Thank you, Mr Speaker, for granting me this debate on an issue of vital importance to me and the vast majority of the 2.7 million people who live in Greater Manchester. I was advised as a new MP never to request the last Adjournment debate of the week with a title broader than my constituency. I appreciate that this is the last parliamentary business before the summer recess and have no doubt that you, Mr Speaker, like me, the Minister and other hon. Members present are itching to get out of this place and into a pair of Speedos as soon as possible, so I hope the debate will be an excellent way to start the summer. I thank all colleagues present in the Chamber: my hon. Friends the Members for Manchester, Withington (Jeff Smith), for Stretford and Urmston (Kate Green), for Worsley and Eccles South (Barbara Keeley), for Blackley and Broughton (Graham Stringer) and for Denton and Reddish (Andrew Gwynne), and on the Government Benches the hon. Members for Bolton West (Chris Green) and for Bury North (Mr Nuttall). [Interruption.] Yes, and the Labour Whip is from London. I also thank the Minister for his attendance and response and Transport for Greater Manchester for its assistance to me in preparing for the debate.

This debate is particularly timely, as devolution to northern cities as part of the Government’s much-vaunted northern powerhouse initiative offers a huge opportunity for improvements in Greater Manchester’s public transport. My aim for this debate is to make my own contribution on what I and my constituents would like to see happen, and to ask the Minister whether he believes the powers to achieve that will be forthcoming.

Greater Manchester needs an improved public transport system, and in particular greater capacity. Improvements have been made in recent years, such as the expansion of our iconic Metrolink system, but more needs to be done to meet the needs of our growing city. We need these improvements to cater for increased demand for leisure travel in a city where the population is expanding, but crucially we need them for the economic benefit that a vastly improved public transport system would bring. If Greater Manchester is truly to thrive, as London has, the movement of a skilled workforce around the conurbation is vital.

I am sure the Minister will agree with that, not least because over a third of jobseekers in Greater Manchester state that lack of transport is one of the top barriers to their attending an interview or getting a job. Furthermore, the expected growth in Greater Manchester jobs is likely to mean at least 30,000 more trips into the city centre at peak times in the near future, while at the same time 31% of households in Greater Manchester have no access to a car.

One of the main points I wish to make in this debate, however, is that it is not just travel into the city centre and back out again that needs to be upgraded, but, fundamentally, travel between the outer parts of Greater Manchester to facilitate the easier movement of people to jobs, and to ensure places like Tameside do not miss out on the benefits of “devo-Manc”. Currently, our public transport system is largely based on getting into and out of the city centre, but I am convinced that we must improve the connectivity between the outer parts of Greater Manchester if we are to unlock its economic potential, and I am absolutely certain that we can do that. In this debate I shall address the issues around rail, rolling stock, Metrolink, buses and car use that I want to see tackled in order to achieve that.

I must start on a negative point, however: the incredibly disappointing news regarding the electrification of the trans-Pennine line that the Government disclosed recently. When the electrification of the trans-Pennine route was first announced back in 2011 I was very pleased and very supportive, not least because it would finally end the problems of under-capacity and unreliable services that my constituents in Stalybridge and Mossley, and those of other Members in the Chamber, were enduring daily. Coupled with the wider Rail North and northern hub work, the benefits would be huge, and I was delighted that my constituents would be able to see the improvement. I was also hoping to see my casework decrease, as poor, overcrowded services from Stalybridge are rightly regularly raised with me as an issue. Yet four years later that optimism and anticipation has all but disappeared thanks to this Government’s handling of rail policy.

