Commons ChamberAs I said, this is clearly an important area, but we have to recognise that we need to allow schools some discretion about how they deal with this alongside a range of other specific issues that the pupils that they teach may face. I do not agree with the hon. Lady; I do think that parents have a responsibility to play their role in making sure that children understand how to approach adult life.
The publication of this week’s racial disparity audit contained many interesting findings, including that Chinese pupils do particularly well at school and that white British males are under-represented in university applications. How will the Minister promote and replicate the first issue and tackle the second?

Commons ChamberWe do take action when we see schools that are not delivering for their pupils. Overall, that has borne fruit over the past few years, which is why Ofsted now grades nine out of 10 schools in our country as good or outstanding—that is significantly more than was the case in 2010. I would have hoped that the hon. Gentleman welcomed that, but I can assure him that where we see schools failing, we are taking action.
Mums and Dads in Barton Seagrave in Kettering have been alarmed by a recent Lib Dem newsletter which, under the title “Education Meltdown”, says that
“the Tory Government still plans to go ahead with its new school funding formula which could mean that by 2019 our local schools will face cuts of up to £543 per pupil”.
It goes on to state that
“the threatened loss to each school”
is as follows: Barton Seagrave Primary, £185,000; Latimer Arts, £485,000; and Southfield Girls, £416,000. Is it not simply outrageous to circulate such misleading and inaccurate information? Is it not clear that the Lib Dems have been caught red-handed peddling untruths?
The Lib Dems have been caught red-handed and frankly it is a disgrace for them to put out such misleading “facts” to parents. Indeed, only one party of the two is against extra funding for schools, and that is the Lib Dems, because clearly they are against the national funding formula, which is directing additional funding to my hon. Friend’s community.

Commons ChamberThe hon. Gentleman is absolutely right. He will know that my right hon. Friend the Secretary of State for International Development announced £100 million to support South Sudan in particular. More broadly, we need to look long-term, and I am delighted that my right hon. Friend the Foreign Secretary is leading a big push to ensure that girls and women, wherever they are in our world, have education. It is vital if women are to take their proper place in our society.
Millions of impoverished women and girls in developing countries spend much of their life fetching and carrying very heavy loads of water to and from their homes. Their lives would be vastly improved if DFID encouraged proper sanitation and water facilities.
I agree with my hon. Friend and, indeed, substantial investment has gone into improving water and sanitation. It is a basic issue, but it makes a tremendous difference to being able to lift up women and girls.
The Government are proud that we now have the lowest gender pay gap on record. We are absolutely committed to making sure that that continues post-Brexit.
I know that my right hon. Friend the Secretary of State for Health looks into these incredibly serious issues very carefully. I will raise my hon. Friend’s concerns with him.

Commons ChamberI disagree with the hon. Gentleman. As usual, we have had criticism from the Opposition, but no alternative policies whatever—and, indeed, a continued failure to set out whether they would close existing grammars. It would be fantastic to get clarity at some stage on Labour party policy. We want more good school places for children, particularly disadvantaged children. We know that disadvantaged children on free school meals who get into grammars see their attainment gap close by the time they leave.

Commons ChamberWe try to work with employers on a voluntary basis. This is not just about forcing employers, although we have laid gender pay gap regulations on transparency before the House. It is about business understanding why they have an interest in fixing this issue in the first place. Yes, we are bringing in mandatory reporting, and we laid regulations on that before the House in the last few days, but we want business genuinely to grasp the nettle and understand why the issue matters so much.
Female part-time workers enjoy 6% more pay than do their male equivalents. At a time when we are encouraging men to take more of their fair share of childcare responsibilities, is the Secretary of State as concerned as I am by the fact that the excellent Equal Pay Portal is worried that the gap is increasing over the long term?
What is interesting is that we have seen people’s work habits and routine change over recent years. We want to see no gender pay gap, irrespective of which gender is disadvantaged. Historically, this has been a significant issue for women, rather than men, but we want to see no gender pay gap, irrespective of gender.

