Yes, I have frequent conversations with the Secretary of State and other Ministers about health budgets. We will be increasing the public health grant to £3.575 billion for the next financial year. That is to ensure that we have that real-term funding protection over the next two years, but there are a number of other interventions that we are making on delivering services more effectively, ensuring that we have the provision of additional staff with the long-term workforce plan for the NHS. None the less, I do recognise the challenges that a post-covid NHS faces in terms of the legacy of demand that is yet unmet. We are continuing to work to bring down waiting lists and we have seen significant progress recently, particularly with two-year and 18-month lists.

A key part of improving the public health and wellbeing of my local residents in Kettering is the redevelopment of Kettering General Hospital. Can the Chief Secretary to the Treasury confirm that the £400 million-plus redevelopment of KGH remains on track for completion by 2030, and that the standardisation of the design of the 40 new hospitals will help to reduce costs and increase deliverability?

Kettering General Hospital is always at the top of my mind when I come to Treasury questions, but the bigger challenge, as my hon. Friend rightly points out, is how we ensure the efficiency of the expenditure of every pound of taxpayers’ investment in the health estate. I shall continue to work with the Secretary of State on that plan for the 40 hospitals to make sure that we achieve that.

I do not accept that characterisation at all. I do understand the impact of mesothelioma, as my father died of it, but this Government have invested £15 billion to keep schools safe since 2015, and the Chancellor has set out other figures as well.

T4.   Some 10 million calls went unanswered at His Majesty’s Revenue and Customs last year. Of those who did get through, two thirds had to wait more than 10 minutes; meanwhile, four out of five HMRC staff are working from home. What is being done to improve the appalling level of customer service at HMRC?

We have got record levels of migration at this time. At the Budget, we set out a clear plan to get more people in this country back into the workplace, with a number of interventions through the Department for Work and Pensions and the health service. We have had to make a fine judgment around those fees in the context of not borrowing any more money. If the Liberal Democrats wish to be taken seriously as a party of government, they will have to make the numbers add up.

I welcome the Chief Secretary’s statement. Would he be kind enough to confirm for teachers in Kettering that the 6.5% pay increase recommended by the independent pay review body will deliver the biggest pay increase for teachers in 30 years, that the new starting salary for teachers of £30,000 will be at its highest ever level and that the Government will be fully funding the pay award so that schools do not have to raid their own budgets to honour it?

As ever, my hon. Friend is spot on. Everything that he said is absolutely correct. This is a significant pay settlement for teachers, and I hope that in due course we will learn that striking workforces will end their action and we can look forward with confidence to the autumn term.

I am sorry, but I cannot give the hon. Gentleman an exact answer. What I can say to him is that, according to HMRC, the expectation of fraud as part of that particular intervention in the summer of 2020 was about 8.5%, and the figures submitted by Jim Harra, the head of HMRC, in last year’s report were in line with the expectations set out at the start of this journey.

Our much-loved Kettering gymnastics club provides sporting facilities for about 1,000 local young people every week. It is a not-for-profit club, registered with HMRC under the community amateur sports club scheme, and it operates as a club and not as a business. It has previously received covid grant funding from the council, but the later schemes issued in December 2021 seem to refer just to businesses, rather than to clubs. Can the Minister clarify the Government’s guidance to local authorities about whether clubs are eligible for the new funding?

I recognise that the gymnastics club in Kettering, along with so many other clubs of that type around the country, provides an enormously valuable point of contact for young people. I should be happy to examine my hon. Friend’s point in detail and write to him with clarification, rather than dealing with it from the Dispatch Box. The principle of giving discretion to local authorities in order to meet the needs in particular communities has guided the Government throughout this process, and we have used this grant channel a number of times for that reason, but I will look as sympathetically as I can at the question that he has raised.

The Government will do whatever it takes, but we also want to make sure that when we do it, it will be effective. The hon. Gentleman made a specific point about statutory sick pay, and the Government will bring forward a package of measures in due course.

Many of the “just about managing” are not managing, and there will be many more of them in the next few days. The last thing we need at this time is an over-engineered new system. As a humble Back Bencher, I have heard many good ideas in the Chamber this morning—particularly from my right hon. Friends the Members for Chingford and Woodford Green (Sir Iain Duncan Smith) and for Tunbridge Wells (Greg Clark) and the right hon. Member for East Ham (Stephen Timms). If those three right hon. Members are not in No. 11 for a meeting later today, I will be really disappointed. We have had the architect of universal credit in the Chamber, and he has given the Government the answer to their problem. Please can we get a move on?

