Commons ChamberI am grateful for the hon. Gentleman’s honesty when he says that that is the more important question. Of course this Government are on their last legs and will soon be replaced. Suffice it to say that when a Labour Government take office, I shall be as vociferous in calling for the defence uplift as I am at present.
In debates on the strategic deterrent, people who have long wished the UK to scrap its nuclear weapons came up with a line that had a certain ring to it a little while ago—the cold war is over; who are we supposed to be protecting ourselves against? The rise of Putin has proved what folly that policy would have been, had the Labour Government followed it and not done as they did, which was to set in train the programme of renewal of our deterrent submarines. There is a strong argument that if we are not already in a situation of renewed cold war, a cold war is the most optimistic outcome in the current environment, such is the level of aggression being shown by President Putin. If we do not step up and re-engage with his current activities, the alternative is a full-blown war on Europe’s borders or potentially even within the European Union. We have to wake up to that.
There are clear reports that part of the increase in defence investment in Russia is going into the secret cities which some time ago people reported were at only 50% capacity. They are now running at full capacity to upgrade Russia’s nuclear threat. The idea that we should do anything other than keep to the current programme of renewal of our deterrent submarines would be madness in these circumstances.
The hon. Gentleman knows that he and I are as one on the question of the future of the deterrent. He also knows that if there were a Labour Government pure and simple, or a Conservative Government pure and simple, the future of the nuclear deterrent would be assured. How confident is he that if the Scottish nationalists held the balance of power and offered the keys of No. 10 to the leader of his party, his party would say no rather than abandon the nuclear deterrent?
I am glad the hon. Gentleman asked me that. I am completely confident. It is a shame that not a single MP from the Scottish National party has bothered to turn up to the debate. It gives the lie to the idea that they care about the future of our country’s defences.
I am absolutely confident about that. As the hon. Gentleman knows, we were the ones who took the difficult but necessary decision to start the programme of renewal, we have remained committed to it throughout our time in opposition, and we will finish it if we are elected to government. In the words of the soon-to-return Member, Alex Salmond, it would be unpardonable folly for either side to listen to the minor parties. We will not compromise the future security of our nation. They may ask, but the answer from our side will be no. I know that if the hon. Gentleman has breath left in his body, the answer on his side will be no as well.
The Defence Minister has been worried, I know, and his boss, the Secretary of State, has also been worried about some remarks made by the Leader of the Opposition in a question and answer session, when he said that the Labour party wanted the cheapest form of deterrent. That seemed to get to the Minister. He thought that “cheapest” meant something different from “minimum” and he has asked repeatedly about this. I want to set his mind at rest if I can.
I have the words of the Leader of the Opposition at a similar question and answer session—he does lots of those. Just in case the Conservatives did not send one of their secret scribblers with their Dictaphones to the event, I want to read out what the leader of my party said on 15 January this year at a question and answer session in London, so that it is on the record. He said:
“Personally, because you asked about nuclear weapons, I want the minimum deterrent that will keep us safe.
We’ve always been a nuclear power. We are recognised as such in the non-proliferation treaty.
From what I’ve seen the best answer to that is the replacement of Trident.
Other people have said that there are other alternatives, but when they have looked at those alternatives actually they haven’t come up with better or more cost effective alternatives.”
There you have it. I can set the Minister’s mind at rest. There is a settled consensus on the issue. We are now down to the detail of the programme.
Admiral Lord West in the other place raised important issues about the potential slowing of the drumbeat of the Astute programme in Barrow shipyard. I hope that when the Minister replies, he can reassure the House that it is not his Government’s plan to stretch out the Astute programme to such an extent that the seventh boat is no longer necessary. We have reduced our nuclear submarine fleet from 14 attack submarines right the way down to six. That seventh submarine is important, particularly in an environment where Russia is increasing its activity and its investment.
The Minister knows, and I hope he will be good enough to confirm, that because of the delay in the programme as a result of the pretty shoddy deal that he did with his coalition partners to delay main gate until 2016 and to slow down the programme of building an enormously complex enterprise—the first new deterrent submarines that this country has had for decades—there is now precious little contingency in that programme. The delay imposed by both coalition partners at the beginning of this Government will not be available this time. Main gate needs to happen in 2016. I hope the Minister can confirm that he recognises that, and that he will stick to the timetable that he set out and not delay it once again.