Commons ChamberIn 2016, 53% of pupils at the end of key stage 4 in Northamptonshire achieved five or more A* to C grades, including English and maths GCSEs. This is an increase of 1.1 percentage points from 51.9% in 2010.
Although the figures are going in the right direction, educational attainment and performance in Northamptonshire are still below the national average. Through the Secretary of State, I thank the Schools Minister for meeting a delegation of county MPs last month and for agreeing to see us again next April. What are the main things that the Secretary of State thinks local schools need to do to get the figures to much improve over the years ahead?
As my hon. Friend recognises, as a Department we have worked very hard with his local authority to try steadily to increase and improve results. In addition to the work that is already under way, we want to see stronger school improvement via schools collaborating more effectively and by ensuring that more of the UK or England-wide programmes, such as Mathematics Mastery, are properly rolled out in his local area.

Commons ChamberI think that was a very good choice, Mr Speaker, and yes I can assure my hon. Friend that I will come to make a statement.
I have to tell the Secretary of State that in Kettering, where five of the six secondary schools are already academies and we have one of the fastest housebuilding rates in the country, and where recent exam success was very encouraging, the debate is not about whether we bring back grammar schools or not; it is about having more school places. Will she confirm her support for the Conservative manifesto commitment that all good schools, whether maintained, academies, free or grammar, be allowed to expand?
Yes, absolutely. Our desire is to make sure that it does not matter what kind of school a good school is, but that it has the chance to create the additional good places that our country needs. For areas that do not have any good schools, we need to ensure we have a school system that is freed up enough so that schools can be set up there that really do improve prospects for children, or that we network those schools with other good schools nearby that are delivering. I have to say, however, that there are some parts of our country where that has proved challenging, which is why we need to leave no stone unturned.

I make two points in response to the hon. Gentleman’s important point. First, we have to make sure that although we set policy at the Whitehall level, we understand how best to ensure it can have the impact we seek at the individual child level. That is not always easy. We can learn from examples such as city deals, where local areas have taken ownership of physical infrastructure to make sure that there is a common plan that the Government nationally are investing in alongside a local plan. His point is a really strong one.
Secondly, I want my Department to be a central engine for social mobility more broadly. We need to challenge ourselves across government, and the Department for Education has a key role to play in this in saying that not only do we want children to be coming out of our schools better educated, but we want to make sure that the jobs and careers are there for them to be able to make the most of their potential. In the end, a country’s most important asset is its people, which is why I am so delighted I am in the job I am in.
May I highlight to my right hon. Friend that Kettering has 8,879 primary places, rising to 9,677 by 2021, and 6,700 secondary places, rising to 7,637 by 2021? The county council says that all places will be full by the 2017-18 academic year. Will she ensure that when she looks at the issue of fairer funding, counties such as Northamptonshire and places such as Kettering, which have some of the fastest rates of house building in the whole country, get the funding they need to make sure we have enough school places for our children?
My hon. Friend raises the important issue that alongside many of the reforms we have introduced, a demographic shift is taking place which means we simply need to scale up our education system to keep pace with the number of children who need it. We have created 600,000 school places, but we need to do more. I assure him that the funding formula statement that I am setting out today means we are in a better position going forward as we introduce it to make sure fair funding follows the child, including in Kettering.

As crime moves on to different forums, including online, it is important that the police and the Crown Prosecution Service collectively take strong action to show that this sort of behaviour across our country will not be tolerated and that we will take action against it wherever it raises its head.
This may be a special occasion because all 12 Members on both the Government and Opposition Front Benches are female.
Last night, Kettering Borough Council passed a motion condemning racism, xenophobia and hate crimes. I am proud to be a member of Kettering Borough Council and to have supported the motion. Will my right hon. Friend encourage other local authorities to do the same?
The hon. Gentleman makes a very perceptive observation about the make-up of the Front Benches. The merit of his making it is that it is now on the record in Hansard forever.

