I am grateful to the Minister for his response and, indeed, for the Government’s policy of ensuring that our brave armed forces men and women are not left out of pocket by the SNP Scottish Government’s bad decision to put up Scottish taxes—it has become known as the “nat tax” in Scotland—but I believe the damage has already been done. I have received anecdotal evidence from the spouses of armed forces men and women who are now not coming to Scotland because they fear paying higher taxes in Scotland if their spouses are serving there.

I am very grateful, Mr Speaker.

I understand the UK Government are looking at the effectiveness of short-term custodial sentences to reduce reoffending. I invite Ministers to look at the experience in Scotland, where short-term sentences have already been abolished yet reoffending rates remain stubbornly high. I therefore urge Ministers to look more closely at whether rehabilitation programmes in prison are working effectively, even those for prisoners on short-term sentences.

Procedural change could prevent it. That is putting it very simply. The hon. Lady will probably be aware that I have heard representations privately from her leader and her Chief Whip, and in days to come, if she and her colleagues wish to take opportunities to air these matters further, it should not be beyond their ingenuity and sagacity to find such opportunities. If there is a desire for such opportunities, the Chair is not an obstacle; the Chair is a facilitator.

On a point of order, Mr Speaker. Given that the effect of the vote on the last group of amendments was to create an even more powerful Scottish Parliament, which Scottish Nationalist party Members have voted against, what procedural changes will be made in this House to reflect those changes across the United Kingdom?

Off the top of my head, I do not have the foggiest idea. I do not know. The reason, however, why I do not feel very guilty in responding in such terms to the hon. Gentleman is that although it is always a pleasure to listen to him, and his intervention was enjoyable, it did suffer from the material disadvantage that whatever else it was, it was not a point of order.

Q7. I am sure the whole House will want to pass on our condolences to the family of Matt Campbell, who sadly died taking part in the London marathon on Sunday.Will the Prime Minister join me in congratulating the 40,000 runners, including many right hon. and hon. Members, who completed the marathon, raising huge amounts of money for local charities and good causes across the United Kingdom? In particular, we should thank the volunteers, medics and ambulance staff who made the event as safe as possible.

The position is pretty clear. In a speech, a Member should declare an interest so that Members of the House are aware of it. There is no requirement to do so when asking a question. Each Member must take responsibility for his or her decision to declare. I would not want it to be thought that there is huge ambiguity about this. It may be that it takes time for some to be fully conversant with the required procedure, although that is not a problem that will afflict the hon. Gentleman as he approaches his 39th year of consecutive service in the House of Commons, but I hope people will appreciate how to go about this matter. It is certainly very important.

This evening, I have the great pleasure of attending the 90th birthday celebrations of the Coldstream branch of the Women’s Institute. I am sure my right hon. Friend would be very welcome to join me. May we have a debate to pay tribute to the great work the Women’s Institute does, not just in Scotland but across the United Kingdom, to support women and local charities?