I was incredibly disappointed to be told of what the Government describe as an “indefinite pause” of work on the trans-Pennine electrification, a disappointment shared by my constituents and colleagues on both sides of the House. The Manchester Evening News even went so far as to describe this as the “Northern Powercut”, which should give the Minister some sense of the anger rail users in Greater Manchester feel. We are still yet to receive a full explanation of why the work has been delayed, with the Government principally blaming Network Rail. I hope the Minister will shed some more light on this in his reply. The Prime Minister denied in a recent reply to me in this House that this amounted to a cancellation of the work, although announcing a “pause” without setting a date for work to be completed, or even restarted, seems to me to be pretty close to a cancellation. Therefore, I want to press the Minister on whether he can give a cast-iron guarantee before the House today that the electrification work will definitely be completed, even if he cannot give a date for its completion. That would provide some much needed clarity for rail users in Greater Manchester.

One related issue, which deserves specific attention, is that of the poor-quality rolling stock on all lines serving Greater Manchester. The Pacer trains used by Northern Rail are quite frankly not fit for purpose and in desperate need of replacement. If the Minister is not aware of the type of trains I am talking about, their nicknames, which include boneshakers, cattle trucks, bus bodies and pacemaker trains, should give him some idea of the esteem in which they are held by fed-up commuters in Greater Manchester.

The trains were of course intended as a stop-gap solution for rolling stock back in the 1980s, but they are still in use today on major commuter routes in and out of Manchester city centre, screeching round corners and disliked by almost everyone who travels on them. The Prime Minister himself has promised to end their use in the north of England, yet commuters see no progress, so will the Minister in his reply tell the House how he intends to achieve this?

The one bright light at the end of the tunnel, I understand, is that those trains will have to be gone by 2020, as they do not comply with disability discrimination legislation. I appreciate that there are good intentions on the issue, but because of the wider problems in train franchising, stemming from the west coast main line debacle, in my constituency we actually saw the threat of newer trains being removed and transferred to the home counties. The pressure on the remaining fleet of diesel trains has become acute and will only get worse until electrification is completed. We fought off that proposal, but it means that my constituents repeatedly hear negative stories about the trains in our area, and I want to give them some hope for the future.

One area of public transport in Greater Manchester that has expanded successfully is the Metrolink network, and the new lines recently opened to Rochdale, Oldham and Ashton-under-Lyne have been very welcome. It is no coincidence that the number of passenger journeys, which has been increasing year on year, reached 31 million in 2014-15, and Metrolink has become a visible symbol of Manchester.

There are issues that Metrolink does need to address, because customer satisfaction is not as high as it could be, and there have been some teething problems along the new routes. But overall I believe that Metrolink is a hugely important asset, and I would like to see it extended to my own constituency of Stalybridge and Hyde. Extending Metrolink to my constituency could be a radical new phase for the network.

As I previously noted, greater orbital connectivity between areas outside Manchester city centre would be of great benefit to Greater Manchester as a whole. To use the example of my own borough, Tameside has a significant inter-dependence with the neighbouring boroughs of Stockport and Oldham, not least because Stockport has nearly three times as many jobs as Tameside, and many Tameside residents fill those jobs.

As well as being a Tameside colleague, I am a Stockport Member of Parliament. My hon. Friend makes an excellent point about the need for orbital public transport around Greater Manchester. On existing infrastructure, he will know that there is a very under-used line between Stockport and Stalybridge, which serves Reddish South and Denton stations, with one train a week in one direction only. Is that not precisely the infrastructure that could be utilised to bring about the orbital service to which he refers?

It absolutely is. It seems absurd, given the cost of creating new rail capacity, to have a line that is not utilised, when the reason it was not originally closed but turned into what is called a parliamentary service no longer applies, because transport patterns have changed so much. When we consider the bus links between Tameside and Stockport, with less than one bus an hour in some parts of my constituency, it does seem absurd.

In putting forward this case, I want people to recognise the crucial point that, primarily due to the completion of the M60 motorway, people now choose more than ever before to live and work in different parts of Greater Manchester. Our public transport network needs to reflect that change in travel patterns. Many boroughs, including Tameside, are very keen to see an orbital expansion of the Metrolink network to connect key town centres, and to see it extended to Manchester airport, with the huge potential for jobs and growth that could bring. I would love to see Metrolink extended to run from Stockport town centre, through to Denton and Hyde, and then on to Ashton to create a genuine circle line for south and east Manchester.