Commons ChamberThe hon. Gentleman will be pleased to hear that we have curbed general budget support, which has been reduced by nearly 90% since 2010. There is now one remaining programme of general budget support, which will finish shortly.
I disagree that it is wrong to work with Governments. In the end, one way in which we can tackle corruption is by strengthening public finance management and tax revenue authorities. We need to find a balance and provide earmarked support that actually achieves an impact.
Every year, the Palestinian Authority gives £84 million to convicted terrorists serving time in Israeli jails, out of a general fund to which this country contributes part of its £72 million a year in aid to the Palestinians. Is that not corrupt practice? How is it an example of good governance? Will the Secretary of State consider following Canada’s example and ensuring that our aid goes to specific projects in the Palestinian territories?
My hon. Friend will be aware that the trust fund that we are part of is broadly supported by the international community. It is yet to become clear whether the new Canadian Government will change the country’s approach and go back to working in the same way as countries such as the UK. I should also point out that that support sits alongside direct support on the ground, and I can assure the House that no UK aid funding goes to the Palestine Liberation Organisation.

Commons ChamberAs I said earlier, we have provided key support to refugees arriving in Europe. Most recently, we announced a £10 million fund that will enable us to provide very practical support to refugees who are having to cope with the difficult conditions the hon. Gentleman describes.
I commend my right hon. Friend for ensuring that Britain is the second largest western donor of aid to the region. What are the Turks meant to deliver in return for the €3 billion that the EU is giving them, especially with regard to the latest wave of refugees from the crisis in Aleppo?
My hon. Friend will be aware that there is already a substantial number of refugees in Turkey— 2 million in total. The plan is really about helping Turkey to continue to provide the food, water, shelter, education and, more latterly, jobs programmes that enable refugees to cope with the circumstances they find themselves in.

I thank my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips) for asking this urgent question, and I congratulate the Secretary of State on the way she has responded. My constituents in Kettering are hugely proud of the fantastic deployment of armed forces and civilian NHS personnel to tackle this crisis, but I do not think that the full extent of the good news about this country’s involvement in the crisis is out there—most people do not know that this country saved 56,000 lives as a result of our intervention. Will she share with the House some more good news about the involvement of this country as the world’s leading responder to this huge crisis?
The number of lives directly saved because of work that the UK was able to do is staggering —we can actually see the epidemic curve bending upwards, and then our steadily working with the Government to wrestle it down over a period of months. It was extremely difficult work that required a huge effort.
As part of our response, we had 1,500 military personnel. We provided six UK treatment centres in a matter of weeks. We trained over 4,000 Sierra Leonean healthcare workers. We deployed 150 NHS volunteers, who worked on supporting over 1,500 treatment and isolation beds. That was more than half of the beds available to treat Sierra Leoneans. As I said, we now have a 36-bed mobile field hospital. One hundred Public Health England staff helped to set up three laboratories. We delivered 28,000 tonnes of aid. We delivered more than 1 million protective equipment suits for people working in the red zone and dealing directly with people who had Ebola. We supported over 140 burial teams. We had RFA Argus, the Royal Navy support ship and Merlin helicopters out there. It was a phenomenal response across government and I am very proud to have been part of it.
I thank my hon. Friend for his question. After a crisis has been responded to, it is easy to move on and lose sight of the important and valuable role we played.

Commons ChamberThe Vienna process at last gives us a chance to get the right people around the table—the people who will need to reach some kind of an agreement if we are ever going to see peace in Syria. Russia clearly has a role to play in helping us to achieve a peaceful resolution to the Syrian crisis. The most important thing that Russia could do right now to help would be to ensure that the Assad regime, which it is propping up, complies with international humanitarian law. That, in the end, is what we need to see happen. Ultimately, no amount of RAF airdrops can make as big a difference, frankly, as getting the Assad regime to comply with international humanitarian law in Syria.
I congratulate the hon. Member for Batley and Spen (Jo Cox) on asking the question and the Secretary of State on her detailed response to it. With our engagement in Afghanistan, this country has very recent experience of driving convoys through hostile territory. If we are to achieve what the Secretary of State wants to achieve—getting aid to where it is needed, not where we are given permission for it to go—there needs to be an element of force protection for the convoys, in terms of a certain degree of hardware and armoured capability within the convoys, to demonstrate that the UN really does mean business. In that respect, may I ask the Secretary of State what negotiations are taking place with the Ministry of Defence and the United Nations to see how we might have a hard convoy of that sort? Following on from the thoughtful question posed by the right hon. Member for Carshalton and Wallington (Tom Brake), were there to be Russian vehicles in some of those convoys, that would seem to suggest an element of protection from the Syrian forces.
I recognise the points my hon. Friend is making; the challenge in what he suggests is that the impartiality of UN agencies is the main reason they are able to get on with the kind of work they do. The reality is that it would be extremely difficult to get any kind of acceptance around the UN Security Council table of a particular military force supporting a particular convoy. There is a security aspect to what we look at in ensuring that the UN convoys can get to where they are going, but as we see with the loss of humanitarian workers on some of those convoys, it is an immensely dangerous role for any of them to play. We should pay tribute to the humanitarian workers who, in spite of those dangers, are out there right now, crossing lines into territories where they may lose their lives getting support to people who need it.

