Of course, what we were told by Labour is that no one would take up these loans, no one from poorer backgrounds would go anywhere near university and the numbers going to university would collapse. What has actually happened is that record numbers are going to universities, including record numbers from low-income backgrounds. Obviously, we need to ensure that this system is cost-efficient, but I am satisfied it is working. The Chancellor announced in his recent Budget that, far from having problems with the funding, we are uncapping the numbers that can go to university. That is the aspiration society we are building in this country.

Q13. Unemployment has more than halved in my constituency since 2010, and York is poised to benefit from a multi-million pound investment through three agri-science projects as it strives to become a world-class centre of excellence in agriculture. Does my right hon. Friend agree that that clearly demonstrates our commitment to tackling the north-south divide and delivering a northern-led long-term economic plan?

I am delighted to share with my hon. Friend the fact that the claimant count in his constituency is down by 42% over the past year, and by 61% since the election. [Interruption.] I know that Labour does not want to hear about falling unemployment numbers and the numbers of people in work, but the fact is that every single one of these people getting a job is someone having a livelihood and the chance to provide for their family. That is what this is about. He is absolutely right to raise the importance of the agricultural and linked industries in Yorkshire. I am sure that the new Environment, Food and Rural Affairs Secretary will want to make an early visit to her birthplace of Yorkshire.

Let me just tell the hon. Lady that in her region, employment is up by 21,000 this quarter, and by 74,000 since the election. We have taken 192,000 people in her region out of tax altogether, and youth unemployment has fallen since the election.

Q11. Like many others I welcome last week’s figure showing that annual net migration has fallen by a third since the general election. Does the Prime Minister agree that that shows that the Government are ending uncontrolled immigration while the Labour party has opposed every single step we are taking to bring it down?

My hon. Friend makes a worthwhile point and we have taken action right across the board to deal with the completely unacceptable situation we inherited. Under the last Government, net migration ran at more than 200,000 people a year, which meant 2 million over a decade. That is two cities the size of Birmingham coming and staying in our country under their completely busted and bankrupt system. We have cut that net migration by a third by taking a series of steps, none of which the Opposition have supported. We hear that tonight we are going to get one of those fake apologies from the Leader of the Opposition. I suspect it will be every bit as real as his completely fake apology for the mess he left the economy in.

4. What recent discussions he has had with Ministers in the Northern Ireland Executive on attracting inward investment.

I have regular meetings with the Northern Ireland Minister for Enterprise, Trade and Investment to discuss how best we can support the Northern Ireland Executive in attracting inward investment and promoting growth. We have jointly agreed to invite ambassadors from the Gulf states, for example, to visit in the autumn in order to explore how we can promote investment and increase export opportunities.

As with other parts of the UK, including my home city of York, Northern Ireland’s lower operational costs make it an attractive location for investment, but does my right hon. Friend agree that we must do more to promote such areas if we are truly going to rebalance our economies?

Indeed. My hon. Friend makes an ingenious connection between York and Northern Ireland—the only connection that attracted investment before was probably with the Vikings, who took an early interest in both areas.

There are clearly tremendous advantages in Northern Ireland: it is not in the euro; it is extremely good in terms of education; it is a great place to live; and it has low costs, good IT, good connections and good transport connections. Yes, we can do more, but let us just look very carefully at how well Northern Ireland has done to date in attracting inward investment.

Does my right hon. Friend agree that the term “alternative policing” is not only a disgrace but a worrying development that needs to be stopped?

[Mr Paterson]

My hon. Friend is absolutely right. I discussed recent events involving Republican Action Against Drugs with the Chief Constable this morning, and he described some of those activities as an obscenity in a modern democracy. There is absolutely no place in Northern Ireland for any alternative authority. The duly constituted authority, responsible to the democratically elected Assembly and Policing Board, is the PSNI, which needs to work with the full co-operation of the public. The situation is frustrating. As the Chief Superintendent said on television yesterday, the PSNI needs information from the public, so I appeal publicly to all those with any details. Some of these events are horrific and the police need the public’s help to bring the perpetrators to justice. [Interruption.]

I find it extraordinary that the hon. Lady can piously ask questions about changing one’s mind on this issue, when her party said no to fees in 1997, and introduced them; said no to top-up fees in the manifesto of 2001, and introduced them; said yes to the Browne review, but now says no to it; says yes to some graduate taxes, but no to others. Labour Members should make up their minds.

Q10. As the coalition continues to stabilise our economy, will the Deputy Prime Minister assure my constituents that providing long-term relief and support for small and medium-sized businesses remains high on the Government’s priority list?

Yes, absolutely, as I said in answer to the earlier question. Over the past six months, we have taken a number of steps to help small and medium-sized enterprises: reducing the small profits rate of corporation tax from 21% to 20% from April next year; introducing new rules whereby for any new regulation, another one must be scrapped; the new enterprise capital fund of £37.5 million to provide additional equity finance; and of course the enterprise finance guarantee fund, which will be increased by £200 million. That is real support for the wealth creators of the future.

The hon. Gentleman is wrong. We are publishing the figures, and they show exactly what will happen in terms of private sector employment and public sector employment. As the previous Government accepted, there will be reductions in public sector employment, but according to the Office for Budget Responsibility, which is independent of the Government, the growth in the private sector more than makes up for that. After he has left this room, he should maybe spend some time in a peace pod, wander to the Library and have a look at the figures, where he will see the Office for Budget Responsibility showing unemployment falling every year of this Parliament.

Following last week’s much welcomed Budget announcement, does the Prime Minister agree that correcting our deeply unbalanced economy will require fresh investment and enterprise in many northern cities, such as my own of York, which for so long was neglected by the Labour Government? What assurances can he give to me and my constituents that the coalition will do all it can to encourage the economic growth—