On the submarine programme and the renewal of the UK’s deterrent, an intervention from the Liberal Democrats, which we thought unhelpful at the time, has turned out to be very helpful. Now that they have explored their own options using taxpayers’ money and found them to be complete nonsense, we have understood that we are faced with a binary choice: we continue with this investment at a time of renewed aggression from our old adversary such as we have not seen for many years, or we abandon it. Labour Members will continue the programme that we started, and I hope that those on the Government Benches will do likewise.

Commons ChamberGoodness! If the hon. Gentleman wants to tell me that firing grain out of the torpedo tubes of the successor to Vanguard-class submarines is an effective use of public money, then he should go ahead. I will come on to his policy in a little while, if he does not mind.
I am greatly enjoying the hon. Gentleman’s speech. Coming back to the real world, is it not the case that the need to have a continuous at-sea deterrent follows directly from the fact that we have a minimum strategic deterrent? We only have four submarines. At any one time only one or two of them can use or fire their missiles—they use them all the time to deter—but the fact is that if we did not have one continuously at sea, a surprise attack would wipe out the whole capacity.
That is exactly right, which is why a part-time deterrent is no real deterrent at all. The point of having submarines that are continuously at sea means that they are, in effect, completely invulnerable. If, in a future nightmare scenario, the UK was seriously threatened by a nuclear attack, any potential nuclear adversary would know that they could not fire without being fired on. Even if they flattened the UK, they would always face the counter-strike. That is why it is a genuine deterrent and makes a nuclear attack less likely.

Commons ChamberI would describe it as a complete collapse in the Liberal Democrats’ position. Two years on, we have a taxpayer-funded document—how much did this process cost the taxpayer, by the way? The document basically confirms what we duped fools have been arguing for years—that unless people show their true colours and come out as unilateral disarmers, and in doing so advocate a path that we strongly believe would make the horror of a nuclear war more likely, there is no credible, cost-effective alternative to the fundamentals of the existing plan to replace our fleet of deterrent submarines.
The alternative review rejects as unworkable and even more expensive what had long been the Liberal Democrats’ preferred option—some sort of mini-deterrent. Then the fall-back plan of halving the number of replacement Vanguard submarines to two, fervently briefed to the newspapers over the weekend, turns out not to have been considered by the review at all. Would anyone like to explain this? Have Liberal Democrats realised that every idea they have put forward so far has collapsed under scrutiny? Did they come to a view that it was best not to test this one in the official review, lest those pesky facts and figures ruin it like all the others?
The hon. Gentleman may be aware that all the talk about the Liberal Democrat conference considering a two-boat option comes from a Liberal Democrat document that has been drawn up by a Liberal Democrat group. When I asked the Chief Secretary earlier today at a briefing whether any copy of the review was going to be taken to the Liberal Democrat conference for consideration, he said, “Well, I might take a copy, but it will just be in my briefcase.” In other words, the review is not the document that the Liberal Democrats are going to consider. They are going to consider a completely different document making completely different recommendations, which the review did not even bother to consider.
The hon. Gentleman is right. If we were living through a Monty Python sketch, this would be the point when the army major intervenes and says that this is all getting too silly and we have to stop it at once. But of course the consequences for the nation’s security, and the 13,000 people directly employed in Barrow and across the UK, would be bitterly serious if the Liberal Democrats had their way on their part-time deterrent idea. That is why it would be a very good thing if this shambolic process now sunk without trace. Even their own document makes it clear just how hopeless an alternative a part-time deterrent would be. It states that
“a 3-boat fleet would risk multiple unplanned breaks in continuous covert patrolling as well as requiring regular planned breaks for maintenance and/or training.”
They are effectively suggesting that we pay billions for something that we cannot be sure will be available to do the deterring when needed.
Proper analysis of the figures makes clear the economic folly of the argument. The Chief Secretary told me that he had considered the cost of maintaining Britain’s submarine-building capacity at Barrow and elsewhere, but his own document makes no suggestion, as far as I can see, that the savings take account of that. It suggests that the extra costs from 2025 of bringing forward the next submarine programme—the successors to the Astute—to avoid a crippling gap in the order book of the shipyard are simply not considered in the £4 billion saving. When he sums up, will the Minister finally confirm what the Chief Secretary has so far avoided admitting—that these relatively modest savings would be completely wiped out by the extra cost?
The choice that the next Government but one would face would be either to leave a gap in construction so large that it could end the country’s capacity to build submarines for ever, sacrificing all those 13,000 jobs, or to end up saving no money at all by embarking on a whole new submarine-building enterprise before it is needed by the Royal Navy.

