Commons ChamberThe hon. Gentleman touches on two important aspects. First, there is the obligation to honour the covenant, which is still in its infancy. There is so much work still to be done, because implementation is very disparate across the country. Secondly, there are specific challenges in Northern Ireland. I have had the pleasure of visiting Northern Ireland with him to see how we can ensure that the covenant is honoured there, given the very sensitive issues faced there.
On behalf of the Defence Committee, may I welcome the Secretary of State to her new position, for which she is well qualified indeed? May I also pay tribute to her predecessor, who not only saved our amphibious forces from premature dissolution, but won considerable battles with one of our real adversaries in defence: the Treasury?
Does the Minister, as a veteran himself, agree that part of the veterans strategy ought to be the protection of former service personnel against repeated re-investigation for their activities in past conflicts? I welcome the fact that the Government seem to be moving towards some sort of qualified statute of limitations approach, but may I urge them to bring their announcement to the Floor of the House, rather than simply putting it out as a written statement, as at the moment they are suggesting they intend to do?
I am grateful to my right hon. Friend for his comments. I am afraid that I cannot provide a full answer because, as he suggests, the Secretary of State will be providing more information on this tomorrow.
First, we now keep track of those who have served in Afghanistan and Iraq in a way that we have not done before, so we are having a much better relationship with veterans after they depart service. I will be delighted to meet the hon. Gentleman to discuss this issue in more detail. It is important that those who are affected by any aspects of mental health issues receive support from this country—from a very grateful nation.

Commons ChamberI welcome the hon. Lady’s tone and her general support in this area. She is right to talk of the bond that exists between any unit, garrison or base and the local community. Many of those bonds go back decades and even centuries. We are very conscious that upheaval will provide change and a little bit of instability and hence needs to be managed.
The hon. Lady touched on the fact that the plan for these 90 sites started two years ago and almost suggested that she wanted answers for the 90 sites in two years. It is a 25-year programme. There are lots of pieces to the jigsaw—for example, troops returning from Germany. When we vacate one location, we move personnel somewhere else. We need to ensure that all those parts are in place, which is why there are sometimes delays, but those delays must be kept to a minimum.
The hon. Lady mentioned the housing targets. She is right to say that our Department can contribute to the challenge of meeting Britain’s housing needs. In many cases, it is not the MOD that is the reason why the right houses are not being built, but the chronology of events. We announce an area to be liberated for housing, but if the local authority has not included that in its housing plan, it takes some time for that to happen. She is right that we should not renege on our duty to expedite this.
I want to stress that we are looking at not simply providing housing but building communities. Wethersfield is a great example. In many of the areas we are looking at, I am encouraging local authorities to look at providing jobs too. It is about a dual purpose—housing as well as areas for businesses, schools or academic facilities. We should not have a knee-jerk reaction and say, “Let’s build houses for the sake of it.” The hon. Lady mentioned the role of trade unions, which are an important part of this. The Defence Infrastructure Organisation works closely with trade unions, along with other stakeholders, to ensure that their voices are heard.
The hon. Lady touched on recruitment and retention. One reason that we are investing £4 billion over this period is to ensure we have places that are attractive to the next generation, who will look at them and say, “That’s the sort of place I want to work, train in and live in.” However, she is right to imply that there have been some challenges. I do not think this debate is so much about Capita itself, but it would be a missed opportunity for her not to mention that, and it has certainly been taken into account.
The hon. Lady touches on the issue, which I can add to, of where reserves will continue to train. Many of our reserve regiments and so forth use the regular facilities for their own purposes—I could add the cadets to that as well. It has very much been at the forefront of our minds to make sure that we do not lose the important asset of our reservist capability and our cadets simply because of the defence estate optimisation programme.
I would be more than delighted to meet the hon. Lady to discuss this in detail. I do not know when I will next update the House, but I assure her that when the next batch of changes is to take place, I would be delighted to come here and answer questions. I should add that, for right hon. and hon. Members who are affected by today’s events, a letter to them has been placed on the letter board with details of what is happening in their constituencies.
