The hon. Gentleman raises a number of important points. I think it is fair to say that Northern Ireland was part of a single energy market across the island of Ireland well before we left the European Union and that there have always been interactions on that basis. The answer to his question is contained in the Command Paper.

There are a whole host of things to say, but I will just make the point about the difference for Northern Ireland. It does have access to the EU single market and unfettered access to the UK’s internal market, but it is not subjugated to the European Union arrangements. It will not pay into the European Union budget. It is not subject to European Union freedom of movement, services rules, environmental rules, labour rules or procurement rules; neither is it subject to the European Medicines Agency, the common agricultural policy or the common fisheries policy. Northern Ireland has unique circumstances because of its geographic location. Everybody recognises that. We want it to thrive in our Union, and with the Command Paper that direction of travel is set.

I welcome the statement. If a future UK Government were to diverge substantially from EU product regulations and standards for Great Britain, what would be the impact on what the Secretary of State has announced today?

First, we would be allowed to do that—100%. Secondly, there would be a written ministerial statement stating that exact fact so that Ministers and others in the Northern Ireland Assembly could debate and make provision for it.

It is less than 3%. This preserves access for Northern Ireland businesses to the single market, and yesterday I listed a whole host of different areas in which these EU laws are disapplied in Northern Ireland.

The Secretary of State is of course right to say that any political entity within a wider economic structure should have a say or some way of expressing its view on the rules and regulations of that economic structure. With that in mind, will the British Government be bringing forward a Senedd and Holyrood brake when it comes to the UK internal market?

4. Tomorrow is the second anniversary of the murder of my constituent Mike O’Leary, whose body was desecrated in an attempt to cover up the crime. Will the Prime Minister meet campaigners and me to discuss the need for a new offence or amended sentencing guidelines to reflect the extra suffering faced by the families of murdered victims whose bodies were concealed or desecrated?

Listening to the debate today, would I be right in summarising that the oven-ready deal we were promised by the Conservative party at the general election is missing a cooking apparatus?

I would say that the apparatus we are using is working through the Joint Committee on the free trade agreement deals and the UK internal market Bill. As anything, this is all part of a package of things that mean we are able to ensure that, when we finish the transition period at the end of December this year, companies, businesses and the people of Northern Ireland have confidence about what the situation will be in January, even if we are not able to conclude those negotiations satisfactorily.

Clearly there is much that needs to be done, but it needs to be done in Stormont. That is why locally elected politicians need to come back together to form that devolved Government.

The Secretary of State’s excuse for inaction is that this is a devolved issue, yet next week we will discuss Lords amendments to a Bill that will steal a whole range of powers from devolved areas to allow the Westminster Government to legislate in devolved fields. Why the discrepancy?

As I have said, the agreement on the confidence and supply money is publicly available on the internet. It recognised the priorities and the issues that needed support and additional funding. This process has not been easy—balancing a budget is never easy—but we have done it while mindful of the commitments made in the confidence and supply arrangements and the previous work that had been done.

Will the Secretary of State confirm that not all political parties—for instance, the Social Democratic and Labour party—were consulted on the actual content of the budget? Will she outline who made the political decisions in relation to the budget?

As the UK Government, we have had to take those decisions. I ensured that all parties saw the statement and the allocations and were allowed input into them, not only before last Thursday, when I got the final figures, but during that period, to ensure that they were all able to contribute to the work that we were doing.

The common structures of the EU provided the basis of a peace in Ireland via the Good Friday agreement. Is not the reality that the British Government have failed to recognise that in their Brexit positioning and that maintaining the agreement has been a secondary consideration?

I say first to my hon. Friend that the overwhelming majority of our armed forces in Northern Ireland served with great distinction, and we owe them a huge debt of gratitude for what they did. As part of our work to implement the Stormont House agreement, we will obviously ensure that the new legacy bodies are under legal obligations to be fair, balanced and proportionate. This will make sure that our veterans are not unfairly treated and will recognise the fact that 90% of the deaths in the troubles were caused by terrorists, and we should never forget that. Our focus, however, is on ensuring that the investigative bodies responsible for looking at deaths during the troubles operate in a fair, balanced and proportionate manner.

Q13. Today is also Back Welsh Farming day, and National Farmers Union Cymru estimates that agriculture contributes 60,000 jobs in Wales and £500 million a year. How will farming be able to continue that contribution once the International Trade Secretary opens up domestic markets to lower-standard food while simultaneously losing unrestricted access to our main export market?

As I have said, I support Back British Farming day, and obviously I back farmers in Wales as well—I was pleased in recent months to sit down and talk to farmers in Wales. We are looking to leave the EU with a good trade deal that enables trade to continue on as friction-free and tariff-free basis as possible, and that will be good for Welsh farmers. There are opportunities, however, for Welsh farmers to export to the rest of the world, and we want to ensure those opportunities through our trade deals with the rest of the world.

It sounds as though the hon. Gentleman has still not recognised the result of the last election. The House will be interested in his comments, but I do not think that they will make a difference to solving the real problems that we are wrestling with in Northern Ireland.

If the impasse is not broken, and if direct rule is imposed, can the Joint Ministerial Committee on EU Negotiations perform its role without the participation of one of the constituent parts of the British state?

As I have already indicated in my statement, we are firmly not looking at interventions that even get close to the point that the hon. Gentleman alludes to. It would profoundly not be in Northern Ireland’s best interests to head down that way, which is why I have made my points about the Executive. The best way to address his point is to have an Executive in place with a First Minister and Deputy First Minister who are able to represent Northern Ireland and argue firmly in Northern Ireland’s best interests on Brexit and many other issues.

The leader of the Labour party says it is disgraceful, so let me tell him: the right hon. Member for Tooting (Sadiq Khan) has appeared on a platform with Suliman Gani nine times; this man supports IS. He even shared a platform—[Interruption.] The Opposition are shouting down this point because they do not want to hear the truth. Anyone can make a mistake about who they appear on a platform with, and we are not always responsible for what our political opponents say, but if someone does it time after time after time, it is right to question their judgment.

Q5. News overnight of a management and worker buy-out at Tata Steel Port Talbot will bring hope to the 18,000 people whose livelihoods are supported by the company across the supply chain. It is critical that the UK Government provide all the support they can. Will the Prime Minister become the company’s head of sales and meet personally with Port Talbot’s 20-biggest customers, who make up about 50% of its sales, to ensure that no orders for Welsh steel are lost?

We will certainly do everything we can to help the company, including with its customers, during this difficult time. Right now, we are talking with the board of Tata to make sure we answer all the questions it needs answered, because we want to have a proper sales process, with proper buyers coming forward. We want to be very clear that the Government are prepared to support that process and the outcome, and that is exactly what we will do.
