Commons ChamberI totally agree with the hon. and learned Lady on that point. We disagree about many things, but one thing about which we have always firmly agreed is the upholding of those elementary human rights, including the essential freedoms of peaceful protest, which are the aspiration of the people of Hong Kong. As I mentioned to the shadow Foreign Secretary, the hon. Member for Wigan (Lisa Nandy), I raised the need for a fully independent and robust investigation into the recent events, including the police treatment of protesters, in my first conversation with Carrie Lam back on 9 August. I made that clear then and we have done so consistently since. We recognise the concerns about the Independent Police Complaints Council and we have been working to see what we can do to reinforce it and to make it stronger. We also recognise the inherent weaknesses in it, which is why we will continue, in line with the shadow Foreign Secretary, to call for a fully independent inquiry into those actions. I hope the hon. and learned Lady will support that.
As my hon. Friend the Member for Romford (Andrew Rosindell) has often pointed out, only 500 veterans of the former Hong Kong Military Service Corps and royal naval service were offered UK passports in 1997; the rest were disregarded. Has not the time now come to pay this debt of honour to around 250 additional former servants of the British Crown by allowing them and their families the right to relocate to the United Kingdom if they wish or need to do so in future?
My right hon. Friend makes an extremely important and forensic point, as ever. As a Government and as a country we are extremely grateful to those who served in the Hong Kong Military Service Corps. He is right that under the scheme, which was introduced in 1990 and ran until July 1997, only a limited number of Hong Kong Military Service Corps personnel who were settled in Hong Kong could apply to register as a British citizen. The Home Office is listening to representations made on behalf of those former service corps personnel who were unable to obtain citizenship at that time too see what, if anything, further may be done.

Commons ChamberI do understand the situation in which people find themselves: they planned to be abroad for a certain period of time and have run out of cash. Given the scale, the Foreign Office cannot provide a direct subsidy or grant. Our priority is to try to ensure that people can get back home and, in extremis, if they have run out of money, we are willing to offer temporary loans to facilitate that situation, so we are doing everything that we practically and realistically can.
Following the question from my hon. Friend the Member for Waveney (Peter Aldous) about the Coral Princess, may I urge the Foreign Secretary to check on what is happening with this vessel? The information that I had from Ken and Doreen Hodge on board is that they are heading for Fort Lauderdale in the US, and they fear that they may then be required to stay for 14 days in isolation before coming home. Will he make a particular point of checking what is happening to the Coral Princess and the people on board?
I thank my right hon. Friend for his question. I think that I have described the latest data that I have, but, of course, we are tracking the cruise ship in real time. It has been a challenge on that bit of coastline and, indeed, in that region, to get onward flights and to get permission to dock in order to take advantage of them. None the less, we are tracking the situation. I track the cruise ships in real time every day. I can also reassure the House that we have changed the travel advice on cruise ships, and my understanding is that no further cruise ships are setting sail, so we are dealing with the stock that is at sea and making sure that we do everything we can to get everyone home. I have already explained the success that we had with the Braemar, the Azura, and the Norwegian Spirit. We are looking to do the same for those on the Coral Princess.

I pay tribute to my right hon. Friend’s expertise in this area. We have raised that issue. There has been a step change and a reduction in the Government promoting that kind of extremism, and we want to ensure that other private sector or charitable bodies are also compliant. We have raised those issues, and I will continue to do so.

I really do not know how to follow that speech. The hon. Member for Beckenham (Bob Stewart) may think that it was a ramble, but I think we have just had difficult privilege of hearing one of the great speeches in this place, for which I thank him. I am a practising Roman Catholic, so it was not easy to listen to, because sadly my religion, like many others—as the hon. Member for Strangford (Jim Shannon) will know only too well—is used by people who claim to be of the same faith to justify deeds that would never have been condoned by the one we call our saviour. I thank the hon. Gentleman for securing this debate and thank both previous speakers for their speeches.