May I welcome what the Minister said about the upcoming 75th anniversary of D-day? Are he and right hon. and hon. Members aware that the Royal British Legion is looking for veterans to make a trip to the Normandy beaches in honour of that anniversary? I hope right hon. and hon. Members will alert veterans whom they know to that opportunity.
May I ask the Minister what sort of financial model he anticipates for the development of some of these bases? Questions have rightly been raised in the past about the adequacy of the private finance initiative model. The legendarily close relationship between the Treasury and the MOD should be bringing forth something typically productive, and I wonder how we are doing in that respect.
First, I am pleased that my right hon. Friend has mentioned the prospect or possibility of veterans returning to Normandy for the 75th anniversary. He obviously does not follow my tweets, because I have promoted this very thing, and the MOD is involved in chartering—[Interruption.] He is not on Twitter.
My right hon. Friend does not do social media—very wise. I will send him a pigeon with the information.
Let me take this opportunity, if I may, to say that if there are veterans wishing to participate and to return to Normandy for this incredible anniversary, a facility has been made available by the MOD, working with Royal British Legion, and we very much look forward to it.
My right hon. Friend touches on the financial packages. He is aware that the PFI model is being moved away from. We do seek recognition from the Treasury that, if it is not a financial vehicle that it wants to continue to use, we will need other support, and I hope that will be forthcoming in the spending review.

It is a pleasure to respond to the debate. As is customary, I congratulate my hon. Friend the Member for North Devon (Peter Heaton-Jones) on securing the debate in Westminster Hall and on what he has done to represent his constituents and the armed forces by passionately making a case, lobbying and campaigning to get answers and discover what will happen to an important asset for our defence posture. He will be aware that the base sits in a wider frame of more than 90 sites that are being considered, and that there is a programme—a timetable—for us to release the news, for understandable commercial reasons. I will expand on that later. I pay tribute to my hon. Friend’s work and I thank him for the invitation to visit Chivenor. I was hugely impressed by what I saw there and that has very much influenced the decisions that I hope to expand on later.
My hon. Friend spoke about the role that military bases have, not just as important defence assets but as sizeable communities that provide homes, jobs and a way of life, and whose supply chains link with the local economy. They are a living organism that has a symbiotic relationship with the wider community. The base—the garrison or whichever military establishment it sits in—develops a bond with the local community, as is the case with Chivenor, as he described.
Many of our military establishments have been in a place for so long that they help to define the area and add to its reputation, so it is always with some trepidation that any Defence Minister would try to tamper with or affect the size or longevity of a garrison, fully appreciating the strength of feeling and pride that local communities have for our military. A local bond is developed with service personnel and it is understandable that hon. Members would wish to ensure the long-term future of military bases in their constituencies, but hon. Members will also be aware of the wider need to rationalise our defence real estate.
The MOD owns 3% of the UK. We need to spend our limited defence budget—as much as I would like it to rise—wisely. It is simply not possible to retain in perpetuity that huge defence real estate, which is a legacy of the sea, land and air assets required to fight two world wars. We have been advised to conduct a wide-ranging study into MOD land, with a view to transforming our estate into one that better supports the future needs of our armed forces. With that comes more bespoke investment. We will be investing more than £4 billion in the next 10 years to create smaller, more modern and capability-focused bases and garrisons. I hope that hon. Members understand that it is important for such studies to be led by the armed forces, taking into account the issues and views of stakeholders.
The Minister has done more than most to flag up the need for more investment in defence. Can he assure us that, where contraction takes place for the reasons that he has explained, contingency plans are in place so that, if this country should regrettably ever find itself involved in a major conflict, expansion could equally easily occur?
My right hon. Friend, who is the Chair of the Defence Committee, makes such an important point. That is why Chivenor is interesting, because it has an airstrip, which is built on a flood plain. Do we want to lose that asset? We saw what happened at Heathrow yesterday. If things actually go in the direction that he suggests, it is important that we choose wisely which parts of our real estate that we close down and which parts we might need in the near or long-term future.

