Commons ChamberMy hon. Friend raises an important matter. We recently announced 19 new technical excellence colleges in England, on top of the 10 confirmed for the construction sector last year. We are expanding the youth guarantee to create further opportunities for young people. However, as she points out, we need to go further and we are committed to doing so. I encourage her to apply for a Westminster Hall debate to explore how we can expand the opportunity to study at university technical colleges. That is, as she points out, so important for our young people and local communities.

Friday 8 May is a significant day: the country will celebrate the 100th birthday of our national treasure, Sir David Attenborough. [Hon. Members: “Hear, hear!”] He is an icon of broadcasting, a steadfast champion of the natural world, and an educator who has brought science and all corners of our world into the homes of millions of people. His contribution to our national life is without equal. He remains the only individual to have received BAFTA awards across black and white, colour, high definition, 3D and 4K broadcasting, and one of the very few people to have been knighted twice. On the off-chance that these are the last business questions before Sir David’s birthday, will the Leader of the House join me in wishing him a very happy birthday, and will he support a debate in Government time on the immense contribution that Sir David has made to our nation and on the merits of establishing a permanent public monument to honour it?
I thank my hon. Friend for raising that matter. As I said previously, Sir David Attenborough has been instrumental in teaching generations about the importance of the natural world. I am sure that the whole House will join me in celebrating the monumental occasion of Sir David’s 100th birthday, and let us give some thought across the House to how best we can mark that.

Commons ChamberI certainly join my hon. Friend in congratulating Ashley on his remarkable service—44 years of continuous service to his community is an incredible achievement. I thank him, and indeed other councillors who reach such a milestone, whichever party they represent. I understand that Ashley quoted our dear friend Jo Cox in his farewell speech last night, saying that we have
“more in common than that which divides us.”—[Official Report, 3 June 2015; Vol. 596, c. 675.]
That is a lesson that we should all take on board. I thank Ashley for his service and wish him a very happy and peaceful retirement.

Last week, like many others, I watched in horror as the Union Corner building in Glasgow succumbed to a devastating fire, having stood as an iconic landmark of Glasgow for over 175 years. Thanks are due to firefighters such as crew commander John Banach, from Johnstone in my constituency, who worked tirelessly to contain the blaze, safeguarding lives and preventing further catastrophic damage to Glasgow Central station and the many historic buildings around it. Will the Leader of the House join me in paying tribute to John and the crews at the Scottish Fire and Rescue Service for their remarkable and valiant efforts to contain this terrible incident?
I pay tribute to John and, indeed, his colleagues. I am sorry to hear of the devastating fire, but as my hon. Friend said, firefighters acted heroically to save Glasgow Central station and many of the historic buildings that surround it, and they contained the fire. I join her in paying tribute to John and all the crews at the Scottish Fire and Rescue Service for their work. I also place on the record my congratulations and thanks to my hon. Friend, whose work on behalf of Ukraine’s children was this week recognised, quite rightly, by the Ukrainian Government.

I always share concerns where there are job losses as industries come under pressure and face new challenges. If he seeks a meeting, I will ensure he gets one.

On Saturday evening, I joined more than 500 members of the local community at Paisley town hall for a spectacular evening of Gaelic music, song and celebration as we celebrated 10 years of Fèis Phàislig. The Fèis provides a fun and welcoming space for young people across our area to learn and share Scotland’s Gaelic cultural traditions. Will the Leader of the House join me in congratulating the director, Grant McFarlane, and the board of volunteers for their commitment to our cultural traditions and wish a very happy 10th birthday to Fèis Phàislig?
I absolutely join my hon. Friend in congratulating Grant McFarlane and everyone else involved in Fèis Phàislig—if I pronounced that correctly.

Commons ChamberThis matter has been raised constantly in previous sessions, particularly more recently as what is happening in the other place has become clear. As I have said previously, nobody benefits from legislative deadlock. The other place has a duty and a responsibility to scrutinise legislation. It has the right to scrutinise legislation, clearly, but it has a duty and a responsibility, too. There are conventions about the way it does so, so I urge the other place to do everything it can to expedite these matters and respect the view—the clearly expressed view—of the elected Chamber.

A very merry Christmas to you, Madam Deputy Speaker.
My constituents would have been forgiven for thinking that Christmas had come early last weekend, because we were treated to not one, but two major sporting achievements. Will the Leader of the House join me in congratulating Stephen Robinson and everyone at St Mirren football club for their historic achievement in winning the Scottish Premier Sports cup, after their 3-1 victory over Celtic, the first club in the UK to win a major trophy under fan ownership; and Johnstone Burgh FC on its excellent 2-0 victory over Renfrew in the Scottish Communities cup?
I join my hon. Friend in congratulating St Mirren football club and Johnstone Burgh FC on their achievements. I hesitate to go further, because what I am quickly learning in this job is to tread carefully where the often tribal matters of local football are concerned.

Men’s mental health is at the forefront of the Government’s health strategy, and the role of fathers is considered as well. Perhaps he will get an opportunity to raise the issue in an Adjournment debate or in the pre-recess Adjournment debate.

