Commons ChamberI am grateful for the opportunity to take part in this debate and to follow the hon. Member for Newton Abbot (Anne Marie Morris), although I am not sure I quite agree with all her points. I would like to begin by thanking Lancashire’s police and crime commissioner, Lancashire’s chief constable, and the policemen and policewomen who serve so diligently and professionally to keep us all safe. The work they do is essential. On behalf of them and the people of my constituency, I would like to challenge a couple of assertions that the Government continue to make.
The first assertion is that crime is falling. In Lancashire, the number of police officers is certainly falling: we have 1,200 fewer police officers than there were in 2010. As for Government Members’ comments on what Labour would do, actions speak louder than words. When we left government, Lancashire had 1,200 more police officers—the Government’s action has been to reduce the number of police officers in Lancashire by 1,200. At the same time, crime is increasing. In Lancashire, hate crime increased by 22% last year, fraud by 15%, knife crime by 32%, domestic abuse-related crime by 20% and theft by 18.9%, and senior police officers have commented on the tsunami of cyber-crime that is currently only part-measured. The number of police officers is falling and crime is rising.
The second assertion I would like to challenge is that police funding is protected and rising. That is incorrect. To come anywhere close to existing budgets by applying the full allowable precept would raise only £6.1 million but amount to a 7.25% increase in precept for the taxpayers in my constituency and across Lancashire. The fact is that since 2010, Lancashire constabulary has been required to make savings of £72 million, with an additional £17 million to come by 2020. The only way it can anywhere near continue to function is by asking people in my constituency to accept higher levels of crime and to pay for the privilege.
Mention has been made of reserves. I really am flabbergasted to hear the comments of Conservative Members about burying reserves. Burying their heads in the sand would be a more appropriate assessment of what is going on. Am I really hearing correctly that those on the Government Benches want us to run a service as important as the police on reserves? That is no responsible way to plan for a vital service. In Lancashire, earmarked reserves are kept for the modernisation of the force, so that it can attempt, in the face of so many challenges, to keep one step ahead of the criminals and adapt to the changing nature of crime. General reserves remain just below the required 5%. It is a good job that the Lancashire constabulary has been so prudent, because in the past 12 months it has been required to foot the £5.9 million bill for policing fracking in Lancashire. Goodness knows where the funding would have come from to pay for that had Lancashire not been so prudent.
Chief constables across the country, including in Lancashire, are saying that it is more difficult now to keep the public safe. The recently retired chief constable of Lancashire said that he could not guarantee keeping people safe on current budgets. People in my constituency of Burnley have the second-highest level of crime in Lancashire, and crime is rising across all areas of my constituency. My constituents will now be faced with paying more in council tax. They are taxpayers, and I value taxpayers’ money, as do they, but I question the service they are getting for their contribution.
If the Government, as is their right, no longer prioritise police forces and the safety of the people, they ought at the very least to be honest about it, instead of trying to delude the British public.

Commons ChamberI would be cautious about not calling out abuse where it happens. The hon. Gentleman is right up to a point—as I have said, there has been appalling abuse of Labour Members as well. If, however, we tiptoe politically too much around the cause—I refer him to Claire Kober’s comments last weekend—we do not help women who themselves would like us to call it out.
I am proud to stand here as Burnley’s MP on this historic day and to reflect on the work and achievements of the suffragettes and suffragists. Does the Minister agree that a fitting tribute to their work would be at the very least to guarantee the safety of all women in our communities? As we stand here today, women who are victims of domestic violence are taking the brave step of leaving and seeking refuge, but only too often they find that their refuge is full or sometimes closed down—the likely fate of the refuge in my constituency. I understand that the Government intend to review domestic violence legislation, but I fear that for many women that will be too late. Will the Minister join me in saving these important facilities and doing our bit to stand up for women?
I share the hon. Lady’s view that those refuges provide essential support for women who are victims of domestic abuse and I am proud that we have more beds available now than we had in 2010. She is right that we are conducting a review. The Ministry of Housing, Communities and Local Government is doing that review, but I will work closely with it to ensure that there is no reduction in the number of beds available. That will be a central part of our domestic abuse Bill, which will be coming forward later this year.