It is important that we give veterans the opportunity to return to the battlefields. I think that my right hon. Friend is referring to a return to the Falklands. I will endeavour to see what can be done, and whether we can use the air bridge to allow veterans to return to that battle place.

Commons ChamberThe hon. Gentleman sort of makes my point. We need to make sure that we bear in mind not only prosperity and British capability, but value for money for the taxpayer.
The Type 26 will offer a leading anti-submarine warfare capability for its planned 25-year service life, providing critical protection to the continuous at-sea deterrent and maritime task groups. We are currently in dialogue with industry on the strategy’s flagship Type 31 frigate programme, which is worth £1.25 billion for five modern warships. They will be flexible and adaptable in design, as I said earlier, and part of a balanced Royal Navy fleet that will be deployed across operations in support of the UK’s maritime task group.
The shadow Secretary of State mentioned the launch of our fleet solid support ships programme, which is procuring vessels for the Royal Fleet Auxiliary through international competition. They will provide munitions, stores and provisions to support maritime and amphibious-based task groups at sea.
On exports, we are delighted that Australia is considering the Type 26 global combat ship and BAE as the preferred tenderer for its future frigate programme. The consequence of our creating something that other countries want is that further countries have been prompted to look carefully at the Type 26. That is exactly what is happening in our discussions with Canada. This is exactly where we want to go: we want to make sure that we have the capability to build something that we can export, not just something to keep shipyards open. That is critical. The UK’s long-term commitment to the Type 26, which is currently being constructed for the Royal Navy in Glasgow, was an important consideration for Australia in its decision-making process. The fact that we continue to invest in it showed our continued confidence in the Type 26, which we believe is the world’s most advanced, capable and globally deployable anti-submarine warfare frigate.
In conclusion—[Interruption.] I could go on, if Members would like. I hope that the House will join me in recognising the important role that the defence industry plays in helping us to meet our ambitions and commitments, ensuring that we continue to deliver cutting-edge, battle-winning capability for our armed forces for years to come.
As an immoveable Defence Committee commitment means that I have to leave this debate for a period, though I hope to catch Mr Deputy Speaker’s eye later on, I would not like the Minister to sit down without knowing how much we on both sides of this House appreciate that he has been prepared to speak out as strongly as he has in favour of an increase in the defence budget. I hope that he will continue to press the Opposition to operate on a bipartisan basis in this way, because if we want to invest to keep shipyards open that might otherwise close, surely the logic is that the defence budget must increase.
My right hon. Friend is very kind in his words. May I reciprocate by saying that he has done much work to keep this debate alive? The Defence Secretary is absolutely passionate about this. As I said earlier, we need to share this further, beyond defence colleagues and beyond those who naturally find this important and understand it or indeed who have constituencies that are connected with the armed forces. This is something on which we need to engage with the nation. We need to recognise that it is part of our DNA to be strong, to be firm and to be leaders in Europe and on the international stage itself. I hope that that message is being shared in NATO at the summit now.

Commons ChamberIt was my honour to visit the Veterans’ Gateway last week. This is an incredible portal that allows the 400 or so service-facing charities to provide access for those who need help. I very much hope that this will advance and that more charities will join in and support it.
Does the Secretary of State accept that existing black hole in the defence equipment budget cannot be filled by the small annual increase in that budget?

Commons ChamberWe have only just completed the budget for 2017-18, and I should be clear that we have yet to embark on the annual spending round for next year. Perhaps this differs from other Departments because we have an opportunity to make a case for additional spending. We have the opportunity to make the case for a defence posture and to say what is appropriate for Britain. I cannot answer the hon. Gentleman’s point at the moment, but the purpose of this entire process is for us, hopefully with the House’s support, to make the case to the Treasury and to the Prime Minister. That is what the modernisation programme is all about.