Metrolink is wholly operated by Transport for Greater Manchester, but central Government have always been instrumental in supporting it, including when it comes to expansion, so I would be interested to know the Minister’s thoughts on whether this Government would support further Metrolink expansion—perhaps using Government funds to match the retained revenue from the increase in business rates that might occur through expansion.

My hon. Friend is absolutely right. Apart from Denton and Reddish South, which do have rail lines and stations, Leigh is probably the poorest served community by rail in Greater Manchester.

Lastly, I want to mention integration. It is all fine and well having great rail services and Metrolink services; possibly one day even having tram-train services, with trams using some of the under-utilised rail infrastructure across Greater Manchester, thereby reducing the capital investment that new tram lines cost the taxpayer; and having improved bus services when we have a properly franchised, re-regulated system, but none of that is any good to my constituents unless there is joined-up transport planning and integration.

The Chancellor announced in the Budget that the northern powerhouse is to secure an Oyster-style card that may, by the sounds of it, be used across the whole of the Northern franchise. That is an important step forward, although I am not sure that we want to be using state-of-the-art technology on 1980s, clapped-out Pacer trains, so I hope that the Minister will answer the questions from my hon. Friend the Member for Blackley and Broughton on the timing of the upgrades and the introduction of the new rolling stock in Greater Manchester.

My one desire is that we end up with a transport system like that in London. Ten years ago when I first became a Member of Parliament, I could not believe it when London MPs complained about the state of public transport in the capital city. If I decided to start a journey on one mode of transport in Greater Manchester—tram, for example—and then connect to a train and finish my journey by bus, as someone can in London with an Oyster card where the services join up, people in Greater Manchester would have thought I was bonkers. The services do not join up, and that is the problem. Someone would be left stranded on some station in the middle of the constituency of my hon. Friend the Member for Stalybridge and Hyde, without the opportunity to get a return ticket.

My hon. Friend makes a fine point. We have probably all had the experience of standing at Stockport station, perhaps on the way home, and working out that it is quicker to get back to London than to a place such as Stalybridge on public transport. That really illustrates the point.

My hon. Friend is right. It is frustrating because someone can be so near to home, yet so far when they look at that board at Stockport station and realise that they have to wait for such a long time to get a connecting service to somewhere relatively close.

I know that Ministers are in the process of devolving powers to the mayor and the combined authority, which is right. We believe in devolution, and we know that our elected representatives in Greater Manchester have the capacity to take on those new powers, and to plan and prepare for a better transport system. We also need help and understanding from the Department for Transport, because where the transport system in Greater Manchester is today is not where we wish it to be. To get it to where we want it to be will require not only local leadership, direction and commitment, but also that same level of commitment and resources to flow from central Government.

I urge the Minister to answer the points that my hon. Friends have raised about electrification and orbital transport, and also, please, to give us some hope that this pause will not be for long. We desperately need a better transport system in all parts of Greater Manchester.

I will focus on the impact of the Francis report on my local hospital in Tameside.

Tameside hospital has been a major issue for me, as the MP for Stalybridge and Hyde, and it featured prominently in my election literature in 2010. At the general election, I pledged to work with my hon. Friends the Members for Denton and Reddish (Andrew Gwynne) and for Ashton-under-Lyne (David Heyes), to resolve what we believed to be the serious problems at Tameside hospital by building on their work and statements in the previous Parliament. Securing improvements at the hospital has been a priority for all of us and it will continue to be so. The stance that we have taken, combined with the work of Sir Bruce Keogh, has allowed genuine improvements to take place at Tameside and I am proud of that work.

I regret the journey that there has been in this Parliament towards making Francis a more partisan issue. The Prime Minister’s initial statement on the matter was quite admirable and the work of Sir Bruch Keogh offered a way forward for problem hospitals such as mine. We all stand to lose that if we try to game it for partisan advantage. There is a feeling that the Government have tried to obscure the unpopularity of the NHS reorganisation by doing so. Surely we can all agree that the two matters should not be conflated.