Commons ChamberWe are not cutting. As I have made clear, the amount of taxpayers’ money going into the police system has gone up and individual police budgets are flat. The amount of funding for West Yorkshire police rose in 2015-16 by £3.7 million, and the force is sitting on £91 million of reserves, some 22% of revenue.
Since January 2017, policing the anti-fracking protest in Lancashire has cost Lancashire constabulary close to £4 million. Given that 78% of the protestors are not from Lancashire, when will the Government step in to meet those costs? It cannot be right for the council tax payers of Lancashire to bear the burden of what is essentially a national protest.
I understand the hon. Lady’s point. I am sure she is aware that we have a special grant pot, from which police forces can bid to cover significant, unexpected costs. A number of forces, including Lancashire, have put in bids to cover the costs of fracking protests. That is under review.

Commons ChamberI am delighted to join my hon. Friend in paying tribute to his force. It is really important that in the 21st century we recognise that policing has changed and that people who can contribute to delivering safe streets and investigations come from all over—from education opportunities in universities and from within forces and other public sector bodies. That is why direct entry is one key and enhancing careers is another.
Given the falling numbers of uniformed police officers in Lancashire—down 700 since 2010—what reassurance can the Minister give to my Muslim constituents, who are fearful for their own safety and that of their families in the light of recent attacks on mosques and the horrendous recent acid attacks?
I am grateful to the hon. Lady who, like me, is a Lancashire MP. I speak regularly with the chief constable of Lancashire and his officers. They have put in place lots of measures to ensure that hate crimes do not impact on the community. It is important to note that since 2010 crime has fallen in Lancashire. It is not simply that crime has remained high and police numbers have been cut. The police are doing an amazing job facing today’s challenges with the resources they receive. We have to remember that we have to live within our means.

Commons ChamberI am of course delighted to join my hon. Friend in congratulating David Carney-Haworth on his work. My hon. Friend has brought to our attention a really good example of local practice, and it is local practice, local initiative and local momentum that will really help the women and girls we want to reach.
Will the Minister update the House on the violence against women and girls strategy, with particular reference to the promised £80 million of additional funding? How can that funding be accessed, and what are the criteria?
Yes, I am happy to update the hon. Lady on that. Some £40 million of that money is apportioned by the Department for Communities and Local Government, particularly for accommodation. We have access to most of the rest of it, and I particularly draw her attention to the £15 million that a combination of commissioners and local organisations are bidding for. She may like to access that money to support her constituents.

There are 3 million EU nationals living in the UK. Just like my constituent, they have jobs and homes, and are concerned about the future for their families. These are families who have entered the UK legally, made their homes here, paid their taxes, and have made a wonderful contribution to our country. The very least these families deserve is to have certainty about their future.
In this time of uncertainty post-Brexit, this is surely one area where the Government could act to give certainty immediately. Saying that EU citizens are not in any “immediate” danger of having their status changed is frankly not good enough. The Government have the power to act now and should do so.
My hon. Friend is absolutely right.
The Home Secretary has said that these people’s lives will be a “factor” in the forthcoming negotiations over our exit from the EU. She has implied that the rights of EU citizens living here cannot be guaranteed because the Government need to seek guarantees about the rights of UK citizens living on the continent. It is appalling; people’s lives should not be treated as a bargaining chip. The Government’s strategy is not only heartless—it is inept. We do not want the other 27 member states to threaten the rights of the 1.2 million British nationals living on the continent, so why are we starting negotiations by threatening the rights of EU nationals living here?
I can only presume that the Home Secretary’s focus is not really on negotiations with the EU. Her tub-thumping, I presume, is designed to court the votes of the right-wing Tory membership—an olive branch after, and I say this gently, her low-profile support for the remain campaign. Using people as bargaining chips in EU negotiations is one level of insult; using them as pawns in a Tory “Game of Thrones” is quite another. A Prime Minister with any sense of responsibility could have stopped this happening. By resigning from office before settling the most basic questions about leaving the EU, this Prime Minister has left our exit strategy to the vagaries of a Tory leadership contest. The rights of EU nationals, the speed of our exit, and our future relationship with the EU are all factors in the Tory leadership campaign. This leaves 150,000 Tory party members in a position of disproportionate influence.
The failure to make a commitment to EU nationals comes with grave consequences. Racists and xenophobes are feeling emboldened and are spreading poison within our constituencies. I am ashamed to say that, in my constituency, a residential block was sprayed with a swastika and the word “out” in large, bold letters. I know that Members across the country have had to deal with similarly vile incidents. There has been a 57% increase in hate crime since the referendum. A straightforward and clear message that EU residents are valued and welcome to stay for as long as they like would put racists back in their place. The destructive idea that there may be forced deportations would be rubbished in an instant.
If the Home Secretary is too busy to act, the Prime Minister should do so. I know he wants to run away from the responsibility for our leaving the European Union, but it was his referendum. He should have made sure that plans were in place for the immediate aftermath, no matter what the result. By abdicating his responsibility, the Prime Minister has left us all at the mercy of a Tory leadership campaign that is making us lurch to the right. It is our neighbours and friends from elsewhere in the EU who are suffering the most. It is a national disgrace.

