DFID is scaling up its agricultural research work in developing countries, particularly programmes that address the slow pace of agricultural innovation in sub-Saharan Africa.
I thank the Secretary of State for that answer, and congratulate her on the recent announcement of the £7 million international trade centre and the £57 million trade support package for Kenya and Uganda. Does she agree with me that trade is the best form of aid and that integrating our aid and trade missions, particularly in the field of agricultural technology, is the best way to drive really sustainable development?
My hon. Friend is right, which is why I am very pleased that DFID is a central part of the agri-tech strategy that is shortly to be set out by the Government. It is absolute clear that we have an important role in helping poor countries to improve their agricultural systems and, in doing so, to help develop trade both domestically and internationally.

Commons ChamberWe are looking at ways in which we can ensure that people still get the debt advice that they need, and of course a lot of the grants are provided by local authorities. There is no point in Opposition Members talking about debt, because it was their party that created the problem in the first place.
9. What assessment he has made of prospects for growth in the high-technology manufacturing sector.
The Office for Budget Responsibility sets out the official economic and fiscal forecasts. However, high-tech manufacturing is a key part of our growth plan and we need to ensure that Britain is not just open for business but making things again.
Is my hon. Friend aware of the latest data on manufacturing business confidence? January’s purchasing managers indicators show a sharp jump, suggesting annualised growth this year of 2.6%. Intuit, the software survey business, reports that 66% of small and medium-sized enterprise owners say that the VAT rise has no impact on their business, and Investec reports that two thirds of owner-managers plan to hire more staff in 2011. Does that not show that the Government’s policy is working and that the right hon. Member for Morley and Outwood (Ed Balls) is out of touch?
What it shows is that we have the right plan to get our economy back on track. My hon. Friend mentions the purchasing managers index for January, which was at a record high since the series began in 1992. We recognise that our road to recovery will still be choppy, which is one reason why we will bring forward the first phase of the growth review in the Budget that is coming up. That will examine how we can ensure that we create the conditions for our companies to be successful.

Commons ChamberAs the hon. Gentleman is aware, we are taking legislation through the House to get rid of the child trust funds. We think it is vital to support looked-after children, but the question is how best to do that while also tackling our fiscal deficit. We have come to the conclusion that what looked-after children need is support today, and that is what we will provide. Over the spending review period, £7 billion will go to supporting the most disadvantaged children in our country, including looked-after children. He will be aware that in the Department for Education, Eileen Munro is leading an inquiry into how social care can work better, including the support of looked-after children, and finally he will be aware that my hon. Friend the Financial Secretary will be considering proposals to bring forward a junior individual savings account, from which we will specifically ensure that looked-after children can benefit.
Does the Minister agree that it is appallingly disingenuous of Labour Members to posture as the friends of child savings, having left every man, woman and child in this country with debts of more than £22,000 each?
Order. The Minister, who is a dexterous Minister, will relate her answer to the policy of the Government, not that of the Opposition.
