Commons ChamberMy hon. Friend is absolutely right to raise this important matter. The Government believe that the SEND system is broken; it does not work for children and their carers. As part of our plan for change, we are committed to creating a new system that truly supports every child and we will set out our approach in the forthcoming schools White Paper. I understand from my own constituency how people at the forefront of this find it hard to know why they have to wait. We have announced £1 billion in extra funding to help schools with the additional costs they face, including for SEND provision, and I encourage whichever authority has the power to spend that money to do so wisely and quickly.

Will the Leader of the House join me in congratulating the great town of Paisley in my constituency on being shortlisted for the Scotland Loves Local town of the year award? Will he go further and throw his full support behind Paisley’s nomination as the best local town in Scotland?
There is a certain risk to that, but I will do it. I certainly join my hon. Friend in congratulating Paisley, and wish it the best of luck. She raises the important point about pride in communities and I am sure that her constituents are proud. I hope that that is recognised, and that she is a proud champion for Paisley.

Friend in congratulating all those who got their GCSE results this summer, in his constituency and around the country, on all their hard work, particularly those at Worden academy. The headteacher and leadership team there have turned that school around and are getting fantastic results this year.

Commons ChamberI could not have put it better myself. The contrast between the NHS in England and the NHS in Scotland under the SNP Government could not be clearer. As my hon. Friend said, they have just had a record Budget settlement, so there really is no excuse. They should definitely learn some lessons from what we are doing here.

Under the previous Conservative Government, changes were made to how claimants access the diffuse mesothelioma payment scheme, which is designed to compensate those with rare asbestos-related lung cancers. Those changes forced claimants to use outdated paper forms instead of online applications. As a result, people facing terminal illness experienced unacceptable delays in receiving the support they were rightly entitled to, including my constituent Carolanne’s husband Jack—sadly no longer with us—who was left waiting months because of that bureaucracy. Will the Leader of the House help to facilitate a meeting between me, my constituent and the relevant Minister to ensure that the process is streamlined to better support those who need it?
I am really sorry to hear about that case. Those who suffered with mesothelioma still suffer a great injustice. I will absolutely ensure that my hon. Friend gets a full response from a Minister, and hopefully a meeting on the matter.

Commons ChamberThe hon. Member raises a really important issue. We recognise that medicines and their availability need to be carefully monitored and regulated, and there are various processes in place to do that. I will ensure she gets a reply from Health Ministers about that particular case.

After many years of dedicated service, a former police officer from my constituency is being failed by the Scottish Public Pensions Agency’s mishandling of the police pension scheme and outrageous delays to the issuing of remediable service statements. Months of delays in receiving her remediable service statement has left her unable to plan for her future. Instead of enjoying a well-earned retirement, she is now forced to continue working due to the failure of the SNP Government in Holyrood. This is not just the usual SNP incompetence; it is a betrayal of those who have served our communities. Does the Leader of the House agree not only that this situation is deeply shameful but that the only way to restore dignity to our public servants and honour the promise of a secure retirement for workers across Scotland is to elect a Scottish Labour Government next year?
I absolutely agree with the sentiment of my hon. Friend’s question; it is a shocking case. The SNP’s record in government is one of waste, short-termism and a lack of transparency, failing the people of Scotland and constituents like hers. Our police officers do phenomenal work every day, and they deserve respect and dignity in retirement.

Commons ChamberMy hon. Friend is not the first Member today to raise the issue of her constituency’s post office services, which are vital. Post offices provide a huge range of services, many of which have now gone from our communities and high streets, including access to cash and banking services. I am sorry to hear of the proposed closure of the post office in her constituency. I join her in putting pressure on Post Office Ltd to look at these issues and make sure it takes on board the local MP’s concerns.

As a lifelong trade unionist, I will be proud to stand with my constituents in Paisley and Renfrewshire South this weekend as we have our annual Sma’ Shot Day, which is our annual celebration of the historic victory of local weavers in their trade dispute with the Paisley mill bosses. This week, our Labour Government are building on their legacy with the introduction of our parental leave review and of the timescales for the implementation of our Employment Rights Bill. Will the Leader of the House join me in congratulating everyone involved in our annual Sma’ Shot celebrations and in paying tribute to the work being done to advance workers’ rights?
I only learned of the Sma’ Shot Day celebrations last week, and I was really proud and pleased to hear about them. I am also proud of the work this Labour Government are doing to build on the legacy of the generations of those who campaigned for workers’ rights with our Employment Rights Bill and our parental leave review.