I take the challenge from my hon. Friend in the spirit in which it was intended. There is no sense that the Treasury is trying to over-engineer anything. We are not trying to restrain spending for the sake of restraining it. We want to bring forward an effective package of measures that effectively meets the needs of the most vulnerable. My hon. Friend makes the reasonable point that a number of colleagues of great seniority have raised significant points of interest, and I will ensure that their contributions are heard at the heart of this process today.

The aforementioned Business Banking Resolution Service opened to expressions of interest last November, ahead of its full launch later this year. Meanwhile, the expansion of the FOS last April means that over 99% of all SMEs now have access to fair, free and fast dispute resolution.

The hon. Member for Strangford (Jim Shannon) asked me to give way; I am happy to do so, but I want to refer to the points that he made. He referred to the eligibility of the BBRS. It is not for me to determine the eligibility of the BBRS, but his points about the prioritisation of cases will have been heard very clearly by those who have set up that service, and I urge the BBRS to reflect on his contribution to this debate.

The BBRS and the expansion of the FOS build on several initiatives that the Government have introduced, including the senior managers certification regime, which will hold key individuals at banks to account for the decisions that they make, including decisions that could impact on their SME customers. The industry has also made changes. For example, all major lenders are signatories of the standards of lending practice, ensuring that banks treat their customers in a fair and reasonable way. I hope that these steps, together with the work carried out this year to address historic SME disputes, will bring unresolved disputes to a close and prevent the same circumstances from occurring again.

I will conclude by saying that over the past year Sir Ross has taken considerable time to discuss sensitive and often distressing matters with customers; he has had 49 meetings with 62 customers, alongside his adopting a detailed and forensic approach to the cases he has reviewed, so I thank him for his efforts.

I welcome the commitment of Lloyds to implementing the recommendations of the Cranston review, and I will follow progress closely. I note the points made by the hon. Member for Glasgow Central (Alison Thewliss) and others, and I will reflect on them carefully.

The establishment of the Business Banking Resolution Service provides a further means of redress, and I look forward to seeing it bring closure to many long-running disputes. I am confident that we can continue to build on the good work that industry, small business representatives, regulators and Government have begun to rebuild trust, so that small businesses can access the finance they need to prosper and grow.

I thank the hon. Lady for her kind remarks about my constituency. I am familiar with the reports that appeared in The Guardian yesterday evening about the case to which she has referred. Following the response by the Financial Action Task Force to a two-year review of our standards in the United Kingdom, the Government recognise that we are world leaders in this regard, but there are some outstanding concerns about reports of suspicious activity in the banking sector. Work is ongoing, and I will take a close interest in it.

Can the Minister quantify the amount of extra tax that the Government have collected since 2010 that would otherwise have been unpaid, as a result of the measures they have taken to tackle money laundering?

I cannot give my hon. Friend the exact figure, but we are anxious to crack down on suspicious activity when reports give us reason to believe that further measures are necessary. We have taken action in improving cross-governmental co-ordination, and we are working closely with the Home Office on the suspicious activity reports.

The extension to the transition period is designed to replace the backstop to the backstop. Given that the Irish Government and Her Majesty’s Government have both said that they are not going to build the hard border, who is?

We need to understand that the backstop is just that—it is not expected that it will need to come into force. We must secure an agreement and come to arrangements that work for both sides.

I am happy to give my hon. Friend that assurance. I have deep conversations on this matter with the Financial Conduct Authority regularly. I also met representatives of Scotcash and the credit unions over the recess to see what alternative supplies of affordable credit are available.

Under Labour, household debt rose in every year bar one, but the Office for National Statistics now shows that, since 2010, the number of children in workless households has fallen by a staggering 637,000. Does that not demonstrate the huge contrast between the economic achievements of this Government and the track record of the Labour party?

Northamptonshire County Council is proposing to cut 28 of its 36 libraries. Will the Minister send in the Government’s libraries taskforce to see whether a county-wide libraries trust might be set up to save these vital public services?

My hon. Friend makes a reasonable point. I will be visiting a number of libraries in the new year, following the seven I have already visited, with the new chair of the libraries taskforce, and I will be happy to engage with my hon. Friend and his local authority to see whether there are alternative ways forward.

I agree absolutely that we must look at how relationships are formed in the home and recognise that families exist in a wide range of sometimes sad circumstances. We must not be squeamish about being honest about messy situations, but recognise that solid family relationships give children the best platform to develop good and meaningful lives in society.

I want to focus on the importance of children’s relationships with their fathers, especially when fathers cannot live with their children. I believe that fathers’ involvement boosts children’s self-esteem and confidence and that children with good relationships with their fathers are less likely to experience depression or exhibit disruptive behaviour at school. When fathers are actively involved in their children’s care, children are more likely to feel good about themselves, do well at school, avoid trouble and reach their potential.