I love the NHS, but I love my constituents even more. If any institution is letting them down, I will not hesitate to call it out. I believe that that is true of all my Opposition colleagues.

The recommendations of the Francis report were, without doubt, an important contribution to improving the quality of health care in England. The circumstances that led to the creation of the Francis inquiry threatened to undermine public faith in the NHS, and a serious and independent investigation into those factors was crucial to maintain people’s trust in the NHS. That investigation was begun by my right hon. Friend the Member for Leigh (Andy Burnham), in whom I have tremendous faith.

The stories of poor care at Mid Staffordshire and other NHS trusts were indefensible and often heartbreaking. I hope that we never see such instances again in the NHS. However, it is important that we also take this opportunity to commend the thousands of doctors and nurses who work tirelessly to provide people in this country with the very best of care. The people who work for the NHS, including those from overseas who choose to come and work in the NHS, do an incredible job and they must always know that we appreciate them greatly.

Following the publication of the Francis report, my local trust, Tameside Hospital NHS Foundation Trust, was one of five trusts that were investigated by Sir Bruce Keogh. It was not the work or recommendations of the Francis inquiry that were of the most immediate significance to my area, but the fact that the publication of the report sparked a chain of events that had a significant impact on the delivery of care at the local hospital in Tameside.

At the time of publication, Tameside had the second worst record for hospital deaths. Data from the summary hospital-level mortality indicator showed that 18% more patients than expected died at Tameside in the 12 months leading up to June 2012. The standards of care at the hospital had been of concern to the public for some time. I should perhaps mention that the information on Tameside hospital was complicated by the legacy of the crimes of Harold Shipman in my constituency. That had a huge impact on how people thought about care at the end of their life and on where they went for that care. That was always a plausible excuse for the mortality scores, but there was a need to push past the excuse and discover the real causes.

In the light of those problems, I cited my concerns about aspects of care at Tameside hospital on the record on several occasions, acting in conjunction with my hon. Friends the Members for Denton and Reddish and for Ashton-under-Lyne. We had already called for the resignation of the trust’s chief executive so that the hospital could improve.

The problems at Tameside were indicative of the broader issues that Francis and Keogh were attempting to address. The confidence of the local community in members of the senior management team had all but disappeared. That led to problems often not being adequately addressed or even acknowledged. The hospital became defensive and saw the issue as one of public relations management, rather than service improvement.

There is a fundamental point that we must grasp if we are properly to understand what factors contribute to the level of public trust. People understand that mistakes are sometimes made. That is the case in all professions and walks of life. However, people cannot understand it—and nor should they—when mistakes happen but no serious attempt is made to address the concerns of patients or clinicians in an open and transparent way to resolve the issues.

Sadly, that is exactly what happened for too long at Tameside hospital. In the worst cases, the hospital management actively tried to downplay the problems raised by patients, family members, elected representatives and even, in some cases, each other. That behaviour is not acceptable and a failure to address it undermines public faith in the NHS.

Putting the spotlight on these hospitals has had some success in breaking through this culture, and Tameside now has a clear set of objectives on which to develop a strategy for improvement. Without the Francis report and the subsequent work of Sir Bruce Keogh, that long overdue process of improvement at Tameside hospital might not have happened. We as local MPs would still be calling for those changes to happen, but we would not have had the expert analysis that the process provided to back up what we were saying.

I am grateful to my hon. Friend for setting out the case. Does he share my confidence that the hospital has indeed turned a corner? Part of that is down to the buddying arrangements with the University Hospital of South Manchester in Wythenshawe and the excellent interim leadership of Karen James.

I endorse those comments entirely and thank my hon. Friend for his contribution. The negative attention that the hospital received as part of the Keogh investigation was undoubtedly the catalyst for the departure of the former chief executive in 2013, and the first step on the road to improvement.

