain well funded. However, this is also about making sure that schools that have traditionally been underfunded for a very long time can now start to catch up.
The hon. Lady asked a few questions. I think she misunderstood my point about ensuring that there is a minimum per pupil funding rate of £4,800 for secondary schools and £3,500 for primary schools. There are not many schools that are not at that minimum funding rate, but it is important for those that are below it that we address those issues through the consultation response. That is what we are doing today—[Interruption.] The hon. Lady asks what the guidance says. That guidance is for local authorities, as I have explained and as I hope she will understand. Local authorities currently set local formulae. We had already said, and I had hoped she might have recalled, that that will continue for 2018-19. When I came back to the House in July this year, I set out that that would also continue for 2019-20 because we believe that the right way to bring in a significant change in school funding is to work with local authorities. As part of the setting out of the final funding formula, we also set out a small but important element of flexibility for local authorities to respond to the changes as they come through and to nuance them to take account of local issues. That is where the optional element comes in. We are simply saying that it is right to give local authorities a modicum of flexibility to ensure that they can use the funding effectively on the ground.
We are being clear-cut about what the funding formula allocates to every single school in this country, and Members will be able to see those allocations. They will be able to sit down with their local authorities, and if they want the funding to go to those schools they will be able to ensure that it does. I expect that some local authorities will feel that the right thing to do is to get on with putting the funding formula in place at local level and that they will simply pass the money straight through to the schools. That is something that I would support, but it is important to have a small amount of flexibility while the formula comes in.
The hon. Lady asked about the fact that we are putting an extra £1.3 billion of additional funding into the core schools formula and budget. I felt it was important to do this. Over the past few years, we have challenged schools to try to find efficiencies, because we want to get the most out of every pound we put in. However, it is also important that I challenge the rest of my Department to do the same kind of exercise that we are asking schools and headteachers to do. I believe that doing that has enabled us to free up some additional resourcing that we can now push directly to headteachers in the frontline. Frankly, I am staggered that the hon. Lady thinks that that is a bad thing to do. Anyone in my role should be challenging their civil servants to try to work smarter and more efficiently to get money directly through to the frontline. That is yet another example of the hon. Lady doing nothing other rant and produce rhetoric, and there is not a lot of thought behind that rhetoric about what is the right thing to do.

I strongly welcome this announcement, particularly the help for the disadvantaged. This is social justice in action, and I look forward to discussing the measures with my right hon. Friend when she comes to the Education Committee on 25 October. Has an assessment been made of how much the pupil premium helps disadvantaged pupils in particular? How will the pupil premium sit alongside the national funding formula?
We have been clear about protecting the funding that is going to the children we want to be able to catch up. Both the Education Endowment Foundation and Ofsted have done important, insightful work on the use of the pupil premium. It is important that we get the most out of that investment, and I think we are steadily understanding what works to help children who are falling behind to catch up. The transparency in the new formula means that we can now take a similar approach on helping children catch up with the other money flowing through the core schools formula. In time, we can have a common strategy across the two budget elements. One of the most important things that we did in education in the previous Parliament, other than our general push to raise standards, was to identify that we needed to put funding against children who are at risk of falling behind, because that is how we will drive social mobility through education.

Commons ChamberIn terms of social mobility, students in alternative schools are significantly disadvantaged, as a minuscule proportion get good GCSEs. What more can the Government do to give students in alternative provision the chance to climb the educational ladder of opportunity?
My hon. Friend is absolutely right to highlight this area. We have sought to raise standards more broadly across schools in England, and it is now important that we take those learnings—on what works and best practice—and see them spread around the alternative provision approach and system. I am determined to make sure that no child misses out on an excellent education because of the school they happen to be in, whether in Wakefield or any other part of our country.

This news will welcomed by schools, teachers and parents, especially given the additional costs facing schools. In addition to moving money from healthy pupil programmes, my right hon. Friend said that she is redirecting £200 million from the Department’s central programmes to the frontline in schools. Which programmes are included?
We will now go through a process of looking across programmes to identify the £200 million. Across an entire departmental budget of £60 billion, it is reasonable to make sure that my Department and its civil servants have to make efficiency savings in the same way—my right hon. Friend set this out—as we are expecting schools to do. I believe that we can and should do that. The alternative response—simply to dip into taxpayers’ pockets every time we want to look at how we increase frontline school spending—is not only unsustainable but wrong when we can do a better job using the money we have got.