The right hon. Lady makes an important point very clearly. The UK has helped the International Organisation for Migration to do better evidence gathering to find out what is happening on the ground. Part of the challenge is that people, including children, often turn up without any papers. Some people are even concerned about registering with the authorities in the countries that they reach because they are worried that they will not be able to continue their journey. This is a complicated situation, but I assure her that we are playing a key role in getting support to refugees who arrive here in Europe, including children.
I commend my right hon. Friend for the magnificent and effective way in which she is fulfilling the responsibilities of her office. The fact that the UK is second only to the United States in the amount of aid it is giving to the region is testimony to her efforts. Is it not the case that were all other EU countries to contribute towards aid in the region in proportion to what the UK is doing, the problem presenting itself on the Turkey/Greece border would not be nearly at its present scale?
My hon. Friend is absolutely right. Of course, the cost that many European countries now face to support refugees who felt that they had no choice but to set off on a life-or-death journey is immense. That money would have been spent far more effectively, produced far greater value for money and enabled support to get to many more people had it been put directly into the UN effort on the ground, working with generous countries such as Lebanon, Jordan and Turkey, which have taken so many refugees. If we had worked with those countries more effectively, many of the refugees—I have met many of them in my visits to the region over the past few years—would have done what they had wanted to do, which was to stay there in the hope that, in time, they could rebuild their lives and go back to Syria.

Commons ChamberMay I, too, ask about poppy growing? My constituents in Kettering wish to know what has been done, what is being done and what can and cannot be done to tackle poppy growing without endangering fragile local economies in Afghanistan, which remains the major source of heroin that comes into the western world.
Principally, there are two strands of work in which DFID has been engaged. One has been to work alongside the Home Office on a counter-narcotics strategy that has involved working with the Afghan police and the security services. The second is the work on livelihoods. We all recognise how difficult it is to get communities to change practices and livelihoods in which they have been engaged for so long. We have undertaken work in this area, but recognise that more needs to be done, which is why we want to stick with this for the long term.

Commons ChamberI agree. I do not think that humanitarian effort should be politicised. It is about helping the people who have been put in so much need by the typhoon that hit, and getting support to them. That surely has to be the most important thing. I hope that all countries, including China, will respond positively and generously to the next UN flash appeal.
People in Kettering and across the country have been incredibly generous in contributing £65 million to the financial appeal. It shows that this is the sort of international aid that everyone can support. The United Kingdom was already one of the world’s most generous donor nations, and the contributions from the NHS, the Royal Navy and other parts of Her Majesty’s armed forces will not have come cheap. How are those contributions counted against DFID’s aid target, and how are those costs reimbursed to both the Ministry of Defence and the national health service?
I hope that I can provide my hon. Friend with some assurance. Where International Development spend and effort takes place in other Departments, it is classified as official development assistance and is part of the UK’s 0.7% commitment, which this year for the first time this Government are reaching. Part of our just over £50 million response is the money that we have spent sending HMS Daring and HMS Illustrious. We will fund the marginal costs that the MOD has incurred to get those vessels into the area and do the work that they have done, which I think is quite right.

Commons ChamberI very much take the hon. Lady’s point on board. A lot of DFID’s work is in addressing corruption, and that includes illicit flows of money. As part of the G8 this year, for example, we led the way on challenging the leading economies of the world to up their game on tax, trade and transparency. Illicit flows of money were a core part of that. I assure the hon. Lady that I take her point on board and will follow it up.
Is it not the case that diarrhoea caused through poor sanitation is one of the leading causes of infant mortality in the developing world, and that in the Congo it results in the second highest rate of infant mortality in Africa? How many people will benefit from Britain’s investment in the water and sanitation system in that benighted country?
We have delivered life-saving support to 2.1 million people in DRC. My hon. Friend is absolutely right. If we look at the millennium development goal on child mortality, we see that one of the reasons it has not had more success is the continued fatal effect of diarrhoea. He is right to highlight that. It is one of the things we particularly work on in DRC, and it is why sanitation is so key.