It is important, however, for us to note the limits of Government’s capacity to push this agenda. Of course, Government have to be the ones who set the framework for improvement in the NHS, but cultural changes can properly come only from the front line. What Tameside hospital now has is a set of recommendations to be implemented, a framework for the delivery of those changes, and new leadership which, ultimately, will deliver the improvements that patients in our area need. I still visit the hospital regularly; indeed, I was there on Friday last week, and I am pleased to say that in my view it is certainly turning a corner. I hope the Government maintain their commitment to all the Francis recommendations, and ensure that the high expectations are hardwired into the NHS’s leaders.

Just before Christmas, I was walking my dogs in Stalybridge as usual, and a friend of mine whom I had not seen for quite a long time shouted over to me. He explained that he had been receiving treatment for more than a year at Tameside hospital. Over that time he had been able to witness, in his words, visible improvements to his care and to how the hospital was run and how it functioned, due to the changes facilitated by the Francis report, the Keogh inquiry and, I believe, the work of myself and my hon. Friends. We will not stop that work or feel self-satisfied because of it, but I am pleased that we have been able to make that difference. That, ultimately, is what we should all be trying to bring about by discussing the anniversary of the Francis report.

I would like to talk about the key ways in which our cultural institutions and the creative industries that feed off them are crucial to our economy, our standing abroad and the education of our children. I believe that nowhere provides a better example of the importance of these industries than Greater Manchester, in which my constituency lies.

The late Brian Redhead, editor of the Manchester Evening News and presenter on the “Today” programme, once said:

“Manchester…is the capital, in every sense, of the North of England, where the modern world was born. The people know their geography is without equal. Their history is their response to it”.

Greater Manchester’s history and its future are both inseparable from its culture. The same city that hosted the largest ever art exhibition anywhere in the world in 1857 is still the thriving cultural capital of northern England today—although I appreciate our neighbours to the west may dispute that at times.

More than 20,000 people are employed in cultural businesses in Greater Manchester, the city region containing the nation’s largest concentration, outside London, of jobs in the media and creative industries. Art and creativity are woven into our economic fortunes as much as they form our city’s culture.

The value of the arts, however, is more than just a crude measure of gross domestic product. Let me provide the example of the Cornerhouse, a contemporary arts centre and independent cinema in central Manchester, which is run by my constituent, Dave Moutrey. Alongside its contemporary visual art exhibitions and the 30 titles it screens each month by independent, international and avant-garde film and documentary makers, it is also a hub for budding creative talent. Through a programme known as “micro-commissions”, the Cornerhouse has helped 60 budding creatives to launch their artistic careers over the last three years, with small commissions for work that get them an audience and allow them to make their first step in the industry. It is institutions such as Cornerhouse that are important both economically and culturally—not just to our city, but to our country as a whole.

As part of a £25 million investment in the arts, the Cornerhouse is going to be located with the Library theatre on a new site at First street in the city centre. Is that not a real testament to Manchester’s investment in the arts and in particular to how much Manchester values the Cornerhouse?

Absolutely. I am as delighted as my hon. Friend and, indeed, everyone in Greater Manchester is at this exciting development, which will ensure that this site, building and institution go from strength to strength.

Culture can attract people to an area—I know that, because as a shy, young 18- year-old, the crucial factor that led me to choose to study in Manchester over anywhere else was probably my deep love of the Stone Roses, and Manchester is also home, of course, to The Smiths, Oasis, Joy Division and New Order. I could go on, but I fear I would lose some of the more venerable Members of the House!

Having listened carefully to the representations I have received from constituents on both sides of the debate, I will vote for equal marriage today. I will do so because I am a Christian, not in spite of it. I believe marriage is important, and I believe it should be taken seriously—certainly more seriously than how it is presented in modern celebrity culture. I also think there are things that undermine marriage and strong relationships—the lack of family-friendly working hours and prohibitive child care costs are among them—but I genuinely cannot see how my support for equal marriage undermines my own marriage, the marriage of anyone else, or marriage as an institution. If anything, I believe it strengthens it.

