I am pleased to say that today, alongside the launch of our net zero strategy, we are launching the nature markets framework. We need a healthy and thriving natural environment to meet our net zero goals and build our resilience to climate change. The announcement today on the investment we are seeking, alongside the £4 million we will use to boost that private finance, sends a signal that the opportunities for investing in our farmland, forestry, peatlands and marine areas are great and can offer long-term rewards for both people and nature.

We are very proud that the Canal & River Trust has its headquarters in Ellesmere Port, but like everyone else it has been struggling with increasing costs relating to covid and energy. It is waiting for an answer from the Government about what will happen with its grant funding, so will the Secretary of State give us a date by which a decision will be made and guarantee there will be no cuts to its grant funding?

I am sorry, Mr Speaker, but I missed the name of the company the hon. Gentleman referred to. As he will know, support has been provided in different ways to all businesses with regard to energy costs.

It is approaching 12 years since Gary McCann was killed in road traffic accident in India. Since then, his brother, my constituent Paul McCann, has been seeking information, and eventually justice, following this tragic incident. Despite his best efforts, however, he has been given no updates about any criminal proceedings in the Indian legal system, and the Indian high commission has been frankly woeful in supplying information to Mr McCann. May we please have a debate on how people such as my constituent can get the information and support to which they should be entitled? Twelve years is far too long to have to wait for answers.

I can understand why the hon. Gentleman and the family are concerned about the matter, and I will share it with Foreign and Commonwealth Office Ministers.

7. What plans he has to consult the public in advance of the House’s decision on English votes on English laws.

The Government’s proposals were published on Thursday 2 July. Both before and after publication, there have been extensive discussions with colleagues from across the House, and such discussions will continue before the debate next week. This Government were elected on the basis of a manifesto commitment to deliver English votes for English laws, and opinion polls have indicated support for this principle in both England and Scotland.

I had the pleasure of responding to a debate on the effect of EVEL on north Wales, and I would be very happy to meet anybody concerned. I will today send out an email about drop-in sessions for any MP who wants to talk about the proposals in further detail. In answer to the first part of the right hon. Gentleman’s question, I refer him to the answer just given by my right hon. Friend.

In her initial answer, the Deputy Leader of the House referred to opinion polls as part of the consultation process. Does she agree that a poll is not a genuine consultation, but simply a gauging of opinion?

Opinion polls are a gauging of opinion. One opinion poll happened on 7 May—it was called the general election. Our proposals were in the manifesto, and they were voted for.