Commons ChamberI am grateful for the right hon. Gentleman’s question. DFID has health programmes and general programmes to lift people out of poverty, but also to ensure that they have access to services like health care that can help them get on with their day-to-day lives. I will write to him with a fuller update on whether we engage in any direct diabetes-related programmes, which I hope will be helpful to him.
What is the total size of our aid assistance to Bangladesh and how much of it goes on ameliorating the appalling environmental conditions, given that Bangladesh is situated on the Delta?
The overall programme is about £200 million a year, which is split across a range of activities. Part of it is for basic services like health and education, as I have said; part of it is for economic development; and part of it is to address humanitarian conditions and disaster prevention, readiness and resilience. The final part of the programme is for governance programmes, as I said in my initial answer—these support the Electoral Commission and free and fair elections in Bangladesh—and supporting people so they can access the services and the welfare protection that they deserve.

Commons ChamberI think I can absolutely reassure the right hon. Gentleman on that point. My Department is looking at what needs to happen in not only the immediate time frame, but the far longer term. We know that more than half the hospitals in Syria have been damaged, and that the water and sanitation systems are essentially no longer working. There needs to be not only a short-term plan to examine humanitarian needs in all circumstances—he is right about that—but a longer-term plan to examine what Syria’s needs will be afterwards.
With the Council for European Palestinian Relations, I recently visited Palestinian refugees in Lebanon who had fled from Syria. Is the Secretary of State satisfied that the United Nations Relief and Works Agency is doing all that it can to help those people, who are living in miserable conditions?
I thank my hon. Friend for that question, because that important aspect of the crisis is often not recognised. We have provided £5 million to UNRWA particularly to support its work with Palestinian refugees. That will support more than 350,000 Palestinian refugees in Syria, and will go on food parcels and other relief items.

Commons ChamberMy hon. Friend is right; in a nutshell, we have got to walk the talk. However sensitive and difficult it can sometimes be to discuss what is happening in our own country on women’s rights, particularly regarding FGM or forced marriage, I think we have to have that debate. It is time that we did. I hope we can lead by example. I pay tribute to the work that my right hon. Friends the Home Secretary and the Secretary of State for Culture, Media and Sport are doing in this area. If we are to be credible, that work is vital and it must go on alongside the work my Department is doing.
I congratulate my right hon. Friend on her statement and on all the work she is doing as Secretary of State for International Development. She quite rightly mentioned in her statement that she will apply special measures to the Afghanistan programme, but which other countries that are recipients of UK aid have most to do to improve their record on women and girls?
Unfortunately, it is quite difficult to single out any particular countries, but we know that when we invest £35 million to tackle female genital cutting, we are aiming to eradicate the practice in 15 countries. In some communities, however, this practice is starting up, so we are not necessarily combating a problem that has reached its zenith so that we are trying to get it down to zero. We are working against the tide in some places, so I am not going to single out particular countries, not least because we want to hold out a hand to them to get them to move along the path we want. We are careful about how we manage to achieve that.

The hon. Gentleman touches on an important issue. The Government have been clear that progress on the extractive industries transparency initiative is very important to ensuring that, critically, when countries with clear mineral or natural resources want them exploited for the benefit of that country, that happens, and that they are supported in getting the most out of the revenue stream that those minerals can help unlock. There are several causes of the particular situation in eastern DRC, but I can assure him more broadly that the Government take seriously the issue about extractive industries and are seeking to make more progress on it, along with our international partners.
Nothing enrages my constituents more than the prospect of Britain’s international aid falling into the hands of corrupt officials, because my constituents want the money that we provide to go to the poorest people who need the help the most. Is the Secretary of State satisfied that her Department has a sufficiently robust early-warning system, so that she is advised of any potential corruption in any of Britain’s aid programmes?
I am going through that process right now, so that I can assure myself of that, but it is worth pointing out that in the case of Uganda we suspended donations and aid to the office of the Prime Minister when fraud and corruption issues were seen by other donors, not in relation to our budget, so we have always taken a precautionary approach wherever we can.