Commons ChamberI am interested in working more closely with the Home Office on trafficking. It is a key area with an international aspect in which we can up our game as part of the solution. We were concerned by what we came across in the Philippines. One fact that has been less discussed is the significant displacement of people. Many of them turn up in Manila and although they might perhaps get initial support for the first few days they are there, it is easy for them to become lost after that. They are at serious risk, particularly women, girls and children, of becoming involved in all sorts of situations, including trafficking, over the coming weeks and months. That was why I issued my call to action a couple of weeks ago to raise international awareness of the issue, at an event attended by the former Foreign Secretary, David Miliband. On the practical side of things, I sent over two of our experts from DFID to work across the UN effort and ensure that we are doing all we can to co-ordinate and prioritise the protection of women and girls through the crisis.
I thank my right hon. Friend for her statement. I am proud of the contribution we are making both as a Government and as a people to the Philippines. Will my right hon. Friend pay tribute to the Harlow Filipino community, who held a special fundraiser last Thursday night following the tragic death of the Harlow Princess Alexandra hospital nurse, Jeffrey Ducusin, and his son Jairo? Will she express condolences to the family and visit the Filipino community in Harlow sometime in the future to give them support at this difficult time?
I express my deep condolences to the family and to all those people who have lost loved ones in the crisis. I would be happy to meet the Filipino community and I had the chance to meet some of them a couple of Fridays ago when we had a special mass at Westminster cathedral. I have been in close contact with the Philippine ambassador to London since the crisis hit and I saw him this weekend in the Philippines. I would be happy to meet my hon. Friend’s local community.

The hon. Gentleman is making some statements of fact; the reality is that we have a leaked report from the UN group of experts which makes some assertions about what may be happening on the ground. That is going through the UN sanctions committee. Bearing in mind the implications that the report may have on the aid programme in Rwanda, the right thing for us to do is to wait for the UN sanctions committee and, indeed, the UN Security Council to go through that full process and not jump the gun.
Like my hon. Friend the Member for Braintree (Mr Newmark), I also went on Project Umubano—twice—and learnt a lot about the genocide. Given that the world allowed the genocide to take place in Rwanda, does my right hon. Friend agree that the world, and especially the United Kingdom, has a responsibility to help Rwanda recover from it? The question is not about cutting aid to Rwanda, but about targeting it carefully.
My hon. Friend is right, but at the end of the day we need to be clear that many of the structures through which we can get change on the ground in Rwanda and alleviate poverty for the many millions who still suffer from it will ultimately also be part the Government systems there, which is why many donors have worked so closely with the Rwandan Government to pursue their development programmes. However, clearly he is right, given the history of Rwanda, and the work of the last Government, along with the work that this Government have undertaken with the Rwandan Government, has clearly been successful. It has been one of the most successful aid programmes we have had. Nevertheless, we will look carefully at the outcome of the UN process on the deeply concerning issues involving the M23 and eastern DRC.

Commons Chamber9. What steps she is taking to support motorists and the haulage industry; and if she will make a statement.
I have taken a number of steps to reduce motorists’ costs. We are working with the Ministry of Justice to tackle the cost of insurance fraud, including fraudulent whiplash claims. We are working with the fuel industry to ensure the transparency of fuel costs and that wholesale price reductions are passed on. We have halved the tolls on the Humber bridge. We are working with the Motorists Forum on improving garage experiences for consumers, and as well as freezing fees for MOTs, driving tests and licensing, in the logistics growth review we supported £1 billion of further investment to improve the capacity and resilience of the strategic roads network.
Thousands of hard-pressed motorists, and me, are so excited that the Government cut fuel duty this week that I lost my train of thought as another Labour tax rise was cancelled.
I thank the Secretary of State for her outspoken support and for the pressure she has put on oil companies to bear their share of responsibility for the high price of petrol and diesel at the pumps. Will she carry on putting that pressure on oil companies to ease the pressures on motorists?
I very much welcome those comments. The Government are working hard across the board, in both the Department for Transport and, of course, the Treasury, to make sure that we keep the cost of motoring as low as possible. In fact, the AA says that Tuesday’s delay to the fuel duty increase, today’s announcement, and my call for fuel price transparency have
“placed this government at the forefront of looking out for the interests of drivers, business and families.”
I really welcome that, and we will continue to work hard on behalf of motorists.

Commons ChamberWe want motoring to remain affordable and, in fact, this Government are working very hard to ensure that that remains the case. We must also ensure that we take the decisions that can get our public finances back into order. We must do that if we are to continue to be able to invest in infrastructure such as transport. One needs only to come to Transport questions to see how important the issue is to many constituencies and communities, so I can assure the hon. Gentleman that we are trying to strike the right balance. We have taken action as a Government and will continue to review the situation.
Will my right hon. Friend put pressure on the big oil companies to reduce prices at the pump when the international oil price falls? Will she also do everything she can to increase competition and reduce the stranglehold of the four big oil companies on the smaller independent petrol retailers?
We want to see competition in this arena and we also want to ensure that when our Government puts through fuel duty cuts, as we did last year, they get passed on. The evidence shows that they do, but I believe that my hon. Friend is right to highlight the situation, which we should continue to monitor. I can only reiterate to him—I know that he has campaigned hard and successfully on this in the past—that we will do whatever we can to try to ensure that motoring remains affordable.

