Commons ChamberI rise to support the Bill in its aims and in its practice. I speak as a former councillor and a former magistrate. Those who put themselves forward for elected office often do a brave thing. It is not something that anyone is trained to do or that anyone can practise to do, so I pay tribute to those in our communities who do it, because they form the backbone of our elected system.
The pandemic has shone a light on the importance of local frontline and community responses in keeping us safe. Most often, the response has been organised through brilliant local government networks, including in my constituency by Hertfordshire County Council, East Herts District Council and all our town and parish councils. We should be grateful to them, because we are so reliant on them.
That reliance on local government in our lives gives it the power to infiltrate our lives for good or bad. That is particularly true of the most vulnerable groups in our communities, including children and young people, who rely on service provision locally as much, if not more, than many others. We place an enormous amount of trust in the system and in those people as a result. As a system and a wider culture, we must ensure that we are worthy of that trust and live up to it, because the consequences of an abuse of power within local government can be catastrophic.
As a magistrate, I reflect on the purposes of sentencing. Punishment, deterrence and a public observation that certain behaviours are not acceptable in our society are part of that, but protection of the public is too, and that is where the Bill comes into its own. It will protect the most vulnerable in our society and I commend it for that. I will leave it there, but it has been a pleasure to contribute to the debate.

Commons ChamberI know how passionate the hon. Lady is about the situation in Myanmar, particularly on behalf of the Rohingya community. On the ICJ case, we have been absolutely clear in our support for the process. We have urged the military to comply with the provisional measures rulings, and we have provided funding to enable Rohingya refugees to attend those hearings in December 2019.
With regard to aid support, we remain a leading donor to the Rohingya response, providing more than £320 million to the Rohingya response in Bangladesh since 2017. That includes £27.6 million of new funding announced in May in Rakhine State. We have provided more than £44 million to all communities since 2017, including over £25 million for the Rohingya. The Government are providing education, nutrition, water, sanitation, health and livelihoods.
Covid-19 has raised the stakes for girls’ education, deepening the crisis that they already face in basic skills, and too many children have missed crucial schooling since last year, which we know does long-term damage to their future and disproportionately affects girls. The UK is committed to standing up for the right of every girl around the world to 12 years of quality education. That is why the UK has put girls’ education at the heart of our G7 presidency, and we are co-hosting the global education summit with Kenya in July.
I thank my hon. Friend for her response. Does she agree that the G7 announcement on girls’ education represented a huge boost to our efforts to ensure that girls around the world get the education that they need and deserve?
Absolutely. We have put girls’ education at the heart of our G7 presidency and made huge strides in achieving our ambition of standing up for the right of every girl to 12 years of quality education. At the G7 summit in Cornwall, the Prime Minister secured a landmark commitment from our G7 partners to pledge at least $2.7 billion to the Global Partnership for Education ahead of the global education summit. That includes £430 million from the UK, which is an uplift of 15% on our current position as top bilateral donor, and our largest ever pledge to the GPE. That, along with our commitments to getting 40 million more girls into schools and 20 million more girls reading by the age of 10 in the next five years, demonstrates the commitment that this Government are putting into girls’ education.

Commons ChamberI thank my hon. Friend for all the work he does in this area. Nowadays—and when he was an excellent Minister—we provide preferential tariffs for 70 developing countries through the generalised scheme of preferences. This includes a framework covering implementation and international environment conventions. We are supporting international research partnerships and the roll-out of agritech across the poorest and most climate-vulnerable countries. This is delivering crop varieties that are more productive, nutritious and resistant to drought and pests. Our clean tech investments are enabling UK battery pioneers to develop new technologies and business models to deliver clean energy in Africa.
The UK remains a global leader in international development and is committed to supporting the world’s poorest people. Based on current GNI forecasts, we will spend over £10 billion of ODA in 2021. The Foreign Secretary has set out seven priorities for the UK’s aid budget this year, all of which are in the overarching pursuit of poverty reduction. This new strategic approach will allow us to achieve greater impact from our aid budget, notwithstanding the difficult financial position that we face, and UK ODA continues to serve the primary aim of reducing poverty in developing countries.
I thank the Minister for her response. I am pleased that I am due to meet the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge), shortly to discuss development bonds and a specific opportunity that has arisen. What steps is the FCDO taking to embed innovative finance solutions within the Department’s work to ensure that the UK’s development approach is the most effective at combating poverty globally?
My hon. Friend makes an important point. I know that this is something she takes an interest in. Aid alone cannot deliver the sustainable development goals. The $2.5 trillion annual financing gap for the SDGs means that we need creative solutions that engage the private sector to end global poverty, and the FCDO is testing innovative financing tools that will pull private finance towards sustainable development. We are currently running a pilot on development impact bonds that will draw in impact investment to achieve the SDG outcomes, such as helping 13,000 households living in extreme poverty in rural Kenya and Uganda to set up income-generating businesses.

Commons ChamberI pay tribute to the hon. Gentleman’s experience. He looks too young to have been hanging around the aid world for quite that long. He is right, and that is why the innovations that DFID undertook at the time, which were right for the time, will be banked, kept and safeguarded within the new FCDO. There was a struggle to make the case for change back then, and it is worth being open-minded about the innovations that we can fuse, forge and meld together to get even greater value for money. I pay tribute to the work of DFID’s staff. I think we have an even greater opportunity, coupling our approach to liberal free trade, our development expertise, our diplomatic clout and our approach to conflict stabilisation, to deliver even greater outcomes. The hon. Gentleman’s point about accountability and outcomes is precisely why we are reviewing and reinforcing the work of ICAI.
I was delighted recently to visit my local Stort Valley branch of Results UK. Will my right hon. Friend join me in assuring that group of passionate and compassionate people that, for the reasons he outlined, these changes will only enhance our commitment and efficacy in alleviating poverty and providing better healthcare, sanitation, water and education across the developing world?
I pay tribute to the work of my hon. Friend and her constituents in championing this case. Public health outcomes are a very good illustration of where aid and development policy has clear, measurable and deliverable results. That is not just good for the countries in which we operate—we have seen the impact of reducing and eliminating the blight of polio, and there are other areas where we can focus just as well—or a moral responsibility, although I am impressed with the passion with which my hon. Friend spoke, but something that directly affects the people of this country.
