Of course, it is not just about the cash settlement; it is about the interaction with other pots of money that are being spent, particularly in the health service, which is at the top of my mind and the Chancellor’s mind as we concentrate on what to do on Thursday.

Commons ChamberI do not accept the premise of the hon. Gentleman’s question. The estimate of the amount of fraud is broadly in line with what we see in other Departments, including the Department for Work and Pensions. There is no complacency here. There is a desire to iterate our response by using insights into behaviour to examine all avenues to reclaim this fraud, and we will continue to take that approach fairly across all the schemes.
It is interesting to hear the Minister confirm what I have often believed—that it was pressure from my colleagues on the shadow Treasury Bench that forced the Government to extend their proposed action to support businesses. I am glad he has confirmed that, but, on the specifics of this case, does it not say everything about this Chancellor that he is willing to write off £4.3 billion but does not have the courage to come to this place to respond to the question asked by my right hon. Friend the Member for Wolverhampton South East (Mr McFadden)?
I have been in the Treasury for more than four years under three Chancellors. I have supported them all to the best of my ability, and I will continue to do so. What I can tell the hon. Gentleman is that the Chancellor has been absolutely committed from the start to design the best possible scheme to provide the money to support businesses and individuals up and down this country. Since then, the £100 million investment in extra HMRC personnel has been designed to maximise the recovery of fraud. The work on duplicate application checks, the changes in director information and the HMRC turnover check—all these insights were designed to minimise the loss to the taxpayer. That governs the Chancellor’s approach, and it governs the approach of all Ministers and officials in the Treasury.

Commons ChamberPrevious receipt of covid-19 support should not, in and of itself be a barrier to credit provided that the applicant meets the lender eligibility criteria. It remains important that lenders carry out checks to ensure that they do not lend to individuals in an unaffordable way.
I take the Minister’s point and I agree with what he is saying, but that is not the reality of what people are finding in my constituency. Business owners as diverse as a music teacher, a house renovator and an airport taxi driver have been told that the reason they cannot get a mortgage or other credit arrangements is that they have availed themselves of the Government’s schemes. Their businesses are up and running, and it is concerning if no assessment has been performed. Will the Minister get in touch with people at the high street banks and prevail upon them to ensure that businesses with a sustainable track record that simply used those schemes are not penalised for that reason?

Commons ChamberThe Government have put together an unprecedented package of support for the self-employed, including the self-employed income support scheme, the temporary £20 per week increase in the universal credit standard allowance, and temporarily suspending the minimum income floor. The self-employed are also able to access the restart grant, the recovery loan scheme and business rates relief.
I am grateful to the Minister for that answer. However, my experience with some self-employed people in my constituency is that, having been self-employed for several years and accepted support from the self-employed scheme, if they then try to get credit, they are told that because they were on that scheme they are no longer eligible for credit, even though there is no reason to suspect that they will not be able to carry on being a guitar teacher, or whatever it is that they do, after the crisis is over. What can he say to the banks to ensure that they take a sensible approach to these people, who have perfectly sustainable businesses that have been suspended temporarily because of the Government’s restrictions but are just as good a credit risk as they were three or four years ago?
The hon. Gentleman makes a very sensible and worthwhile point on this matter. We are looking closely at the Financial Conduct Authority’s “Financial Lives” survey, which indicates the degree of liquidity that exists. I work closely with the lenders on affordability assessments for the self-employed. I am happy to commit to continue to keep this matter under review and to receive further representations from him.

Commons ChamberWhile branch closures are commercial decisions for banks, I regularly engage with all key stakeholders on this issue and I recognise that it can be very difficult for some constituents, particularly if a branch is the last one in a community. The major banks have signed up to the access to banking standard, overseen by the Lending Standards Board, and that commits them to work with communities to minimise the impact of branch closures.
When the Government bailed out the banks, it was partly in recognition of the fact that banks were public services as well as profit-making businesses. I am disturbed—as will be the people of Staveley—by the Minister’s hands-off approach. Do not the Government either need to sit down with the banks and ensure they have a real commitment to having a bank branch in towns such as Staveley or adopt Labour’s proposal for a post bank so that we can have some Government control to make sure we have services where they are desperately needed?
I have looked into the situation in Staveley and it will be served by a mobile bank following the closure. The post office, where a 24-hour ATM is available, is just a six-minute walk from Lloyds. The number of people visiting the counter at Lloyds bank in Staveley fell by 22% in the last year, so it is understandable why Lloyds has made that decision. The Government’s investment in the Post Office and its banking services facility is our solution.

Commons ChamberI am familiar with the hon. Gentleman’s situation and his correspondence with the Financial Conduct Authority. I believe that he has met FCA representatives. The FCA has strong powers to ban products. It has unlimited fines at its disposal and it can order repayments. As the hon. Gentleman knows, 51% of applicants for loans will receive the advertised rate, and those are the terms that the FCA works to.

Commons ChamberI shall talk in more detail shortly about the way in which the review is being put together. However, in the case of an issue of this kind, on which there are plainly differences of opinion, it is nonsense to suggest that the involvement of different people with different opinions is a shambles. The position is absolutely clear: the Labour party is discussing this decision, and we will listen to a variety of views before reaching a conclusion.
I think that many Conservative Members will be very sympathetic to the serious way in which the hon. Gentleman is tackling this matter, but will he undertake to return to the House when the review has been completed, in order to clarify the Labour party’s position for the benefit of the nation? It is obvious that there can be no fudging on the issue of nuclear deterrence: you are either in or out.
I will be able to offer a bit more clarity to the hon. Gentleman very shortly.
The SNP motion has, as the hon. Member for Argyll and Bute was honest enough to admit, not been without problems. The original motion, which each SNP Member signed without noticing the mistake, said Trident should not be “removed”. Subsequently, they discovered they had made that mistake.
As the Secretary of State made clear, the motion talks about Trident, but actually the decision we are facing at the moment is about renewal of the Vanguard class of submarines, not renewing Trident at all. Important details like that may be lost on SNP Members, as, indeed, apparently was the outcome of the Scottish independence referendum, in which the majority of Scots voted in favour of staying part of the United Kingdom and they will be aware that that involved having Trident.
