The hon. Lady would not expect me to speculate about what is in the Budget, but there will be adequate time during the debate on it to address the concerns she raises.

While it is obviously necessary to improve the lives and dignity of older people, does the Leader of the House agree that in order to build a fairer Britain there needs to be some rebalancing of attention and resources towards the younger generation? Will he therefore consider a debate in Government time on what I call a youth triple lock? Members, having consulted young people, could then discuss what such a measure might include—for example, free bus travel, uplifting maintenance loans by inflation or a voucher scheme for constructive activities.

I thank my hon. Friend for her work on this matter. I certainly condemn the appalling recent loss of life and the violence in Nepal. The Government support fundamental freedoms and respect for human rights, including the right to protest and peaceful assembly. I am sure the Foreign Office will have heard her remarks.

Will the Leader of the House join me in congratulating the Hindu, Sikh, Jain and Buddhist communities, Councillors Ish Mistry and Senthil Karadiar, Rugby First, Rugby borough council, Keya Joshi, the marshals, volunteers and participants on stage on their very successful Diwali celebration held on Saturday and enjoyed by all Rugbians? Diwali symbolises light over darkness and reflects the wider need for understanding in our community. Could the Leader of the House consider granting time for a debate on all we can do to boost community cohesion and counter the forces that seek to divide us?

I am pleased to hear of the Diwali celebrations in Rugby. I am not going to repeat the list of all involved, but I am sure it was a fantastic event, and I wish everyone celebrating a happy Diwali. Community cohesion will become even more important as we go forward. I recommend that my hon. Friend seeks a debate so that we can start to build our way to better social cohesion.

I share the frustration, concern and indeed anger in many parts about the huge use of asylum hotels, and now HMOs, in dealing with the asylum backlog, which was left by the hon. Gentleman’s party after it was in power. Indeed, I remember the shadow Home Secretary and the shadow Justice Secretary going round the country opening these hotels and allowing this to happen. They left us with a huge backlog. We need to take all necessary steps to bring down illegal migration, deal with these issues and close the hotels. That is what we want to do, but as the hon. Gentleman says, we cannot just make the problem dissipate into other parts of the community. That is why we are working to tackle it.

Does my right hon. Friend agree that whereas the leader of Reform, the hon. Member for Clacton (Nigel Farage), was yet again in the United States—speaking perhaps a little too freely about freedom of speech in this country, and doing Britain down—this Government, led by the Prime Minister, were building Britain up, including through a very welcome £10 billion deal to supply Norway with five Type 26 frigates? Will the Leader of the House join me in congratulating the supply chain that will support it, including BAE Systems in Scotland, which will build the ships, and GE Vernova in Rugby, which will supply the hybrid-electric propulsion systems, meaning quality jobs all across our great country?

My hon. Friend reminds us that the effects of the huge contract with Norway to build frigates in this country will be dissipated right through our economy and into constituencies such as my hon. Friend’s across the country. We should be celebrating the international agreements that we have, not going abroad and doing this country down.

The levels of homelessness and housing need among our veterans is shocking and a wake-up call for all of us, and I will ensure that my hon. Friend has a meeting with the Minister. That is why we are taking steps to ensure that there is more housing provision for veterans and everybody else.

In July 2023, two Warwickshire police officers stationed in my constituency, PC Mateusz Dabrowski and PC Dominic Strange, courageously rescued someone from a burning car, risking their lives in the process, before attempting to save the person’s life with immediate first aid. Recently, the chief constable of Warwickshire police awarded the two officers the chief constable’s commendation and described their actions as

“an act of bravery of the highest degree.”

They have both been nominated for the national police bravery awards 2025. Will the Leader of the House join me in honouring the brave actions of those police officers? Does she agree that their actions epitomise the very best of our police service: selfless dedication to protecting the public?

I join my hon. Friend in giving our heartfelt thanks to PC Dabrowski and PC Strange for their heroic efforts. I hope their nomination for the national police bravery awards is taken forward and that they are given one of those awards, because it sounds like they are deserved winners.

As ever, the hon. Gentleman raises an incredibly serious issue. He will know that we continue to urge the Government of Pakistan to fully investigate incidents of violence, prosecute those responsible, and provide justice to victims and their families. As a Government, we are committed to defending freedom of religion and belief for all, wherever those issues exist.

Will the Leader of the House join me in congratulating the Change Grow Live charity, which helps people to overcome alcohol and drug addiction and recently opened a new recovery hub at its central Rugby office? I have seen for myself its holistic approach, from professional medical support to art sessions and the impressive ambassador programme run by former service users, which gives people dignity and hope. Does the Leader of the House agree that it would be good if we could debate the contribution made by such charities?

