Commons ChamberI am delighted to join the hon. Lady in congratulating Jacob on his achievements, and also the coaches and support teams of such clubs up and down this country. Whether it is rugby, boxing or football, there are thousands of volunteers who stand on the touchlines or around the rings watching these individuals develop their skills. These sports are great for people’s physical health and also great for their mental health.
Last time Her Majesty’s Revenue and Customs mileage rates went up over a decade ago, the average price of a litre of unleaded petrol was about £1.20. It is now more like £1.90, so can we have a statement from the Chancellor, ideally at Treasury questions next Tuesday, about what can be done to bring mileage rates in line with the true cost of fuel?
Of course, there are challenges given the global fight against inflation that we are engaged in, which is why the Chancellor of the Exchequer reduced fuel duty—a huge tax cut—with £5 billion of tax reductions. I am sure the Chancellor of the Exchequer will be at the Dispatch Box once again very soon, when the hon. Gentleman will have an opportunity to challenge him directly.

Commons ChamberMy hon. Friend may well have just done that by raising it here in the Chamber. He is right to raise the great work that nurses do up and down this country, and I know that is supported across the House. We never know when we might need the support of the NHS, and it is good to know that it is there for us in our moments of need.
In the Leader of the House’s football chat, he forgot to congratulate Manchester United on their victory over Nottingham Forest in the FA youth cup final last night. I am sure he will want to rectify that omission as a matter of urgency.
Moving on to more serious matters, a few weeks ago I met some constituents whose dog sadly died as a result of a fire in their home. The fire service says it was caused by a fault with a Hotpoint tumble dryer, but Hotpoint refuses to accept any responsibility. I am outraged that we have reached this point, forcing the family to look at legal action. Can we please have a debate on what more can be done to hold manufacturers to account for these kinds of faults?
I understand the hon. Gentleman’s enthusiasm for celebrating Manchester United winning anything, which is a rare event these days. He went on to make a very serious point about tumble dryers and whether they are causing fires in people’s homes. There are clearly a number of safety regulations that products in our homes should meet. It is worthy of further debate, and I am sure that he will be in his place to raise those matters with the relevant Ministers when they are at the Dispatch Box.

Commons ChamberThe hon. Lady raises something of great and widespread importance, as she so often does. There are two things to say. One is about the general approach of the Government to try to improve people’s standard of living, and some of those that I have mentioned before, such as raising the national living wage and cutting the universal credit taper, so that people have more money in their pockets to better afford their bills. Having a record level of payroll employment is also a crucial part of it. So, there is the broad economic argument, but then there are the individuals who face a bill that they cannot pay. They probably need support immediately and urgently. There are a number of people who give that support in each of our constituencies. Sometimes it is simply about getting that support to reschedule payments to avoid massive interest payments that ratchet up and up. Therefore, it is the broad, top-down economic policymaking, which the Government are doing, and then there is the support that we, as individual MPs with the services available in our constituencies, can give to individuals when they have specific problems.
I was surprised to hear yesterday that the Chancellor had not consulted with the Prime Minister on writing off £4.3 billion of public money. It rather undermines what the Leader of the House has been saying today about the presidential style of Government. It also raises questions about whether we have effective Cabinet governance at the moment. This £4.3 billion is a huge sum of money, a fraction of which would transform the lives of my constituents. Does he not agree that that kind of money, if it is being written off, should be a matter for Cabinet discussion and for agreement by this House as well?