It saddens me greatly that this debate is necessary, but the sad fact is that persecution based on what people believe or do not believe is probably as big a problem now as it has ever been. How can that be? The world in so many ways is getting smaller, and it is much easier for us to understand what other people are about and to get to know the basis of so many beliefs and cultures. When that is happening, how can it be that almost every religious or faith group in the world is, somewhere, being persecuted, with people losing their lives because of what they believe, and that almost every faith group in the world participates in that persecution? I cannot begin to understand it.
We can look at the horror of Daesh murdering Muslims, Christians and other religious minorities with complete impunity; at the terror attacks such as the one on Easter Sunday last year in Sri Lanka, when people were murdered simply for celebrating the most important day of their religious year; at 1 million people in China being supposedly “re-educated”, as the hon. Member for Strangford mentioned, to strip them of their cultural, religious and ethnic identity, just because they are Muslims; or at the genocide of the Rohingya Muslims. We can look at countless other atrocities. Individually, they might often not be important enough to get a mention on the UK news or in the newspapers but, collectively, they add up to an estimated 2 billion people possibly daily risking persecution and even their lives simply because of what they believe.
The hon. Member for Beckenham rightly said that freedom of religion and belief is a fundamental human right. International organisations have said for years that everyone has the right to believe or not believe what they believe to be right for them. There can be no let-up in international efforts to safeguard freedom of religion and to prevent the persecution of religious minorities anywhere. This principle was adopted in 1966:
“Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law”—
I was five when the world agreed to that, and I turn 60 later this year. But the world, having agreed to that, far too often seems to turn away, or decides to act far too late.
The Rabat plan of action launched by the United Nations in 2013 sets out the kinds of comprehensive anti-discrimination legislation that all nations should adopt, but as the hon. Member for Strangford so rightly said, having legislation in place is one thing; making it happen in reality is a very different thing. The international community has the tools it needs to tackle religious persecution. It is up to Governments everywhere, working together, to use all the diplomatic, political and economic means at their disposal to ensure that no Government feel that they can ignore, condone or actively participate in religious persecution.
I fully support much of the hon. Gentleman said when he asked the Foreign and Commonwealth Office what it will do in trade deals and diplomatic relations to ensure that human rights and rights of religious freedom are always at the top of any agenda. Personally, I believe that there are some countries with which the United Kingdom has strong diplomatic and economic ties that we should simply isolate ourselves from, because their persecution of people has got to the stage where they are no longer the kind of country that we should be proud to have as a friend anymore.
The large-scale persecution of religious or racial minorities does not happen overnight. As with racism—a very close cousin of religious sectarianism, as the hon. Gentleman said—such persecution needs to be fostered over a longer period. It starts with verbal insults and racist or sectarian language, which is first ignored and tolerated, then actively promoted and celebrated by those in positions of power in the media or in politics. It grows through deliberate attempts to isolate a targeted group and to vilify anyone who speaks in their defence, denouncing them all—those being targeted and those who would stand alongside them—as somehow disloyal to the country of residence, a threat to national security, or even terrorists, simply because of the peaceful practice of their religion.
Once a country has allowed that attitude to become embedded, the next step forward is easy: the violence, the abductions and the wholescale sexual abuse of women and children become much easier. At the moment, we would all say that we in the United Kingdom are among the 17% of the population of the world who do not suffer from religious persecution—it is a shocking statistic that almost 85% of the world’s population live in countries where one religious minority or another is actively persecuted—but if we took a hard, honest look at where the United Kingdom is now, we would see some worrying signs that the first steps in that process are happening. That does not mean we will see wholescale violence in the next week or so, but we have to be aware of what is happening on our streets and in our communities, and we have to be prepared to stop it.