Commons ChamberI am pleased to have the opportunity to contribute to this debate and to support the motion. My constituency of Burnley is policed by Lancashire constabulary, which is renowned as a top-performing police force. It has already been mentioned by my hon. Friend the Member for Blackburn (Kate Hollern).
Her Majesty’s inspectorate of constabulary has rated Lancashire constabulary as outstanding. Yet, since 2010, Lancashire has lost 20% of its officers and 23% of its community support officers. In 2010, Lancashire had six police divisions; it now has three.
Given what the hon. Lady has told us—[Interruption.]
Given that the hon. Lady has said that Lancashire has seen a reduction in the number of police officers but is still rated as excellent, will she accept that there is no connection between performance and bare police numbers?
As my speech progresses, the hon. Gentleman will see that I do not accept what he says.
There is no doubt that these reductions are impacting on crime levels and on the public perception of crime. Now, worryingly, crime is on the increase in some areas of Lancashire. Sexual offences, burglary and violent crime are all showing significant increases. In addition to that, and very importantly, the nature of crime is changing, and we ignore that at our peril. Cybercrime is growing at a phenomenal rate. A person is now more likely to be mugged online than in the street. Added to that, an ever-increasing amount of police time is spent countering terrorism and tackling child exploitation. Such crimes are more complex to investigate and place a massive demand on police resources. Bearing that in mind, I am hugely concerned by the further proposed cut to Lancashire’s policing budget. Under the new funding formula, the cut to Lancashire would be an additional £24.5 million.
I understand that savings must be made, but a reduction of that magnitude is particularly hard to stomach when the same formula proposes significant increases in funding for several other police authorities.
Yesterday, in the Home Affairs Committee we had the privilege of meeting, among others, the chief constable of Lancashire police. I asked him why he has a reserve of £65.3 million. Would that money not be better spent on front-line policing to cover the situation described by the hon. Lady?
I am grateful to the hon. Lady for raising that matter. The reserve is a result of prudent policing and developing new tactics to adapt to changing crime. It is about responsible policing.
There is no doubt that less delivers less, and Lancashire’s police constable has put his concerns on record. He talked about what would happen if the cuts went ahead. He said:
“Lancashire Constabulary will no longer be able to keep the public safe.”
Surely, when the police constable believes that cuts at the proposed level will mean that he cannot guarantee to keep the public safe, it is time to take notice. This is about not politics, but the safety of the people of Lancashire.
Last year, Lancashire police responded to more than 90,000 crimes.
No, I will not give way.
Lancashire police has been praised as an outstanding force, and yet it is to have cuts that go way beyond those of most other forces. There is no rhyme or reason to it, and, yet again from this Government, no fairness. What will the cuts mean operationally? The chief constable and the police and crime commissioner tell me that if these cuts go ahead at this level, the consequences will be this: no mounted police; no police dog units; the loss of the vast majority of our dedicated roads policing officers; the closure of every single public inquiry desk in the county; and dramatic cuts to our serious organised crime unit and the teams that deal with serious and complex crime—these officers deal with those criminals who pose the greatest harm to our communities. Added to that, police community support officers will become a thing of the past.
I know how much the people of Burnley and Padiham value their PCSOs. I have seen at first hand the positive impact that our PCSOs have on antisocial behaviour, but it goes further than that. PCSOs are key to delivering dedicated, accessible and visible neighbourhood policing. It has long been acknowledged that the mobilisation of local knowledge is fundamental in effective policing, and there is no doubt that PCSOs play a massive role in the prevention of minor crime and that the on-street intelligence that they access by virtue of their trusted role in the community often provides enormous assistance to major crime investigations. In addition, the presence of these uniformed officers on the street is a source of reassurance to the public. They make the public feel safe.
In all policing, safety is paramount. In Lancashire, we fully accept our need to take a share of the cuts, but I believe that we should never gamble with public safety. I urge the Government to listen to the professionals, including Lancashire’s chief constable, and to revisit the funding formula to ensure that cuts are shared fairly and that public safety is not compromised.