Commons ChamberThe hon. Lady is absolutely right. Approximately half the support that we provide has been for refugees, and half to help people inside Syria. I have had discussions with the International Committee of the Red Cross and the World Food Programme, the key providers of aid within Syria, and we are working with them to ensure that they can do their job efficiently. Clearly, they are neutral and dispassionate in regard to the politics, and it is vital that we use them.
The Christian community in Syria is one of the oldest in the world, and one of the largest in middle east. Indeed, was it not St Paul who was converted on the road to Damascus? If the wrong people come out on top in the Syrian civil war, there is every chance of a bloodbath in the Christian community on a biblical scale. Will my right hon. Friend do everything she can to ensure that the humanitarian provision addresses that very real fear?

Commons ChamberI commend the Secretary of State for her statement. The upgrade and electrification of the midland main line will be hugely welcome in Kettering. Will she announce the details of the upgrades that will take place along the midland main line, because that is a crucial part of the investment that she has just announced?
There will be a variety of upgrades of junctions, tracks and capacity. One key aspect of today’s announcement is the removal of some of the bottlenecks that often stop passenger trains going as fast as they can. Many of us will have been on a passenger train while it travelled at what seemed to be quite a slow pace. That is often because it is stuck behind a freight train. A number of the smaller improvements we are making today will mean that that happens less and that will be one of the things we can do to improve my hon. Friend’s line.

Lady is right that Heathrow has an incredibly important role to play in aviation, not just for London and its economy but nationally, and of course for the many regional airports with connecting flights that hub into Heathrow and have passengers who then travel onwards. We are absolutely aware of that, and it is one reason we need to take a responsible approach to looking at the future of aviation in our country.
If we are not going to build an additional runway at Heathrow but want London to maintain its international competitiveness, is there really no alternative but to build a new airport in the estuary east of London? Should not the Government show to that issue the same commitment that they are showing to high-speed rail?

Commons ChamberI have been keen to look at what we can do to improve the effectiveness of the hardship scheme. My hon. Friend will know that we have received around 240 applications from people. With the finalised line of route, some of those will obviously be from people in areas that will now see real mitigation. The point of the consultation, which will happen in the spring, is to ensure that we finalise those details. I very much urge him and his constituents to respond to the consultation, so that we can reach a final version of the scheme that delivers what we want, which is a fair deal for the people affected.
In commissioning HS2, will my right hon. Friend avoid the mistakes of the previous Government in drawing up the contract tender specifications for the last Bombardier contract, and do all in her power to ensure that as much of the materials, construction work and rolling stock for High Speed 2 as possible is provided by British firms, providing British jobs for British workers?

Commons ChamberMy hon. Friend is right, and that is one of the reasons why we have to approach this in a measured way. In fact, the formal identification process is still under way for many of those families. Only once we have got through that, and the pathology, can the coroner for the south-west start his inquest, which we would hope can take place later this week. Many of us cannot even begin to understand what it would be like to go through such a traumatic experience, and we always have to bear that in mind.
My right hon. Friend is fortunate to have as the Minister with responsibility for roads the Under-Secretary of State for Transport, my hon. Friend the Member for Hemel Hempstead (Mike Penning), who, as a former professional firefighter, brings his personal knowledge and experience to this issue. We have heard from several Members today that one of the sad features of this tragedy was the extent of the flames and the inferno that resulted. Will the Secretary of State ensure that the inquiry asks not just how we can prevent such crashes from happening, but how we can prevent vehicles from bursting into flames?
My hon. Friend is right on two counts. First, we have a Minister with responsibility for roads who is perhaps uniquely placed to bring his insights to bear in dealing with such incidents. His visit to the site the day after the accident was vital in giving us the assurance that the necessary steps were being taken. In relation to the fire, there is no doubt that the police will look into not just the precise circumstances that led to the collision, but why things unfolded as they did. As I have said, HGV fuel tank standards will be toughened and get progressively better over the next three years. That is obviously good news, and appropriate, and if there are further lessons to be learned, they will be.