Commons ChamberAs the Leader of the House mentioned in his opening remarks: country, constituency, party, in that order, no more, no less—those are whom a Member of Parliament has a duty towards. It is a formulation so simple that anyone ought to be able to understand it. It was certainly the basis on which I stood for election to this place, and nothing I have seen in the intervening six years has led me to believe that I was wrong to think that. Indeed, I am proud to represent my country, my constituency and my party. But my pride turns to shame when I see headline after headline about hon. and right hon. Members not treating the position they hold or the people they represent with the respect they deserve because they turn themselves into political cabs for hire. When Members put themselves up for sale, they may enrich themselves but they cheapen us all.
Being a Member of Parliament is a great privilege, but it is also a great responsibility. We need to be conscious of the fact that having the letters “MP” after our names gives us a certain authority, and that is because we are the democratically elected representatives—we make the laws; what we say matters. I would have liked to have said that those letters command respect and gravitas, but the sad reality is that when an MP speaks, people often ask, “Just who are you speaking for?” It is the greatest privilege of my life to be able to stand up in here and speak freely without fear or favour on matters that are important to my constituents. That we can no longer assume that is the case for everyone demeans us all.
Some people will argue that taking away the ability of Members to earn a bit of extra cash as a consultant or lobbyist will reduce the pool of talent of those seeking to enter Parliament, but they should take a look in the mirror. Those who take the shilling from those that are willing to pay for a voice in this place should not kid themselves that it is their wisdom or charisma that attracts the cash in the first place; it is their access that matters. This place should not be available to the highest bidder; this place should be a force for good and for change for the benefit of all. If it is a choice between someone who might be a slightly better orator but whose main motivation is money, and someone who is here because they want to make a difference, I know who I would want to be my MP and I know who will be a more effective parliamentarian in the long run. If people are put off because of the limitations this role might put on their earning potential, perhaps they might want to consider whether this job is really for them.
This is not all about individual avarice; it is about the tone set from the top and leadership. When we have a Government who, as they did last week, try to overturn established and agreed procedures to let one of their own off the hook, we are faced with a Government who have become intoxicated on their own power, become arrogant because of the size of their majority and grown contemptuous of the need for probity. None of those things is good for the Government, but they are damaging to us all, as many Members have said. These things erode what little trust the public have in our parliamentary democracy.
There is no shortage of people out there who are only too willing to call us all out for being motivated solely by personal gain. We do not need to give them dozens of examples of Members appearing to do just that. We need to govern in the public interest and show that standards in public life matter and that when it comes to our duties to our constituents, we must lead, not follow.
The Government’s defence for the shameful shambles we have seen over the past week is that they were concerned about the supposed lack of an appeals process and that they made a mistake in trying to conflate those issues with the concerns in the case of Owen Paterson. But what he did was so obviously wrong that I have to question just how the Government are operating. The Register of Members’ Financial Interests is there. It is plain to see what he was getting paid and by whom, but did it not occur to anyone in Government that when he was doing all this lobbying he was actually breaking the rules? Did nobody think to challenge him, feed it back to the Whips or just say, “Sorry this conversation is not going to happen”? Or is it the case, as I suspect it is, that this kind of thing is just par for the course and nobody questioned him about it because it is seen as how MPs and Government operate? If there is a grain of truth in that, we need to do an awful lot more about this than just what we are discussing today.
All I would say in respect of the claim that there was no appeal is that there was an appeal process, but he was so obviously guilty of the charges that a dozen appeals would not have changed the outcome. If Government Members are now so concerned about the operation of natural justice and appeals, they might want to start looking at how some Departments operate. Many of my constituents would question where their opportunity is to appeal in areas such as benefits over- payments, child maintenance and the loan charge. They would say it is one rule for Tory MPs and one rule for everyone else, and they would be right.
In conclusion, we are the rule makers; how we conduct ourselves matters. Parliament should be an exemplar of good practice and positive behaviours, of probity and of standards for others to look up to and emulate. If we cannot get our own house in order, how can we effectively challenge other countries, companies or individuals? I hope that Members will vote for our motion today. I am afraid that there is so much wriggle room within the Government amendment that it resembles a pit of snakes, which I am afraid is what some people see us all as. We know that the majority of Members are not like that, but kicking the can down the road, as the Government would have us do, simply leaves too much room for doubt that we are not serious about stamping out the egregious use of this office that we hold so dear and that the principle of transparency does not matter at all.
The rules should be followed by everyone. If we in this place avoid the rules when they become inconvenient, how can we expect the public to follow them, too? Sadly, there have been too many examples over the past year of Members thinking that the rules do not apply to them. How difficult is it to put a face covering on? The very fact that the merits of that simple act are beyond some Members gives us an indication that some people just do not think the rules apply to them.

