Commons ChamberI was going to make a far longer speech on the probing amendments that I have tabled, but I shall be brief. In Wales, we are normally calling for equality with Scotland, but tonight we are calling for equality with Northern Ireland. Phase 1 of the Silk commission is looking into fiscal powers. A precedent is clearly being set, in that this Finance Bill is being used to devolve job-creating levers to one devolved Government of the British state. If there is cross-party consensus on phase 1 of the Silk commission, we would expect those recommendations to be implemented in the next Finance Bill. We do not want to be told that we shall have to wait years and years for another Government of Wales Bill.
This is an important issue for airports outside the south-east of England. We should pursue a course of action that reflects its importance to regional airports and other airports in Scotland and Wales. I have been sent a letter asking for regional and national variation in air passenger duty outside the south-east. It is signed by people who run airports not only in Scotland but in England. This is a UK-wide issue.
