1. What steps he is taking to help increase investment in jobs and skills in the defence sector in the north-east.

The north-east plays a vital role in supporting the UK’s defence sector. I am delighted that our increased defence spending means that in the north-east spending rose from £187 million in 2024-25 to £198 million in 2025-26, supporting around 2,000 jobs, and 49% of our spending goes to the region’s small and medium-sized enterprises.

I welcome the investment outlined by the Minister, but as a north-east MP, I always want to see more. One way that can be achieved is by helping our small and medium-sized enterprises to navigate the procurement system. Steel Benders UK is making a major investment in Hartlepool and is keen to understand how it can play a greater role in the defence supply chain. I have recently written to the Secretary of State about that, as its managing director, Tania Cooper, also sits on the steering committee of the north-east regional defence and security cluster. Will the Minister meet me and representatives of the company to discuss how businesses in Hartlepool can contribute to growing our sovereign defence manufacturing capability?

I may be a south-west MP, but I am a north-east MP when it comes to increasing defence spending, just as my hon. Friend is. I want to see more spending in the north-east. I would be happy to meet my hon. Friend to discuss how Steel Benders UK can access more of that increased defence spending. I would like to promote the work of the Defence Office of Small Business Growth in providing a single door for small businesses to access more defence contracts, helping to create more jobs, growth and opportunities in every part of the UK, including the north-east.

The defence investment plan clearly sets out our intention to buy up to 12 SSN-AUKUS submarines. Their delivery is conditional on the improvements in productivity that we are working with BAE Systems to deliver at Barrow, not just in workforce but in production shipyard facilities. We plan to buy up to 12 SSN-AUKUS submarines.

T5. Hartlepool, like the rest of the north-east, has always been critical to our defence industry, including brilliant Hartlepool companies such as Merlin Flex. Will the Minister outline how the record investment secured by this Labour Government will benefit jobs in the economy in Hartlepool and the wider north-east?

We inherited a situation where the north-east was the region with the lowest Ministry of Defence spend in the country and we have made it a mission to increase defence spending in the north-east. We have an incredible talent pool in the north-east, with brilliant defence companies both large and small doing brilliant work. We are determined, now that we have an uplift in defence spending, that more of it will be spent with British firms, and I want to see more of that spend in the north-east as well.

It is certainly true that we have a manifesto commitment to put the armed forces covenant fully into law. That will come forward in the armed forces Bill in due course. We set out from the Dispatch Box last week that the inheritance tax does not apply to those members of our armed forces who die on active service. The other areas are subject to a Treasury consultation, and the Treasury will make an announcement in due course.

Is it not the reality of the past 14 years that we have fewer soldiers and fewer Navy and Air Force personnel and that, in an uncertain world, we need to reverse that trend and grow our military forces to deal with those threats?

It is certainly true that this Government inherited an armed forces that, as world-class as they are, were struggling with falling morale, poor housing and capability gaps thanks to 14 years of underfunding and hollowing out. The strategic defence review will set out what capabilities we need to meet the threats, and the path to 2.5% will set out what will be spent on those capabilities. We also need to improve how we spend because the defence procurement system is broken— something that was well highlighted by the hon. Member for South Suffolk (James Cartlidge) and the right hon. Member for Rayleigh and Wickford (Mr Francois) when they were in government. That will be fixed, and we will ensure that we have a strong set of armed forces able to deter aggression and defeat it if necessary.