For example—I am not taking sides on this one—did political processes come out with much credibility after the accusations and counter-accusations of antisemitism and Islamophobia over the past year or so? They have been such a feature of our political debate, but does anyone think that the political establishment came out well when a response to an accusation of antisemitism was a counter-accusation of Islamophobia? Instead, everyone should have said, “You know what? All of us have a problem with some kind of racial or religious bigotry within our organisations or our culture. Let’s sit down to talk about how we can tackle it all together.” We have to recognise that a large percentage of the world’s refugee population are only refugees because of religious persecution. The less we are able to prevent religious persecution, the greater the moral responsibility we have to take our share of the responsibility for looking after the refugees who inevitably come here.
This is a difficult topic to talk about—I seem to be pinching an awful lot of the hon. Gentleman’s speech, because he said much of what I wanted to say, more eloquently—but I feel that it is important when we talk about freedom of religious belief to acknowledge as an equal right the right to not believe. I have real concerns about what is happening in Vladimir Putin’s Russia. He is trying to change the constitution so that believing in God becomes compulsory. As someone who believes in God, that worries me greatly, because a fundamental part of my faith is that that is my decision, and that I will answer for it when my time comes.
Sometimes, I have taken decisions that have surprised some of my close friends and family who thought that as a practising Catholic I might take a different decision on same-sex marriage, for example,. However, following a faith that has a particular set of teachings on human sexuality gives me no right to pass laws to prevent someone else from, first, following a different faith or, secondly, having a different view of what is acceptable or not, or right or wrong, for them in their private or family life.
Is the real problem not so much the religion itself but fundamentalism? When people get so absorbed in their religion that they can only interpret it literally, extremism and persecution take root.
The right hon. Gentleman makes a very valid point, whether that is a political or a religious view. I have to make a distinction between being fundamental or extreme and how firmly we believe something. Being fundamental or extreme can be an unwillingness to accept that other people are equally sincere and passionate about a completely contrary view. When it comes to being extreme and the steps that people take to promote a particular set of beliefs, it becomes a problem.
I do not speak from a position of great authority, but on the occasions when I have engaged actively in dialogue with someone whose behaviour was blatantly racist, sectarian or religiously intolerant, it is surprising how often, on getting down to it, such people are deeply insecure in their own religious or political beliefs. It is almost as if they had never stopped to think about what they believe, and cannot allow anyone to suggest anything different, rather than accept that someone might challenge them. They hide in a shell, to come out fighting. That might present itself as Christianity, but it is so mired in hatred and intolerance that I can see no connection with what is happening or, certainly, with the teachings of the version of Christianity that I seek to follow.
I will finish with one statistic that should concern us all. In 2018, the British social attitudes survey found that almost two thirds—63%—of people in the United Kingdom believed that religions bring more conflict than peace. In my religion, we worship one who has the title “Prince of Peace”; and the word “Islam” can translate as “peace”. Every religion that I have any knowledge of is founded on peace, on respect for human beings of all kinds and on living together in peace and harmony. In this collection of countries, we think freedom of religion and belief is established, but almost two thirds of the population think religion is the problem rather than the answer. I suggest that it is not only the Foreign and Commonwealth Office that needs to change the way it does things. Perhaps the Church establishments, including my own, have a job to do in persuading that 63% not necessarily to follow a particular religion, but at least to understand that any true religion is about making things better for the whole of humanity.

The United Kingdom is doing a significant amount. We are supporting Turkey to implement the EU-Turkey statement, and the United Kingdom has made €483 million of bilateral and EU budget contributions towards the €6 billion facility for these refugees.
Have the Government formed a view on what Turkey is doing on the ground inside Syria, other than suppressing our allies, the Kurdish-led Syrian Democratic Forces, and supporting Islamist fighting groups?
We keep such matters under constant review, and the Foreign Secretary is due to meet Foreign Ministers from the region shortly. I am sure there will come a point when an update to the House will follow.

I remember that trip. When we met members of the Palestinian Authority, including one of the chief negotiators back in the early 1990s, we saw the lack of drive and vision for how to reach a two-state solution. I could not agree more with my hon. Friend and will not try to better his comments, because he perfectly summed up the situation. The self-interest of these leaders in prolonging the conflict causes immeasurable long-term harm to the Palestinian and Israeli people.