In the autumn statement, the Chancellor announced the largest devolution settlement in the history of the United Kingdom. It is deeply concerning that despite the Government giving Scotland the funding that it needs to deliver vital public services, the SNP-run East Renfrewshire integration joint board has launched its second attempt to close the Mirin and Milldale day care centres, which provide essential services supporting people with learning and physical disabilities, autism, and older adults and children. Will the Leader of the House join me in condemning those savage cuts by the SNP-run integration joint board, and call on the SNP to rethink and save those services?
My hon. Friend makes a very strong case. She is absolutely right that, after decades of failure under the SNP Government, local people are crying out for change. We gave the Scottish Government the largest budget settlement in their history, and they have no excuse for not using it well.

This Government have taken a number of steps to support our carers, with the biggest increase in carer’s allowance in generations and many other measures. I am sure that we will debate social care many times in this House in the coming months.

Gentleman for the way he asked that question and for putting on the record his disgust at how people warp what others say and edit things together to give a different impression of their values and opinions, as sounds like has been done to Anas Sarwar. I thank him greatly for that.
We have to tackle mis and disinformation, especially in our political discourse. Parties that purport to be mainstream really should know better than to engage in this type of activity. The Electoral Commission has powers in this regard, but we recognise that those powers and some of the laws around such matters need strengthening. That is why we are bringing forward an elections Bill next year. I hope that Reform heard the hon. Gentleman’s question and takes down the video he described.

The Scottish National party pretends to be on the side of elderly people in our communities, but despite the rhetoric, the SNP-led Renfrewshire integration joint board has taken the heartless decision to slash funding to the Food Train—a vital volunteer initiative that supports our elderly residents with prepared meals and shopping, and helps them to live independently. The Food Train’s funding has been cut, despite the Scottish Government having received a record-breaking funding settlement from this Labour Government. Will the Leader of the House join me in condemning Renfrewshire IJB’s heartless decision?
I am really sorry to hear about the decision on funding for the Food Train, which sounds like it is a short-sighted one. As my hon. Friend says, this Government have given the Scottish Government a record budget settlement, and I hope they will use that record budget to support local services like those in her constituency.

Commons ChamberLeasehold and unscrupulous managing agents are a huge issue for many of our constituents. We are committed to ending the feudal leasehold system for good. We have the commonhold White Paper. The Minister has announced how he will bring into effect measures from the previous Government and we will have a leasehold reform Bill later in the Session. My hon. Friend’s constituents will get the recourse and the services they deserve.

At the last session of business questions, the Leader of the House kindly joined me in congratulating one of my constituents, Jean Gallagher, who had just received a provost award from the Renfrewshire provost for her 25 years voluntary service at the Johnstone learning centre. Little did we know that at the same time as recognising Jean’s incredible service, the council was planning cuts to that vital service, leaving it in jeopardy. Will the Leader of the House join me in condemning those cuts, and does she agree that the local SNP-run council should instead be using the money it has been given by this UK Labour Government to invest in these vital services?
Absolutely. This Government have ended austerity in Scotland by giving the Scottish Government the biggest boost to their budget that they have ever had. They have the money; they have the powers. We really should not see services being cut like they are.

We want to ensure that people can easily and readily apply for a passport, which is a vital identification document. We have to do that in a way that makes sure we have confidence in the system, but I will certainly ensure that the relevant Minister looks into this case.

I recently had the honour of attending Renfrewshire council’s provost community awards to celebrate the incredible contribution that many make to our communities. Will the Leader of the House join me in congratulating the winners from Paisley and Renfrewshire South—Jean Gallagher, who has volunteered for 25 years at the Johnstone learning centre, the Autastic Club, OB Muay Thai gym and Craig Ferguson, who has raised many thousands of pounds for men’s mental health?
