The Secretary of State will know about the terrible legacy of the imprisonment for public protection sentence, and its negative impact on both reoffending and re-incarceration. Will he meet me, and my constituent whose son received an IPP sentence, to discuss ideas for reform of the licence that applies?

My constituency is famous for its sport and for its sporting venues. We would love more sports tourism, but the failure of the Government to invest in the redevelopment of our railway station, the dreadful service on the Great Western Railway main line from London and the refusal to devolve air passenger duty are preventing an increase in sports tourism. What is the Minister going to do to persuade his Cabinet colleagues to sort this out?

Thank you for the second opportunity, Mr Speaker. My constituent Bashir Naderi came to Cardiff as an unaccompanied child refugee aged 10. Two months ago, Bashir and I personally delivered to the Home Secretary my letter and a petition against his forced removal to Afghanistan signed by more than 14,000 people. I have had no acknowledgment from the Home Secretary, never mind a response to the letter or the petition. When will she reply to me?

Does the Minister agree that rather than sniping from the sidelines on these issues, we should be playing our full part in co-ordinated international security frameworks such as the prisoner transfer agreement, the European arrest warrant, Eurojust—the body that leads judicial co-operation between member states—and the Schengen information system, as all of them ensure that our EU membership continues to help protect us against crime, terrorism and threats to our security—yet more reasons to vote to remain on 23 June? [Laughter.]

Thank you, Mr Speaker.

I represent a city centre constituency, and I know that many of my constituents are worried about their jobs at BHS today. The Minister has mentioned the role that the Insolvency Service will play. Given that her Department is voluntarily offering to make cuts of 40% in the service, rather than the 17% demanded by the Chancellor, is she confident that it will be able to help the BHS workers?

Further to that point of order, Mr Speaker. I am in the same situation as my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty). Last week, the Secretary of State for Wales and the Chancellor of the Exchequer visited my constituency, but I had no notice of either visit from either right hon. Member. I would be grateful if you advised me on how I might take the matter further.

I am grateful to the hon. Members for Cardiff South and Penarth (Stephen Doughty) and for Cardiff Central (Jo Stevens) for those points of order, and I appreciate their giving me notice of their intention to raise this matter. As the hon. Member for Lichfield (Michael Fabricant) well knows—and as everyone else should know—it is a long-standing and firm convention that hon. Members should give notice if they intend to visit another hon. Member’s constituency in anything other than a purely personal and therefore, in a sense, private capacity. In the case of Ministers, it is clearly stated in the Government’s ministerial code that such notice must be given. It is open to either of the hon. Members to raise this matter with the Cabinet Secretary, if either or both of them should wish to do so. However, I trust that what has been said, by them and by me, has been noted by those on the Treasury Bench and will be communicated directly to the Ministers concerned.

For the avoidance of doubt, as with virtually every convention in this place, the convention applies without fear, favour or discrimination. No Minister can be exempted or exempt him or herself from it on the ground of seniority. The hon. Member for Cardiff South and Penarth inquired whether the Chancellor of the Exchequer had received a copy of the note on conventions and courtesies, and the answer is that he most assuredly will have done so, because it has been sent to every Member.

On the hon. Gentleman’s point about receiving notification some days late, it is a fairly obvious common-sensical point that if people are going to comply with the convention, as they should, they should take great care to do so in a timely way. There is no point in leaving it to the last minute, only to find that the notification arrives late. It must be done in a timely way that is considerate of Members’ responsibility to each other. So all three Members have, in cross-party fashion, done the House a service today and I thank them for that.

Many Members will have seen a report in The Guardian today about the exploitative work practices in Sports Direct, which include paying less than the national minimum wage and daily body searches of employees, down to the outside of their underwear. May we have a debate, please, in Government time on exploitative work practices and on the failure of national minimum wage enforcement?

The Leader of the House clearly has a stimulating existence if he spends time visiting bus stations. Perhaps we should hear more about these matters.

May I associate myself with the comments of right hon. and hon. Members about the tragic accident at Celsa in Cardiff yesterday? Last week, two teenagers received custodial sentences from a Cardiff youth court following an incident with a BB gun, despite the sale of such imitation weapons to under-18s being illegal. May we have a debate on the current law governing the possession and sale of imitation weapons, because it is clearly not working?