I welcome to the Minister to his place, and I understand that he may not yet have had the chance to raise these issues with his Palestinian counterparts, but does he agree that we have a duty of care to children worldwide who receive UK aid to ensure that their educational experience is positive? Will he confirm that £20 million of annual UK support the Palestinian Authority contributes to the salaries of teachers and health workers through a vetted EU list? Does the UK monitor the training programme for the teachers whose salaries we pay? Who oversees that programme?
While it is not necessarily the UK’s place to determine the narrative and content of another territory’s curriculum, we are duty-bound to intervene immediately should unacceptable materials be used in education systems supported financially by British taxpayers.
The House of Commons Library briefing shows that, on 1 April 2018, in response to reports about this sort of material, the Department for International Development’s media team stated:
“DFID is planning to conduct a thorough assessment of the Palestinian curriculum and evidence and if we find evidence of material which incites violence, we will take action.”
That is coming up to two years ago, so I think we ought to have heard something from the Government about this by now.
I could not agree more with my right hon. Friend. One reason why I wanted to secure the debate is that two years is absolutely too long. We need to ensure that UK aid money—UK taxpayers’ hard-earned money—is used appropriately, for aid and support and not to promote violence and extremism.
It is a pleasure to serve under your chairmanship, Mr Pritchard. I declare an interest as the new chair of Labour Friends of Israel, and I refer hon. Members to my declaration in the Register of Members’ Financial Interests.
I congratulate the hon. Member for Stoke-on-Trent North (Jonathan Gullis) on securing the debate and on an excellent speech. I also pay tribute to former Members Joan Ryan and Dame Louise Ellman, who did so much to lead debate on this subject in the previous Parliament. Like the hon. Gentleman, I strongly support a two-state solution. That is precisely why I believe that we must urgently tackle the issue of radicalisation in the Palestinian school curriculum. As we have heard, it seeks to pass on old hatreds and prejudices to a new generation of young people. It is a barrier to reconciliation and co-existence. It is pernicious and simply unacceptable.
However, as we have also heard, this is not an issue just for the Palestinian Authority; our Government share some of the responsibility. UK taxpayers fund the salaries of some 30,000 teachers and officials in the Palestinian education authority. Those are the people involved in the implementation and delivery of this curriculum. Let us be clear: we are paying the salaries of those who designed and administer the curriculum and those who teach it. As we have heard, the memorandum of understanding that governs British aid states clearly that the Palestinian Authority should abide by principles of non-violence. I think that the hon. Gentleman quoted the provision about incitement in the educational curriculum, so I will not repeat that, but we know that it has existed for many years. Every year Ministers claim that DFID’s annual reviews—reviews that are not published, incidentally—show that the PA are upholding their commitments. I have to ask: how do they show that?
Last year, former Minister Alistair Burt admitted that the content of textbooks is not covered in the reviews and that DFID plays no role in relation to textbook material. I therefore say to this Minister that, whatever has happened in the past, surely now we have to have some commitment that we will look at that if it is to be possible, in all honesty, to say that the PA are complying with the memorandum of understanding.
Does the hon. Gentleman agree that it is not good enough for a Government to say, “We do not fund this or that directly,” because while we are giving funds to the Palestinian Authority for one thing, we are releasing funds for them to use for other things and therefore indirectly we are subsidising these abuses, even if we are not doing so in a more direct fashion?
I do agree. I suspect that every one of us here supports the aid programme, but we do not support the misuse of the aid programme. I am certainly not here to attack the Minister, but I am here to say that we have to guard our own best interests in the way the programme is being applied. I think that is the right hon. Gentleman’s point.
I hope that the Minister will comment on the independent evaluation that the PA say they have commissioned from the Arab European Foundation. I have not seen the evaluation, and I do not know whether the Minister has. If he has, will he be kind enough to place a copy in the Library, and does he think that there will be any action by the PA as a result of that report?