Commons ChamberThe IFS analysis was very clear-cut that it was indeed the most well-off people in our country who were bearing the brunt of the fiscal consolidation measures. I draw the House’s attention to the need to look at the overall impact of not just the Budget 2010, but the spending review and the Budget this year. They show that the most well-off people in our country are bearing the brunt of the fiscal consolidation, whether that is measured in terms of their income or of their expenditure.
The incentives for job creation in the June 2010 and subsequent Budgets are to be welcomed, but given that for every 10 new jobs eight go to foreign-born workers, what more can be done to encourage the employment of the indigenous work force?
As my hon. Friend knows, one of the key aspects of the Budget this year was to launch “The Plan for Growth”. A key part of that was to provide for more apprenticeships and more work experience so that we can make sure that people have the right skills that companies in this country need.

I talked briefly about the fact that we recognise that financial literacy and encouraging saving for children are important. She knows that we have a broader problem with saving in Britain. The savings ratio had really fallen. It was not just the Government who had unsustainable finances; many households did as well. As I said, we are considering how we can nevertheless encourage saving and encourage children to save. Obviously, we have to work within the constraints of the public finances, but that work will explore the idea of allowing parents potentially to open a tax-free account for children born after child trust fund eligibility ends. I am sure that, as part of that, we would look at the group of looked-after children, in the same way that they were part of the child trust fund scheme. For most children in Britain, the account was triggered and opened by the parents, but for looked-after children, it was the local authority that took that approach.
Any such account would not have Government contributions going into it, but potentially could have some of the other features of child trust funds. Clearly, however, if we go down that road, we need to consider the design of any account carefully. It is clear that it would not be exactly the same as the child trust fund. However, I can reassure the hon. Lady that we are trying to find our way through the problems that we face today, which are grave and must be tackled, while at the same time ensuring that on these important issues, for the longer term, we still do what we can to support these children and address the issues.
Time is moving on. I shall try to ensure that I have covered the other issues that the hon. Lady raised. She talks about social mobility and she is absolutely right. I passionately believe in social mobility. She is right to talk about ensuring that we support looked-after children and that particularly when they leave care and face all the challenges that she referred to, they get support. Certainly in England, we are very keen to consider the overall package of support for these children, and I know that my colleagues in the Department for Education are doing that.
I am certain, given the hon. Lady’s clear interest in the issue, that she will follow it up in the Scottish Parliament. Indeed, she has a long track record not just of expressing an interest, but of being involved in direct policy making in this area. It is great that that experience has been brought into the UK Parliament.
I can see time ticking on. To conclude, I again congratulate the hon. Lady on securing the debate and on her eloquent and passionate description of the needs of looked-after children. As I have explained, I agree that these children, alongside other disadvantaged children, need more support than many children. Only last week, the Deputy Prime Minister was talking about the fairness premium to ensure that we can target and help those children growing up who perhaps need the most support to make sure that they can get the opportunities that many children in this country have, but too many do not.
We are passionate about tackling disadvantage, including for looked-after children, and we want to provide that support, but as a Government—a coalition Government—we just do not think that the child trust fund is the best way to do that. Those children, including looked-after children, need support now, rather than having it locked away until they are 18. It would not have been the best use of our limited money, either for looked-after children or for others—

Commons ChamberNo, I think I need to wrap up.
We are absolutely committed to pressing for the EU budget to be smaller. We will not have rises in the EU budget undermining our attempts and our desire to tackle our fiscal deficit. We will challenge the 2011 budget, which does just that.
I welcome the support of this House in sending a common view to Europe. I hope that we will be able to do that later tonight and I look forward to seeing whether we get support from the main Opposition party on this matter, too.
On a point of order, Mr Speaker. My hon. Friend the Minister said that the amendment in the name of my hon. Friend the Member for Clacton (Mr Carswell) would commit the Government to an illegal act. Am I right in saying that any amendment accepted by the House for debate is in order and that it would be quite improper for any amendment to commit Her Majesty’s Government to anything illegal? Were not the Minister’s remarks a matter of debate rather than a statement of fact?