Commons ChamberI entirely agree with my hon. Friend. It is quite wrong for “do not attempt CPR” decisions to be applied in a blanket fashion to any group of people. Those decisions should be made only when the person involved and their carers and families have been consulted. We do not want to see efforts to introduce euthanasia by the backdoor by not reviving people who ought to be revived. I will of course pass on my hon. Friend’s concerns to my right hon. Friend the Health Secretary.
Our high streets have been struggling for many years now, and covid has accelerated the challenges they face. There was another example of that last week when, sadly, Neston post office closed its doors for the last time. I understand that there is interest from some potential new operators, but experience has shown us that it can take many, many months for those interests to come to fruition. For a town of Neston’s size to have no post office for any period of time is simply unacceptable, so can we have a debate please on what we can do to have more statutory obligations on the Post Office to ensure that vital public services are not left from towns for any length of time?
The Government certainly recognise the difficulties that town centres are facing, hence the towns fund, which is £2 billion of funding offering town deals to 86 places across England, which includes accelerated funding provided to places last year. The towns fund will mainly spend taxpayers’ money of £25 million in each town, although in exceptional circumstances more is available. The ability to go to the post office or to banks and other essential services is of course of great importance. The Post Office has to ensure that it provides as much service as possible within the budget that it has got.

Commons ChamberIn the list of people who deserve thanks, my hon. Friend forgot to include the most distinguished Member of Parliament, who worked tirelessly to ensure that the link road was built. She brought people together, campaigned with them and made sure that it happened. She is looking slightly embarrassed as I say this, but I think she really does deserve a good deal of credit herself. This fits in with that the Government are trying to do. We will spend more than £600 billion of taxpayers’ money over the next five years, and £19 billion in transport next year alone. This is part of the levelling-up approach and building back better to ensure that the whole country benefits, and I am delighted that Congleton is benefiting from a bypass.
Perfect Getaways, an independent travel agent that is based in my constituency, is a perfect example of how a small family-owned business can grow and be a success, but of course the continued uncertainty around international travel has severely impacted its income. Although being able to access the restart grants for non-essential retailers is welcome, at the moment more holidays are being cancelled than booked, which is obviously causing it real difficulty—far more than for a lot of other non-essential retail outlets. Can we please have a debate on what more can be done to help those in the travel and tourism industry, who really need some sector-specific support for a considerable period yet?
I am grateful to the hon. Gentleman for raising the case of Perfect Getaways. It must be really difficult for people in the travel industry at the moment, because there is still so much uncertainty. We do not know about the progression of the disease in other countries. We do not know clearly how safe it will be to travel. The red list is currently going up rather than down with the addition of India later this week. It is difficult for businesses in that category and he is right to raise the matter. He may want an Adjournment debate in the first instance, but I am sure the House will return to the matter in the new Session.

Commons ChamberMy right hon. Friend is absolutely right that we have this authority. VAT rates will not be set by the European Court of Justice or by any European body; they will be set by this House. We have taken back control. As the Prime Minister himself has said, it provides us with the freedom to manoeuvre and govern our own affairs once again. The restoration of parliamentary sovereignty will be the engine of our future prosperity. It will drive our ambitious legislation for the future, the use of new and exciting technologies, regulatory freedom and independence and, of course, the levelling-up agenda. Above all else, Members such as my right hon. Friend will know who is responsible for decisions. Decisions will be made by and through this House.
May I confess to one fear, however? My right hon. Friend is such an effective campaigner that by the time he has set his sights on VAT, fuel duty and heaven knows what else, I am not sure that Her Majesty’s Government will have any revenue left.
From tomorrow, three quarters of the country will be placed into tier 4, meaning millions more businesses will have to shut overnight. Since tier 4 was created, we have heard nothing from the Chancellor of the Exchequer about what is being done to support businesses that are being forced to close again. Does the Leader of the House not think that people who are facing financial ruin will find it absolutely appalling that Parliament will not be sitting next week, and that that sends a terrible message about the importance his Government place on support for businesses, who might not be able to wait another week to get the answers that they need?
The action taken so far has been absolutely unprecedented. Over £200 billion of taxpayers’ money has been dedicated to helping the economy; 12 million jobs have been protected through the furlough scheme and self-employed schemes, at a cost of £56 billion; thousands of businesses have been helped with over £100 billion-worth of support in loans, VAT deferrals, business grants, business rates relief and targeted grants and VAT cuts; the furlough scheme is continuing during this period for all parts of the United Kingdom until March; and the self-employed grant covers up to 80% of profit. A great deal is being done to help businesses, and local authorities have specific funds that they can use to help businesses that may otherwise not be able to achieve help through the specific schemes. A great deal is being done, the Chancellor has come to the House regularly and there will be a debate on covid on the Tuesday after we return.