I fully understand the direction of my right hon. Friend’s argument and I realise that it has been a great success for him and the new Secretary of State to regain control of the process for the MOD. If, as a result of the MOD’s examinations, the minimum recommendations on what the country needs to be able to deter threats and defend itself successfully require a significant increase in the defence budget—frankly, that is the assumption that has underlain many of today’s speeches—can we rely on the whole ministerial team to stand together as one and say to the Prime Minister, “We simply must spend more on defence”? That is what is required.
My right hon. Friend hypothesises, but it is absolutely the case that we stand together to put forward a programme that will allow for the defence posture that we believe the country absolutely deserves. It is not just about asking for more money, which is obviously simple to do, and we will be lining up with other Departments doing exactly the same thing; we should also recognise that there are efficiencies to be found in the MOD itself. Indeed, as outlined in the 2015 SDSR, we are realising £7 billion of efficiency savings and moving to a more commercial footing, seeking to sell more of our world-class military equipment.
The most important reason for doing this now rather than waiting for the next SDSR in 2020 is that the world around us is changing fast. That raises important questions —arguably more so for Britain than for other countries—about exactly what role we aspire to play as a nation. The outcomes and recommendations of the defence modernisation programme will provide the evidence for how to answer the big questions. We are experiencing a chapter in which the conduct of war is changing at a furious pace. As the world gets more complex and unpredictable, ever fewer countries have the means, aspiration and, indeed, authority to help to shape it for the better.
As the Prime Minister said in her Mansion House speech last year, we are seeing resurgent nations ripping up the international rules-based order. Left unchecked, the growing threats could damage the free markets and open economies that have fuelled global growth for a generation, at the very time, post-Brexit, when we are seeking new trade deals around the globe. The task of a global Britain is clear: to defend that rules-based international order against irresponsible states; to support our partners in unstable regions by repelling the threats that they face; and to back visions for societies and economies that will prosper and help the world.
My concern, which I think is shared in all parts of the House, is that there is a tragic collective naivety about the durability of the relative peace that we enjoy today. That point has been repeated again and again in the debate. Our country, economy and values are vulnerable to a range of growing dangers, both state and non-state, that have no respect for our borders, including the rise of so-called sharp power—the deceptive use of information for hostile purposes and the manipulation of ideas, political perceptions and electoral processes. It is a model that is not new, but because of the speed and the low cost, which come thanks to the internet and so forth, it is far easier to procure.
My belief, which I hope is echoed around the Chamber, is that it has always been in our nation’s DNA to step forward when other nations might hesitate and to help to shape the world around us. However, to continue to do so will require investment, so I end by repeating my thanks to the Treasury for its support. It has to endure all Departments seeking to increase their budgets. We often say that it is only with a strong economy that we can consider any increase in any budget, but I politely add that without a strong defence, a strong economy cannot be guaranteed.
Last week, the Secretary of State spoke of 2% of GDP being spent on defence as a floor, not a ceiling. The message has to be clear: if we want to continue to play an influential role on the international stage, with full-spectrum capability; if we want to provide the critical security that post-Brexit trade deals will demand; and if we want to remain a leading contributor in the fight against extremism in the middle east and elsewhere, we cannot continue to do all that on a defence budget of just 2% of GDP. Two per cent. is just not enough. This is a question not just for the Government and parliamentarians, but for Britain: what status, role and responsibility do we aspire to have as we seek to trade more widely in a world that is becoming more dangerous?

Commons ChamberMy hon. Friend is absolutely right, and he made a very useful contribution to the questioning of Mark Sedwill on 18 December. The reason I have not really mentioned Ministers is that, frankly, Ministers do not seem to be having much of a role in this, either. What I did not say, because I did not want to dwell too long on it, is that the stand-off between the Chiefs of Staff and the Foreign Office in 1944 was finally resolved when it went all the way up to Churchill, who finally gave the Chiefs of Staff permission to continue doing the contingency planning for a possibly hostile Soviet Union that they wanted to do, and that the Foreign Office did not want them to do. The reality here is that there has been a loss of focus. There is no proper machinery, other than this rather woolly concept of a National Security Council, served by a secretariat, run effectively by the Cabinet Office.