Several months ago, a lady came to my surgery saying that her relationship with her partner had broken down after they had lived together for 10 years. During that relationship they had brought up their own child and another child who had been born a year before the relationship began. The acrimony of the breakdown of the relationship had led the departing father to arbitrate on which child—they were only a year apart in age—he would want to have contact with. The one who was not his blood relative—the stepchild—wanted to maintain the relationship because the man was the only father figure he had known, but his birth child was more reticent about seeing his father. The impact of the disruption on those children and the arbitrary removal of that father influence would have tragic consequences. That experience typifies many that we hear about in our surgeries and throughout society, and we must respond to it.

It is highly worrying that the Centre for Social Justice has estimated that more than 1 million children have no meaningful contact with their fathers by the end of their childhood. The shocking but quotable statistic that a young person is considerably more likely to have a smartphone than a resident father is a sad indictment of society.

The coalition’s programme for Government promised to encourage shared parenting from the outset and to look at how best to provide greater access rights to non-resident parents, but I would like to highlight three areas where we could do more. First, we should bring into force schedule 6 of the Welfare Reform Act 2009 on joint birth registration, which requires fathers to register themselves on birth certificates. As my hon. Friend the Member for Enfield, Southgate said, there seems to be some ambiguity about why that has not happened. At present, the law on birth registration signals that fathers are less important to children than their mothers and that less is expected of them. If they are not married, the mother, not the father, is named automatically. Crucially, the mother’s approval is required if the father wants to be named. Obviously, there must be appropriate exemptions, such as when the mother does not know the father’s identity or whereabouts, the father lacks capacity within the meaning of the Mental Capacity Act 2005 or the mother has reason to fear for her safety or that of the child if the father is contacted in relation to the registration of the birth.

If that change was made and the mother wanted the father to be recorded, but that was against the father’s wishes, the mother could identify the father independently. Similarly, a father who wanted to be named but was obstructed by the mother could declare his paternity and have his name recorded against her wishes. Being named on a birth certificate confers parental responsibility and the right to be involved in decisions affecting where the child lives, their education, religion and medical treatment. If fathers are not registered on the birth certificate, that predicts both less involvement in their children’s lives and low or non-payment of child maintenance. Australia achieved a reduction of 20% in mother-only registrations during the 10-year period between 1994 and 2004 by adopting a similar measure.

Secondly, if parents separate, it is often highly beneficial to children if they continue to have a relationship with both parents. Yet it can be incredibly difficult to ensure there are well functioning contact arrangements with children. That can be incredibly painful for children, but it is understandable because parents’ inability to work together rarely repairs itself naturally after they have split up.

At this point, I want to refer to a meeting I had on Saturday in Salisbury, where I gave out some awards to volunteers at Salisbury’s contact centre, and in particular to Liz Sirman, who has spent the last five years managing that contact centre. I said then, as I do now, that it seems we can either say that the glass is half-full or half-empty. We can either say that it is lamentable to have children’s contact centres, where parents’ relationships are so broken that they have to rely on volunteers to arbitrate—one partner delivers the child and goes, and another comes to collect the child, and then there is the same process in reverse—or we can pay tribute to the work of such centres, as they try to rebuild relationships and help those families form better relationships in the interests of the children.

We need to be willing to support families once parents have separated. The Department for Work and Pensions innovation fund has invested significantly in better ways of doing that. Additionally, we need family relationship centres, such as those that have been functioning in Australia for several years. Pioneering centres such as Island Separated Families on the Isle of Wight and the Jersey Centre for Separated Families will shortly be joined by other centres in the midlands and the north-west of England. Their help for separated families could be delivered within the system for family hubs mentioned by my hon. Friend the Member for Congleton.

Finally, although the contributory principle in child maintenance is indispensable, it should not have the unintended consequence of preventing non-resident parents from playing a meaningful role in their children’s lives. Some low-income parents are being left with too little money to look after their children adequately while they are in their care after paying child maintenance. That is because the current thresholds at which maintenance is paid are fixed at 1998 prices, and there is no self-support reserve in our system, unlike in many other countries.

This is a critical and controversial area, but we have to examine the reality of how these dynamics are working for the poorest in our society. We need to look at making interventions that change those rules to facilitate better dynamics between, and more involvement of, both parents in bringing up a child. I know that the Minister, who is universally seen as one of the most capable and thoughtful individuals in Parliament, will reflect very carefully on these points. I look forward to hearing what he has to say in response today and subsequently by letter, if some of these issues cannot be responded to today, but I urge him to reflect on the spirit and the substance of what has been said this morning. We are here because we can see an epidemic of family breakdown in our society. We are concerned about the life trajectory of those children, and I urge him to do anything that he can to improve that situation, such that those children can look forward to better lives, with both parents involved in their upbringing.