Commons ChamberYes I do, but it will be difficult to have any great influence when we are not seen to be making an appropriate response to the crisis ourselves.
We are an island Union of nations, and the point has been made that we are at the northern end of Europe and therefore rather removed from the apex of the crisis. We are also Europeans, and we will continue to be Europeans even if this Government take us out of Europe following their referendum. We have been good Europeans in the past, so let us not dishonour our forebears by turning our backs on those in need who are arriving on our doorstep in numbers bigger than at any time since the second world war.
Yesterday, the House debated the European Union Referendum Bill. In the context of that debate, we should be asking what sort of Europe we want to see. The Scottish National party is in no doubt that what Scotland wants—and, I believe, what the United Kingdom wants—is a humanitarian Europe that extends compassion to our fellow human beings in their hour of need.
I should like to make a little more progress.
At last week’s emergency humanitarian summit in Edinburgh, the First Minister made it clear that Scotland was willing to take its fair share of refugees, as agreed by the UK Government, to help some of the most vulnerable people in need. We welcome the Prime Minister’s shift in attitude, and his late recognition that the UK has a role to play, as an important first step. However, the 20,000 refugees over five years should not be seen as a cap or an upper limit and, crucially, we must also play our part in responding to the crisis on the southern European coastline.
We believe that the UK should opt into the EU relocation scheme. The Prime Minister has made it clear that one-year resettlement will be funded from the UK’s international aid budget, but we are seeking urgent clarification on the impact that that will have on the work of existing aid projects. The refugee situation is now at crisis point, and stretching UK support and refugee intake over the next five years will mean that a number of people who could be helped immediately will be left without the vital help they need.
The Scottish Government want to work constructively with the UK Government, and the First Minister has written to the Prime Minister outlining the proceedings of Friday’s summit in Scotland, which focused on some of the practical issues involved in integrating those who come here seeking protection. Today, the first meeting took place of a taskforce that will bring together stakeholders from across Scotland in the areas of local government, housing, health services, language support and social services. The taskforce will try to co-ordinate Scotland’s humanitarian and practical response. These are reserved matters, however, and we cannot act until the UK Government act.
The UK is increasingly isolated in the international community over these issues, and the international community is stepping up to the job of sheltering refugees. Over the past 24 hours we have heard that the following places will increase their share of refugees: France to 24,000, Germany to more than 31,000, Quebec to 3,650, Venezuela to 2,000 and New Zealand to 600. His Holiness Pope Francis said at the weekend that every Catholic parish in Europe should take a family of refugees, as should every religious community in Europe.
I would like to make some progress, because I am nearly finished and I am conscious that a lot of other people wish to speak.
The Prime Minister came to the Dispatch Box yesterday and presented a wholly inadequate response to a truly horrific humanitarian crisis. The point I wish to make is that the international community has not thought twice about stepping up to the table and helping share the burden of refugees. That is why I have listed so many countries other than Germany that have been stepping up to the plate in the past few hours. It is a striking fact that halfway around the world from Syria, Brazil has taken in 2,000 Syrian refugees since the start of the conflict in 2011.
I am sorry but I will not, as I do want to finish now.
Just yesterday, speaking on Brazil’s Independence day, President Dilma Rousseff said Brazil will welcome Syrian refugees with “open arms”. She said that she wanted to reiterate the Brazilian Government’s
“willingness to welcome those who, driven from their homeland, want to come live, work and contribute to the prosperity and peace of Brazil.”
That is the sort of humanity we need, it is the international initiative that refugees need and it is the moral compass that I hope will make the UK Government wake up to their now shameful position on the international stage.