Some 60% of UK households enjoy the company of a pet, but the cost of caring for their health has increased exponentially in recent years. Since 2015, vet fees for household pets have soared by 63%, far outpacing inflation. The Competition and Markets Authority recently published its provisional findings into the veterinary services sector, proposing much-needed remedies to tackle the eye-watering rise in costs. Will the Leader of the House support a debate in Government time on the cost of living pressures on pet owners and what measures might be put in place to ensure that essential pet care remains affordable for families across the UK?
I know that veterinary costs will be a real concern for many, and I say that as a pet owner. The Government will consider any remedies from the Competition and Markets Authority’s final report next year, but in the meantime if my hon. Friend could secure a debate, I am sure that many hon. Members from across the House would share her concerns.

Commons ChamberI invite the hon. Lady to apply for an Adjournment debate as this matter has been raised a number of times in business questions. I know that there has been an attempt to get a banking hub, but I suggest that she pursues that and draws that to the attention of Ministers. We changed the law to ensure that, where they are necessary, face-to-face banking can take place through banking hubs, so I would not give up on it.

Recent figures from Police Scotland show that Paisley now has the highest sickness absence rate of any police area in our country, which is a clear sign that our dedicated officers are being pushed to the brink by relentless workloads and constant pressure. The fallout is hitting my constituency hard, with antisocial behaviour in Paisley town centre putting people off visiting our beautiful town and hammering local shops that should be thriving. Will the Leader of the House join me in calling out the SNP’s reckless mismanagement of Police Scotland and urge it to invest in our public services the £10 billion that it has had from this Labour Government since we were elected?
I hope that the SNP has heard my hon. Friend’s remarks, because keeping people safe is the first responsibility of any Government. It is important that we support the police in both the powers and the resources we give them. Our Crime and Policing Bill will equip the police in England with new, stronger powers to tackle the crimes that matter most to communities. I urge the SNP Government to listen carefully as, after all, they received the largest funding settlement since devolution at the recent spending review.

One hundred and 10 years ago this month, Mary Barbour, who was born in Kilbarchan in my constituency, led the Glasgow rent strikes, standing up to improve housing conditions for working people. The legacy of that strike gave us the rent restrictions Act, a landmark safeguard that shielded tenants from exploitative profiteering right up until the wave of Thatcher-era deregulation. Will the Leader of the House join me in recognising Mary’s legacy and calling out the SNP Government in Holyrood for undermining it? Some 13 councils across Scotland have now been forced to declare a housing emergency and 10,000 children in Scotland are left stuck in homeless accommodation.
I will join my hon. Friend in recognising the important legacy of Mary Barbour. I invite my hon. Friend to seek an Adjournment debate in which she could not only highlight the housing emergency she refers to in Scotland but put on record that Scotland has secured a record funding settlement this year, and therefore the Scottish Government should be held to account for that.

Commons ChamberMy hon. Friend is absolutely right to raise this important matter. The Government believe that the SEND system is broken; it does not work for children and their carers. As part of our plan for change, we are committed to creating a new system that truly supports every child and we will set out our approach in the forthcoming schools White Paper. I understand from my own constituency how people at the forefront of this find it hard to know why they have to wait. We have announced £1 billion in extra funding to help schools with the additional costs they face, including for SEND provision, and I encourage whichever authority has the power to spend that money to do so wisely and quickly.

Will the Leader of the House join me in congratulating the great town of Paisley in my constituency on being shortlisted for the Scotland Loves Local town of the year award? Will he go further and throw his full support behind Paisley’s nomination as the best local town in Scotland?
There is a certain risk to that, but I will do it. I certainly join my hon. Friend in congratulating Paisley, and wish it the best of luck. She raises the important point about pride in communities and I am sure that her constituents are proud. I hope that that is recognised, and that she is a proud champion for Paisley.

Friend in congratulating all those who got their GCSE results this summer, in his constituency and around the country, on all their hard work, particularly those at Worden academy. The headteacher and leadership team there have turned that school around and are getting fantastic results this year.

Commons ChamberI could not have put it better myself. The contrast between the NHS in England and the NHS in Scotland under the SNP Government could not be clearer. As my hon. Friend said, they have just had a record Budget settlement, so there really is no excuse. They should definitely learn some lessons from what we are doing here.

Under the previous Conservative Government, changes were made to how claimants access the diffuse mesothelioma payment scheme, which is designed to compensate those with rare asbestos-related lung cancers. Those changes forced claimants to use outdated paper forms instead of online applications. As a result, people facing terminal illness experienced unacceptable delays in receiving the support they were rightly entitled to, including my constituent Carolanne’s husband Jack—sadly no longer with us—who was left waiting months because of that bureaucracy. Will the Leader of the House help to facilitate a meeting between me, my constituent and the relevant Minister to ensure that the process is streamlined to better support those who need it?
I am really sorry to hear about that case. Those who suffered with mesothelioma still suffer a great injustice. I will absolutely ensure that my hon. Friend gets a full response from a Minister, and hopefully a meeting on the matter.