My hon. Friend touches on a key issue. I will come on to that in a moment if I may, because I have some important questions on which the Minister can give us some reassurance.
I thank the hon. Gentleman for his generosity in giving way. I should like to revert to the point raised by my hon. Friend the Member for Woking (Jonathan Lord), whom I thank for his kind remarks, which I did not deserve. Will the hon. Gentleman cast his mind back to the last Defence questions, when the hon. Member for North Durham (Mr Jones) made the excellent point from the Dispatch Box that if the alternatives study says that the choice is between a full-time deterrent and a part-time deterrent of, say, only two submarines, then at least we should get round to signing the contract straight away for the two submarines? I was encouraged by that and I shall be pressing the Secretary of State for a meeting to discuss that proposal so that Trident cannot again become a political football between the Liberal Democrats and the two major parties that support it.
I thank the hon. Gentleman for his wise words on this issue, which we hear so often from him. There could well be a number of reasons why it makes sense to bring forward the main gate decision. Indeed, if that requires a new coalition for that one issue in this Parliament, then I know that many of us, from across the House and in this Chamber today, will be prepared to be a part of it.
I will make a little more progress. Although it seems that the Trident alternatives review is set to dismiss such options as a land-based, air-based or surface ship delivery system, and indeed to give up finally on the Liberal Democrats’ mini-deterrent fantasy of adapting Astute-class submarines to carry nuclear-tipped cruise missiles, recent media coverage has suggested that the review may set out proposals to abandon the UK’s posture of continuous at-sea deterrence, which for decades has ensured that at least one British deterrent submarine is operational at all times.
We read that that could take place either when the Vanguard submarines reach the end of their life or perhaps even within the next few years, if the extensive leaks to the national newspapers can be believed. Colossal savings could be realised, says the unnamed brain-box who briefed the Financial Times in May. We are also told that we could build half the boats and save half the capital costs. As the submarines are predicted to cost, on average, about £2.5 billion each, that must mean a £5 billion saving to the Exchequer. Also, we are told that £1 billion a year could be saved by downgrading Britain’s nuclear capability to a part-time deterrent. Perhaps we could even keep Britain’s nuclear warheads in a cupboard, as the hon. Member for North Devon (Sir Nick Harvey) has curiously put it in the press. Alternatively, perhaps the main gate decision could not be brought forward but further delayed, and the proposed in-service date for the new submarines could be put back yet again.
Unfortunately, I am afraid that like so much that the Minister’s coalition partners transmit on defence issues, all of that is complete bunkum. For starters, does the Minister agree that it is nursery school logic to believe that we can save half the capital by building half the boats? The outlay on the submarine fleet is not simply a matter of purchasing these submarines; it is also about investing in the ability to design and build them. Those costs are fixed, whether we order two, four or more submarines—I am not necessarily suggesting that we order more than four submarines. Therefore, can the Minister confirm that he anticipates that the first of class would cost effectively double the average across the fleet, and that the fourth boat would be the cheapest of the batch? Can he also confirm that there would be significant savings from placing a four-boat order from the outset, rather than ordering two with the option to order two more? Also, can he confirm that if the Government were inclined to press ahead with the main gate decision in this Parliament, as was originally planned, there could be further substantial savings for the British taxpayer?
Similarly, with running costs the savings would not be anything like the amount that the antis boast it would be. Will the Minister confirm that at least 70% of those costs are fixed, covering the fuelling and basing facilities, and that they will be the same whether Britain operates patrols around the clock or takes the submarines on the occasional fishing expedition once or twice a year? What is his estimate—if he can share it with the House—of the annual savings that would accrue from stepping down from a class D posture?
Also, given the high fixed costs, does the Minister agree that abandoning class D would mean a disproportionate downgrading of the deterrent’s capacity to deter the grotesque horror of a nuclear war, by removing the guarantee that currently exists, namely that any nation that launched a nuclear attack on the UK could be hit by a counter-strike no matter what damage our country sustained? Furthermore, does he agree that it would be highly perverse if those who pursue disarmament—admittedly for absolutely laudable motives—were actually to increase the risk of nuclear conflict in future decades through their unilateral gestures, rather than making the world safer? Also, if I can tempt him to speculate, does he think that it was that woolly thinking from the Liberal Democrats that has left the party in the extraordinary position of having no representation at all in the defence ministerial team at this vital moment?