I join my hon. Friend in congratulating and thanking all the volunteers who engage in the Change Grow Live initiative in his constituency. We all know the effect that the blight of alcoholism has on families, children and those who are alcoholics, and how vital it is that people get support early and consistently. Getting that kind of support into communities to prevent alcoholism from developing in the first place is what our plan for the NHS and for this country is all about.

Some 96% of UK prisoners are men, most wars are started by men and most war criminals are men. As we work for a better future here and abroad, where conflicts and unilateral actions are sadly gaining the upper hand, does the Leader of the House agree that we must do more to bring the perspectives of women to the fore, as we did earlier this week? Does she further agree that while the majority of men are not the problem, some key problems are largely caused by men, so it is vital that we better educate boys and young people, and detoxify masculinity, so that over time we might reduce violence at home and abroad? Can time be found for a debate on this topic?

My hon. Friend is absolutely right to highlight the access that his constituents need to urgent and emergency care in his constituency. I am sorry to hear of the closure of the minor injuries unit. The Minister for Secondary Care will be here shortly for a statement. He might want to raise that with her then.

Will the Leader of the House join me in praising Labour-led Rugby borough council and all involved in organising the forthcoming Love Rugby festival, which will take place from 20 June to 6 July in our town centre? It brings together Rugby’s diverse communities and celebrates our amazing people, open spaces, volunteers and venues. Town centre businesses are throwing open their doors, as is the Rugby Art Gallery and Museum. As chair of the all-party parliamentary group on running, I am glad that the festival includes a “couch to 5k” run, which I will be joining. I wonder whether you, Mr Speaker, and perhaps the Leader of the House, might make the 55-minute train journey up to Rugby to join me, and take part in celebrating pride and place in Rugby?

I always prefer invitations that involve eating things, rather than running, but I will consider it. We have heard a lot about rugby today, but my hon. Friend raises a different kind of Rugby. I am sure that many people will be visiting his constituency.

As I said to the hon. Lady at the time, individual applications by airports are a quasi-judicial decision for the Secretary of State for Transport, so it is difficult to comment in advance of them. However, all those decisions are taken in the context of our legally binding climate commitments, as well as other factors. I do not know about today’s press reports that she mentions, but I will ensure that she and the House are updated on those decisions.

Ten young people confidently presented at my “Pitch your Policy” event in Rugby, and I promised to take the winning idea to Parliament and Ministers. Theo Speed won with his policy of extending voting rights to those with settled status; Izzy Hart came second with her policy for funding and support for people known to and working with children’s services; and in third place, Molly Wall suggested more resources for political education in the national curriculum. Will the Leader of the House join me in congratulating all who participated, and does she agree that my event shows that young people have the ideas and skills to be the architects of the future? We need to listen to them more and focus additional resources on the next generation through the national youth strategy, and perhaps there should be a dedicated Minister for youth sitting next to my right hon. Friend at the Cabinet table.

I congratulate Theo, Izzy and Molly on their success in the “Pitch your Policy” event. My hon. Friend is right that that shows that young people have a huge amount to contribute to the political debate in this country. That is one of the reasons why I and this Government are committed to votes at 16, because we think young people who are 16 and who want to and are able to contribute to our political debate should be given the opportunity to do so. I might not extend so much democracy among my own teenagers at home, but my hon. Friend makes an important point.

I will be quick, Madam Deputy Speaker. One of my constituents in Brownsover has been flooded several times over the past 10 years from leaks in Severn Trent pipes. The company makes good the damage, but does the Leader of the House agree that that is the bare minimum? The company should compensate for emotional harm—which I saw for myself on Saturday—and also consider buying homes at market rate when people cannot sell, and divert more resources away from shareholder dividends and towards fixing the infrastructure for the long term, so that my constituents feel the benefit of first-world amenities such as proper water infrastructure. Will she consider time for a debate on this?

Absolutely. Water companies and infrastructure in this country have not been working and have not been fit for purpose for a long time. We have passed the Water (Special Measures) Act 2025, which will begin to turn this around. Further measures will come forward as we look more broadly at the water companies.

I pride myself on knowing about most things the Government are doing, but I have to say that I am not that familiar with the pEPR regulations, though I will certainly find out about them. This Government are taking steps to ensure that we have a circular economy, and that packaging waste is kept to a minimum. I know the Minister has been to the House a few times to debate some of these matters, but I will ensure that the hon. Member gets a detailed response about that.

Will the Leader of the House join me in paying tribute to the emergency services crews from Warwickshire Fire and Rescue Service, Warwickshire police and West Midlands Ambulance Service, who this week attended a tragic and fatal fire in my constituency? Public servants such as these rush towards their fellow citizens in their time of need, and often rush towards danger. They show professionalism, compassion and often bravery, and so deserve our appreciation and continuing support.

I am sorry to hear about the tragic fire in my hon. Friend’s constituency. I join him in commending the amazing work that our emergency services do, and the professionalism and bravery with which they do it, putting their own lives at risk in doing so.