Commons ChamberAlthough I always view myself as a friend of the motorist, there are, it has to be said, limits, and pavement parking can be a serious inconvenience for pedestrians, particularly those with mobility or visual impairments or—something that has had a great effect on me in recent years—with perambulators or pushchairs. [Interruption.] Even I sometimes push the perambulator! I have done it myself, I can confirm. I see that my reputation lies in tatters as I admit to having pushed a perambulator, but actually it is quite fun.
Cars parked on the road get in the way, and my hon. Friend the Member for North Dorset succeeded with his private Member’s Bill. The Government are consulting on options for tackling the problem. One must not always assume that the answer to every problem is ensuring that more fines are issued. Sometimes gentle encouragement and telling motorists that they ought to behave themselves is a good way of proceeding.
Zoos and aquariums play an important role in the visitor economy. My constituency is fortunate to have not only the Blue Planet aquarium but part of Chester zoo within it, and like everyone else, they have been struggling. The Government set up a £100 million fund to support zoos and aquariums, but the criteria for it are so restrictive that only about £2 million has been paid out so far. The deadline for applications for the scheme is Monday, and at the moment, it does not look like it will achieve its purpose. Can we have a statement from the Secretary of State on Monday on what he will do to ensure that this scheme benefits zoos and aquariums as it was intended to?
The scheme was set up to help zoos and aquariums and to ensure that they are given particular support during the pandemic. As with any scheme, if there are issues, it is quite right that they should be raised with Ministers and that Ministers should be held to account. If the hon. Gentleman has not been successful in doing that with the relevant Minister, I will of course facilitate a full answer to any questions he has.

Commons ChamberMr Speaker, what would you expect of a hard left Labour Government? The approach to putting a border between England and Wales is unconstitutional and will place the police in an invidious position considering that they serve the whole of the United Kingdom. We are one single United Kingdom and we should not have borders between different parts of the United Kingdom. I am afraid that that is what you get when you vote for socialists.
The Leader of the House has already expressed confidence in how money is allocated by the towns fund this morning. If that is the case, why will the Secretary of State for Communities and Local Government not come here to answer questions on the subject? I for one would love to ask him why every town that was classed as low priority by officials and that was actually given funding just happened to be a Conservative-held seat or a target seat at the general election last year. That seems to me a remarkable coincidence that demands an explanation by the Secretary of State. Does the Leader of the House agree?
I point out that we won lots of seats at the last election and we won lots of seats in areas that had previously been held by the Labour party, and that seats can change from one party to another, but that is not one of the criteria. Of course, my right hon. Friend the Secretary of State makes regular statements to this House. He will be back here for questions on 16 November, but there are other ways of questioning him, including written questions, and the hon. Gentleman knows how to use the procedures of this House.

Commons ChamberI would like to commend the Football League clubs to which my hon. Friend refers, which have shown that they can manage the return of fans to watch live sport in a safe and effective fashion. The Government know that the decision not to reopen stadiums to spectators on 1 October will have major consequences for sports and clubs across the country that relied on those grounds for income. That is why the Government are working urgently with clubs and their representatives to ensure that as many as possible are not adversely affected by that. I would add that the football authorities are giving a lot of support to smaller football clubs. Nine football clubs in my constituency have benefited, and the Government are certainly grateful for the support that football is finding for itself.
Last month, Nationwide Building Society announced that it was closing its branch in Little Sutton. Since then a number of elderly vulnerable residents have contacted me, alarmed about the closure of their local branch. It seems that, even on Nationwide’s own figures, there has only been a 1% decline in visits to the branch, which, in the current context, is remarkable, and a flimsy basis on which to close the branch. Nationwide says there has been no consultation; it have already made a decision. May we have a debate, please, on what more can be done to ensure that there is greater accountability from large organisations like that to the communities that they are supposed to serve?
First, I commend the hon. Gentleman for bringing that matter to the attention of the House, because I think it does put pressure on large companies when these things are raised in the House. I understand the dissatisfaction when banks close their branches, but decisions on opening and closing branches are taken by the management team of each bank on a commercial basis, and it would be wrong for the Government to intervene in those decisions. But since May 2017 the major high street banks have been signed up to the access to banking standard, which commits them to work with customers and communities to minimise the impact of branch closures. If Nationwide is not following that, I would encourage the hon. Gentleman to ask for an Adjournment debate to raise the matter and keep up the pressure.