Well, let us see.
On the timing of main gate, will the Minister confirm that a further delay to the build process is effectively ruled out by his Department’s assessment, which was communicated to me by the Secretary of State at the last oral questions, that the Vanguard hulls would be rendered unsafe if their life was extended beyond the current 35-year plan, which of course is the longest period that any British submarine has ever been in service?
Finally, building two boats rather than four means that work across the UK supply chain could grind to a halt as early as 2031, six years earlier than is currently expected. Without more submarines to build, Barrow’s unique specialised work force will break up, as they did the last time there was a gap in the submarine drumbeat. However, as we have just discussed, the consequences would be felt in every part of the United Kingdom. That would leave us with two expensive choices. Either the Government, and taxpayers, would have to pick up the tab for the sustained unemployment of that work force, and consign to history the nation’s capacity to build submarines, with the loss of valuable skills and export spin-offs that would occur as a result, or alternatively—this is surely more likely—the Government of the day would bring forward the next submarine programme. That programme would involve the successors to the Astute class submarines, which of course have not been built yet, sooner than those vessels are actually needed from a military naval capability assessment, to keep the industrial drumbeat going. Can the Minister confirm that because that would mean that the bulk of capital spending on that next generation of boats would be required as early as the Parliament after the next one, bringing that spending forward—by bringing forward the successor to the Astute class—would completely wipe out the savings from ending continuous at-sea deterrence?
Bluntly, that is the choice that we would face if the decision was made to abandon class D. We would have to be prepared either to put at grave risk a significant part of Britain’s cutting-edge industrial base or to bring forward a significant amount of spending well before it would actually be needed.
Everyone in this House has a responsibility to guard against siren voices peddling false economies. The submarine supply chain is one of Britain’s great unsung assets, providing high-skilled manufacturing jobs that will rebalance the economy. We must not sacrifice those 13,000 jobs on the altar of cuts that would end up saving nothing significant at all but would leave the country vulnerable in future decades.

“When it comes to our nuclear deterrent, there are some straightforward questions to answer. Should it be replaced? Do we need a submarine-based system? Does the decision need to be taken now? Our approach to all those questions is to answer yes.”
Those are not my words, but the words of my right hon. Friend the Member for Witney (Mr Cameron), now the Prime Minister, on 4 December 2006, when he gave an excellent response to the statement by the then Prime Minister, Tony Blair, on why the Trident programme should be renewed. My right hon. Friend went on to say:
“Conservative Members have always believed that Britain should have an independent nuclear deterrent”—
and that
“Those who argue that the world has changed so that no deterrent is required miss the point. Yes, the world has changed, and it continues to change rapidly, but that is the very case for keeping up our guard. Just as today’s threat is so different from that predicted 20 years ago, today we cannot predict the threat that we will face in 20 years’ time. Still less can we predict the threat in 40 to 50 years’ time, when the next generation of submarines will still be in service.”
Finally, my right hon. Friend pointed out that we need a credible deterrent, both against rogue states and against serious, modern, well-equipped states that pose a more traditional threat to our security. He said:
“We should have a credible deterrent to both.”
He went on to say that
“the key to a credible system is that it is not vulnerable to pre-emptive attack…Do not all the experts agree that, of the three options of land, air or submarine-based systems, the submarine-based system is the least vulnerable by far?”—[Official Report, 4 December 2006; Vol. 454, c. 24.]
That was why, when the vote was held on replacing the nuclear deterrent with a successor to Trident on 14 March 2007, the Conservative Opposition voted very strongly with the Government. The motion was carried by 413 votes to 167, with the Liberal Democrats and some Labour rebels voting against.
Following that, the Conservatives gave a manifesto commitment at the last election, committing our party to replacing the Trident nuclear system with a successor system that would be submarine-based. We went into the election on that basis, but did not win enough seats—sadly, it must be said—to form a Government by ourselves. Conservative MPs were summoned, got together and addressed by our party leader. We were told about the various offers made to form a coalition with the nuclear deterrent—[Laughter.] Sorry, I mean with the Liberal Democrats. Because the nuclear deterrent was such a major issue of difference between us and the Liberal Democrats, a special mention was made of it, and it was stated that the successor to Trident would be carried forward and that the Liberal Democrats would have to accept it. I particularly remember a senior colleague looking at me, catching my eye at that moment, and giving me a reassuring nod because he knew of my concern about this issue. That was my right hon. Friend, as he now is, the Chancellor of the Exchequer.