Commons ChamberI do not agree with the hon. Gentleman. Realistically, his approach would simply involve throwing the jigsaw pieces back up in the air, which would mean years of delay and uncertainty, and of course passengers and taxpayers would continue to have to foot the bill for that, which I think would be unacceptable. We have today set out a proposal on how we will get a grip on the £3.5 billion of inefficiency. Until the Labour party has an alternative, fare payers and taxpayers would prefer it to get behind our proposals and help to make them happen.
I welcome my right hon. Friend’s statement and what she said about smartcards. Will she consider extending Oysterisation to outer London towns, such as Harlow, which would benefit commuters? May I also ask her to increase investment in rolling stock, when financial conditions allow, so that we can have more trains at peak times running from London to Harlow and vice versa?
I am sure that my hon. Friend is aware that we earmarked £45 million in the autumn statement to enable us to extend the use of smartcards and Oysterisation further in the south-east. With regard to capacity, we are making a substantial investment with 2,700 new carriages. I would be happy to sit down with him and get his views on how his local area could benefit from that.

Commons ChamberI shall make a bit more progress, because I want to talk about the Labour party’s so-called fuel duty proposals, which are of course VAT proposals.
We are increasing child tax credits above the rate of inflation, giving lower-earning families an extra £210 over the next two years. Of course, poorer families will still receive more in child credits than they received under the previous Government, and, as I said, lower earners will be better off as a result of this Government’s changes to the personal allowance.
Is my hon. Friend aware that the previous Government planned six future fuel price increases, even though they knew the state of the economy?
Absolutely. They left many tax bombshells, but perhaps that pre-planned tax increase was the tax road mine. There was a pre-planned additional per pence increase on fuel and a pre-planned year-on-year RPI increase—the so-called escalator. Ironically and utterly bizarrely, we are today debating a Labour motion that goes against the policy introduced by the previous Labour Government.

Commons ChamberObviously it will not be a short process involving a few weeks, but I think that the hon. Gentleman and his party know from their experience of the process involved in calling for the derogation that the route that we are taking can provide real support for motorists in rural areas.
I agree with my hon. Friend. I too remember his party, before it joined the coalition Government, making the case for a rural fuel rebate.
I now give way to my hon. Friend the Member for Harlow (Robert Halfon), who tried to intervene earlier.
I welcome the debate, because hard-pressed constituents of mine, especially small businesses and families, are suffering hugely as a result of high fuel costs. May I make a special plea? National health service workers in my constituency who have to use their cars to visit patients receive tiny fuel allowances—in some cases, only 12p per mile—which remain the same regardless of the price of fuel. Will my hon. Friend consider changing the guidelines so that NHS workers need not suffer in that way?
I shall ensure that I respond to my hon. Friend on that issue. A variety of concerns about the cost of motoring have been expressed in constituencies throughout the country in recent years.
I hope I can reassure Opposition Members that we are getting on with the process of requesting a derogation by trying to arrange some pilot schemes. I am sure they will be pleased to learn that, although we are still considering the exact scope of the pilots, we have announced our intention of including the Inner and Outer Hebrides, the Northern Isles and the Isles of Scilly, should we be given the necessary dispensation. I assure Members that we are pressing ahead as fast as we can, and we should appreciate their support in helping us to complete the process. I hope that they will be able to overcome any political barriers, do the right thing and back up the coalition Government as we go through this process over the coming months.
We recognise the importance of fuel prices to motorists and businesses. While we are looking at options in the run-up to the Budget, which I will discuss this afternoon, we can have one of two debates today: we can continue to argue about the problem and waste the opportunity presented by today’s debate by scoring points, or we can have a frank and open debate about how to reach the best solution and how we can find common ground. For instance, do we agree that the price of fuel and the affordability of motoring are important for motorists? The answer is yes. Do we agree that the unpredictable way in which the oil price fluctuates can create difficulties for households and businesses when it comes to budgeting? The answer is yes, although the Labour party never recognised that point in government, and I doubt whether it recognises that point in opposition—if it does, perhaps the hon. Member for Bristol East (Kerry McCarthy) will explain why it has suddenly changed its mind after having been booted out by the electorate.