In conclusion, what I really want to say is this. Constitutionally, we know what is right. That was confirmed when we spoke to the former Secretary of State for Defence in the Defence Committee and he was attended by a senior MOD official. We asked him, “Is it still the case that the Chiefs of Staff—the heads of the armed forces—retain the right to go directly to No. 10 if they think the danger to the country is such that they have to make direct representations?” The answer was yes, it is. But what is the point of their having that right if they are not actually allowed to do the job of planning the strategies and doing what they used to do as a Committee —serving as the military advisers to the Government? As my hon. Friend the Member for North Wiltshire (James Gray) says, ultimately, the Government always have the right to accept or reject such military advice as they get from the service chiefs, but the service chiefs ought to be in a position to give that advice.
My right hon. Friend is coming to his peroration, and I want to go back to his initial point, if I may try your patience, Madam Deputy Speaker. The important point, which was also raised by the hon. Member for Gedling (Vernon Coaker), was the comparison between defence, education and health spending going back a couple of decades. Of course we have had the cold war demise, but I would recommend that hon. Members read the Prime Minister’s speech at the Guildhall in November, which talks about the new threats that are coming round. I pose the question: as we try and passionately make the case for the necessary funding for our armed forces, would it be easier for that case to be made if the passion and enthusiasm for our armed forces on the doorstep, as we campaign for general elections and so on, was comparable with that for health and education? I pose that question because I think there is a role for all of us to play in confirming what status our armed forces should have in future.
I am grateful to the Minister for making that point in that way, and nobody could be doing more than he is, within the constraints of his office, to make the case. We all know that.
The reality is that defence is always difficult to get funded in peacetime because it is analogous to paying the premiums on an insurance policy, and people are always reluctant to pay the premiums, although they are very glad to have paid them when the time comes to call in the policy because something adverse has occurred.
My hon. Friend makes an important point. As I have said, it is for the Secretary of State to spell that out in more detail, and that will happen shortly, but that is the big question that we must ask ourselves as fiscal, and responsible, Conservatives. The money must come from somewhere, which is why we cannot simply rush in and say that it will be provided. The details need to come through, and I hope that we will hear more details from the Secretary of State in due course.
It is clear from the contributions that we have heard today, and also from the world around us, that the world does not stand still, and nor should we. We must be sure that we possess the right combination of conventional and innovative capabilities to meet the varied and diffuse threats that I have outlined. We must also retain our long-standing position as one of the world’s most innovative nations, and do more to harness the benefits of technological progress and reinforce our military edge. I can assure the House that the Ministry of Defence has no intention of leaving the UK less safe, or the brave men and women of our armed forces more vulnerable, as a result of this review.
I will in a moment.
The House is well aware of my position on the size of the armed forces. I want to see the UK maintain its long-held military edge and its enduring position as a world leader in matters of defence and security. The Ministry of Defence and the Government as a whole share my ambition. I should also like to address the involvement of Ministers, and indeed generals and others in uniform, in the process. This has been run not just by the permanent secretary but by a team of generals. That point was touched on by the Chairman of the Defence Committee, and I give way to him now.
The Minister has just said that we will not be left more vulnerable. On 25 January last year, the then Defence Procurement Minister wrote to me to say that she could reassure me that the out-of-service dates for HMS Albion and HMS Bulwark remained 2034 and 2035 respectively, and that their roles remained vital. Surely that rules out the scrapping of those ships. They obviously still had a vital role to play in January last year. Why would their role be any less vital in January this year?
I am grateful to my right hon. Friend. He asks an operational question about the amphibiosity of our capability. I stress to the House that we must maintain our amphibiosity, a capable Royal Marine presence and, dare I say it, a capable Para presence as well, so he can rest assured. I will not go any further than that because we are getting into the weeds of operational decisions, and more will become clear very soon.