I hope that the Minister will accept that many people have raised this matter before. Joan Ryan and Louise Ellman first raised it back in September 2017. Their concerns were initially dismissed. Then they were promised an independent international review. That took about 10 months, to be honest, and it was supposed to report last September. I obviously welcome the review by the Georg Eckert Institute, but I believe that what we are now waiting for is a short interim report. Can the Minister give us any further update on that and whether it will be placed in the Library?
I think the short line here is that there have been many promises but little action. Ministers claimed in 2018 that new textbooks were being piloted. That turned out to be untrue. In 2019 the Institute for Monitoring Peace and Cultural Tolerance in School Education reported that the same curriculum was being taught for the third consecutive year. Mr Saidam, the PA Education Minister, committed to a constructive review but later denounced an attack on the Palestinian curriculum by the Zionist lobby.
The bottom line is that Britain is bankrolling this curriculum. We must take responsibility. I think we are agreed that we need to see some action.

I am not in a position to the give the hon. Lady those full details, as she will appreciate; it is certainly not right for any Minister to comment on anybody’s medical situation. I can say, however, that our consulate in Iran is there and able to telephone and email. I hope people have access to the internet. We have a team there and they are very much prepared to help. We are also offering help to dual nationals in the UK and advising Iranian-British dual nationals not to travel to Iran. That is a bit of advice we have updated in recent days.
May I underline the positive suggestion made by the Chairman of the Foreign Affairs Committee, my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat)? We have a very large overseas aid budget. Surely the foreign affairs ministerial team should see this as an opportunity to offer practical medical assistance to the country, and, in so doing, improve the relationship, with beneficial consequences for the prisoners who are being held, justifiably or, more probably, not.
My right hon. Friend has made a fair point. We are doing an awful lot in terms of support. As I said in my statement, we have provided £45 million in aid thus far, on top of the €5 million through the E3. We are taking our responsibilities very seriously. The sheer fact that the ambassador has reached out in the way that he has is very encouraging.

The situation that we saw in terms of Daesh’s control of the ground in Syria is now completely different: Daesh has largely been defeated on the ground. That is for the good. Obviously, the current situation in Syria is far from what any of us would want, but we are now looking to address the issues, as I have discussed—the Syria regime targeting civilians and the support from Russia. However, I do think it is to be welcomed that Daesh’s control of large parts of Syria—at one point it controlled an area the size of the UK—is no longer the case.
In 2013, we were asked to bomb one side in the Syrian civil war and, in 2015, we were asked to bomb the other. Do the Government accept that this is a war between monsters on the one hand, like Assad, and maniacs on the other, like the Islamists? Other than the Syrian Democratic Forces led by the Kurds, who are we supporting in this war? Are the Government now saying that we support Turkey’s invasion, which suppressed the Syrian Democratic Forces led by the Kurds, who were our only allies?

Commons ChamberDuring this debate, it has been reported by the police in Northern Ireland that, on 31 January, they uncovered a massive lorry bomb that was in the port of Belfast to be brought here to the mainland to be exploded on Brexit evening. I think that that reveals what fanaticism really looks like. We see the root of the persecution of Christians that we are talking about today in what was behind the attack that the police thankfully prevented on 31 January—fanaticism, hatred, anger—unjustifiable as it is.
I want to start by commending my hon. Friend the Member for Strangford (Jim Shannon). He is a remarkable chap, as everyone in this House will know, because of his diligence and his service to this cause. I do not think there is anyone on the Front Bench who is not collared by him several times every week on this subject, and rightly so. He is outstanding on this matter and he probably does not get enough credit for the actions that he takes. It is important for me to put that on record, as other Members from across the House and across the parties have also done. Well done, Jim.
The architecture of this room is imbued with significant high callings. Indeed, the words inscribed on the Chair that you sit on, Mr Deputy Speaker, read as follows:
“The hand that deals justly is a sweet smelling ointment. A heedful and faithful mind is conscious of righteousness…Praise be to God.”
