On a point of order, Mr Evans. I have come here today to support the Bill promoted by my hon. Friend the Member for Stoke-on-Trent South (Robert Flello) and to introduce the Second Reading of my Public Bodies (Sustainable Food) Bill, on behalf of many thousands of people in the UK who care about food, who do not want poetry recited in the House of Commons and who, in the run-up to the 800th anniversary celebrations of the Magna Carta, want this place to be dealing with real issues about sustainable food. Is it not time that the business leaders of the House of Commons, with Mr Speaker and you, Mr Deputy Speaker, find a way to deal with Bills such as mine, which are not mischievous, which deserve to go into Committee to be properly discussed, in the interest of public health, and which are supported by organisations such as Sustain? People expect the House of Commons to give a proper hearing to the real debate, so what can be done?
I will bring the hon. Lady’s comments to the attention of Mr Speaker on Monday morning. I know how frustrating a private Members’ day can be when you have the second, third or fourth Bill to be presented; I am a veteran of Friday mornings and I have been fortunate enough to have had several private Members’ Bills, one of which had fair wind from the Government and sailed through. The others did not, so I know how frustrated she might be. The procedures we are following are set down in Standing Orders and, as I say, I will bring her comments to the attention of Mr Speaker on Monday morning. Before Mr Rees-Mogg resumes his speech, may I say that I hope he will confine his comments to the Bill and there will be no further repetitions of the poetry, as interesting as it was?

Commons ChamberYes, I will happily meet my hon. Friend. If you will allow me one more sentence, Mr Speaker, under the cost and responsibility discussions I am absolutely determined, and I will reassure my hon. Friend’s farmers on this, that they will have a major role in formulating disease control policy.
May I ask the Minister how the Government will use their new buying standards for food in the public sector to support British farmers in the 88% of public sector food purchases not covered by the new Government standards? My private Member’s Bill next week is the ideal opportunity for a detailed debate in Committee where we can discuss how we can support farmers.
I can tell the hon. Lady that I am certainly looking forward to next week’s debate on her private Member’s Bill and I congratulate her on introducing it to enable us to have that debate. We will consult on the Government’s buying standards in the next few weeks and we will be launching them early next year. They will apply compulsorily to central Government—we have determined that we should drive these standards forward—and they will include the need to ensure that food procured by the Government is produced to the standards that we expect of our own farmers. That is the best way to ensure fair competition in public procurement.
Obviously I understand those concerns, and as my hon. Friend knows, I have been in the industry for most of my working life. Two points need to be made. First, it is good news that somebody thinks that the dairy industry is worth investing in, given that so many dairy farmers have given up over the past few years. Secondly, I genuinely believe that there is huge scope for reclaiming much of our domestic market, which has been lost to imported dairy products. If through expansion and greater efficiencies we can do that, there will be room in the industry for both large and small producers.
Given the reference made to the Environmental Audit Committee, I hope we can return to the issue of resources in due course. On a constituency matter, I met the Staffordshire wildlife trust last week and it is looking to make a submission to the EU LIFE+ programme to enhance biodiversity in Stoke-on-Trent. Will the Secretary of State commit DEFRA officers to give support to any proposal that comes out of that?
I am delighted to be able to offer that support. The wildlife trusts do an excellent job, which is why we see great scope in the concept of the big society for more work of this kind.
I might have made an error, Mr Speaker, in not responding myself to the question put by the hon. Member for Bristol East (Kerry McCarthy). I apologise, as I should have taken it—but, of course, I agree with everything that the Minister of State had to say.

Commons ChamberAs the hon. Gentleman knows, that legislation is not my departmental responsibility, but it did appear on the coalition Government’s programme. As he also knows, it is not always possible to legislate for everything in a Government’s programme in the first Session, but there is a fairly weighty programme for the first Session, and I hope that the legislation to which he has referred will be introduced rapidly.
My right honourable colleague the Secretary of State for Environment, Food and Rural Affairs will also be working with the businesses for which her Department is responsible to help them to reduce their greenhouse gas emissions, and to help businesses and communities to adapt to the effects of a changing climate. Climate change is one of the gravest threats that we face, and we have a very short period in which to tackle it before the problem becomes irreversible and out of control.
The Secretary of State has told us that there will be no environmental legislation as such, but given his emphasis on the importance of environmental issues, will he give the House a guarantee that—notwithstanding the announcements that have been made about cuts elsewhere—the essential work that is being done on the environment and climate change will be protected financially, and will not be compromised? I am thinking particularly of the Committee on Climate Change, which has a very important role in relation to the House.
I agree that the committee has an extremely important role to play. However, the hon. Lady must be aware of the financial legacy that this Government have inherited from the Labour Government. We have inherited the largest budget deficit in Europe bar none. It is even larger than, for example, the budget deficit of Greece, which, as we know, has experienced a substantial loss of market confidence in recent weeks. For precisely that reason, I do not think it would be wise for anyone to suggest that we should continue to seek all possible ways of ensuring that we can live within our means. If the hon. Lady looks at the manifesto on which she stood for election, she will observe that no such commitment was made in that manifesto; and it was not made in ours either.
Let me make a little progress.
The measures might also include a requirement for energy companies to provide more information on energy bills in order to empower consumers, including information on the cheapest tariff available and how a household’s energy usage compares to similar households, and a framework for the development of a smart grid to revolutionise the management of supply and demand for electricity in a low-carbon future. Again, the emphasis is on saving as well as on new generation. If we can have a smart grid that enables us to take some of the peaks out of electricity demand, that in turn will allow us to install less capacity and provide what we have to provide in a more economical manner.
It was remiss of me not to have congratulated the Secretary of State on the important role that he is now playing. On the issue of the grid, may I refer him to the offshore valuation research that shows that there is huge potential for the net export of renewables? Will he assure the House that as the legislation is introduced there will be scope for a supergrid so that we can have all the advantages, which will also cover energy supply, of being able to export to Europe?
There are a number of issues, but I was excited, as I am sure the hon. Lady was, by the report on the potential for renewable energy around our shores. It is right to point out, as that report did, that in due course we might once again be a net energy exporter, as we were at the peak of oil and gas production in the North sea. That is a very exciting prospect. We have enormous potential when it comes to renewables produced through tidal power, wave power and wind power—perhaps less, given our climate, when it comes to solar power. We have an enormous capacity, and we need to ensure that we have the framework to exploit that.
We will also need the right institutional framework to support the reform of our energy system, and we may use the Bill to put any necessary changes in place. Overall, the Gracious Speech has put forward a programme to ensure we have a stable economy underpinned by a robust national infrastructure. The energy Bill will be an integral part of that agenda, as it will kick-start the transformation to a real low-carbon economy and help to drive the country out of recession by creating thousands of new green jobs. I commend the Gracious Speech to the House.