I acknowledge that this is a difficult debate for some people. I understand that some Members have a different view from me, but I do not believe a case has been made to explain why the honour and privileges of marriage should not be extended to all. Some of the e-mails I have received have asked, “What protection will be offered to people who disagree?”, but this is a permissive law. It gives the right to conduct same-sex marriages only to organisations that wish to do so. I am genuinely not aware of anything from which people will need to be protected.

Another of my concerns relates to the role of teachers in Catholic schools in the event of this redefinition. I believe that the Education Secretary has provided adequate reassurance in that regard, but I hope we can all agree that what schools should be doing is working to tackle homophobia, and that that should be the starting point for the discussion of these issues in schools.

Some people have raised the prospect of “polymarriage” between three or more people if this change goes through. I find that objection quite offensive. Comments of that kind degrade the loving relationships of many of my constituents, and I feel that they make a poor contribution to the debate.

One of the things I find saddening is that in many of the objections I have received is an assumption that gay and lesbian people and Christians are two separate groups. When a petition was read out in my church on a Sunday several months ago, I could see how distressed gay members of the congregation felt. It is a matter of huge regret that some people—only some—have not acted more sensitively when addressing this matter.

While the overwhelming majority of the letters and e-mails that I have received have been extremely cordial, a number of them—not least some from people professing to want to uphold Christian values—have displayed a vitriol which I find extremely worrying. For instance, I have been told that my wife and I—my wife is chair of the governors at our local faith school—should not have married in a church if I am unwilling to vote against this measure. My response to that is extremely robust. If those people want to purge the various Churches of anyone who believes that faith is compatible with equal rights, they can do so, but they will kill the Churches if they do. There is no future in such a narrow, unwelcoming world view. We have reconciled many literal interpretations of scripture with modern life, and we can do so again on this occasion.

One of the more philosophical arguments that has been presented to me is that marriage belongs to the Church and not to the state. I do not believe that that is true either. We have revised and changed marriage through statute repeatedly over the last 100 years, and I believe that many of those changes strengthened marriage, notwithstanding the claims to the contrary that were made at the time. They include the introduction of register office weddings and weddings outside religious venues, and changes in the law on sexual violence within marriage. Many of those changes opened up the honour of marriage to a wider circle of people, and they should be commended for doing so.

Does not the way in which the Bill is drafted protect the Church’s view of marriage, and, indeed, protect those in the Church who hold that view strongly, enabling them to continue to hold it without fear of retribution?

As ever, it is a pleasure to see you in the Chair, Mr Robertson. I am grateful to have been granted this debate.

Local government procurement is becoming increasingly important, particularly in places such as my constituency, and I will refer to some of the work that is being done to support local businesses in my constituency during these harsh economic times, especially with the help of Tameside metropolitan borough council in its Tameside Works First initiative. It is also important nationally because almost £62 billion a year is spent through local government procurement, and that amount looks set to increase rapidly as spending cuts force councils to outsource even more services. Clearly, the way in which that money is spent can have a huge impact on the local economy, jobs and training, so we must ensure that we get it right. We must also ensure that, as well as working to obtain best value for money, councils do not overlook important benefits that could be secured through better procurement, particularly added benefits to the local economy.

A study by the Federation of Small Businesses shows that of every £1 spent in the local economy, 83p goes back into that economy. Social Enterprise UK asks:

“If £1 is spent on delivery of services, can that same £1 be used to also produce a wider benefit to the community?”

That is an interesting point, because investing in our local communities must almost certainly have a wider social benefit and positive effect on the same local area.

As ever, it is a pleasure to share with my hon. Friend the responsibility of representing Tameside in Parliament. He is always pressing its case. We know from experience in Tameside what a difference local councils can make. Does he agree that the Government’s attitude to local government funding and to local councils borders on contempt? The way we are going, we will soon lose any lever we have in managing our local economies through local authorities and helping to improve our constituents’ lives.