That lies at the heart of our Christian beliefs. That sweet smelling ointment means that Christians behave in a different way, and when they face persecution, they do not retaliate in the way that others of different beliefs perhaps would. That inscription on your Chair is a potent reminder of the history—the Christian history—of this nation and a reminder that we should all be alert to the need to defend those of faith who are persecuted, both here at home and abroad. It is important that we are frank about what happens at home so that we can also speak about righteousness abroad. Frankly, it is unfortunate that within this nation, which likes to be called Christian, Christians are seen as fair game for attack, for ridicule and even for hatred. Those who unashamedly hold biblical or Christian beliefs here are often singled out for attack. If we wish to allow freedom of expression for others abroad, we should ensure that there is freedom of expression for religious and, yes, difficult beliefs at home. If we are going to promote freedom outside this nation, we should ensure that we defend freedom inside it.
The hon. Member for Stone (Sir William Cash) commented on the inequalities that persist in human rights legislation. Three years ago a huge banner was openly displayed—certain Members of Parliament even walk with that banner—bearing the words “F— the DUP”. When I reported the matter to the police, they told me that that was within the human rights legislation on freedom of expression. I challenged them by asking whether, if I were to have a counter banner, that would be permitted under my freedom of expression. I was told that it would not be allowed because it would provoke trouble. The hon. Member for Stone rightly highlighted these inequalities, and we should not be afraid to address these matters.
We have also seen attacks in this place. A leader of the Liberal Democrat party was effectively driven out of the leadership because he is a Christian and expressed Christian views. More recently we have read in the press about an attack on a prominent Labour party member who hopes to be leader of the party. She holds certain moral views and keeps them private, but because she holds those views, she is game for attack. We need to call those things out and recognise that if that is allowed to grow, we cannot really stand here and talk about religious freedom elsewhere. People must have that moral and religious freedom.
Around the world, as Members have already put on record, there are 260 million Christians who live in either a high or very high state of alert as a result of extreme levels of persecution. It has rightly been said that, if someone travels from Morocco in the north of Africa to Cameroon in the west, they will be in danger in each and every one of the countries they pass through, all of which have widespread persecution. We saw the despicable bombing of a place of worship—the softest of soft targets—in Colombo last year. Those with hatred in their hearts see places of Christian worship in particular as legitimate targets for attack because they are soft and easy. Our Government’s special envoy on this matter should see giving greater security to places of religious worship around the world, including Christian worship, as one of his tasks. There is no reason why embassies cannot task someone with an analysis of where such places are most at threat and of what additional security can be given to them.
Anyone who listened to the moving words of David Linsey, who lost his sister Amelia and his brother Daniel in that outrage in Colombo, must admire the demonstration of genuine Christian love and generosity to his enemy that he has expressed since the attack. He is admired internationally because of his comments about how he wants to respond to the violence that was inflicted upon his family. This nation should be proud that he has turned that hatred into a platform on which he can express his Christian love to others. I invite Members to meet David Linsey on 25 February when he will be in Parliament to talk about how he overcame his hatred of the people who carried out that attack.
The Government should also move further on my and other Members’ campaign to proscribe the Muslim Brotherhood, an organisation which inspires hatred and attacks on Christians at home and abroad. Members have mentioned the Kingdom of Saudi Arabia, and its Foreign Secretary was here last week. He told MPs that his kingdom had banned the Muslim Brotherhood because it turns their sacred beliefs into a tool of hatred to inspire attacks against Christians in particular and against political freedom. It was amazing that he said that, but he also expressed amazement that the United Kingdom had not taken similar action to ban Muslim Brotherhood.
On that specific point, will the hon. Gentleman confirm my suspicion that the special report on the activities of the Muslim Brotherhood in this country commissioned by David Cameron when he was Prime Minister has still not yet been made public?