I must say that when I came to the Chamber this morning, I was very agitated because it appeared that someone—a Government source—had spoken to the BBC suggesting that this commitment was in doubt. As I said in an intervention, if so, this was particularly alarming because it would be a betrayal of the commitment the Conservative party gave to the electorate and a betrayal of the commitment the Conservative party leader gave to Conservative MPs when seeking their support, which we gave, to the formation of the coalition. I cannot imagine that such a betrayal would take place. I must say that I am considerably reassured by the answers I have had from the Minister for the Armed Forces to questions put to him earlier in the debate.
I associate myself with much of what the hon. Gentleman is saying, although I cannot comment on the internal workings of the Conservative party. Does he agree that although the earlier assurance from the Minister for the Armed Forces was welcome, there has been so much confusion on this issue that it requires the Prime Minister to clarify once and for all precisely what the policy is, without ambiguity?
I think it would do no harm at all for the Prime Minister to make a further statement. He has always been unambiguous about this in the past and he was unambiguous about it when he was seeking the leadership of the party. It was a specific issue about which I asked him personally when I was reflecting on who to support and he was very firm in his commitment to the continuation of the nuclear deterrent.
I am not quite sure what actually happened with the generation of this story. We have heard from the Armed Forces Minister that, as far as he knows, it had nothing to do with anyone employed by the Government. On the other hand, the BBC says it got its story from “Government sources”. Those two statements are hard to reconcile. It is possible that someone somewhere on the press side in government thought they would take a punt at it, or perhaps someone thought they would fly a kite. The idea of flying a kite would be to say, “Well, let us see if we can shift this decision a little and see what sort of a reaction it gets.”
I hope that the reaction this has got so far—notably from my hon. Friend the Member for Harwich and North Essex (Mr Jenkin) in his excellent interview on the “Today” programme this morning and to some extent, I hope, from the contributions I have made in the Chamber today—has been sufficient to send a message to anyone anywhere in government that if they think that Conservative Members who have devoted their political lives to the protection, the maintenance, the justification and the support for a strategic nuclear deterrent would be prepared to play back-somersaults on an issue of this sort, they have got another think coming. This is not going to happen.
One of the advantages of my having been able to campaign for 28 or 29 years on the same subject both outside and inside Parliament is that I have seen these things happen over and over again. It may be that some bright spark in the coalition thought that it would be a good idea if we could just shift the particular decision from one side of the next general election to the other, it would postpone some potential fissure between the Conservatives and the Liberal Democrats within that coalition. Let me assure anyone who holds that view that, on the contrary, any such move to delay will fuel the very divisions and uncertainty that people wish to avoid.
I have been here before, on an international scale. I remember when the decision was made in 1979 to deploy the cruise and Pershing II missiles in five NATO countries to counter the SS-20 deployments by the Soviet Union from 1977. However, there was a fatal flaw in what was done. It was announced in December 1979 that the deployment would take place, but it was not actually due to take place until November 1983, which was when the cruise missiles came in. That reopened the whole controversy, and gave new life to those who always oppose a nuclear deterrent or deployment. It was a fatal mistake. Anyone who makes a decision on a matter of this sort must make it in principle. We made it in principle, and we made it in principle in 2007.
Our attention has been drawn to some small print. We have been told that if we look at the coalition agreement, we will see that the deterrent will be replaced, and that it will be replaced on the basis of value-for-money assessments. Hon. Members will have heard me ask the Armed Forces Minister whether that could possibly be interpreted as meaning that the deterrent should not go ahead at all. He seemed to say that that could not be the case, but there is a problem. If we put off the decision about the main gate, we will reach a point at which, if it were decided not to proceed through the main gate with a replacement of Trident, the only conceivable alternative would be the one that we hear time and again from the Liberal Democrats: cruise missiles on Astute class submarines. That whole programme would have to be designed right from the beginning, and there would be no way of preventing a fatal gap which would ensure that by the time the programme had been designed, there would be no submarine-building capacity left at Barrow-in-Furness. I see the hon. Member for Barrow and Furness (John Woodcock) nodding in agreement.
I have seen these tricks played over and over again. People are unwilling to say that they want to get rid of the deterrent because they know that, politically speaking, that would be suicide, so they try to find indirect means of scuppering it. We will not fall for that sort of trickery.