My hon. Friend makes an important point, because the impact of the local government settlement on a council such as Tameside has been nothing short of devastating. Projections show that coming years will be very difficult for Tameside and other boroughs if things do not improve substantially. That will involve not just the council’s own budget, but the wider local economy. The amount of money being taken out of areas like Tameside will have a devastating impact on the communities we represent.

I want to highlight some of the good work being done in my constituency. The importance of local procurement to support small and medium-sized enterprises is well known. Research in 2005 by the New Economics Foundation with Northumberland county council suggested that for every £1 of direct spending in the local economy, the total value, including indirect spend, equates to £1.76. At the start of the economic downturn, Tameside metropolitan borough council, one of two councils covering my constituency, introduced the Tameside Works First initiative to give more support to local companies and to help to boost the local economy. It was spearheaded by Councillor Keiran Quinn, then the cabinet member for economic development and now the executive leader of the council, precisely to provide support to local companies. Under that programme, specific capital projects and programmes were designated to be supplied locally when possible. At the same time, partner organisations were encouraged to sign up to a local procurement charter, committing themselves also to support a local supply chain.

It is a pleasure to see you in the Chair, Mr Weir. I wish to pass on my thanks to Mr Speaker for ensuring that this debate can take place today. I would also like to put on the record my thanks and appreciation to all the police officers and staff at the Greater Manchester police, who do an absolutely fantastic job—a very difficult job in very difficult circumstances. I wish to put on the record my tribute to their work in making my constituency a safer place.

I would also, very briefly, like to congratulate the Minister on his appointment. Given everything that is facing the public services as we progress with the new coalition Government, I am sure that he will do his best, in very tight circumstances, for the police service in Great Britain.

It is, however, a concern that one of the first acts of the new Conservative-Liberal Government has been to introduce a cut of £125 million in police revenue, with a further £10 million from capital funding and £10 million from the counter-terrorism budget. For Greater Manchester police in my region, that announcement will mean a cut of just less than £7 million. That represents a reduction in grant of approximately 2% of total budget. Only Greater London, at £30.4 million, and the west midlands, at £7.5 million, will be harder hit.

Clearly, the Greater Manchester region will be hit harder than most. That has led to uncertainty, as the police had already set out their budgets for the coming financial year. That is why the reduction is so damaging to the efforts being made to tackle crime in my constituency and in other constituencies across Greater Manchester. Police authorities will now have to cut services that they have not planned to cut and there is the likely possibility that that will impact on front-line services.

Does my hon. Friend agree that local councillors in Manchester, of whom I am still one, have worked very hard in recent years, on a cross-party basis, to deliver precept rises that allow Greater Manchester police to have the resources to do its job, and that the least we could expect from the Conservative-led Government is a similar level of commitment at a national level?

This is the first opportunity that I have had to welcome my hon. Friend to the House. He will be a stalwart campaigner for his constituents, who are on the other side of the River Tame from my constituency. He is absolutely right. Although the police authority has had to make some difficult decisions about the police precept, a lot of hard work went into ensuring that the funding package for this financial year was robust and matched the needs of policing in Greater Manchester.

Of course, the previous settlement was made by the Labour Government before the general election. As a result, police authorities set their local budgets on the basis of that settlement and will now have to make difficult choices to bring their budgets into line with the new Government’s amended settlement. Greater Manchester police authority has already admitted that tough decisions will have to be made. There is a concern in my constituency about how that will affect policing in Greater Manchester.

Throughout the years of the Labour Government, we saw a real fall in the number of crimes that were committed. Overall, crime fell by 36%. That was, in part, thanks to the record investment in levels of policing. In 1997, Greater Manchester police employed fewer than 7,000 police officers. According to the most recent figures, from September 2009, there are now 8,148 police officers.

According to the House of Commons Library, in my constituency we now have 917 full-time equivalent police officers, as well as—a great invention of the last Labour Government—police community support officers. Across the same area, the boroughs of Tameside and Stockport, we now have 99 PCSOs committed to being a uniformed presence on the streets.