I thank the right hon. Gentleman for putting that on the record. It is amazing. This is an organisation that uses and abuses the beliefs of a whole culture to attack Christians and others, which is frightening and wrong. It hides in and uses mosques illegitimately for its hatred against Christians, and it is right and proper that the full facts about the Muslim Brotherhood in this nation are brought out. I will be meeting the Home Secretary’s staff next week to talk about the Muslim Brotherhood and will pursue its proscription in this country.
This has been a lively and at times impassioned debate, and it has been a testament to the strength of feeling throughout the House and the country that no one should suffer discrimination, violence or persecution because of their faith or belief, or for not following a faith. I shall try to respond to all the points raised and highlight the UK’s action on this issue.
First, we are deeply concerned about the way in which blasphemy laws are widely abused. The Government regularly apply diplomatic pressure to countries that abuse their blasphemy laws. That work is often done behind the scenes because of the sensitivity of the issue.
I know that Members care deeply about the treatment of religious minorities, including Christians, in Pakistan. I pay particular tribute, as so many others have done today, to the hon. Member for Strangford (Jim Shannon), who works particularly hard to raise awareness of this issue. Let me answer the questions about Pakistan. The Government share the concerns expressed today and regularly urge the Government of Pakistan to ensure that all their citizens enjoy the full range of human rights, as laid down in Pakistan’s constitution and enshrined in international law. The Government strongly condemn forced marriage and forced conversions.
In India, our missions often bring together members of minority communities, including Christian groups, to better understand the religious and cultural divides, and to help to bridge them, including through the projects that we fund.
Colleagues understandably expressed particular concern about the safety and security of minority communities in the middle east in the light of recent events. Let me state clearly and on the record that the Government will continue to promote and protect human rights in the region. We will not shy away from urging Governments to protect the rights of all their citizens, in accordance with international human rights law.
The Minister has several times mentioned the policy of urging and condemning, but the Government do have considerable financial leverage by way of the huge international development budget. Do the Government have a policy of using that budget, quite legitimately, to put pressure on Governments who abuse human rights, such that if they want to continue to get large amounts of aid they will have to mend their ways?
I thank my right hon. Friend for his intervention. That idea has been mentioned a couple of times and I will come to it in a little while.

Commons ChamberThe hon. Gentleman questioned the rigour of the decision, but as I set out in my statement, it follows—in fairness to the hon. Member for Torfaen (Nick Thomas-Symonds), he acknowledged this—what has been a very thorough and extended assessment, including the telecoms supply chain review and the analysis on the security side by the National Cyber Security Centre. I am afraid that the hon. Member for Ochil and South Perthshire (John Nicolson) is at odds with all of that analysis, including that provided by the intelligence agencies to the Government. He mentioned some countries that have taken a different decision, but as far as I am aware, New Zealand has not taken the decision that he describes. I am afraid that he is wrong on that count. If he is calling for an outright ban he should say so, and he should also address square on the fact that the analysis that we have received shows that that would not be an effective, targeted or forensic way to address the security concerns rightly identified by the review that we conducted. It would not remove Chinese production from the UK telecoms supply. It would reduce competition, which he suggested is part of the problem, and that would make things worse. It would significantly increase the costs for industry and would delay the roll-out of 5G. On all counts, I say respectfully that he has got his analysis wrong.
Do the Government accept something that I had difficulty getting their predecessor to accept—that Huawei should not be regarded as a private company because it is intimately linked with the Chinese communist state and its deeply hostile intelligence agencies? If they do accept that, as they should, are they confident that the safeguards that will be put in place will be sufficient to guard us against a deeply hostile intelligence agency, such as he implied in his statement we needed to do in relation to Russia ?
As I set out in my statement, we have been very clear that the relationship between any private business and a Government or state operator has been at the centre of the analysis that we and that the National Cyber Security Centre have conducted. Based on the distinction between the centre or core and the periphery or edge, the different restrictions that can be made on access, and the 35% cap on accessing the periphery, I am confident that we can provide my right hon. Friend with precisely the reassurance that he asks for.
